A Study on the Excavation of Superior Fishing Village Community in the Management of the Use of Mudflat Fishing Grounds with using Ostrom (1990)'s Principles (Ostrom(1990)의 원칙을 이용한 갯벌어장의 이용·관리 우수 어촌계 발굴에 관한 연구)

  • This study is to excavate superior fishing communities by applying the Ostrom (1990)'s principles of sustainable and successful use of common goods. Ostrom(1990)'s principles are (1) clearly defined boundaries (2) congruence between appropriation and provision rules and local conditions, (3) collective choice arrangements (4) monitoring (5) graduated sanctions (6) conflict-resolution mechanism (7) recognition of rights to organize by external government authorities (8) nested enterprises. The survey was carried out under the individual interview method of 15 fishing village members in 32 fishing communities with the government's fishery environment improvement and fishery creation projects. The total effective samples are 477. These data were analyzed. The analysis result shows that 24 fishing villages are selected among the 32 fishing communities in the samples, including Nanji, Sanghwang, Songseok, Sinshido, Jukyo, Jinsan, Changli, Pado, Beopsan, Rahyang, Palbong, Woongdo, Daehwang, Sapsi, Chido, Jinri, Daeri, Songgak, Joongwang, Ojii, Doripo, Doseong, Mongsan 1ri and Songnim as superior fishing villages. The results of this study have limitation that may vary depending on the rigor of the criteria in the process of deriving good fishing communities. Despite this limitation, this study has expanded existing research focused on validating the theoretical applicability of the framework through case analysis of specific fishing communities to objectively and quantitatively to many fishing communities. The results of this study are expected to contribute to the creation of conditions in which fishermen can continue to manage their fishing grounds and stand on their own feet by presenting the framework and principles for developing desirable fishing village models for the continued use of mudflat shells grounds as the common goods.

  • The types and characteristics of the service business are various in the service process and product. So the communication and sharing for learning about experience and knowledge are very important. But up to the present, the academic and systemic research have not been activated in this field. Recently, the demand and supply in the service business are growing rapidly, the related researches by the scientific and systemic approach are required. In this study, the some research area discussed and suggested in the perspective of service innovation by the Ostrom's research(2010)'s category and suggestions mainly. In the service planning area, some research theme candidates, research trends, and examples are introduced in the categories of the fostering service infusion and growth, the improving well-being through transformative service, and the creating and maintaining a service culture. Also, in the service development area, various research theme candidates, trends, and suggestions are described in the categories of the stimulating service innovation, the enhancing service design, and the optimizing service networks and value chains.

  • The process and product types of the service business are various. Though the communication and sharing for learning about experience and knowledge are very important, but up to the present, the academic and systemic research have not been activated in this field. Recently, the demand and supply in the service business are growing rapidly, the related researches by the scientific and systemic approach are required. In this study, based on the research of Ostrom's team (2010) which described the category and suggestions on the service innovation issues, in the service implementation area, some research theme candidates, research trends, and examples are introduced. In service implementation area, three theme are introduced such as Effectively branding and selling services, Enhancing the service experience through co-creation, Measuring and optimizing the value of service. Finally to the service strategy, development and implementation planning scopes, the theme of leveraging technology to advance service can be applied commonly.

An Exploratory Study of Biotechnology Scientists' Research Data Sharing Intention: The Moderating Effects of Academic Reputation (생명공학 분야 연구자의 연구데이터 공유 의도에 영향을 미치는 요인에 관한 연구: 학술적 평판의 조절효과를 중심으로)

  • The objective of this study is to investigate the factors which influence biotechnology scientists' data sharing intention. This study employed Ostrom's theory of collective action. The target population of this study includes scientists and students of biotechnology field in South Korea. A total of 411 responses which collected by e-mail were used for the final data analysis. The summary of this study is as follows. First, norm of data sharing and academic reciprocity were found to have significant positive influences on data sharing intention directly. Second, perceived community trust was found to have significant positive influences on data sharing intention when academic reciprocity was the mediator. Third, academic reputation showed the moderating effects on the relationship between norm of data sharing and academic reciprocity, and between norm of data sharing and data sharing intention. These findings show that researchers can approach the data sharing behaviors by using the mechanism of trust, norms, reciprocity, and reputation and indicate necessity for a development of academic reputation system to promote more data sharing behaviors of researchers.

  • As a seedbed for American Public Administration, Traditional Reform Perspective (TRP) produced Wilsonian formulation of administrative science in modern academic setting. From the beginning of the second half of the twentieth century, ideas were transported into Public Administration scholarship. New Reform Perspective (NRP) entails a belief that these reasonings are largely based on assumptions of Economics. Looking into this belief is a necessary condition, if not a sufficient one, for answering the question: Does NRP hold in the study of administration? This initial reading, though somewhat primitive, tries to set up a proposal for identifying a meaningful context for understanding the situation. As a representative version, Wilson's original perspective must be reconsidered in order to articulate the field of study within traditional reform context. According to NRP, new administrative theories are the results of the influence of economic reasoning into the field of Public Administration. Therefore, rereading of Tiebout's 'Pure Theory' and Ostrom, Tiebout and Warrens's 'Theoretical Inquiry' is a prerequisite to satisfy this particular condition.

  • Environmental degradation and economic bipolarization have become major issues as the aftermath of the globalizing capitalism. Commons have received attention as an alternative to capitalistic use of resources. The most representative is the neo-institutionalist approach where Elinor Ostrom's study summarizes fundamental principles of common resource management. Maria Mies also insists that co-relationship in a community is the most essential to manage common resource successful. In a similar vein, this study attempts to prove that common resource management can create solutions to socioeconomic problems and ways to prevent resource scarcities in the future. Jeju-Haenyeo community is chosen as a successful case to be examined based on the fundamental principles of commons and community. Qualitative surveys have preceded for Jeju-Haenyeo to elaborate and extend the aspects of common resource use and management. This study can bring a positive influence on understanding the Jeju-Haenyeo community and other common resources management institutions.

  • Interest in communities continues to grow. Policies to support the community are also being strengthened. However, the problem of developmentalism that destroys the community is still present. Although it has been revealed clearly in the Four Major Rivers project, developmentalism still dominates the community. Reform of developmentalism is very important for the protection and upbringing of the community. It can be done through reforms of institutions that make developmentalism work. It can also be a result of reforms in development laws and development agencies. The reform of laws related to the land compulsory acceptance system and the reform of the development corporations including the Water Resources Corporation(the K-Waters). Here, it is necessary to transform the composition of 'community versus state' into a composition of 'community and state'. Communities and states should have complementary relationships for good societies. The reform of developmentalism is a core task.

Collaborative Governance and Development of the Yeongnam Region : a Conceptual Reconsideration (협력적 거버넌스와 영남권 지역 발전: 개념적 재고찰)

  • Network governance can be defined as collaborative process to develop a new socio-political order through civil society centered networking with government and market, and the term 'collaborative governance' can be used in a sense that the basis of governance is collaborative process. In particular, it can be stressed that collaborative governance between regions need double collaborative processes, that is, collaboration between local governments and collaboration between local government and local civil society within a region. Yet, the collaboration as a core element of collaborative governance should not be seen as a pure normativity presupposing confidence and reciprocity, but as a strategy based on competition and antagonism. The normativity implied in the concept of collaborative governance may not realized in actual process, and tends to be mobilized as a rationale for justifying neoliberal strategies. In order to overcome such limits of collaborative governance, the concept of collaborative governance should be reconstructed. This paper suggests that collaborative governance can be seen as hegemonic governing process in a Gramcian sense operating in the government plus civil society, and that, radicalizing Ostrom's concept, it also can be seen as a governing process producing polycentricity by self-regulating subjects. Finally, collaborative governance between regions needs expansion of material basis for economic complementarity and construction of infrastructure as well as a discursive process in order to enhance connectivity between them.

Commons, the Golden Rule and Sea Fields in Jeju (공동자원의 새로운 정의와 제주의 공동자원: 바다밭을 중심으로)

  • Ostrom's commons theory is based on the erroneous premise that differences in the resource management method originate from the physical attributes of resources such as subtractability and non-excludability. Thus, the theory fails to explain that the same resource may become private goods and toll goods, or common pool resources and public goods depending on the social conditions. Commons must be defined not by physical attributes but by social ones. In this study, rivalry and legitimacy of monopoly are presented as the criteria for resource classification instead of subtractability and non-excludability. Moreover, it was found through sea fields management in Jeju that legitimacy of monopoly is evaluated by the golden rule, more specifically the principle of fairness and respect for human life.
