PAZ-based Parking Supply and Operation Planning Model Considering Land Use (토지이용을 고려한 주차분석존(Parking Analysis Zone) 기반 주차 공급 및 운영 계획 모형)

  • Recently, parking problems have repeatedly occurred not only in the residential areas of the old town, but in detached residential areas, neighborhood living facilities, and commercial areas of the planned New Town. This study suggests a strategy to minimize parking problems before constructing a New Town by reviewing these parking problems at the new city district planning stage. Parking problems can be divided into supply-demand and non-supply-based, and the solution strategy is reviewed in terms of supply and operation. The procedure for applying the solution strategy is proposed according to the effectiveness and ease of application.First, this paper suggests the PAZ (Parking Analysis Zone) as the basic analysis unit. Second, the supply-based parking problem in the concerned area based on the land use plan of Hanam Gyosan is reviewed. Last, solutions to a parking problem for each PAZ are presented.

The Awareness of Usage of Parking Lot in the Parking Environment Improving Zone and Activation of Private Parking Lot (주차환경개선지구의 주차장 이용의식 분석과 민영주차장 활성화에 관한 연구)

  • The study was carried out to determine the real condition in parking environment improving zone suffering poor supply for demand and then present a solution to it. To this end, the study reviewed the existing data including parking ratio which means percent of the total parking space in the region divided by the number of registered vehicles in the zones and surveyed residents for their awareness of parking lots. The results showed some major findings as follows. Parking ratio is low and illegal parking is serious in the zones, which, as a consequence, it results in lack of parking area in the zones. More than 70% of those who live in the zones had inconvenience during parking. And insufficient space for parking generates illegal parking. Residents in the zones answered that the best way to deal with the parking problems is to create more parking zones. As they had more difficulties having parking spaces, they showed stronger tendency to use newly-built parking lots. The study also gave thought to building private parking lots as a solution to the parking issues in the zones. And it suggested that supporting policies on the private parking lots be strengthened to promote the private parking lots in residential areas. Those policies will gradually improve parking problems in the parking environment improving zone.

A Study on Expanding Participation in and Raising Awareness of the Green Parking Project for Improvement of Parking Conditions in Urban Residential Areas (도시주거지 주차환경개선을 위한 녹색주차사업 참여확대 및 인식제고 방안)

  • The purpose of this study was to provide information on how to expend participation in and raise awareness of the Green Parking Project. A survey was conducted for this study among two groups. One group consisted of 38 residents of the Green Parking Zone in Nam-gu, Ulsan, and the other group consised 129 residents with no experience with the Green Parking Project. For analysis, the frequency and means were calculated, and t-test, analysis of variance, and chi-square test were performed. The results showed, first, that general residents tended to think that parking on the street in front of one's house is a divine right, while residents living the Green Parking Zone thought that the street is a public space. Second, general residents regarded fences as means of security to protect their private property, while people living in the Green Parking Zone tended to think of their yards as semi-private spaces and allowed access to neighbors. Third, general residents had concerns about maintenance and administration fees, noise and dust, security of houses, and privacy. However, residents of the Green Parking Zone evaluated those conditions positively. Fourth, people who were well-informed about the Green Parking Project had low anxiety about security and invasion of privacy, results from the project. Therefore, effective public relations are very important for expanding participation and raising awareness.

A Study on the Establishment of a Parking and Stopping Prevention System in Child Protection Zone (어린이 보호구역 주·정차 방지시스템 구축에 관한 연구)

  • In order to prevent traffic accidents for children who are vulnerable to traffic around elementary schools, a school zone in the children's protection zone is designated, and parking and stopping are prohibited in this area as the vehicle speed is less than 30km/h. However, Korea has a disgrace that the death rate of children from traffic accidents is the No. 1 among OECD countries. Against this backdrop, this study aims to contribute to preventing traffic accidents and raising awareness of driver safety by establishing an illegal parking and stopping system in the child protection zone due to various road conditions in the child protection zone. As a research method, a plan to build a parking and stopping prevention system was presented based on major preceding studies and literature investigation and analysis. Through the construction plan, effects such as preventing traffic accidents, inducing smart drivers to drive safely, strengthening pedestrian safety awareness, and inducing driver's awareness of safety can be expected.

A Study on Factors Influencing Turnover of Public Parking Lots in Incheon Metropolitan City (인천광역시 공영주차장 이용실태 분석 기반 주차 회전율 영향요인 연구)

  • Although the supply of public parking lots in major cities is steadily increasing, there is still a shortage of parking spaces that take into account the characteristics of actual available parking spaces. These parking problems are caused by conflicts between users, illegal occupation and privatization of roads, interference with traffic roads, and business stagnation in commercial areas and illegal parking problems. In addition, despite various parking demand management policies and continuous supply of public parking facilities, the solution to the parking problem is uneasy due to increased construction costs and changes in social conditions. In order to solve this problem, it was judged that it would be necessary to utilize the existing public parking lots efficiently. Therefore, we collect the variables expected to affect the turnover, and use multiple regression models. The results are summarized as follows. Firstly, public parking lots can be classified into four types using utilization rate and turnover rate. Secondly, influencing factors are found including index of public transportation usage convenience, index of illegal parking, and land use characteristics in central commercial district. Thirdly, it was shown that there was little impact by the size of public parking lots, separation distance to subway distance, separation distance to bus stops, transfer zone, residential zone, and second-rated lots by parking costs. Finally, it is found that public parking lots can be improved by proving accessibility of public transit, enforcement of illegal parking, active approaches supporting public parking lots. It is also recommended that public parking cost rating system based mainly on land use characteristics should be remedied and rearranged.

Development of segmentation-based electric scooter parking/non-parking zone classification technology (Segmentation 기반 전동킥보드 주차/비주차 구역 분류 기술의 개발)

  • This paper proposes an AI model that determines parking and non-parking zones based on return authentication photos to address parking issues that may arise in shared electric scooter systems. In this study, we used a pre-trained Segformer_b0 model on ADE20K and fine-tuned it on tactile blocks and electric scooters to extract segmentation maps of objects related to parking and non-parking areas. We also presented a method to perform binary classification of parking and non-parking zones using the Swin model. Finally, after labeling a total of 1,689 images and fine-tuning the SegFomer model, it achieved an mAP of 81.26%, recognizing electric scooters and tactile blocks. The classification model, trained on a total of 2,817 images, achieved an accuracy of 92.11% and an F1-Score of 91.50% for classifying parking and non-parking areas.

SPGS: Smart Parking Space Guidance System based on User Preferences in a Parking Lot (사용자 선호도 기반의 스마트 주차 공간 안내 시스템)

  • We propose a smart parking space guiding system based on user preferences in a parking lot. This system guides each vehicle to the most suitable parking space in a parking lot to meet the user preferences such as the available parking spaces in the parking zones and the proximity to the destination by exploiting the traffic to each parking zone gathered at the sensors near each guiding display. For this purpose, this paper proposes the cost function for the optimal route guide based on the various user preferences. In addition, the paper reports the design and implementation results of an event based simulator to show the feasibility of the smart parking guidance system.

Analysis on User's Willingness to Pay for Value Measurement of Planned Infrastructure in the Settlement Zone - Around the District Unit Plan of the Settlement Zone in Cheongju-city - (취락지구의 계획기반시설 가치 측정을 위한 사용자 지불의사 분석 - 청주시 자연취락지구 지구단위계획을 중심으로 -)

  • The purpose of this study is to quantitatively analyze the corresponding residents' benefit to get in the future from the district unit plan of the settlement zone by Cheongju local government. The target districts were selected as Gumdeong-gol district, Juseong district, and Shinmok-gol district, and Hyeonam district which had recently set their district unit plans. Specific targets to be analyzed were some infrastructure including roads, parking lots, parks and others. Using the analysis methods of the Logit model and non-parametric test approach, this study estimated to the average amounts to be willingly paid(WTP) by the residents in targeting settlement zones and tested the reliability of the average amounts of WTP. The results of analysis were as follows. First, it was found that the WTPs for infrastructure under 1st influence area in target districts were estimated as 5,233won for road, 2,826won for parking lot, and 3,705won for park respectively. For the WTPs for infrastructure under 1nd area were estimated as 4,910 won for road, 2,242won for parking lot, and 3,620won for park respectively. Second, as the result of calculating the non-parametric WTP which built the 95% confidence interval, it was found that the all WTPs except the WTP for parking lot were fell into the 95% confidence interval. Third, as the result of calculating yearly total sum of benefits that the residents would get from the 1st influence area and the 2nd influence area, it was found that Gumdeong-gol district were expected to get 62,376,472won-amounted benefits, and Juseong district, and Shinmok-gol district, and Hyeonam district would get 35,0778,016won, 26,886,560won, and 22,252,032won respectively.

Implementing Special Transportation Management Zone System for Dongdaemoon Garment District (동대문 의류밀집상가 교통혼잡특별관리구역 사례연구)

  • The Purpose of this study is to test the effectiveness of Special Transportation Management Zone system (TZ) when it is applied to Dongdaemoon commercial zone located in downtown Seoul. The study consists of two Parts ; the legal components of TZ and the case study on Dongdaemoon district. The case study includes the analysis of current traffic situation on the study zone, the design of implemention alternative for each component of TZ, the framework of impact analysis system, and the analysis results. The study finds, if 2,000 won mandatory parking fee on drivers parking in the buildings only with over 10 parking spaces and over 3.000$m^2$ in floor area, strong illegal parking enforcement, and Pro-hibition of parking passenger cars whose last digit plate number matches with the last digit of date, are implemented in the zone simultaneously, the traffic speed increases to 20.56km/h which is above the target set in the zone. In conclusion, we find that TZ2 can be an effective tool relieving traffic congestion in Seoul, and that it is necessary for introducing TZ in Seoul that relevant laws should be revised and expecting problems should be overcome.

The Solution of Reliability Problem for the Actuator Latch Device of Hard Disk Drive Using TRIZ (트리즈를 활용한 하드디스크 드라이브 액추에이터 래치 장치의 신뢰성 문제 해결)

  • An actuator latch device of a hard disk drive is installed for locking an actuator to hold a magnetic head parked in a parking zone. Applying an external force to the drive, the head can move away from the parking zone and destroy data on the disk. A magnet latching mechanism is used to prevent the actuator from moving when the computer is not in use. A permanent magnet holds the actuator when the head is in the parking zone. When the computer is turned on, the actuator has to overcome the latch magnet in order to move. A stronger latch magnet will hold the actuator adequately, but the actuator will not be released when unlocking is required. A breakthrough solution is needed to improve the reliability of the drive without any deterioration of its performance. In order to obtain the idea for resolving this technical contradiction, we analyse patents for actuator latch device of a hard disk drive. A practical way for solving contradictions in product development using TRIZ is proposed in this paper.
