A Research for the Setup of Evaluation Standards and the Decision of an Investment Priority of Information and Communication Enterprises of the Government (정보화 투자사업의 평가기준 설정 및 우선순위 결정에 관한 연구)

  • To decide a reasonable investment priority of public enterprises, it is required to have an efficient evaluation standard. However, without having a standard, a budget for those enterprises has been allocated. In this research, for the efficient and reasonable budget allocation, it is discussed how to decide investment priority of information and communication enterprises of the government. In order to examine possible alternatives of the investment priority of information and communication enterprises of the government, seventeen enterprises were chosen from the enterprises of Ministry of Information and Communication. Public benefit, economic benefit, technology, politics, and step-up increase of budget were set up as evaluation standards and 16 specific standards were set up as subordinates. A hierarchical decision model was designed and analyzed by using AHP.

Delay Performance of Multi-Service Network with Strict Priority Scheduling Scheme

  • Strict priority scheduling scheme is a good candidate for the implementation of service differentiation in an Internet because of simplicity in implementation and the capability to guarantee the delay requirement of the highest class of traffic. However, it is also blown that strict priority starves the lower-class traffic at the cost of prioritizing the higher-class traffic. The purpose of this work is to propose an analytic method which can estimate the average delay performance of Diffserv service architecture and shows that strict priority scheme does not sacrifice the lower class traffic over a diverse condition of the load. From the numerical experiments for three-class Diffserv network we validate our argument that strict priority scheme may be applied to a service differentiation scheme for the future Internet.

  • It is well known that urban environment affects climate, as we can see in the quality of bio-climate. However, climate has not been recognised properly in the urban planning process. The role it flays needs to be examined for better urban environment. The main objective of this study is to investigate the climate-ecological priority area which produces cold fresh air and thermal induced wind circulation between rural and urban areas. The objective is also to improve the quality of bio-climate and wind circulation at blocked urban areas. This paper uses the measurement and analysis method of wind direction and wind speed in order to investigate the climate-ecological priority area and cold fresh air corridor. In this study, local climate conditions i.e. wind speed, wind direction, temperature, humidity etc., were measured at nine fields and analyzed. On the basis of the climate measurement, the climate ecological priority areas were delineated; These will be assigned as climate-ecological conservation areas.

  • For efficient and economical train operation in low-density railway line, on-board oriented train control system, which reduces expensive wayside equipment, is being developed. In this paper, we discuss a tram signal priority strategy which enables efficient and safe train operation when the developing system is applied to train-tram railway environment. Based on the well-known transit signal priority strategies, we develop a tram signal priority algorithm and conduct simulations by using model-based systems engineering (MBSE) tool. Various considerations such as operation procedure, linkage to existing road traffic system, applicability with respect to crossroad types, and so on, are also dealt with.

A Novel Investment Priority Decision Method for Facilities of Distribution Systems Considering Reliability of Distribution System (신뢰도를 고려한 배전계통 설비투자 우선순위 결정에 관한 연구)

  • This paper proposes the novel investment priority decision method for distribution facilities considering the potential failure rate and the influence of customer caused by faults in distribution networks. The Proposed method decides the investment priority of the facilities combining, by the fuzzy rules, the KEPCO's priority decision for investment and the priority decision considering SAIFI(System Average Interruption Frequency Index) and SAIDI(System Average Interruption Duration Index). To verify the performance of the proposed method, these works utilized the projects for weak facility reinforcement planned in KEPCO in the Busan region in 2003 and 2004. The evaluation results showed that the reliability of the KEPCO in the Busan region using the proposed method can be enhanced more than using the conventional KEPCO's method.

  • One form of job shop scheduling problem in contemporary automated manufacturing such as flexible manufacturing systems (FMS's) is presented which we call the FMS dispatching priority problem. The FMS dispatching priority problem seeks the best dispatching priority of parts and operations, and is essentially a combinatorial optimization problem. Because of the complicated mechanism of the system, the performance of a given dispatching priority must be evaluated via simulation. Simulated annealing have been applied to the problem, and it is found that appropriate parameter setting will be desirable to get good, if not the optimal, solutions within a limited amount of time under the presence of heavy computational burden due to simulation. More specifically, experiments reveal that initial temperature is the single most important factor among other parameters and factors, and that the appropriate initial temperature depends on the allowable computer time in such a way that the less time one can afford to spend, the lower the appropriate initial temperature should be.

  • In push out scheme, high priority cell which arrives when the buffer is full pushs low priority cell. The PBS scheme provides priority by variable threshold in buffer.In this paper, for Controlling congestion in ATM network we propose buffer processing method in which the PBS scheme has variable threshold. And we analysis The performance of this scheme. As a result of simulation, the proposed push out scheme with variable threshold reduces the loss of low priority cell compared with existing push out scheme. This proposed method not only reduces the loss of high priority cell like existing push out scheme but also reduces the loss of low priority cell by variable threshold.

Conservation of Dermaptra in Youngnam Region I. Choosing Priority Area by Taxonomic Root Weighting and Dsitribution Analysis

  • Dermaptera was investigated, examined and reviewed in taxonomy and for distribution in Youngnam region. Based on the data, the local species groups were measured to choose priority-conservation-area by taxonomic root weighting and distribution analysis at 232 geographical conservation units. Eleven species belonging to 4 families and 8 genera were recorded mounting up to 68.75% of species diversity known in Korea. Found remarkably were the rare and endangered Challia fletcheri Burr at Sobaek Mountain National Park, and unusually Anisolabis maritima (Bonelli) in Taegu, Euborellia pallipes (Shiraki) at Island Geoje and E. plebeja (Dohrn) at Hwanho near Pohang. The highest species diversity was found at the temple Huibang area at Sobaek Mountain National Park with 8 species, which was measured also as the primary priority-conservation-area with 83.41 % of accumulated taxonomic root weighting indices in percentage. Geoje and Hwanho both measured as 12.18% of accumulated taxonomic root weighting index in percentage and complimentary to Sobaek Mountain National Park but supporting 5 and 3 species, respectively. The priority goes to the geographical conservation unit supporting higher species richness between two geographical conservation units in comparison. By the rule, the second priority-conservation-area should be Geoje and the third Hwanho. It is, thus, demonstrated how 11 species can be all conserved by choosing 3 priority-conservation-areas out of 232 geographical conservation units to maintain maximum species in minimum areas.

  • The objective of this study is the classification of priority areas for the implementation of green roof by evaluating environmental deterioration in Seoul. Non-permeable pavement, air pollution, habitual floods, energy use, heat island and green space are considered in this assessment indicators. The expert questionnaire survey was conducted in order to determine the most important indicators. These indicators were then, thoroughly evaluated. As a result, high priority areas for the implementation of green roof were deduced in the following order of the districts : Jung, Sungdong, Jungrang, Youngdungpo, Jongro and Kangnam. The highest priority areas were determined to be crowded business-commercial areas. Low priority areas are analyzed in the following order of the districts : Kwanak, Nowon, Seocho and Dobong. The result of this study can be utilized for environmental planning and decision of related policies. Additionally, it can be promoted that awareness of implementing green roof of citizens, policy makers and building owners and effect of green networking between inside and outside Seoul can be increased.

An Analysis of Policy Priority for Work-Related Injury & illness and Investment Losses of Workplace Safety (작업관련성 손상·질병 발생과 손실비용에 따른 예방정책 우선순위 연구)

  • As workplace incidents has been being declining in Korea, there is criticism of the effectiveness of occupational safety policy implementation. It is unknown that which policy target group needs to be targeted to yield effective injuries prevention. The purpose of this paper is to analyze and reveal the policy intervention group with a high priority in terms of industrial incident prevention and the related investment cost. A Policy Priority Model(PPM) is composed of 6 indicators regarding influences of both the incident reduction and the cost reduction. Z-score analyses are used to confirm the high policy priority area or policy target group. Overall, workplace with worker below 50 persons, construction site with the sales of more than a hundred million won, workplace with relatively small percentage of female employees and relatively higher percentage of older worker should be prioritized to reduce workplace injuries. This paper provides an analytic way that can be used to decide the policy priority workplace in order not only to reduce work-related injuries&illnesses and the related investment cost but to further lessen the related societal costs.
