The use of social media in government has expanded steadily around the world on the basis of Web 2.0 technology. The government uses social media as a tool for enhancing transparency, participation, collaboration, and saving costs. However, the use of social media in the public sector has not only been positive. It has also been described as a double-edged sword. Most local governments in South Korea use social media for a variety of reasons but there has not been enough practical study of the effectiveness of social media use in the public sector. Local governments generally have positive views of their social media use but the real application of social media is not consistent in each local government. This study tried to determine the reality of social media use in local government and what factors influenced its use. The research analyzed the data from a survey conducted by the Korea Local Information Research & Development Institute (KLID) in 2015 and data from Facebook in each local government. The results show that most local governments were using Facebook for promotional purposes and local government officials similarly recognized that they were using Facebook well. However, local governments showed great differences in their use and practical effect. Meanwhile, the study found that population, financial independence, level of government, the entity operating social media, the median age, and whether social media are used for interaction or to gather opinions were the most influential factors that make a difference in utilization in local government.
This study aimed to examine public concerns in South Korea considering the country's unique context, triggered by the advent of generative artificial intelligence such as ChatGPT. To achieve this, comments from 102 YouTube video news related to ethical issues were collected using a Python scraper, and morphological analysis and preprocessing were carried out using Textom on 15,735 comments. These comments were then analyzed using a Correlated Topic Model (CTM). The analysis identified six primary topics within the comments: "Legal and Ethical Considerations"; "Intellectual Property and Technology"; "Technological Advancement and the Future of Humanity"; "Potential of AI in Information Processing"; "Emotional Intelligence and Ethical Regulations in AI"; and "Human Imitation."Structuring these topics based on a correlation coefficient value of over 10% revealed 3 main categories: "Legal and Ethical Considerations"; "Issues Related to Data Generation by ChatGPT (Intellectual Property and Technology, Potential of AI in Information Processing, and Human Imitation)"; and "Fear for the Future of Humanity (Technological Advancement and the Future of Humanity, Emotional Intelligence, and Ethical Regulations in AI)."The study confirmed the coexistence of various concerns along with the growing interest in generative AI like ChatGPT, including worries specific to the historical and social context of South Korea. These findings suggest the need for national-level efforts to ensure data fairness.
The purpose of this study is to present improvement measures for youth activity policies that can change the youth activity programs, equipment and facility operation and leaders in order to cultivate youth capacities suitable for the intelligent information society. For this purpose, we conducted a literature study on the direction of youth activity policy changes with the forecasted social changes in the intelligence information society and an online survey and expert opinion surveys to identify how youth activity facilities are currently coping with the changes and to explore measures to improve youth activity policies. The research identified 17 policy tasks - 9 tasks for the program area, including 1) increase of intelligent information technology related programs, 2) increase of contents related to career resilience in career experience and training programs, and 3) systematic introduction and diffusion of STEAM and Maker education programs; 5 tasks for the equipment and facility operation area, including 1) strengthening cooperation network with external organizations related to the intelligent information technologies, 2) expansion of AR and VR technology application in activity program development, improvement and operation, and 3) big data building in the field of youth activities; and 3 tasks for the leaders area, including 1) extension of information provision on the intelligent information society to the leaders of the activity facilities, and 2) development of job models related to the intelligent information society and job training.
Recently, our society has been changing its population structure due to low birth rate along with the extension of life span due to the development of medical environment and improvement of living environment. It was not long before the population became older, and the problem of the elderly was amplified by generational conflict. The current generation of senior citizens could not afford to prepare for their own retirement income due to their children's education, marriage and housing problems, and is a generation alienated from the benefits of public income security. In addition, not only are they in poverty with rapid industrialization, informatization and economic instability, but they are also threatened with livelihood. The increase in elderly crimes arising from the elderly, who are less adaptable to our society dominated by materialism, is being highlighted as a new social issue. In this study, we are going to analyze the causes of violent and violent senior citizens' crimes in quality along with quantitative growth, and present criminal situations and preventive measures using 10 years of data, judging that this is a time when a national response is needed through a social discussion on crimes committed by senior citizens in our society, where the pace of aging is unprecedentedly fast in the world In order to achieve this research objective, various opinions and statistical data of our society where the standards of senior citizens are changing were reviewed, and analysis of crimes was conducted on literature utilizing data of the Supreme Public Prosecutor's Office, the National Police Agency, and the National Statistical Office, recent press releases, and existing research materials. In this study, we will diagnose crimes committed by senior citizens in various aspects, including the characteristics of the elderly and the view of the elderly in the present society, and explore the direction of development for the prevention of future crimes as well.

This study analyzes the major content, significances, and future outlook of Three Data Acts amendment enacted in August 2020 in South Korea, with the focus on their impact on the financial and data industries. It seems that the revision of the Credit Information Act will enable the specification of a business which had previously only been regulated as the business of credit inquiry, and also enable the domestic data industry to activate the MyData industry, data trading and platforms, and specify data pseudonymization and trading procedures. For the rational and efficient implementation of the amendments to the Three Data Acts, the Personal Information Protection Committee must be as transparent and lawful in its activities as possible, and fairness must be guaranteed. Even in the utilization of personal information, the development or complementation of the related data processing technologies is essential, and clear data processing methods and areas must be regulated. Furthermore, the amendments must be supported with guarantees and the systematization of a fair competitive system in the data market, stricter regulations on penalties for illegal acts related to data, establishment and strengthening of the related security systems, and reinforcement of the system of cooperation for data transfer.
This paper analyzes the size of direct and indirect impact of the information and communication technology(ICT) producing sector to the Korean economic growth We first divide the entire economy into the ICT producing sector and the ICT using sector, and estimate the contributions to the economic growth by each sector. We also try to answer the question on what the possible causes of the ICT producing sector's contribution are to growth. In oder to find the answer, we focus on the change in the relative prices of ICT products produced in the ICT producing sector and examine the long-term relations among the relative prices of ICT products, the ratio of ICT products used in the ICT using sector as an intermediate input, and the output of the entire economy. We find that the overall economic growth has been weakened but the ICT sector's contribution to the growth has increased. Specifically, the indirect contribution of the ICT producing sector, through the ICT using sector, to economic growth was greater than the direct contribution of the ICT producing sector itself. We also find a stable, long-term negative relation between the relative prices of ICT products produced in the ICT producing sector and the ratio of ICT products as an intermediate input in the ICT using sector. In addition, the decrease in the relative prices of ICT products produced in the ICT producing sector increases the use of ICT products in the ICT using sector and the output of the entire economy. These findings can be interpreted that the price decrease in the ICT products improves the production efficiency in other sectors and helps directly and indirectly, accelerating growth of the entire economy.
The purpose of this study is to investigate the effects of privacy concerns on the use of mobile payment services. In particular, paying attention to the multidimensionality of consumer innovation, we analyzed the effects of hierarchical logistic regression by gender. The results show that there is a positive (+) relationship for hedonic innovativeness regardless of gender, and that there is a negative (-) relationship for functional innovativeness overall and in the female group. In all groups regardless of gender, a positive (+) relationship was found for the hedonic innovativeness, and one negative (-) relationship was found in the functional innovativeness overall group and the female group. Second, in the male group, there is a moderating effect of privacy concerns and functional innovativeness. This suggests that the relationship between privacy concerns and the usage of mobile payment services may vary depending on functional innovativeness. This study is useful in that it can explain and predict consumers' patterns of use of new technology-based services in various and balanced ways by taking privacy concerns and multidimensional consumer innovation into consideration. In addition, it suggests that mobile payment companies should make efforts to ensure that their services are secure, useful, and fun to use so that consumers can feel confident using the services in various situations.
This study is based on a review of how and in which stages evidence can be used, in practice, in the policy process and proposes an information analysis framework capable of inducing continuous interaction among stakeholders and an operation procedure that allows experts to reconcile conflicts through the analyzed information. In particular, it focuses on the strategic planning process carried out in the policy formation stage of the R&D policy process, which promotes the creation of knowledge related to science and technology required to improve national competitiveness and solve social and environmental problems. Conflicts are negotiated and resolved by ensuring rationality in the policy process, following the operation procedure and inducing communication between the stakeholders participating in national R&D strategic planning related to the issue of population aging throughout utilizing the provided useful information. Our results showed that the proposed operating procedures and information analysis framework had a positive effect on the communication-oriented shift. Thus, in order to promote conflict management, an agreed operating procedures and information analysis framework should be established between stakeholders, thereby reducing a conflict of opinions in advance. This article realizes the true meaning of movement of evidence-based policies. In addition, the framework is helping support evidence-based R&D policies by strengthening rational behavior.
The purpose of this research is to investigate the attributes of the online world and to analyze their influence on democracy. The research focuses on the mayoral by-elections that were held in Seoul and Busan, South Korea, on April 4, 2021. The study demonstrates the characteristics of online spaces and the polarization of the online public through news articles and user comments from the Internet. The research includes topic modeling to measure the diversity of media reports, sentiment analysis to measure online public opinion, and interrupted time series analysis to understand how a particular event influences online attitudes. A combination of these methods is used to attempt to estimate the strength of political polarity in the online environment. The study shows diverse media reports by election region and candidate, where the online public repeatedly reveals high negative and low positive attitudes towards each candidate. Moreover, political polarity can differ based on the level of interest in an election. Although voters pay less attention to a by-election than a presidential election, there is a solid political polarity in the online world. Hence, the research recommends preparing measures to alleviate the polarization as politics requires significant online participation.
The purpose of this study is to empirically analyze the effect of individual perception of artificial intelligence and the level of digital literacy on the acceptance of artificial intelligence-based public services. For empirical analysis, a research model was set up based on the technology acceptance model and planned behavior theory using survey data of 2017 and analyzed through structural equations. To summarize the results of the analysis, firstly, the positive perception of individuals about artificial intelligence technology plays a role in reinforcing attitudes toward benefits and reducing concerns about public service in which artificial intelligence technology has been introduced. Secondly, the level of digital literacy reinforces both benefits and concerns about artificial intelligence technology, but it was found that the intention to use public services was reinforced through the benefits of artificial intelligence technology perceived by individuals, rather than privacy concerns about artificial intelligence technology. Thirdly, it was confirmed that the perceived benefits of individuals on artificial intelligence technology reinforced the intention to use public civil services, and privacy concerns negatively influenced the intention to use. It was confirmed that the influence of a perceived ease of use and usefulness, as opposed to privacy concerns, further reinforces the intention to use. Both citizens' positive perceptions regarding the accuracy and reliability of information provided through artificial intelligence technology and institutional complementation of responsibility for errors caused by artificial intelligence technology are strengthened, and technical problems related to privacy protection are solved.
