The current consitutional law 29-1 is ordaining the State Tort Liability for the illegal action of public service personnel. Based on this regulation, the State Tort Liability Act 2-1 actualizes by indicating, the nation or the local self-governing community is responsible for the public service personnels damaging others during their office hours whether it is accidental or intentional. However, the same law is considered to be inappropriate for the damage relief. In order to supplement this problem, through examinations at both theoretical and systematic levels of Prima facie as well as the objectification and standardization of the damages are required for the national compensation for the police action. According to the objectification and standardization of the damage theory, the faulty actions of the public service personnel are the defects occurred during the office hours. In the case of the police action that frequently uses infringement administration, invading the liberty and rights of the people, it is necessary to interpret faulty damages during the office duties more comprehensively so as to extend its scope of the ordinary public service personnel accidental illegality. In order to warrant effectiveness of the securing the rights, it is crucial to distinguish whether the faulty actions are accidental or intentional. When proven to be damages by illegal police action, the police personnel is responsible for the faults, called Prima facie, the nation is liable for the damage relief.

본 연구는 경찰의 112 신고와 해양경찰의 122 신고를 중심으로 경찰 관련 긴급신고의 실태를 분석하고, 이를 기초로 경찰 관련 긴급신고에 대한 개선방안을 모색해 보고자 하는데 그 목적이 있다. 이러한 목적을 달성하기 위하여 2013년 국정감사요구자료의 경찰 관련 긴급신고 통계자료 중심으로 신고유형별 접수 현황, 출동 현황, 5분내 현장도착률 및 평균도착시간 등의 측면에서 실태를 분석하였다. 경찰 관련 긴급신고 실태분석의 주요한 결과를 살펴보면, 첫째, 경찰 관련 신고 전체 접수 건수에서 경찰의 112 신고는 증가하는 경향을, 해양경찰 122 신고는 증감을 반복하는 경향을 나타냈으며, 둘째, 접수 건수 중 비출동신고, 민원, 안내 등 비긴급신고의 접수 건수가 증가하는 것으로 나타났으며, 셋째, 해양경찰의 122 신고에 있어 장난신고의 비율이 높았으며, 타기관 이첩($122{\rightarrow}112$)의 비율도 적지 않은 것으로 나타났으며, 넷째, 경찰의 112신고와 관련해서 신고 접수 후 출동 건수와 평균 도착 시간이 감소하는 것으로 나타났다. 이러한 연구결과를 바탕으로 경찰 관련 긴급신고를 개선해 나가기 위해서는 경찰 관련 신고를 이원적으로 운용하는 것, 허위 거짓 경찰 관련 긴급신고에 대한 홍보와 엄중한 대응, 그리고 경찰 관련 긴급 신고 시스템을 지속적으로 개선하는 것이 요구된다.

본 연구의 목적은 차별적 경찰대응전략의 품질을 평가하는 것이다. 새로운 경찰대응시스템이 도입된 지 약 3년이 지났지만, 이를 실증적으로 평가한 연구는 미비한 실정이다. 2가지 종류의 통계적 품질관리 기법을 활용하여, 2012년 한해동안 익산경찰서에 신고된 약 3,000건의 경찰데이터를 분석하였다. "Xbar-R 관리도"의 분석결과, 경찰은 긴급출동신고전화 (Code 1)에 지속적으로 신속히(3분 이내) 대응하지 못하는 것으로 나타났다. 더불어 "P 관리도"의 분석결과, 경찰은 비긴급출동신고전화 (Code 2)에 5분이내로 대응하지 못한 출동건수의 월별 상이성이 큰 것으로 나타났다. 본 연구에서 알 수 있듯이 경찰이 추구하는 "신속한" 수준의 대응전략에 있어 코드별 목표대응시간에 대하여 재검토 할 필요성이 제기된다.

The primary purpose of this research was to set up the standard guidelines for the planning of interior architectural environments of the detention facilities at the Korean Police Stations. By visit-studying the actual interior environmental conditions of 5 different kinds' domestic Correcting Facilities and 5 domestic police detention facilities and 2 foreign police detention facilities, comparing them to the existing Korean correctional institutions' cell facilities, that the strengths and weaknesses had been analyzed to extract the main concepts and the planning scheme for the Standard Korean Police Detention Facilities. By reserching the National human Right Commitee's Anual Reports, three different indexes were picked out for those analysis : the Environmental control index, the Detention Service support index, the Environmental support index. These three indexes will be used as Key factors for the planning of interior architectural environments of the detention facilities at the Korean Police Stations.: (1)the Environmental control index to establish the Space Program, the Spatial Hierarchy and the horizontal & vertical Security Blocks, (2)the Detention Service support index for the central Environmental Control & Security System, the Secured Privacy for both detainees & police offices, (3)the Environmental support index for the gender-respected segregation of cell zones, the psychological & physical safety design factors, the construction standards of all rooms in a detention facility. The result of this study should be used as the guidelines for "The Standard Plans and Regulations for the Korean Police Detention Facilities" to respect fundamental human rights.

There are two kinds of police authorities in Korean railway industry, that is, the Special Judicial Police and the Local Subway Police. The existence of two separate entities for common objective of railway security has given rise to problems including inefficiency in performance and lack of customers-focused police service and synergic effects. The purpose of this study is to search for solutions to rail crimes that allows for rapid spatial movements since they take place on fast moving trains.

연구목적: 이 연구는 경찰의 업무환경에 대한 만족 수준이 자치경찰 도입의 기대에 미치는 영향을 살펴보기 위한 연구로서 경찰 업무환경에 대한 만족 정도에 따라 현 체제에 대한 변화 혹은 자치경찰제도 도입에 따른 전보를 고려하는 경찰의 입장을 파악하는데 목적을 가지고 있다. 연구방법: 이 연구의 완성을 위하여 현직경찰을 대상으로 설문조사를 통해 얻은 데이터를 통계적 기법으로 분석하였다. 연구결과: 경찰의 직무만족에 따라 자치경찰 도입의 기대에 미치는 영향을 분석한 결과, 경찰의 직무만족 수준이 물리적 환경 변화에 대한 기대에 대하여 내재적 만족과 외재적 만족 모두 부(-)적으로 유의미한 영향을 끼치는 것으로 나타났으며, 업무환경 변화에 대한 기대는 내재적 직무만족만이 부(-)적으로 유의미한 영향을 끼치는 것으로 나타났다. 결론: 자치경찰제도 도입에 앞서 자치경찰에 대한 조직 및 인사 등에 대한 정리가 우선되어야 내부의 신뢰를 얻을 수 있을 것이다.

This study analyze recognition and attitudes of citizens on the Policing, participation factors, relationship among many factors between independent variables and dependent variables. A mission of the police as described by law is to guard the life, body and property of all citizens. Such duties should be accurately performed based on legal and democratic procedures because the works of the police are directively influencing the overall lives of the citizens by restricting their freedom. The national police agency is setting up the figure of the police trusted and beloved by citizens. The strategies of police reform is to recognize the proposition of 'change the mind and you will see the bright future' and the historical mission of 'It is possible to survive only through the reform'. We are frequently watching the traffic police on the street or road. Traffic policing aims to reduce crime and the opportunities for criminal activity in relation to the use of roads, that is to improve road user behavior in order to reduce accidents. This study examines perceptions of drivers on the traffic police. For this purpose, this study surveys the opinion and view of drivers in Andong city based on the survey research and interview methods. The major findings of this study is as follows. Many drivers in Andong city evaluate negatively the kindness toward civilians, fair(rational) law enforcement of traffic police. So, this study suggests the improvement of the traffic police image.(for example, kindness toward civilians, service attitude, fair and rational law enforcement, etc)

조직에서의 인간행위의 보다 중요한 관점의 하나는 동기이다. 동기란 조직 구성원으로 하여금 특정한 방향으로 행위 하도록 만드는 것이라고 할 수 있다. 조직 활동에서의 인간의 동기는 조직효과성에 영향을 미치는 중요한 요인들인 것이다. 따라서 조직의 목표가 효과적으로 달성될 수 있도록 구성원들의 노력을 향상시키기 위해서는 그들의 욕구를 파악하고, 이를 충족시키기 위한 요인을 규명 작동하여 동기부여 하는 것이 중요하다. 이 연구에서는 경찰공무원의 입직동기를 측정해보고 이 연구결과를 토대로 경찰조직에 있어서 유효한 인적자원 관리방법과 조직몰입 향상을 위한 각종 방안을 모색해보고자 하였다. 또한 연구결과들은 적극적 모집의 필요성 함께, 현대의 경찰활동에서 요구되는 지역사회와의 관계의 개선, 협력치안 등의 목표를 달성하기 위해서는 신임경찰관들에게 시민들에 대한 적극적인 책임과 봉사의 태도를 갖도록 교육과정을 개편하고 새로운 교육프로그램의 필요성을 제기하고 있다.
