In the era of super-aged societies, research and development (R&D) projects related to aging are very important agenda for establishing the direction of future R&D planning and technological competitiveness in the country. In order to respond promptly to this agenda, it is essential to establish a national-level convergence R&D policy. In this study, we utilized the global R&D funding project data from major nations (US, Europe, Japan), and then standardized them with the same fields. To analyze the current status of global R&D related to aging, we performed cluster analysis based on the co-occurrence matrix to explore convergence R&D areas in the US, Europe, and Japan related to aging. In addition, comparative analysis by country suggested that different points on the interdisciplinary area and the convergence of aging-related R&D by each country. These results provide fundamental understandings for the status of convergence in aging-related global R&D, the current technology trends, and establish the direction and strategy of R&D policy.

In this paper, we offer a new strategic portfolio model for national IT R&D project selection in Korea. A risk and return (R-R) portfolio model was developed using an objectively quantified index on the two axes of risk and return, in order to select a strategic project and allocate resources in compliance with a national IT R&D strategy. We strategize using the R-R portfolio model to solve the non-strategy and subjectivity problems of the existing national R&D project selection model. We also use the quantified evaluation index of the IT technology road map (TRM) and the technical level reports (TLR) for the subjectivity of project selection, and try to discover the weights using the analytic hierarchy process (AHP). In addition, we intend to maximize the chance for a successful national IT R&D project, by selecting a strategic portfolio project and balancing the allocation of resources effectively and objectively.

Technology innovation companies are focusing on contributing to business performance by R&D project as a strategic tool. Successful R&D leads to corporate competitiveness enhancement, national industrial development, but there are high uncertainty and risks in R&D. Public and private R&D projects are carried out to achieve various purposes. It was verified how the risk management and benefit management of the R&D project affect the detailed R&D project performance between the Public and private domain. The impact of Project Leadership on R&D performance was also analyzed. Those who have participated in the Public and Private R&D projects at companies or research institutes were surveyed. First, it was found that project risk and benefit management have partially an effect on R&D project performance. Second, Public and private R&D Project Leadership showed partially a interaction effect between project management and project performance.

본 연구는 정부의 연구개발 사업에 대한 연구 성과의 효율성 검증을 통해 보다 효과적인 예산활용과 연구개발 사업투자에 대한 제언을 하고자 한다. 이를 위해, 국가과학기술연구회에서 주관하는 융합연구사업(창의형융합연구사업, 융합연구단사업)과 일반수탁연구사업의 연구 성과에 대해 '자료포락분석법(Data Envelopment Analysis)'과 'Malmquist Index 분석법'을 활용하여 효율성을 분석하였다. 분석대상은 국가과학기술연구회 주관 융합연구사업(창의형융합연구사업, 융합연구단사업)과 정부 출연연구소들의 일반수탁 연구사업을 대상으로 진행하였으며, DEA를 활용하여 정태적 분석과 Malmquist Index 분석법을 활용하여 동태적 분석을 실시하였다. 분석결과 DEA의 정태적인 관점에서 융합연구사업이 높은 효율성을 나타났다. Malmquist Index 분석법을 통한 동태적 관점에서는 일반수탁사업의 효율성이 점차 하향하는 반면, 융합연구사업은 매년 효율성이 향상되었다. 이는 융합연구가 일반연구보다 높은 성과를 가지는 것을 시사한다. 본 연구결과를 통해 정부 R&D투자에 대한 성과평가의 객관적인 기준을 제시하고 정부 출연 연구기관에 대한 효율성 향상을 위한 연구 인력과 연구비의 합리적인 투자정책 및 연구과제기획에 객관적인 시사점을 제공 하고자 한다.

There is a growing interest in convergence. National R & D is also providing various policies and institutional support to promote convergence research. Convergence research, however, does not clearly specify its characteristics at the academic and government levels. This research proceeds with the process of collecting, refining, analyzing, modeling, verifying and visualizing national R & D data through the National Science and Technology Information Service (NTIS). The method is to derive the convergence research characteristics and to derive through text mining, focusing on the unstructured information of national R & D project data. The study confirmed that there was a difference in perception between the definition of converged research and the research site. In order to improve this, the research suggested that convergence among research subjects, collaboration among research topics reflecting various backgrounds and characteristics of researchers, and analysis of characteristics of convergence research using information were suggested in the process of establishing convergence policy.

Since various R&D projects about technology convergence was conducted by the government of Korea, the lack of liaisons among the projects has been accepted as serious issues related on the duplicated funding. In this article, we propose a research framework to analyze the relationship among national R&D projects about technology convergence. In detail, the projects have been sorted and categorized with the data collected from National Science and Technology Information Service (NTIS) in order to analyze the current state of national R&D projects. The linkages among projects are then established using the results of analysis on national R&D projects. Finally, the relationship maps have been developed. It is expected that the result could be applied to identify the relations among projects and handle problems on the duplicated funding.

본 연구는 연구개발의 성공여부를 판단하기 위하여 경영자들은 어떠한 요인을 중시하는가에 대하여 경험적 연구를 수행하였다. 연구결과 성공을 위한 적절한 판단은 개발하고자 하는 프로젝트의 형태 및 유형에 달려 있음을 발견하면서 개발프로젝트에 대한 재무적 측정의 중요성이 상대적으로 낮다는 점을 주목할 수 있었다. 또한 측정 가능성은 측정지표 선정의 중요한 기준이 되지는 않았다는 점이 선행연구와의 상이한 결과로 오히려 혁신적 수준이 가장 많은 지지를 받음으로 연구개발 활동을 통하여 얼마나 높은 기술혁신이 이루어질 수 있는가에 대한 기술집약적 혁신 및 연구개발 활동이 강조되고 있음을 제시한다. 아울러 평가자의 역할이 판단에 영향을 미칠 것으로 나타나 평가자의 역할 또한 간과해서는 안 될 요인으로 제안하는 바이다. 본 연구를 통하여 향후 정부주도 지원사업에 있어 사업성에 대한 기대가 높은 것은 사실이나 기술적 요소에 대한 지원정책의 가속화가 요구되어 정부지원사업과 연구개발주관기업의 성과관리에 기여할 수 있을 것으로 기대한다.

국가와 산업의 발전을 위해 다양한 분야가 결합하여 연구개발되고 있다. 이에 본 연구는 국가 연구개발에서 연구 참여인력의 다학제가 기술사업화에 미치는 영향에 대해 살펴보았다. 실증분석을 위해 기술 상용화를 연구목적으로 다양한 과학기술 분야가 종합적으로 연계되어 진행되는 정부출연연구기관에서 수행한 주요연구개발 사업을 살펴보았다. 연구자료는 2015-17년도 철도/대중교통/물류 분야의 주요연구개발 사업 자료를 이용하였으며, 149개 과제를 최종 분석대상으로 하였다. 분석결과 연구개발비, 참여인력 수, 참여기관 수, 연구개발 단계 및 연구의 융합 정도를 통제했을 때 참여인력 다학제가 기술사업화에 통계적으로 유의하게 긍정적인 영향을 주는 것으로 나타났다. 본 연구의 결과를 기반으로 향후 연구 주제의 학문적 융합요소를 파악하여 연구 기획에 의미 있게 활용되길 기대한다.

과학기술 및 R&D 연구자는 선행 연구와 그 개발 결과에 대해 조사 분석하는데 많은 시간을 소비한다. 그리고 최근에는 효과적인 정보검색을 위해 시맨틱 웹을 비롯한 다양한 검색기술을 제공하고 있으며, 특히 온톨로지를 이용한 검색기술은 가장 효과적인 방법으로 알려져 있다. 이에, 본 연구는 국가 R&D정보(사업 및 과제정보), 그 사업 및 과제 수행을 통한 성과물(논문, 특허, 보고서, 기술이전 정보 등), 그리고 사업 및 과제와 연관된 정보(동향, 연구자, 용어 정보 등)를 연계하여 지식베이스(RDF-Triple)를 모델링하고, 이를 지식맵 서비스로 구현하여 연구자에게 국가 R&D정보를 한 눈에, 한 곳에서 국가 R&D정보를 살펴볼 수 있게 하는 것이다. 이를 통해, 정책가(정책입안자)에게는 R&D 전략 수립 과정 및 의사 결정을 지원할 수 있으며, 연구자에게는 선행 연구에 대한 조사 분석 시간 단축 및 새로운 연구 주제를 도출할 수 있는 기회를 제공할 수 있다.

본 연구의 목표는 통합형 국가연구개발 사업에서 정보화사업, 공공조달 등 공공수요 기반의 상용화로 연계되는 복잡한 형태의 사업성과를 측정하고 관리하기 위한 과학적이고 효율적인 성과평가 프레임워크를 제안하는데 있다. 다수의 연구기관이 참여하여 하나의 최종성과물을 이루는 통합형 국가연구개발사업과 사업의 결과물이 수요기반의 실증 및 상용화까지 이루어지는 사업의 경우, 연구개발사업을 구성하는 세부과제의 단기적 산출물을 바탕으로 성과를 평가하는 기존의 평가체계로는 통합적 연구성과물에 대한 중장기적 효과와 실용성을 평가하기에는 한계가 있다. 더욱이 국가연구개발사업의 패러다임이 효율성을 중시하는 임무중심으로 변화함에 따라, 국가연구개발과제의 성과평가도 결과의 효과와 실용성을 중심으로 변화해야 할 필요성이 제기되고 있다. 본 연구에서는 Hourglass 모델을 활용하여 각 국가연구개발과제의 성과가 단순한 단기적 산출을 넘어, 실제 그 효과성 등 실용적 관점에서 완성도를 평가하기 위한 구조적 관점의 성과평가 프레임을 제시한다. 이는 연구개발과제의 구조에 따라 Tool-System-Service-Effect로 이어지는 하향식(Top-down) 및 상향식(Bottom-up) 접근을 연계한 통합적 프레임이라 할 수 있다. 제시된 세부 평가지표와 성과평가 프레임을 실제 국가연구개발사업에 적용함으로써 지표의 타당성과 제안된 성과평가 프레임의 효용성을 검증하였으며, 이러한 결과는 향후 효율성을 강조하는 국가연구개발사업의 성과평가 체계에 대한 학술적, 정책적, 산업적 시사점을 제시할 것으로 기대된다.
