초등학교 외부공간 관리방향 설정을 위한 교사의 인식 분석 (Analysis of Teachers' Perceptions to Establish the Management Direction of Outdoor Space in an Elementary School)

  • 본 연구는 학교 외부공간 관리를 위한 방향설정을 위하여 교사들의 인식을 분석하였다. 학교 외부공간의 나무와 꽃의 식재 만족도와 옥외 휴게공간의 만족도가 전체 만족도에 영향을 미치게 된다. 근무년수가 길수록 외부공간의 중요성과 필요성에 대한 인식도 높은 것으로 파악된다. 반면에 학교 외부공간 관리의 문제점으로 인력, 예산, 관심의 부족을 언급하였다. 학교 외부공간은 안전한 놀이공간 확보, 식물교육공간 확보, 수업실습공간 확보, 휴식공간 제공을 위해 관리되어야 한다. 학습 지원하는 장소이자 놀이공간 및 휴식 공간으로서의 역할을 담당해야 하며 이를 위해 벤치, 퍼골라, 야외교실, 생태연못, 텃밭, 화단 등의 시설이 포함되어야 한다. 교과서에 등장하는 식물과 계절감을 느낄 수 있으며, 그늘을 제공하는 식물유형을 식재하며 식물 표찰을 설치하여 식물 정보를 제공하여 학습 효과를 도모할 수 있다. 교사는 외부공간의 관리가 학생들에게 교육적, 정서적 효과가 있을 것으로 기대하고 있다. 학교 공간 혁신에 대응하여 실내 공간과 유기적으로 연계하여 교육적, 정서적 효과를 달성할 수 있도록 외부공간에 대한 지속적 관리가 이루어져야 한다. 이를 위해 예산과 인력의 확보 및 이를 지원할 정책의 뒷받침이 마련되어야 할 것이다.

국방부문의 아웃소싱 성공도에 영향을 미치는 요인에 관한 연구 (Influencing Factors on Outsourcing Success in the Defense Sector)

  • 우리 군은 작지만 강한 군대 건설과 저비용 고효율의 전투기능 집중, 민간자원 최대 활용, 정보 기술력에 의한 전력구조로 효율적 운영을 체계화 하여 북한 및 주변국의 군사관계변화에 즉각 대응할 수 있는 체계가 되어야 한다. 이에 본 연구는 국방부문의 아웃소싱 성공도에 영향을 미치는 요인을 분석한 후 이를 극복할 수 있는 방안을 제시하였다. 국방부문 아웃소싱은 일반 정부부처와는 달리 군 고유의 업무특성이나 국방 개혁 추진계획 등과 맞물려 있어, 이러한 특성을 면밀하게 분석 반영하지 않으면 현실적인 대안이 될 수 없는 어려움이 있다. 국방부문의 아웃소싱 목적은 일반기업과 같이 효율성 제고이지만 병력 및 국방예산 감축수단은 아니다. 국방부문의 아웃소싱이 성공하기 위해서는 기업과 달리, 보안 및 신분보장, 리스크 감소, 비용절감, 품질향상, 아웃소싱 업체의 신뢰도, 전문기술력이 주요한 요소이다. 결국 국방부문의 아웃소싱은 공공부문의 정부부처에서 시행하는 아웃소싱과는 별도로 안보의식과 신분보장, 품질향상을 고려하여 독일의 국방개발획득 관리회사(GEBB) 또는 민간군사기업(PMC) 형태의 민간자본 활용방법을 벤치마킹하여 강한 군대 건설로 북한 및 주변국의 군사관계변화에 즉각 대응하여야 한다. 따라서 본 논문에서 의도하고자 했던 국방부문의 아웃소싱 성공도에 영향을 미치는 요인이 무엇인가를 검증하여 차후 국방부문 아웃소싱 계획을 수립 및 추진하는데 기여하게 될 것이다.

도시부도로 VMS 이용자 효용의 평가기준에 관한 연구 (A Study on Evaluation Criteria of VMS User's Utility in Urban Roads)

  • 현재 각 지자체에서 교통정보센터를 운영하는 곳이 늘어나고 있고, 운전자들은 도시내도로에 설치된 VMS로 교통정보를 제공받아 활용하고 있다. 그러나 고속도로 및 도시고속도로와는 또다른 특성을 가진 도시부도로의 VMS에 대하여 이용자들이 갖는 효용을 평가한 사례는 없다. VMS는 예산을 들여 설치한 교통정보제공 매체인만큼 이용자들의 효용에 대하여 평가하고 관리할 필요가 있다. 본 논문은 도시부도로 VMS를 이용하는 운전자들의 효용이 대안경로 정보제공 유무가 가장 큰 영향이 있다고 판단하여 그 평가기준을 정립하였다. 대안경로가 있고, 정보도 주면 4점, 대안경로가 있고, 정보를 일부만 주면 3점, 대안경로가 있는데 정보를 안주면 2점, 대안경로가 없으면 1점으로 평가한다. 또한 최대한 많은 운전자들이 VMS를 봐야 그 VMS의 가치가 높아진다. 그러므로 VMS설치 위치는 같은 조건이라면 교통량이 많은 도로구간이어야 하므로, 이에 대한 평가기준을 정립하였다. 교통량에 따른 설치위치 기준은 시의 경계부(시계)와 도심부로 나누어 정립하였다. 본 연구결과는 현재 도시부도로의 설치되어 있는 VMS들의 이용자 효용을 높이는 방법 중 기초자료로 활용할 수 있다.

보건의료복지 서비스제공자와 지역주민의 커뮤니티케어에 대한 인식 (Community care perceived by medical welfare service providers and residents dwelling in the community)

  • 이 연구의 목적은 보건의료복지 서비스제공자와 정책대상자인 지역주민의 커뮤니티케어에 대한 인식을 파악 및 비교하는 것이다. 연구대상자는 서울시 J구의 보건의료복지 서비스제공자 68명과 지역주민 95명이었다. 자료 수집은 2018년 12월에 이루어졌으며, independent t-test, chi-square test를 이용하여 분석하였다. 분석 결과 서비스제공자가 지역주민에 비해 커뮤니티케어 정책의 필요성, 방문의료, 방문간호, 방문간병에 대한 동의 정도가 높았다. 돌봄이 필요한 지역주민을 지역사회자원에 연계해 줄 수 있는 정도에 대해서는 서비스제공자가 지각하는 수준이 높았으나, 자립생활을 위한 지역주민 간 자조모임의 활성화 정도는 지역주민이 높게 나타났다. 커뮤니티케어에 소요되는 비용을 위한 건강보험에 일정 보험료를 추가 방식에 대한 동의 정도는 지역주민에서 낮게 나타났다. 두 군 모두에서 커뮤니티케어 정책 실행을 위해 재원 마련과 지역공동체 돌봄 문화가 가장 중요하다고 인식하였다. 그러므로 커뮤니티케어 정책을 효과적으로 운영하기 위해 정책대상자인 지역주민의 인지 수준을 높이고, 정책현황과 정책대상자의 견해 차이를 줄이기 위한 활발한 교류를 통해 지역사회의 돌봄 문화를 정착해나가는 것이 필요하다.

맞춤형 방문구강보건사업 현황조사 (A study on the state of customized visiting oral health programs)

  • Objectives : This study was to examine the state of customized visiting oral health programs in a bid to help facilitate the unified operation of the programs and the development of required guidelines. Methods : The subjects in this study were 49 dental hygienists who were professionals responsible for customized visiting health care programs across the nation. Results : 1. Regarding the form of employment of the dental hygienists were investigated many contract and daily workers. 2. As to the possession of equipment necessary for visiting oral health programs, denture cleaners(12.2%) were most widely possessed in some regions, followed by mobile scalers(10.2%) and mobile suctions(8.2%). In terms of expendable devices and materials, dental mirrors, pincettes and explorers were the most widely possessed dental checkup devices, and the most widely possessed oral hygiene supplies were toothbrushes, interdental brushes and denture cleaners. Those devices and materials were in more possession than the other types of devices and materials. The most widely possessed equipment for educational purpose was laptop computers, followed by beam projectors and screens. The most widely possessed teaching materials were dentiform, followed by CD-ROMs. 3. Those whom they visited the most for oral health care service were elderly people, followed by the disabled and patients with chronic diseases. The dental hygienists who went out to visit those people outnumbered the others who stayed at public health centers. Concerning the types of visiting oral health care service, the most prevalent service provided to the elderly included denture cleaning/management, oral massage and preventive treatment against dental caries. The most dominant service provided to the disabled involved education of the oral health care act, preventive treatment against dental caries and toothbrushing by professionals. The most common service offered to patients with chronic diseases was education of the oral health care act and oral health education. The dental hygienists paid a visit to a mean of 5.8 households a day. The average weekly number of households cared by the dental hygienists was 27.3. It took a mean of 37.1 minutes for them to take care of each household. 4. As for satisfaction level with the implementation of the visiting oral health programs, they expressed the greatest satisfaction at teamwork with professionals($3.56{\pm}0.94$), followed by the professionalism of their work($3.21{\pm}0.94$) and workload($3.08{\pm}0.94$). Their satisfaction level with the work conditions required for creative job performance($2.75{\pm}0.98$) and partnership with other institutions($2.64{\pm}1.03$) was below 3.0. In regard to the impact of their characteristics, marital status made a statistically significant difference to satisfaction level with workload. The unmarried dental hygienists were more pleased with their workload than the married ones(p<0.05). 5. As to needs for education for professionalism improvement, they asked for education about visiting oral health care skills the most, followed by education about oral health care for patients with chronic diseases, education of planning/evaluation and education of oral health care for the disabled. Conclusions : The top priority for the vitalization of the programs was the procurement of budget, followed by the procurement of equipment and educational media and the procurement of human resources.

금강수계 내 환경기초시설 운영실태에 관한 연구 (A Study of Actual Condition on Operation and Management of Environmental Infrastructure in the Geum River System)

  • The various environmental problems that we face on today are basically about environmental quality. Since early 1960s affluent material was produced because of remarkable economic growth by many cooperations. However, for the lack of environmental policy, environmental pollutions has been serious. The central government should transfer the producing and consuming structure to environmental affinity through the regulations for developing Korea as a model of environmental nation which takes an active part in global environmental programme and in which the environment and economy are well harmonized. Moreover, the central government should take the lead in prevention of environmental pollution through the direct policies such as strengthening the discharge limit or setting up environmental basic institutions by securing budget for conserving environment. This thesis emphasize on the public institution among many environmental basic institutions for environmental anti-pollution project. It will find the problems with running those institutions, and will suggest the preview of improvement. Also, it is necessary to investigate of variation trend for inflow and pollutant loading to environmental infrastructure as increased of the diffusion rate as established and maintenance of sewer system. The purpose of this study is to investigate for inflow and pollutant loading to environmental infrastructure, and also to provide the method of efficiently maintenance and management. The results obtained were summarized as follows; 1. Survey of actual condition on operation and management of environmental infrastructure was evaluated the propriety of treatment process and problem of plant management. 2. Analysis of pollutant loading contribution for river system of environmental infrastructure with data analysis of water quality measuring network. 3. To investigate on case study for efficiently maintenance and management of environmental infrastructure. The result on this study was provide the method of efficiently maintenance and management with survey for establish and repair of sewer system and survey of actual condition on operation and management of environmental infrastructure in the water area of discharge to Geum River System. Application as guideline for establish and management of environmental infrastructure, and management of Geum River System. Also, application for preliminary data for fulfill-assess of total effluent regulation of water pollution.

신설 대학병원 행정직원과 기존 대학병원 행정직원의 갈등수준 비교 분석 (Comparison of Conflict Level among Administrative Department Staff between Newly Established and Existing University Hospitals)

  • The purpose of this study is to assess the cause and level of conflict arising within and between departments among administration office workers who work in a recently established tertiary hospitals of a major cooperation or related non-profit cooperation: The study also aimed to find methods for resolution of such conflicts by comparing with other existing university hospitals. The subject population included 299 business administration office workers randomly selected from two cooperate related tertiary hospitals of less than 3 years in its existence and two university hospitals over 700 beds in Seoul and Kyong In area. Data were collected through a survey questionnaire. To define related factors for the level of conflict among departments in each hospitals multivariate regression analysis was conducted. Independent factors were characteristics of subjects, conflicting factors within and between the departments. The results are as follows: 1. Those in the 30-39 rears of age group demonstrated significantly higher level of conflict between departments. Those working in the new hospitals, who were older and had long-term tenure, and those with short-term job experience at current working hospital had higher level of conflict between the departments with statistical significance. 2. Concerning the involvement of conflicting factors and the level of conflict in the administration there was statistically significant positive correlation between reliability and job-related intra- and interdepartmental level of conflict in existing hospitals. There was a significant positive correlation between intradepartmental conflicting factors of mutual dependence, difference in goal/orientation and intra- and interdepartmental level of conflict. 3. In multivariate regression analysis, women more than men, and those who had worked for many years in hospitals had statistically significant influence on factors involved in interdepartmental level of conflict, explaining 51.0% of the model. 4. In existing hospitals, gender was a significant factor with women showing a higher level of interdepartmental conflict compared to men. Among the interdepartmental factors, mutual dependence had statistically significant influence and showed a positive relationship with interdepartmental level of conflict. In the new hospitals, job position was a significant factor which showed that those in high position such as section chief or above, compared to those in managerial or general position had higher level of conflict. Among the interdepartmental characteristics, factors of mutual dependence and goal/orientation had statistically significant influence and showed a positive relationship with interdepartmental level of conflict. In the new hospital setting efforts to reduce conflict in areas among workers with high position, old age, and long tenure and those in Purchasing, Material and Computer Department should be made and prudent management and planning for improved manpower and increased budget or efficient allocation and clear definition of job description are necessary to adequately assess and make improved efforts for rapid stabilization of the premature hospital system from its inception, In the existing hospitals a lack of conflict within and between departments may give rise to stagnation or inefficiency of the organization. Future study are needed with respect to the relationship between interdepartmental level of conflict and the effectiveness of the hospital organization for improved resolution of conflict in the organization and hospital management.

1970년대 화전정리사업의 성공 요인 (Factors of Success of the Clearance Policy for Slash-and-Burn Fields in the 1970s)

  • 화전과 화전민은 일제의 강한 규제와 정리 계획, 해방 이후 토지개혁에도 불구하고 1970년대까지 지속적으로 증가했다. 본 논문에서는 강고하게 존재했던 화전과 화전민이 1974-1979년의 화전정리사업으로 완전히 사라지게 된 필요 충분조건을 살펴보고자 했으며, 그 결과는 다음과 같다. 첫째, 일제시대 이후 지속적으로 증가하던 농촌 인구와 최하층의 농가수가 1967년경을 정점으로 감소하면서 화전과 화전민 발생의 근본 원인이었던 토지에 대한 인구의 압력이 약화되었다(사회적 필요조건). 둘째, 1960년대 중반부터 본격화된 경제개발계획으로 1974년의 국민총생산과 정부예산이 1960년의 25배 수준이 되어 화전정리사업에 충분한 투자가 가능해졌다(경제적 충분조건). 셋째, 항공사진을 이용한 산림자원조사 기술의 발전과 도로 시설의 확대로 화전민의 은닉성이 제거되어 재모경(再冒耕)을 철저히 감시할 수 있게 되었다(기술적 충분조건).

개인용 휴대 단말기를 이용한 절토사면 관리시스템 개발 (Development of Cutting Slope Management System Using PDA)

  • 자연재해의 규모는 해를 거듭할수록 증대되고 있으며, 국가적으로 피해 복구를 위한 막대한 예산이 지출되고 있다. 이러한 피해의 근본적인 해결을 위해서는 사후대책에서 예방위주의 정책으로 패러다임의 전환이 필요할 때이다. 예방위주의 정책을 실천하기 위해서는 IT기술, 첨단정보수집기술, 운영기술 등 첨단기술의 통합을 유도하여 광범위한 자연재해를 예측하고 평가할 수 있도록 해야 할 것이다. 그러나 현재 우리나라는 IT 강국임에도 불구하고 현장정보수집에 있어 여전히 종이양식을 이용하는 경우가 대부분이다. 특히 과거 산사태 발생지와 사면정보가 종이형태로 유지되어 정보의 공유가 어렵고, 자료가 유실되거나 내용을 식별하기가 매우 힘들다. 따라서 본 연구에서는 정보수집과 시스템과의 호환성, 정보의 관리차원에서 절토사면을 대상으로 PDA를 이용하여 정보수집 및 관리시스템을 개발하고자 하였다. 그 결과 실시간으로 현장 정보를 다양한 형태(위치, 사진, 텍스트)로 수집이 가능하였으며, 현장에서 SMR법을 이용하여 암반사면의 안정성 여부를 개략적으로 판단할 수 있었다.

한국의 종합대학도서관 장서개발정책에 관한 연구 (A Study of Collection Development Policies of the University Libraries in Korea)

  • This study is a survey of collection development policies in the 40 university libraries among 42 in Korea as of 1984. The survey used a questionnaire with 36 questions concerning the basic elements of the collection development policy. The survey results revealed many problems demanding correction. The measures to correct the problems in the university libraries are as follows. 1. It is desirable that the libraries should have a collection development policy statement written and adopted for the systematic collection building. 2. It is advisable that the libraries should include a function of the materials selection among other various functions of the Library Committee for the purpose of informing administrators of the goals of the libraries and the validity of the budgetary allocation. 3. It is desirable that each library should organize the Collection Development Committee for minimizing the possibility of personal bias on the part of the individual selectors. 4. It is advisable that the primary responsibility for materials selection should be delegated as follows: for the materials for faculty research, to the faculty members; for the other collections, to the professional staff of each department; for the final review of whether or not to purchase, to the Collection Development Committee. 5. It is desirable for the purchase priority of materials to be set up in accordance with the order of 6 levels of collection development. 6. It is advisable that the libraries should, as top priority, purchase materials in direct su n.0, pport of the undergraduate and graduate academic programs, and in subject matter areas other than languages and literature, Korean materials should have not only the higher priority than the foreign language materials, but also maintain the comprehensive collection level. 7. It is desirable that the special collections should be purchased by special funds from the authority, and the special collections librarian should have the responsibility of the materials selection under the advice of the faculty members relating to the subject area. 8. It is advisable that duplicate copies should be bought only for high use items, but for reserve books, by the program enrollment, and textbooks should not be bought in general, except as su n.0, pplemental materials for course work in which they are necessary and heavily used. 9. It is reasonable that the material budget should be distributed as follows: by the ratio for distributing funds, about 60-70% for the library and 30-40% for departments; by the type of materials, about 50% for books, 40% for periodicals and 10% for other materials, or when not bought other materials, about 50-60% for books and 40-50% for periodicals. In addition, it is desirable that undergraduate class enrollment, graduate class enrollment, undergraduate majors, graduate majors, average book cost in the discipline, number of faculty, and use rate by subject should be considered as the factors for the allocation of funds by department, and special consideration should be given to newly-founded departments so the library holdings can be adequate to su n.0, pport them.
