Effects of Diagnosis-Related Group-Based Payment System on the Risk-Adjusted Cesarean Section Rate (Diagnosis-Related Group 지불제도가 위험도 보정 제왕절개 분만율에 미치는 영향)

  • Background: This study analyzed the effect of applying the diagnosis-related group (DRG)-based payment system, which was implemented in July 2012 for hospitals and clinics nationwide, on the cesarean section rate. Methods: The subjects of the study were divided into new groups that participated in the payment system after July 2012 and maintenance groups that participated in the payment system before July 2012. As an analysis method, a difference-in-difference analysis, which is a quasi-experimental design, was used. The risk-adjusted cesarean section rate was used as a dependent variable. Results: Seven risk factors (malpresentation of fetus, eclampsia, multiple pregnancies, problems in the placenta, previous Cesarean section, cephalopelvic disproportion, problems in amniotic fluid) were included in the final risk-adjustment model, and found to have a statistically significant relationship with the cesarean section rate. Results showed that the risk-adjusted cesarean section rate increased significantly in new groups after the application of the DRG-based payment system. Conclusion: Study results provided policy implications for the reorganization of the DRG-based system should that reflects the demands of obstetricians, such as organizing a consultative body with obstetricians and establishing a reasonable fee.

  • Recently there are sharp increase in number of studies related with facilitation of Inward-FDI or Multinational Enterprises invested in Korea region. The most of studies are mainly purposing to survey - 1)how Korea Government makes counter plan and assistance policy to make foreign capital and Inward-FDI more attractively and aggressively, 2)what is the new framework or system for Inward-FDI policy, 3)what is economic effect of Inward-FDI, 4)what are determinants or conclusive factors of FDI in Korea. Under this situation, the goal of this report is to find out the new way for Multinational Enterprises to reinvest continuously thru getting their better investment performances on several factors including Marketing Competence, Management Ability, Localization Management Skill, Business Management Strategy, and R&D Competitiveness which would be much more important determinants influencing re-investment of Multinational Enterprises in Kora. This report based on the empirical result and comprehensive analysis will eventually help policy makers to implement the appropriate strategy and support Multinational Enterprises to proceed positive circle's re-investment activity in the end.

Development of Performance Analysis Model for SMEs through Meta-Analysis

  • This study is to develop a performance analysis model for SMEs.Based on similar performance indicators through previous studies, performance indicators for SMEs were rewritten.Through the Korean Journal Citation Index (KCI), 75 related data were classified and a comprehensive SME performance analysis model was developed.Performance analysis was divided into two axes and classified into tables.The horizontal axis is the spatial performance range, which is divided into three areas: performance management by department/function, integrated performance management for the entire organization, and governance performance management requiring policy feedback. The vertical axis is subdivided into short-term, mid-term, and long-term by time and growth stage, and is divided into three parts: technical performance according to technological input, economic performance as organizational performance, and social performance for policy utilization. Then, performance indicators were mapped to each column. As a result of the survey, 28% of technical performance was analyzed as a result of frequency analysis, and performance indicators were organized into five categories: IT, R&D, certification, patent, and innovation. Economic performance was divided into 29%, BSC, HRD, logistics, production quality management, financial support, asset management, etc. 6 categories, social performance 43%, ESG, marketing, export, policy support, consulting, cooperation, etc. 7 categories.Limitations of the study include the narrowness of the survey that derived only performance indicators despite being a meta-analysis, and the performance model was mapped and classified according to growth stage and support period.however Insufficiency of validity due to lack of evidence, performance indicators were developed, but there were limitations in utilization for practical use.

  • This paper examines the current situation and major impacts of e-business on healthcare industry: hospital, pharmaceutical, medical device and health-related internet sectors. Of the 137 samples collected with mail survey, the utilization rate of B2C e-commerce is 31.4% and B2B is 13.1%. And 74.5% of respondents remains the first development stage which represents the simple advertisement such as the one-way information offering. The key obstacle of expansion of health care e-commerce turns out to be the illogical and outdated medical-related law and institution. Finally, policy recommendations are proposed based on the evaluation of the current policy implemented by government.

  • In this paper, we consider an Inventory system with multi-suppliers. A supply agreement is made with one of the suppliers, to deliver a fixed quantity Q evry review period ; That is, adapting to discounts of under the condition of free addition often implies that the timing and sizes of future replenishment orders are less predetermined. The replenishment decisions for the other supplier are governed by a replenishment policy. This paper, multiple suppliers strategy is a combination of a push system (the main supplier delivers every review period a predetermined quantity Q) and a pull system the replenishment orders placed at other suppliers are governed by replenishment policy. The costs are defined as the sum of the ordering, holding, purchasing and opportunity costs. Based on numerical results, conclusions follow about the division of the replenishment volume among the inventory policy.

  • This study investigates two-stage return policy and recycling issues in an e-marketplace supply chain consisting of consumers, a retailer and a manufacturer. The manufacturer, a focal company in the e-marketplace supply chain, considers the recycling of commercial returns so offers the retailer a buy-back contract of which transfer payment consists of a wholesale price and a buy-back price. Then, under the given contract offer, the retailer determines a selling price and a return policy to control consumers' demand and return requests. We consider the retailer's opportunistic behavior and supply chain coordination issues based on the principal-agent paradigm. We compare the first-best and second-best optima and conduct comparative static analyses to evaluate the performance results of the buy-back contract and provide important managerial implications.

Optimal Planning of Multiple Routes in Flexible Manufacturing System (유연생산 시스템의 최적 복수 경로 계획)

  • We consider the simultaneous selection of part routes for multiple part types in Flexible Manufacturing Systems (FMSs). Using an optimization framework we investigate two alternative route assignment policies. The one, called routing mix policy in the literature, specifies the optimal proportion of each part type to be produced along its alternative routes, assuming that the proportions can be kept during execution. The other one, which we propose and call pallet allocation policy, partitions the pallets assigned to each part type among the routes. The optimization framework used is a nonlinear programming superimposed on a closed queueing network model of an FMS which produces multiple part types with distinct repeated visits to certain workstations. The objective is to maximize the weighted throughput. Our study shows that the simultaneous use of multiple routes leads to reduced bottleneck utilization, improved workload balance, and a significant increase in the FMS's weighted throughput, without any additional capital investments. Based on numerical work, we also conjecture that pallet allocation policy is more robust than routing mix policy, operationally easier to implement, and may yield higher revenues.

  • Nowadays, the policy of open data disclosure has become one of the globally used tools for public innovation. For this reason, this study investigates whether the policy has eventually created the achievement of public innovation in Korea. To this end, this study evaluates qualities of the fourteen thousand open data in Korea that is disclosed to the public and compares it with indexes such as the usage of data, transparency index, and Government 3.0 Excellency Index, which are regarded as the outcome of the disclosure. Based on the result, this study aims to suggest future orientation for the policy.

  • This paper explores the determinants of the innovation impact of publicly funded R&D projects along three broad dimensions, namely project, firm and market-related factors. In addition to these factors we examine the attributes of the research result per se and aspects of the commercialization process. The observations from empirical and qualitative analyses are based on R&D projects funded by the Fifth and Sixth Research Framework Programmes of the European Union. Firm size, prior experience, innovation culture, the nature of the project itself, explicit intension to commercialize, consortium management and strategy are the factors with the strongest effect on project success, defined in terms of product/process innovation and/or technical knowledge creation. The paper provides important implications for the organization, objectives, and management of public programmes that fund R&D and for project and participant selection.

  • Leisure is an important part of life for the elderly. The purpose of this study is to suggest directions of leisure policy for the elderly. For this purpose, this study investigated the trends of aging society, and analyzed the characteristics of the elderly in aging society. Also this study examined the level of leisure life among the elderly and their needs for leisure. Finally, this study analyzed the actual condition of public facilities for leisure and the problems in public facilities for the elderly. At the conclusions, this study suggested several directions of leisure policy for the elderly that enhance their leisure life quality.
