국내 학교도서관교육의 정책적 현안과 과제 (Political Issue and Problem of School Library Education in Korea)

  • 이 연구는 학교도서관교육과정이 정상적으로 운영되고 학교도서관이 교육성과를 산출할 수 있도록 하기위한 현안과 과제를 제시하는데 목적이 있다. 이를 위하여 학교도서관교육과 관련된 법과 주요 정책을 살펴보고 학교도서관교육의 행태와 성과에 관한 선행 연구를 분석하였다. 그 결과로 인적자원의 전문성 향상, 교육과정 개선, 장학 및 지원체계 정비, 관련법 개정을 정책적 과제로 설정하고 추진방향과 개선안을 제안하였다.

  • 본 연구는 효율적인 CD-ROM 네트워크 시스템 설계 및 운영을 위해 고려해야 할 요인들을 도출시켜 시스템 설계자 및 운영자에게 도움이 되는 지침을 제공하는데 목적을 두고, 국내 72개 대학도서관의 CD-ROM 네트워크 시스템 현황과 문제점을 파악하였으며, 3개 대학 64명의 실제 이용자들을 대상으로 시스템 이용행태와 시스템에 대한 만족도를 분석하였다. 또한 이용자 만족도와 시스템 운영정책, 시스템 자원, 시스템 성능 요인간의 영향관계를 밝히기 위해 $\chi^2(Chi-Square)$검증과 F검증, 회귀분석을 실시하여 이용자 만족도에 영향을 미치는 요인들을 분석하였다.

  • 본 연구는 이산 모형으로 표현되는 사용후 핵연료 중간 저장 공정을 전산기 모사하였다. 이는 계통 흐름을 보여주며, 기기 성능을 평가하고 계통 구성 요소와 흐름을 확립하여 설계에 관한 계통 구성 및 운전지침에 대한 정보를 제공한다. 공정 모사를 통하여 가장 좋은 시스템을 구성하기 위하여 주요 변수에 대하여 시험 분석하였다. 전산기 모사 결과에 의하면 하루 2교대 및 2대의 냉각 시설이 최적안으로 나타났다. 이산 공정 모사는 저장 시설의 최적 설계와 운전 자료를 얻는데 효과적으로 사용될 수 있다.

  • 최근 지역대표도서관을 중심으로 자료의 공동보존을 위한 노력이 가시화되고 있으나 이는 대체로 공공도서관을 중심으로 한 움직임이다. 이에 이 연구는 부산 경남지역을 중심으로 국립대학도서관을 위한 공동보존서고 건립 운영모형을 제안하는 것을 목적으로 하였다. 이를 위해 1) 참여도서관 보존서고의 규모와 시설, 운영정책, 장서량과 이관현황, 포화상태 등을 조사하고 이관예정자료의 규모를 추산하는 등 현황분석을 실시한 다음, 2) 건립형태, 조직과 인력, 자료이관지침, 자료정리와 배가, 자료제공 등 공동보존서고 건립 운영 모형을 제안하였다.

기업의 클라우드 컴퓨팅 내재화 및 기대이익에 영향을 미치는 기술주도/수요견인 요인과 조직 준비성의 조절효과에 대한 실증연구 (An Empirical Study on Factors Influencing the Assimilation and Expected Benefits of Cloud Computing and the Moderating Effect of Organizational Readiness)

  • Recently, many companies are interested in adopting cloud computing as their IT strategy. However, no distinct results have appeared in the substantial implementation of this technology. The main reason for such result is from the absence of research models leading to high impact studies on cloud computing. Thus, this study attempts to find a possible answer for the following research question : what factors influence an organizational assimilation of cloud computing? This study investigates Technology-Push (TP)/Need-Pull (NP) theory as a main factor affecting cloud computing assimilation. Also, the study examines the moderating role of organizational readiness. TP includes of perceived benefits, vendor pressure, cost savings, and IT activity intensity while NP includes competitor orientation, information technology policy, technological turbulence, and performance gaps. In addition, organizational readiness suggests two variables, financial resources and technological knowledge. Result from 217 adopting organizations showed that all of these factors with exception of competitor orientation and vendor pressure, have statistically significant impact on assimilation of cloud computing. The implications of the findings propose a theoretical framework for the foundation of studies on cloud computing assimilation, which can server as important practical guidelines for technology development.

원격 강의용 콘텐츠 제작 도구를 위한 동영상 생성 알고리즘 (Video Generation Algorithm for Remote Lecture Recording Tools)

  • 무크(Mook) 서비스 정착과 교육부의 원격 수업 확대 정책에 힘입어 대학을 중심으로 온라인 수업이 일반화하고 있으며, 출석 정규 수업의 형태도 일부 원격 방식으로 전환되는 추세이다. 본 논문은 이러한 교육 환경에서 필요한 교육용 콘텐츠를 제작하는 도구에 관한 것으로 이에 필요한 오디오 동기화 방법과 편집 알고리즘을 제안하였다. 제안한 알고리즘을 노트북 등 일반적인 PC 환경에서 그 성능을 측정하였다. 평가 결과, 안정적인 CPU와 Ram 사용량을 보였다. CPU 사용은 평균 9.3% 점유율을 나타냈고 Ram은 평균 87Mega바이트의 안정적인 사용량을 기록하였다(CPU 2.60GHz, 820*600 영역 기준). 본 제안하는 방식을 사용하면 손쉽게 자기 PC로 원격교육을 진행할 수 있을 것으로 판단된다.

  • The article proposes a methodical approach to assessing the innovative capacity of agri-food enterprises. This approach is based on the calculation of personnel, investment, technical and technological, information components of the ability of agri-food enterprises to innovate. The algorithm of search of production, intellectual, financial, information resources reserves, which are necessary for functioning of the enterprises of agro-food sphere, is defined. The approach developed by the authors, in contrast to the existing ones in the scientific world, allows the tools of mathematical modeling to identify shortcomings in the development of agri-food enterprises, to forecast the development of these enterprises and on this basis to form different models of market stakeholders. The method proposed by the authors to assess the innovative capacity of agri-food enterprises allows market participants to assess the current state of agri-food enterprises and form the necessary management levers to influence its activities to eliminate market failures and pitfalls.

The Application of Delphi-AHP Method in the Priority of Policies for Expanding the Use of Artificial Intelligence

  • Governments around the world are actively establishing strategies and initiatives to spread the use of artificial intelligence (AI), for AI is not a mere new technology, but is an innovative technology that brings about extensive changes in industrial and social structures and is a core engine that will lead the 4th Industrial Revolution. The South Korean government has also been paying attention to AI as a technology and tool for innovative growth, but its application to the industries is still rather sluggish. The government has prepared multifarious AI-related policies with the aim of constructing South Korea as an AI powerhouse, but there is no clear strategy on which detailed policies to implement first and which industries to apply AI preferentially. With these limitations of South Korea's AI policies in mind, this paper analyzed the priorities of industries in AI adoption and the priorities of AI-related national policies, using Delphi-AHP method for 30 top-level AI experts in South Korea. The results of analysis show that AI application is urgent and necessary in the fields of medical/healthcare, public and safety, and manufacturing, which seems to reflect the peak of the COVID-19 crisis in the second half of 2020 at the time of the investigation. And it turns out that policies related to AI talent cultivation, data, and R&D investment are important and urgent above all in order for organizations to apply AI. This suggests that strategies are required to focus limited national resources on these industries and policies first.

  • In these days it is rapidly increasing that multi-user, multi-layered commercial software developments for companies or public institutions. Security services are necessary for most of systems and the access control service is the essential of security services. Current access control methods that are used as access control policies are classified as Discretionary Access Control Mandatory Access Control and Role Based Access Control. However there are some inefficiencies when those methods are applied to current multi-user, multi-layered systems. Therefore it is required that a new access control method that takes complex system resources into account from the side of policy. In this paper extending previous Role Based of 'Behavior' and a basic model of the method. And we simply implement the method on the mobile agent based workflow management system that is a representative example of multi-user. multi-layered softwares and shows implementation results to tap possibilities of real-world application.

Ontology for estimating excavation duration for smart construction of hard rock tunnel projects under resource constraint

  • Although stochastic programming and feedback control approaches could efficiently mitigate the overdue risks caused by inherent uncertainties in ground conditions, the lack of formal representations of planners' rationales for resource allocation still prevents planners from applying these approaches due to the inability to consider comprehensive resource allocation policies for hard rock tunnel projects. To overcome the limitations, the authors developed an ontology that represents the project duration estimation rationales, considering the impacts of ground conditions, excavation methods, project states, resources (i.e., given equipment fleet), and resource allocation policies (RAPs). This ontology consists of 5 main classes with 22 subclasses. It enables planners to explicitly and comprehensively represent the necessary information to rapidly and consistently estimate the excavation durations during construction. 10 rule sets (i.e., policies) are considered and categorized into two types: non-progress-related and progress-related policies. In order to provide simplified information about the remaining durations of phases for progress-related policies, the ontology also represents encoding principles. The estimation of excavation schedules is carried out based on a hypothetical example considering two types of policies. The estimation results reveal the feasibility, potential for flexibility, and comprehensiveness of the developed ontology. Further research to improve the duration estimation methodology is warranted.
