The proposed care standards and performance measurement tool were reviewed by the panel of experts and refined based on the panel's suggestions. Final care standards and performance measurement tool were validated by surveying the hospital nurses. Results: All items of the performance measurement tool for medication management and blood transfusion were evaluated appropriate. All contents of care standards and the measurable elements except the evaluation of discharge education were appropriate. The performance measurement tool developed in this study was found to be acceptable as a tool to evaluate quality of nursing care in medication management and blood transfusion. Conclusion: The outcomes of this study including the performance measurement tool and evidence based care standards would be the important indicators to monitor whether necessary nursing care is implemented and be the useful primary resources to improve quality of nursing care services.

  • Measurement standards, as being widely recognized, is necessary for national economic development and advanced industrialization. Also measurement standards give reliability and fair trade to the producers and consumers. Macro-effect of measurement standards using estimation of cost function has four effects: 1) value-added causing effect, 2) effect of employment, 3) reduction effect transaction cost, 4) reduction effect defect rates. In this study, to investigate the impacts between specific and the other industries, we used I-O Table of Korea Bank. The relation between the value-added produced by original production factors and final use is determined through production level, and the relation can be investigated with production causing coefficient matrix. In this study, it was showed that the measurement standards investments including measurement only man power of industries were increased from 1995 rapidly. The establishment and maintenance of measurement standards contributes to reduce the defect rate of products in production process and improve the confidence of the product quality. The results from this study show that measurement technology contributes to improve quality, decrease defect rate, improve production process, develope new products, reduce prime cost and increase the consumer's confidence on the firms. Since these results indicate that measurement standards are very important in the point of their vast contribution, we hope our findings can contribute to encourage measurement activities in industries.

  • The resistance is frequency dependent by the Seeback effect, loading effect, Eddy current loss, uniformly distributed inductance of the resistance element and uniformly distributed self-capacitance of the resistance element and capacitance between resistance element and it's box. A precise ac resistance measurement system has been developed for using as maintaining and dissemination of national ac resistance standards. The developed resistance measurement system can be used as a instrument of national ac resistance standards at frequency less than 10 kHz and it's measurement accuracy was 0.23(${\mu}{\Omega}/{\Omega}$)+4.2 ${\mu}{\Omega}$ at 1592 Hz and 20 V.

  • As the Korea's economy grows bigger and its industrial structure advances, demands of high quality product become increasing. And the technology becomes to be more important factor than labor power and capital. And, the development of technology plays the key role in promoting the competitiveness of a nation. Measurement means 'Measuring with instrument', dissemination of measurement standards related with dissemination and distribution of measuring instrument. Measurement technology has been known to be the main factor of economic growth and technological development. National measurement standards is one of these factors of measurement technology. Therefore, in order to enhance dissemination of measurement standards to industry, we have to define its economic impact. We analysed the economic impact of measurement standards in terms of its contribution to the product induction of industry and management results using I-O Table with the quantitative data. The results from this study show that the increasement of measurement standards dissemination is in complementary relation with the productivity of various industries, assembly manufacturing, in particularly.

  • The purpose of this study was to examine the features of the standards of observation and measurement in foreign national science curriculums. For the purpose of this study, we analyzed the science standards of the USA (National Science Education Standards, the Science Standards of the State of California, Massachusetts, Colorado, Nebraska, Virginia and Florida), the United Kingdom (England), Singapore, Canada (the State of Alberta), Australia (the State of Victoria) and New Zealand. The results of the study indicated that foreign national science curriculums put an emphasis on accurate and systematical observation, usage of the five senses, usage of observation tools, and an understanding of observation. Regarding the 'measurement' factors, foreign national science curriculums emphasized systematic and accurate measurement. Measurement targets and tools were presented for each grade. The usage of appropriate units was also included in the foreign national curriculums which we examined.

  • With approval from the Asia Pacific Metrology Program Working Group on Materials Metrology (APMP WGMM), an international comparison for sheet resistance standards for silicon wafers was firstly conducted among Korea Research Institute of Standards and Science (KRISS) in Korea, CMS/ITRI in Taiwan, and NIM in China, which are national metrology institutes (NMIs), from August 2011 to January 2012. The sheet resistance values of the standards are $10{\Omega}$, $100{\Omega}$, and $1000{\Omega}$; the measurement was conducted in sequence at KRISS, CMS/ITRI, NIM, and KRISS again using the four-point probe method with single and dual configuration techniques. The reference value for the measurement results of the three NMIs was obtained through averaging the values of the three results for each sheet resistance range. The differences between the reference value and the measured values is within 0.22% for $10{\Omega}$, 0.17% for $100{\Omega}$, and 0.12% for $1000{\Omega}$. Therefore, the international consistency for conducting sheet resistance measurements is confirmed within 0.22% through the APMP WGMM approved comparison.

  • Purpose: This study was conducted to develop standards ensuring nursing process-based fluid intake/output and tube care, and to develop a performance measurement tool evaluating the level of care according to the standards, and finally to determine validity of the standards and the tool. Methods: The standards and the tool were reviewed by a panel of experts and refined based on the panel's suggestions. Validity of the standards and the tool were examined using a survey of 293 hospital nurses. Results: The mean validity scores of the performance measurement standards and the tool were 3.86 and 4.02, respectively, out of 5.00. So the performance measurement standards and the tool in this study were found to be acceptable in evaluating quality of nursing care for fluid intake/output and tubes. Conclusion: This result indicates that the performance measurement standards and the tool developed in this study are valid instruments to monitor and improve quality of nursing care for fluid intake/output and tube interventions, such as intravenous catheters, nasogastric tube and urinary catheters.

  • The Korea Research Institute of Standards and Science (KRISS), a National Metrology Institute of Korea, participated in the second-round of the international key comparison CCT-K7.2021 of triple point of water (TPW) cells. For the key comparison, three TPW cells, one of which had been used in the old CCT-K7 comparison, were assigned as the national standard of the TPW. The temperature difference (ΔT) between the average of the new and old national standards and ΔT between the new national standard and the transfer standard were measured. The comparison between the new and old national standards indicated a temperature increase of 69.5 µK after both the standards were corrected for the isotopic composition. The uncertainty of the national standard of the TPW temperature was 28 µK, and the uncertainty of ΔT was 14 µK. Three aspects of improvements in the new comparison compared to the old one were noted: (1) inclusion of two quartz cells in the national standard strengthens its long-term stability; (2) the standard deviation associated with the measurement of ΔT was reduced from 21 µK to 9.6 µK; (3) and the measured immersion profile of the TPW cells was much closer to the theoretically predicted dependence.

  • This paper describes a CCM key comparison of low absolute-pressure standards at seven National Measurement Institutes that was carried out during the period March 1998 to September 1999 in order to determine their degrees of equivalence at pressures in the range 1 Pa to 1000 Pa. The Korea Research Institutes of Standards and Science(KRISS) participated from 10 Pa to 1000 Pa pressure range in 1999. The primary standards, which represent two principal measurement methods, included five liquid-column manometers and four static expansion systems. The transfer standard package consisted of four high-precision pressure transducers, two capacitance diaphragm gauges to provide high resolution at low pressures, and two resonant silicon gauges to provide the required calibration stability.
