From Environmental Movement to Smart Growth Policy - The Case of Austin, Texas -

  • This paper explores the history of environmental movements and policymaking in the city of Austin, TX and addresses the most recent element of the city's environmental policy, the Smart Growth Initiative. Austin's intense growth over the last 35 years has increased a growing awareness of environmental impacts by humans. The Austin municipal government has tried to adopt environmental measures and various policy initiatives ranging from comprehensive plans to its latest Smart Growth Initiative. The long history of comprehensive planning and watershed protection ordinances indicate that while environmental issues have continually presented as priority issues, it has failed to integrate as a part of the municipal government. This shows that the efforts of political actors have not been sufficient to sustain progressive environmental regimes with environmental issues despite the initial motivation of the state.

The Effects of Social Welfare Center Worker's Public Service Motivation on Organizational Performance (사회복지관 종사자들의 공공봉사동기가 조직성과에 미치는 영향)

  • The purpose of this study was to analyse the effects of public service motivation on organizational performance and suggest the theoretical and policy implications. For this purpose, this study measured the public service motivation and organizational performance of social welfare center workers, set up the study model to analyze the relationships between the public service motivation and organizational performance, and tested hypothesis through questionnaire analysis. The analytical results show that the public service motivation and organizational performance of social welfare center workers are relatively high on the whole. And attraction to policy making, commitment to public interest, compassion, and self-sacrifice as the elements of public service motivation appear to have significant effects on organizational performance. In this study, some theoretical and policy implications are introduced basing on the analytical results.

Prediction of Land Use/Land Cover Change in Forest Area Using a Probability Density Function

  • This study aimed to predict changes in forest area using a probability density function, in order to promote effective forest management in the area north of the civilian control line (known as the Minbuk area) in Korea. Time series analysis (2010 and 2016) of forest area using land cover maps and accessibility expressed by distance covariates (distance from buildings, roads, and civilian control line) was applied to a probability density function. In order to estimate the probability density function, mean and variance were calculated using three methods: area weight (AW), area rate weight (ARW), and sample area change rate weight (SRW). Forest area increases in regions with lower accessibility (i.e., greater distance) from buildings and roads, but no relationship with accessibility from the civilian control line was found. Estimation of forest area change using different distance covariates shows that SRW using distance from buildings provides the most accurate estimation, with around 0.98-fold difference from actual forest area change, and performs well in a Chi-Square test. Furthermore, estimation of forest area until 2028 using SRW and distance from buildings most closely replicates patterns of actual forest area changes, suggesting that estimation of future change could be possible using this method. The method allows investigation of the current status of land cover in the Minbuk area, as well as predictions of future changes in forest area that could be utilized in forest management planning and policymaking in the northern area.

Measuring Psychological Support for the Unemployed: The Case of Kakao NEET Project

  • This paper attempts to investigate Korean youth Not in Education, Employment and Training (NEET) and how daily activities and community participation may influence their positive emotions and job search desire. First, we conducted a focus group interview with 16 NEETs who participated in the Kakao NEET Company project. The project allowed participants to experience employment by founding a virtual company in which each participant selected a daily activity to perform as part of the company's operations. Second, the interview responses were categorized and assigned emotional values using the card sorting technique and multi-dimensional analysis (MDS). A total of 11 emotional values were derived through this process. Finally, a social network analysis was conducted in order to measure the density of relations among the emotional values. Results suggest that immersion, confidence, belongingness were the three highest values evaluated by participants. Furthermore, network diagrams imply that the stronger participants perceived social support and belongingness with others, the stronger their responsibility grew, further leading them to establish steady goals. In particular, the high eigenvector score for "desire for job" suggests that emotional values are sequentially connected to the immersion-social support-responsibility-goal-job desire. This sequence suggests that digital services that are developed with the aim to enhance social values such as the Kakao NEET Project may engender motivation and confidence in youth NEETs. The overall results suggest that a systematic approach to policymaking should be considered in order to provide fundamental solutions and expand opportunities for social participation and emotional comfort, as social isolation due to low self-esteem has been reported as one of the reasons for NEETs' failure in the labor market.

Evaluation of Agricultural Drought Disaster Vulnerability Using Analytic Hierarchy Process (AHP) and Entropy Weighting Method (계층화분석 및 엔트로피 가중치 산정 방법에 따른 농업가뭄재해 취약성 평가)

  • Recent drought events in the South Korea and the magnitude of drought losses indicate the continuing vulnerability of the agricultural drought. Various studies have been performed on drought hazard assessment at the regional scales, but until recently, drought management has been response oriented with little attention to mitigation and preparedness. A vulnerability assessment is introduced in order to preemptively respond to agricultural drought and to predict the occurrence of drought. This paper presents a method for spatial, Geographic Information Systems-based assessment of agricultural drought vulnerability in South Korea. It was hypothesized that the key 14 items that define agricultural drought vulnerability were meteorological, agricultural reservoir, social, and adaptability factors. Also, this study is to analyze agricultural drought vulnerability by comparing vulnerability assessment according to weighting method. The weight of the evaluation elements is expressed through the Analytic Hierarchy Process (AHP), which includes subjective elements such as surveys, and the Entropy method using attribute information of the evaluation items. The agricultural drought vulnerability map was created through development of a numerical weighting scheme to evaluate the drought potential of the classes within each factor. This vulnerability assessment is calculated the vulnerability index based on the weight, and analyze the vulnerable map from 2015 to 2019. The identification of agricultural drought vulnerability is an essential step in addressing the issue of drought vulnerability in the South Korea and can lead to mitigation-oriented drought management and supports government policymaking.

Effect of Residential Environmental Satisfaction on Aging in Place : Analysis of Moderated Effects of Housing Characteristics (주거환경 만족도가 지역사회 계속 거주 욕구에 미치는 영향 : 주거특성의 조절효과 분석)

  • This study examines the impact of residential environmental satisfaction on AIP(Aging in Place), and analyzes how their relationship differs depending on housing characteristic variables (ownership type, housing type, and residential area). For this purpose, as of November to December 2020, a questionnaire analysis was conducted on 373 adult males and females residing in Busan and Gyeongnam. The results of this study are summarized in two ways as follows. First, the higher the satisfaction with the residential environment, the higher the AIP. Second, it was analyzed that the positive relationship between satisfaction with the residential environment and AIP was higher in ownership than in rental cases, and further decreased in detached houses compared to apartment houses. In addition, compared to other regions, metropolitan cities or small and medium-sized cities had a higher positive (+) relationship between satisfaction with the residential environment and AIP. This study will provide important implications for policymaking related to population and urban planning.

A Study on Global Governance System for Effectively Achieving UN Millennium Development Goals (유엔 새천년개발목표의 효과적 달성을 위한 글로벌 거버넌스에 관한 연구)

  • This study seeks to improve the problems of analytical rigor and practical utility found in the concept of human security by examining ways to create a global governance system for the effective achievement of United Nations Millennium Development Goals(UN MDGs). This study regards poverty as the most fundamental threat to human security in order to achieve the analytical rigor of human security concept. At the same time, it also examines how to creating a global governance for achieving UN MDGs to improve practical utility of human security concept. The global governance system of MDGs should acquire global political representativeness, efficacy of policymaking process, and democracy within it. For these purposes, the creation of a "Global Summit for Development," the establishment of a more equal partnership between the states, international organizations, and NGOs, and institutionalization of operational and strategic cooperation among development institutions are proposed.

Analysis of Spatial Information Characteristics for Establishing Land Use, Land-Use Change and Forestry Matrix (Land Use, Land-Use Change and Forestry 매트릭스 작성을 위한 공간정보 특성 고찰)

  • The importance of establishing a greenhouse gas inventory is emerging for policymaking and its implementation to cope with climate change. Thus, it is needed to establish Approach 3 level Land Use, Land-Use Change and Forestry (LULUCF) matrix that is spatially explicit regarding land use classifications and changes. In this study, four types of spatial information suitable for establishing the LULUCF matrix were analyzed - Cadastral Map, Land Cover Map, Forest Map, and Biotope Map. This research analyzed the classification properties of each type of spatial information and compared the quantitative and qualitative characteristics of the maps in Boryeong city. Drawn from the conclusions of the quantitative comparison, the forest area showed the maximum difference of 50.42% ($303.79km^2$) in the forest map and 46.09%($276.65km^2$) in the cadastral map. The qualitative comparison drew five qualitative characteristics: data construction scope difference, data construction purpose difference, classification standard difference, and classification item difference. As a result of the study, it was evident that the biotope map was the most appropriate spatial information for the establishment of the LULUCF matrix. In addition, if the LULUCF matrix is made by integrating the biotope, the forest map, and the land cover map, the limitations of each spatial information would be improved. The accuracy of the LULUCF matrix is expected to be improved when the map of the level-3 land cover map and the biotope map of 1:5,000 covering the whole country are completed.

An Analysis of the Gap in Recognition between Managers and Experts regarding the Poisonous Substances Designation System (유독물지정제도에 대한 유해화학물질관리자 및 전문가의 인식도 분석 연구)

  • Objectives: Poisonous substances experts engage in policymaking regarding poisonous substances, whereas poisonous substances managers perform legal duties related to poisonous substances management systems at worksites. To understand and improve poisonous substances designation systems, it is necessary to distinguish the roles of these experts and managers. We further aimed to identify problems with poisonous substances appointment systems and provide basic data for their improvement by investigating the knowledge and recognition of the need for system improvement among managers and experts. Methods: To determine the $subjects^{\circ}{\emptyset}$ awareness of poisonous substances designation systems, a selfadministered questionnaire comprised of items on general characteristics and knowledge and recognition of the need for system improvement was issued. Data were analyzed via t-tests and ANOVA using SPSS v 16.0 Results: Regarding system comprehension, managers (n=213; mean 3.28, SD 0.63) significantly differed from experts (n=35; mean 4.08, SD 0.59) (P<0.001). No differences were found in recognition of need for improvement between managers (mean 3.11, SD 0.34) and experts (mean 3.24, SD 0.31). Significant differences in comprehension were found among managers by education level (P<0.05) and company size (P<0.05). Regarding industry type, comprehension was greater in the electrical/electronic and chemical/environmental industries compared to in other industries (P = 0.066). Comprehension was higher among those with five years or more of experience compared to those with less than five years. Regarding recognition of need for improvement, managers showed significant differences by company size (P<0.05). $Experts^{\circ}{\emptyset}$ comprehension showed no differences by general characteristics, while need for improvement differed according to work experience (P<0.001). Conclusion: The study found that the bigger the company size, the higher the level of comprehension by managers and the experts. In the case of both groups, where a higher comprehension of the poisonous substances designation system was evident, they recognized the necessity of its improvement.

And Induction -factor of Production is much the same to mfg. field, Value added Induction-factor is more higher than manufacturing industry, therefore we research again about workers' inferior working & personal life condition in our society in order to they feel happiness their life with pride for the job construction occupation. So construction companies & government will be contribute to strengthen their phase & to achieve more higher level of construction working culture for elevate competitive power. We have to prepare the basis to turn to the qualitative construction businesses by break away from only the amount of work volume in company with the system of workers' self-conceit on the ground of professional education/training, qualification system, social insurance benefits, working condition improvement, stable job. Our nations does not feel well-being senses, only 25 class level in the 30 countries of OECD. We draw the questions at issue with slough off old customs in order to qualitative improvement for profession & self-contentment of construction workers, and present the useful plan to contribute to international competitiveness with our construction firms in the globalize construction field under Government's & company's policy.
