  • The 2018 local elections completely upended the composition of Busan's city council, with the council membership changing from being solidly and consistently conservative to being over 80% liberal. What explains this anomalous outcome? While existing literature suggests the outcome of the 2018 city council elections was the consequence of a combination of structural and strategic factors, such as the decline of regional voting, we argue that the individual-level evaluation of President Moon Jae-in is one of the primary factors driving this result. Although coattails effects are commonly considered in concurrent national legislative elections, the Presidentialized and nationalized politics of Korea makes it possible for Presidential elections to affect local elections as well. We assess our explanation through an analysis of repeated cross-sectional survey data collected just before the 2018 local elections. The results of the analysis show that support for the Democratic Party is very strongly predicted by individual-level evaluation of President Moon. When considered in the context of the timing of presidential and local elections, the results suggest that Presidential coattail effects are capable of destabilizing established political patterns, such as regional voting, if perhaps only in a sporadic and idiosyncratic fashion, depending on whether or not local elections are held early on in a President's term.

  • This study is the evaluation of the 'Tunak forest recreation and ecotourism development project' which will be completed in 2018 with sole source of funding from Korea. A survey was conducted to evaluate the status of the project being carried out in Lombok island, Indonesia, through the evaluation principles and criteria of the OECD Development Assistance Committee (DAC). Survey participants were stakeholders of the Official Development Assistance (ODA) project and local residents. Overall, the respondents had a good impression of this ODA project and expected they would contribute to the development of their community and region. However, respondents were not well aware of the ODA project being carried out in the Tunak region and thus more efforts should be made to help the local residents understand the positive outcome of the project and to promote the ongoing cooperation between Korea and Indonesia in the forestry sector. Results of this study showed that the projects have been effectively carried out and the impact of the project was well perceived by the recipient country. In addition, this positive perception of Korea is expected to help recreation and ecotourism business progress in the region. Therefore, we believe that the project should continue to be carried-out in the future and we expect that related companies will be able to operate on its own eventually. As it is difficult to evaluate the outcome of an ongoing project precisely, this study should be conducted again after the project completion and the results can be compared to the present results so that the effectiveness of ODA project can be more accurately determined.

  • In this study, we divide greenspace in Suwon city into three parts, that is, the conservation part, the maintenance part and the creation part by considering the quantitative aspect of greenspace and the present targets. To do it, two steps are taken. Firstly, assuming that the target year is 2007, the final target of greenspace area is established by combining targets presented in present state survey, the evaluation of resident perception and the future population estimates. The target of greenspace area in present state survey is 7,887,062$m^2$+$\alpha$ and that of greenspace area demanded in the evaluation of resident perception is 8,242,419$m^2$. Demand of greenspace area based on population estimates is 4,227,513$m^2$. When the greenspace needed in the city is added, the target may be more than 8,242,419$m^2$ which is demanded in the evaluation of resident perception. Outcome of the present state survey, 7,887,062$m^2$ + $\alpha$, is considered to be enough to accomodate the greenspace area demanded in the evaluation of resident perception and the population estimates. Therefore, targets of greenspace in Suwon City was established based on the area of greenspace analyzed in the present state survey. Secondly, the target of greenspace is divided into three parts, that is, the conservation part, the maintenance part and creation part. And the methods to attain the target are presented. In order to set desirable targets of urban greenspace, it is necessary to combine the outcome of present state survey, the resident perception, the population estimates and the various urban conditions. If the results of this study are applied to the urban planning or other related planning, the urban ecosystem will be protected and the biotope will be created.

  • For the visualization of outcome is relatively limited in informatization filed especially, systematic and quantifiable performance management of IT projects and policies is needed. Thus, the government developed its informatization evaluation system and has reinforced it. And Ministry of National Defense (MND) continues to strive for the settlement of the informatization performance evaluation system as well. According to Defense Informatization Law which was legislated in 2011, informatization policies should be assessed annually through informatization policy evaluation system in terms of their enforcement and outcome. However, informatization policy evaluation has not carried out since its pilot enforcement just after the legislation of the law. Hence, we conducted informatization policy evaluation aimed at performance investigation of 31 policies in '14~'18 Defense Informatization Master Plan. We sophisticated the current informatization policy system and we provide guidelines and tools to support the development of performance goal and indicators for each of the policies. Then, the policies were assessed by the evaluation committee we organized for our study, and we analyzed the problems we tackled in the whole process of evaluation and provided proposals for effectiveness enhancement of defense informatization evaluation system. The proposals will be meaningful for performance management in defense informatization sector and in public informatization sector as well.

  • Purpose: To develop outcome indicators of urinary incontinence to measure quality of care in long term care hospitals in Korea. Methods: The draft indicators of urinary incontinence were developed from a literature review and clinical expert panel. A survey of medical records of 280 patients in 20 hospitals was conducted to test inter-rater reliability. Statistical analysis was done to test risk adjustment criteria, variation between hospitals, and stability of indicators, using assessment data from 77,918 patients in 623 hospitals. Results: The inter-rater reliability of items was high (Kappa range: 0.66- 0.92). Severe cognitive impairment (odds ratio [OR]: 3.15, confidence interval [CI]: 3.03-3.26) and total mobility activities of daily living (ADLs) dependency (OR: 4.85, CI: 4.72-4.98) increased the prevalence of urinary incontinence, thus they proved to be significant criteria to stratify high and low risk groups. The prevalence for low risk showed more substantial variation than the high risk group. The indicators were stable over one month. Conclusion: This study demonstrated the feasibility of outcome indicators of urinary incontinence. Improving the reliability of the patient assessment tool and refining the indicators through validation study is a must for future study.
