Analysis on the trends of Korean Medicine Pediatrics related patents (한의학 관련 특허 중 소아 관련 특허동향 연구 - 국내 등록 특허를 중심으로 -)

  • Objective : The purpose of this study is to analyze for the patent application tendency in Korean Oriental Pediatric Medicine. Recently, many studies are published in Korean Oriental Pediatric Medicine. However, in the patent area, the research results are few. Method : For patent analysis, we searched the database kipris (http://www.kipris.or.kr) which managed in the Korean Intellectual Property Office by keywords about Korean Oriental Pediatrics. They are technically analysed by year and IPC, patent's contents, main applicant and organization. Results : 1. Patents by year have been on the rise 2 in 1997 to 32 in 2011. 2. Our findings are Section A61;182, A23;46 in IPC analysis 3. In classification of content, 'application-food' is 67 cases, 'application-functional cosmetic' is 18 cases, 'application-clothes' is 5 cases. 4. Korea Institute of Oriental Medicine have 14 patent cases, that is the most patent agency in possession. Main applicants are person > company > university > laboratory > state or local government. Conclusion : This study shows that it has high frequency of daily necessity in patent cases about oriental pediatrics. The results are more distributed 'applied' field than 'treatment' field. The patent information should be connected research achievement results in Korean Oriental Medicine.

Patent Image Retrieval Using SURF Direction histograms (SURF 방향 히스토그램을 이용한 특허 영상 검색)

  • Recently, patent images are growing importance and thus patent image retrieval is a growing area of research. However, most existing patent image retrieval systems use edges extracted in the images, whose performance is affected by the quality of edge detection in the image pre-processing step. To overcome this disadvantage, we propose a SURF-based patent image retrieval method which uses the morphological characteristics of the images. The proposed method detects SURF interest points with directions and computes regional histograms. We apply the proposed method to a patent image database with 2000 binary images and we show the proposed retrieval system achieves excellent results, even when the images have some loss or degradation.

  • A description of SGML(Standard Generalized Markup Language) is given together with a detailed description of WIPO Standard ST.32. The benefits of the use of SGML are highlighted-its system Independence and flexibility in building publication systems and full-text databases. A structure of WIPO Standard ST,32 based patent content is defined by DTD(document type definition) written in ST.32, and full-text itself is described with generalized markup depending on DTD. This article explains how to represent a document structure : a hierarchy structure like a entire document, a specific, sub-document, a paragraph, or non-hirarchy structure like a table drawings, or chemical structures. Merits of SGML In patent document processing are also discussed.

Patent Document Similarity Based on Image Analysis Using the SIFT-Algorithm and OCR-Text

  • Images are an important element in patents and many experts use images to analyze a patent or to check differences between patents. However, there is little research on image analysis for patents partly because image processing is an advanced technology and typically patent images consist of visual parts as well as of text and numbers. This study suggests two methods for using image processing; the Scale Invariant Feature Transform(SIFT) algorithm and Optical Character Recognition(OCR). The first method which works with SIFT uses image feature points. Through feature matching, it can be applied to calculate the similarity between documents containing these images. And in the second method, OCR is used to extract text from the images. By using numbers which are extracted from an image, it is possible to extract the corresponding related text within the text passages. Subsequently, document similarity can be calculated based on the extracted text. Through comparing the suggested methods and an existing method based only on text for calculating the similarity, the feasibility is achieved. Additionally, the correlation between both the similarity measures is low which shows that they capture different aspects of the patent content.

A Research on TF-IDF-based Patent Recommendation Algorithm using Technology Transfer Data (기술이전 데이터를 활용한 TF-IDF기반 특허추천 알고리즘 연구)

  • The increasing number of technology transfers from public research institutes in Korea has led to a growing demand for patent recommendation platforms for SMEs. This is because selecting the right technology for commercialization is a critical factor in business success. This study developed a patent recommendation system that uses technology transfer data from the past 10 years to recommend patents that are suitable for SMEs. The system was developed in three stages. First, an item-based collaborative filtering system was developed to recommend patents based on the similarities between the patents that SMEs have previously transferred. Next, a content-based recommendation system based on TF-IDF was developed to analyze patent names and recommend patents with high similarity. Finally, a hybrid system was developed that combines the strengths of both recommendation systems. The experimental results showed that the hybrid system was able to recommend patents that were both similar and relevant to the SMEs' interests. This suggests that the system can be a valuable tool for SMEs that are looking to acquire new technologies.

  • As information on gene sequences is not only diverse but also extremely huge in volume, high-performance computer and information technology techniques are required to build and analyze gene sequence databases. This has given rise to the discipline of bioinformatics, a field of research where computers are utilized to collect, to manage, to save, to evaluate, and to analyze biological data. In line with such continued development in bioinformatics, the Korea Institute of Science and Technology Information (KISTI) has built an infrastructure for the biological information, based on the information technology, and provided the information for researchers of bioscience. This paper analyzes the reference fields of Genbank, the most frequently used gene database by the global researchers among the life information databases, and proposes the interface method to NDSL which is the science and technology information integrated service provided by KISTI. For these, after collecting Genbank data from NCBI FTP site, we rebuilt the database by separating Genbank text files into the basic gene data and the reference data. So new tables are generated through extracting the paper and patent information from Genbank reference fields. Then we suggest the method of connection with the paper DB and the patent DB operated by KISTI.

An Analysis of Aconiti Ciliare Radix Patents (초오 추출물 관련 국내 특허 분석)

  • Objectives: The purpose of this study is to investigate and analyze Korean domestic patents on aconiti ciliare radix and to identify the trend of aconitum tuber technology. Methods: To analyze the patent, a combinations of words such as "aconitum" or "korean aconite root" were used in search engine Kipris(www.kirpis.or.kr). The patents of aconiti ciliare radix were analyzed in three ways: year trend analysis, internatonal patent classification (IPC) code analysis related to content classification, and patent registration status analysis. Results: Among the patents found in the search results, 17 patents with significant contents were analyzed. Results showed that, first, patents were steadily registered until 2018, but recently there has been no new patent registration. Second, there were many patents related to efficacy verification and decoction method, and the number of IPC codes related to them was also high. Third, there are five patents maintaining the registration status, and they are patents related to the aconiti ciliare radix extraction method, toxicity removal, and combination method. Conclusions: In this study, the domestic patents of aconiti ciliare radix were analyzed. The analysis results of this study are expected to be exploited as basic data for the development of Korean medicine analgesics with fewer side effects by suppressing tuber toxicity and the creation of new medical technologies.

A study on invention.intellectual property education content reflection status and needs analysis in secondary vocational education (중등단계 직업교육에서의 발명.지식재산 교육내용 반영 실태 및 요구 분석 연구)

  • This study took existing invention intellectual property related textbooks being utilized in secondary vocational education, analyzed the formation status of 'key learning elements' reflection ratio and drew optimum key learning elements formation ratio by invention intellectual property education content required in secondary vocational education in the future. For this, the study task was set up as 'what kind and how much of invention intellectual property key learning elements are in the invention intellectual property textbook education content now and what is the desirable ratio of each key learning elements in the future'. To resolve this task, 3 specialists analyzed the invention intellectual property education content reflection status and optimum reflection ratio by invention intellectual property education content required in the future is suggested by Delphi survey. The results of this study are as following. First, the result of analysis on invention intellectual property key learning elements included in the invention patent recognition books being utilized in secondary vocational education was that the books included all key learning elements; however, some textbooks have the trend of concentrating in D area (problem-solving activities). Second, the result of analysis on the reflection ratio by invention intellectual property education content area in the invention patent recognition books being utilized in secondary vocational education was that there was the trend in most textbooks that they concentrate in intellectual property creation area; while some textbooks deal with intellectual property protection area and intellectual property utilization area. Regarding by achievement type, knowledge area was main in all textbooks. Meanwhile, function area is dealt in invention patent basic, invention and problem-solving and design textbooks. Attitude area is not dealt or is dealt insufficiently in most textbooks. Third, the optimum reflection ratio of invention intellectual property education key learning elements required in secondary vocational education in the future as obtained by specialists' delphi survey was that it is necessary to decrease D (problem-solving activities) 17.7% area, E(invention fusion knowledge) 2.9% area, K(patent application) 6.9% and L(patent information investigation) area 9.6%. Regarding the optimum reflection ratio of invention intellectual property education content, it is suggested that the invention literacy area 3.1%, intellectual property creation area 4.5% and intellectual property protection area 10.6% would be decreased; while intellectual property utilization area 17.7% would be increased. Regarding optimum reflection ratio of achievement type, it is suggested that knowledge area 52% would be decreased; while function area 32.3% and attitude area 19.6% would be increased.

A Study on Development of Patent Information Retrieval Using Textmining (텍스트 마이닝을 이용한 특허정보검색 개발에 관한 연구)

  • The patent information retrieval system can serve a variety of purposes. In general, the patent information is retrieved using limited key words. To identify earlier technology and priority rights repeated effort is needed. This study proposes a method of content-based retrieval using text mining. Using the proposed algorithm, each of the documents is invested with characteristic value. The characteristic values are used to compare similarities between query documents and database documents. Text analysis is composed of 3 steps: stop-word, keyword analysis and weighted value calculation. In the test results, the general retrieval and the proposed algorithm were compared by using accuracy measurements. As the study arranges the result documents as similarities of the query documents, the surfer can improve the efficiency by reviewing the similar documents first. Also because of being able to input the full-text of patent documents, the users unacquainted with surfing can use it easily and quickly. It can reduce the amount of displayed missing data through the use of content based retrieval instead of keyword based retrieval for extending the scope of the search.

A Study on the Registration of Patent and Utility Models by Fashion Firms in Korea -Focus on IPC A41B and A41D- (패션기업의 특허.실용신안 등록현황에 관한 연구 -IPC분류코드 A41B와 A41D를 중심으로-)

  • This study analyzed the registration of patent and utility models by fashion firms in Korea. A total of 2,291 registration cases of IPC A41B-H from the period of 1996 to 2009 were collected by KIPRIS of the Korean Intellectual Property Organization (KIPO). All cases were analyzed by year to review the longitudinal trend and 481 cases of IPC A41B (shirts, underwear, baby linen, and handkerchiefs) and 1088 cases of IPC A41D (outerwear, protective garments, and accessories) were analyzed by content (provided benefit type and developing method), by detailed product items and the characteristics of the applicant. The results of this study were as follows: 1) Registration of IPC 41 increased steeply by the year (especially since 2006) and the patent registrations increased more than those in the utility model. 2) Analyzing the application content of A41B on the basis of benefit showed that 75% were to provide new functions and the rest were for health. In terms of the developing method, 83% of benefit provided by the application were by design development, 11.2% were by material, and the rest was by process, In the cases of IPC A41D, 23.6% were for safety and protection. In terms of the developing method, the process and material development were more frequently adopted than in the cases of A41B. 3) The major product types of A41B were socks, underwear, and infant wear, whereas gloves and parts of clothing were major items in A41D. 4) In terms of the characteristics of the applicant, registration by firms was greater for patents than for utility models and registration by foreigners increased in 2006 due to the complete opening of the retail market. 5) Fifteen universities registered for a total 57 cases and major applications were for IT related clothing or high-tech protective items.
