Evaluating the Imfortance of the Child-Friendly Planning Guidelines for Residential Environments (아동친화적 주거환경을 위한 디자인지침 중요도 평가)

  • The purpose of this study was to lay out child-friendly planning guidelines for environments in a bid to create residential environments geared toward backing up children's life. Earlier studies were reviewed to make a literature analysis to find out existing planning guidelines for environments, and small-group workshop was held to formulate down-to-earth planning guidelines. And a survey was conducted on the parents of selected children to assess the importance of the selected planning guidelines. The findings of the study were as follows: First, residential environments were categorized into housing spaces and outdoor playing spaces, and 25 and 28 planning guidelines for each field were prepared respectively. When a survey was implemented, all the 53 planning guidelines were rated as important or very important. Second, the guidelines for safety were considered very important, and the importance of the planning guidelines varied with children's age. The findings of the study suggest that the development of more reinforced criteria for children's safety is required to create child-friendly residential environments.

  • Even if Korea has established various legal guidelines as well as plans for the purpose of systematic management of urban citycapes, various problems have been pointed out, such as a decrease in operational efficiency because the legal framework is not clearly defined and the guidelines do not fully reflect regional characteristics. In the midst of this, Singapore is being mentioned as a representative example of enhancing international competitiveness by forming an outstanding urban cityscape through successful urban planning and operating system. Therefore, this study aims to suggest a direction for the improvement of Korea's urban planning and design guidelines by investigating and analyzing the characteristics of Singapore's urban planning system and design guidelines. As a result of the research and analysis, it was concluded that Singapore's urban planning system was based on the unified planning and management system. In particular, the Singapore Urban Design Guidelines provide differentiated guidelines to maintain and strengthen regional characteristics based on linkage with higher-level plans as detailed practical guidelines, and were operated as flexible guidelines reflecting the changes of the times and the needs of members of society. It also provides a direction for the improvement of the Korean urban design system, such as to increase the executionablity of the plan and the efficiency of operation by utilizing various guidance and support policies, rational and simplified deliberation procedures, and allow a platform that enhances the accessibility and convenience of related information.

Analysis of Guidelines and Content of Visual Landscape Planning in Korea (국내 경관계획 관련지침 및 계획내용 분석)

  • The purpose of this study is to analyze the guidelines and content of visual landscape planning according to the Landscape Law and to suggest improvements for it. The landscape planning guidelines were analyzed and landscape planning reports were reviewed and compared. To analyze the landscape planning guidelines, we conducted an expert survey and derived the results through statistical methods, such as t-test and importance-performance analysis(IPA). Both landscape planning reports were selected from among metropolitan cities, medium-sized cities, and counties. We analyzed and compared the reports with the landscape planning guidelines. The results of this study are as follows. The stage of visual landscape resource survey progressed systematically, but it was not practical for actual planning because of the excessively detailed guidelines. On the other hand, a greater variety of methods and techniques should be suggested for the landscape structure analysis. At the schematic planning stage, establishing contents suitable for the local government's identity and related plans is necessary. In addition, more detailed guidelines should be included in the landscape planning guidelines. At the master planning stage, the planning qualities and contents differed from cities and counties, so more substantial and detailed guidelines are necessary for the scope and contents. We suggested that some additional items be included such as the synthesis of landscape resource surveys and the viewpoint plan.

Characteristics of Managing System and Planning Guidelines for Rooming House in Canada (캐나다 루밍하우스의 계획기준과 관리제도 특성 분석)

  • The number of share houses has increased in Korea, and social recognition of this type of housing is also growing. In order to review current conditions and housing systems for share houses, an analysis of rooming house, a type of share house that is built overseas, was carried out. This study focused on studying rooming houses of Canada. Residents occupy in rooms and share common spaces with other tenants in rooming houses. The purpose of this research is to study planning guidelines, systems, operation management of rooming houses and the process and role of public and citizen participation. Based on characteristics of planning guidelines and operation management for rooming houses, implications which can be used for setting institutional and planning foundations for share houses in Korea have been presented through this research.

  • Since Seoul city supplied 'Sangsang Children's Playground', domestic playgrounds are changing from formal facilities to creative play and learning space recently. From eco-friendly safe playground model development project, eco-friendly playground planning and its actual cases have been occasionally introduced. However, we could not know how well most playgrounds reflect eco-friendly features and whether they are eco-friendly or not because the definition about the concept of eco-friendly playground is inadequate and there are not the specific planning guidelines and evaluation standards for making the eco-friendly playground. Therefore, the development of guidelines for the construction of eco-friendly playground is required and evaluation guidelines for them should be made for the active dissemination of the actual eco-friendly playground and the proper construction of the eco-friendly playground. In this study, we defined the concept of eco-friendly outdoor playground and presented the types and characteristics of the playground based on the concept and suggested basic plan guidelines based on the existing requirements for becoming eco-friendly playground. For this purpose, we checked the plan's common points in the existing playground configuration requirements, installation standards, regulations, and safety standards, and offered the planning elements and guidelines through the analysis of outdoor space evaluation standard in eco-friendly safe playground guidelines and eco-friendly building certification system.

Planning Guidelines for the Superstructure of Floating Architecture (플로팅 건축 상부시설의 계획 지침에 관한 연구)

  • Recently constructed several floating buildings, in Korea, provoked the discussion about the activation of floating architecture. But, there is no guideline for the planning of floating architecture in Korea. This study aims to propose the framework of planning guidelines for the superstructure of floating architecture. For the purpose, collected various exiting guidelines related to floating architecture, and then analysed the structure and components of those guidelines. As a result of analysis, many components, could be used as references, are extracted. After the classification of the components into several categories, then, compared the content of components, derived from different guidelines, in same category. Based on the former analysis and comparison, proposed the framework of planning guidelines for the superstructure of floating architecture, consist of various set of components.

A Study on the Environmental Planning Guidelines for Crime Safety at Elementary School settings (초등학교 교육환경의 범죄안전 환경계획방안에 관한 연구)

  • The purpose of this study is to propose the environmental planning guidelines of elementary school settings for a crime safety. The research methodologies To achieve the goal, the literature review analysis and the survey were used as main research methodologies. The survey is organized as follows. First, elementary education facilities were divided into 20 spaces based on the major space. Second, after analyzing the domestic and foreign CPTED Guidelines, elements of environmental planning were classified to fit in the space. Based on this, the expert survey was conducted. The results of this study are as follows; First, it is necessary to consider specific places such as 'toilets', 'parking lot', 'in-between space', 'main access road', 'sub-access road' and 'harmful facilities around school' for safer school environment. Second, it is significant to plan 'equipment facilities' and 'outdoor space in the school setting' with priority for elementary education environment. Third, environmental planning elements for safer elementary schools can be classified into 9 factors(types) including 'natural surveillance planning', 'territoriality reinforcement planning', 'mechanical surveillance planning', 'access control planning' and 'neighborhood reinforcement planning'. Forth, regarding 'indoor space', crime-free elementary school environment can be build through 'natural surveillance planning' and 'territoriality reinforcement planning'. Finally, regarding 'outdoor space', the crime can be prevented through 'natural surveillance planning' and 'access control planning'.

Analysis of the Space Planning Guidance about the Temporary Shelter Emphasizing Habitability for Disaster Victims in U.S. (거주성 관점의 미국 이재민 임시대피시설 공간계획 관련 지침분석)

  • The purpose of this study was to analyze the information about the disaster temporary shelter space planning guidance described in the U.S. shelter guidelines in terms of the habitability for disaster victims and to address the implications and potential impacts of its findings for the improvement of the shelter design standards and guidelines in Korea. The researchers reviewed four federal and non-governmental organization shelter field and design guidelines and attributes regarding the shelter space planning were classified in accordance with four habitability categories: Safety, Health, Convenience, and Comfort. Three major findings emerged from this study: 1)A total of 72 items about the shelter space planning were extracted from guidelines, and the majority of items are concerned with dormitory areas and sanitary spaces. Other items were about accessibility, children respite care area, signage, health service areas, food preparation and serving areas, parking and drop-off areas, registration and waiting areas, shelter manager and staff areas, lounge and storage areas, and household pets area. 2)Most of these items are strongly related to the convenience category(66.7%), followed by comfort(40.3%), safety(30.6%), and health(25.0%). 3)The habitability of the disaster temporary shelter can be established with considerations on the needs of disaster victims and vulnerable people, minimum occupancy space per person, separate sanitary spaces for the privacy, safe and convenient access routes to the shelter, and the provision of children areas for safety and comfort. The study findings will contribute to the development of the disaster shelter guidelines in Korea by suggesting shelter space planning indicators related to the habitability for the governmental and non-governmental organizations' immediate and systematic responses to the disaster.

A study on the Analysis of Rural New Town Planning and Guidelines for Improvement Measures of Planning Process -The Case of Jang-seong Rural New Town and Hwa-soon Rural New Town in Chean Nam Provincial Area- (농촌 뉴타운 조성분석 및 개선 방안에 관한 연구 -전남 장성 뉴타운과 화순 뉴타운 계획을 중심으로-)

  • This study aims to extract improvement measures in rural new town planning by selecting two similar new towns; Jang-seong rural new town and Hwa-soon rural new town in terms of size of town and population. To carry out this study, field survey is implemented and research articles and papers are examined. Based on this study, four major issues are drawned as follows ; Firstly, the location of rural new town is the most important criteria for the new town project to be successful and sustainable village. Site of Jang-seong rural new town which is chosen arbitrarily by local county is located unsuitable area. Secondly, compulsory facilities are dismissed in land use planning because of guidelines of the rural new town are not applied. Thirdly, the size of community centers are too big for 200 households to manage, and it can be a financial burden to inhabitants. Fourthly, rural new town project is building urban districts in rural area rather than constructing rural village, so the method of rural new town planning should be reconsidered. The central government has to supervise the rural new town project throughly by put it in more systematic approach.

Developing the Auditing Methodology and Strategic Planning of Rural Amenity Resources Investigation (농촌어메니티 자원조사감리방법론 개발과 전략계획)

  • The purposes of this paper are first, to develop and adapt auditing methodology of rural amenity resource investigation and second, to propose strategic planning of amenity web data base system. Relating with auditing methodology, we make the life cycle of rural amenity resource investigation based on value chain method. we make 8 stage of auditing process and 105 auditing items in details. We adapt these guidelines in real world and then improve developed methodology. Therefore we expect to promote the quality and accuracy of investigation project using these guidelines. Relating with blue print of strategic planning, we first analyse external environment about Competitors, Suppliers, New entrants, Buyers, Substitutes with 5 force model for amenity information system. We second make the blue print of strategic planning of amenity web data base system project. Then we propose the FIRST, BEST, MOST strategy of amenity web data base system and the web hub system.
