Analytic Hierarchy Process-Based Prioritization in Expanding Health Insurance Benefit Package: in Case of Four Major Serious Diseases (Analytic Hierarchy Process를 이용한 건강보험 급여 우선순위 결정: 4대 중증질환 비급여항목을 중심으로)

  • Background: Demands are recently rising for the securement of procedural justification of policy decision-making. This study aims to improve the procedure of making a decision to expand health insurance benefit package from the perspective of building a social consensus. Methods: Major priority principles were firstly derived through literature search. Weights for such principles were calculated through an analytic hierarchy process, based upon the survey conducted for the health policy experts. Priority for 11 non-covered services was assessed by applying the weights as above to the results of the questionnaire survey targeted at people including members of related committees or societies. Results: Weights for priority principles were in the order of 'severity/urgency (0.428)', 'cost-effectiveness (0.318)', 'substitutability (0.164),' and 'accountability (0.090)'. What was obtained by applying these weights to the results of the questionnaire survey was considerably in line with what health experts classified those items into 3 groups depending on their own judgement of service necessity (consistent with 9 services out of 11). Conclusion: Results of the study are suggestive as to how far a brief assessment by experts could be utilized in case there are constraints on time and expenses in implementing all the process to secure procedural justification. Various attempts and endeavors need to be made to secure procedural justification that will not mar efficiency of decision-making in the days to come.

Consumers' Perception on the Allocation Policy of 700MHz Band for Efficient Broadcasting Environment (700MHz대역 주파수 분배정책에 대한 소비자인식)

  • This study surveys and discusses that to what extent consumers are understanding the benefits and which purpose of use they support more regarding the 700 MHz frequency band allocation for mobile communication use as well as public terrestrial UHD TV broadcasting use. The results of this study can be summarized as follow. First, consumers perceive not only advantages but disadvantages for the decision that 700 MHz frequency band is divided and utilized for both mobile communication and UHD TV broadcasting use. Second, 43% of consumers (the largest portion of opinions) say that they support government's final decision of 700 MHz frequency band allocation, which can be interpreted that government's long term discussion and final decision of frequency allocation policy is favorably accepted by the majority of consumers. The importance of this study is to survey consumers' perception of government's 700 MHz band frequency allocation policy from impartial point of view from either communication or broadcasting interest.

A Study on Dilemma in Internet Addiction Prevention and Solution Policy for Adolescent (청소년 인터넷중독 예방 및 해소 정책의 딜레마 연구)

  • The objective for this research is to analyze the origin of the outbreak of a policy dilemma in the government's pursuance of policy aimed at tackling internet addiction among teenagers, as well as analyzing responsive strategy. Therefore, within this research and as the model of the dilemma being the analytical frame, the aspect of the dilemma has been analyzed through the transformation of contexts, conditions, policy values, alternatives, policy actors and policy decision makers. The major research results are as follows. First, each and every dilemma of 'transformation of context and condition', 'policy value and alternatives', 'policy actors' and 'policy decision makers' in processes of policy in preventing and resolving adolescent internet addiction, it acted as a decisive cause in forming the general dilemma of the policy. Second, the government's strategy in policy response within the policy dilemma conditions turned out to be a duplication of policy, occurrence of contradictions, typical response strategy and cyclical choices. Given these factors, the following characteristics have shown up as a result. First, as the problems in duplication of policy and contradictions occurred within a single policy, the government responded to this dilemma in a typical way, which brought about an even more serious dilemma. Second, the government put in effort to re-regulate two values (protection of adolescents and promotion of the video game industry), which are included in the response policy of adolescent Internet addiction. As a result, the policy dilemma has weakened with respect to the past. However, it has not solved the fundamental problems. This research, taking the results as a background, strives to provide implications for establishing a self-consistent groundwork, which combines policy values and vision for the government to pursue effective responsive policy on adolescent internet addiction, which is becoming more and more severe in the information society in which we live.

Localization and a Distributed Local Optimal Solution Algorithm for a Class of Multi-Agent Markov Decision Processes

  • We consider discrete-time factorial Markov Decision Processes (MDPs) in multiple decision-makers environment for infinite horizon average reward criterion with a general joint reward structure but a factorial joint state transition structure. We introduce the "localization" concept that a global MDP is localized for each agent such that each agent needs to consider a local MDP defined only with its own state and action spaces. Based on that, we present a gradient-ascent like iterative distributed algorithm that converges to a local optimal solution of the global MDP. The solution is an autonomous joint policy in that each agent's decision is based on only its local state.cal state.

  • This paper aimed to exam the influence factor of purchasing decision making of industrial buyer and analyzed their effects on success. From the previous studies, we extracted influence factor which are buying center, character of Industrial goods provider. The result showed the difference in the purchasing decision-making process in accordance with the type of buying task(Hypothesis 1). And a test was made the difference in the mode of purchase decision-making(Hypothesis 2). A test was made the difference in supplier's evaluative criterion in accordance with the type of buying task(Hypothesis 3).

  • The purpose of this study was to analyze the school location decision direction for land use planning of public land development. And this research proposed the school location decision direction for urban amenity. So this research present the implication on urban planning and design for architecture, park-school complex. This study perform the relationship with land use planning out side environment of school land. This research proved the fact that the school land relationship with the park, the other school land etc. And this result will be used in decision-making-process of land use planning, public land development construction, urban design and city policy.

  • This paper proposes a potential-based reinforcement learning, called "RLs-CBDT", which combines multiple RL agents and case-base decision theory designed for decision making in uncertain environment as an expert knowledge in RL. We empirically show that RLs-CBDT converges to an optimal policy faster than pre-existing RL algorithms through a Tetris experiment.

An Analysis of the Concretizing Process of the Free Semester Policy : Focusing on the Policy Objectives (자유학기제 정책의 구체화 과정 분석 : 정책 목표를 중심으로)

  • This study looked at the concretizing process of the Free Semester Policy(as is the FSP). The concretizing process of policy refers to the process in which the major components of policy idea are changing through the agenda setting and policy decision process. To this end, we collected major policy documents related to the FSP from the pledge of the presidential candidate to the implementation plan of the FSP and the oral data of key personnel of the FSP, and analyzed the concretizing process of the policy focusing on the policy objectives. As a result, it was found that the policy objectives of the FSP were presented in a more comprehensive and ambiguous form through the agenda setting and policy decision process. The emphasized direction of policy has also changed over and over. This phenomenon offers several implications for understanding education policy. First, it should be understood that the objectives of education policy presented at a specific point in time are provisional. Second, the change in policy objectives may have occurred in the process of securing the legitimacy of policy promotion. Third, it is necessary to pay more attention to the relationship between policy and politics. In order to properly promote an education policy based on the common sense and needs of the public, a mature education policy discussion culture is required.

An Improved Reorder Policy for the General Multi-Echelon Distribution Supply Chain based on the Order Risk (다계층 분배형 공급사슬의 운영 개선을 위한 주문리스크 기반의 재주문정책과 실용적 근사방법)

  • The objective of this paper is to provide an improved reorder decision policy for general multi-echelon distribution systems utilizing the shared stock information. Since it has been known that traditional reorder policies sometimes show poor performance in distribution systems, in our previous research we introduced the order risk policy which utilizes the shared stock information more accurately f3r the 2-echelon distribution system and proved the optimality. However, since the real world supply chain is generally composed with more than 2 echelons, we extend the order risk policy for the general multi-echelon systems. Since the calculation of the exact order risk value fur general multi-echelon systems is very complex, we provide two approximation methods. Through the computational experiment comparing the order risk policy with the existing policies under various conditions, we show the performance of the order risk policy and analyze the value of the shared stock information varying with the characteristics of the supply chain.
