A Study on Daesoon Jinrihoe's Participation and Role in International Development Cooperations (대순진리회의 국제개발협력 참여와 역할에 관한 시론적 연구)

  • This study aims to examine the International Development Cooperations (IDCs) of Daesoon Jinrihoe and discuss the future prospects of these programs in terms of Daesoon Thought. The international community calls for the active participation of various donors, and this is not limited to only traditional donors such as governments, public institutions, and multilateral organizations. In this regard, the role of Faith-Based Organizations (FBOs) and Non-Governmental Organizations (NGOs) for religious communities is recognized as important. Daesoon Jinrihoe has systematized its IDCs by expanding its overseas services to implement the three major works with the official establishment of the Daejin International Volunteers Association (DIVA) in 2013. In addition to these activities, Daesoon Jinrihoe was selected by Korea International Cooperation Agency (KOICA) in 2022. As a new religion, Daesoon Jinrihoe does not provide as much support via FBOs when compared to other traditional religions (Christianity, Buddhism, Catholicism, etc.), but it is able to conduct strategic IDCs by utilizing its expertise and capabilities (education, healthcare, etc.). In fact, the nature and content of the projects carried out by these FBOs and Daesoon Jinrihoe are similar, and the results have been remarkable considering that these programs are still in their infancy. Above all, Daesoon Jinrihoe's foreign aid is more meaningful because it does not have a religious purpose such as missionary work, and it is funded by donations from believers. In carrying out IDCs, it is necessary to promote the professionalism of IDCs based on the strategic linkage of the three major works (charity aid, social welfare, and education). It is also necessary to recognize the value and spirit of IDCs for peace and coexistence based on mutual beneficence.

A Study on Seaman's Criminal Responsibility of Marine Accidents (해양사고에 따른 해원(海員)의 과실책임에 대한 형사실무적 고찰)

  • In general, the criminal responsibility of seaman should always be directly assumed by the seamen, according to the principle of self-incrimination. Therefore, the only possible countermeasures for the criminal responsibility of seamen may be to reduce the responsibility by using criminal procedures (ex. the warrant substance examination system, the review system of legality for confinement as much as possible. Another possibility is to reduce the penalty through the revision of the law. In detail, concerning the problem of fine, the maximum fine for oil spill accidents by criminal negligence is KRW 30,000,000 under the current Ocean Pollution Prevention Act, and when an oil spill occurs, the maximum fine tends to be levied regardless of the amount of the spilled oil; thus, it is judged that grading the fine according to the amount of spilled oil may be worth considering. Regarding P & I's payment of fine, contrary to general belief, it is only possible to make up the loss when P & I takes up the legal responsibility or acknowledges its payment. In order to solve the problem, it is possible to consider the option of introducing new collective insurance program or mutual aid system. Also, as seamen are not specialists in legal issues, the ship owners' association or the marine afficers' association need to develop some program through which they can receive systematic assistance from legal specialists including lawyers when they encounter any legal problems (ex. free legal aid programs for farmers and fishermen). Finally, it may be possible to establish enact new laws or revise the existing Act on Special cases Concerning the Settlement of Traffic Accidents to insert a new section on marine accidents.

Improving the Disaster Management Service in the Demander-Centered Approach (수요자 관점에서 접근한 재난관리서비스의 개선 방안)

  • To enhance the quality of disaster management service, the paradigm shift is necessary from the supplier-centered approach to demander-centered approach. In this paper, demander means all the policy actors that participate in the field of disaster such as central & local governments, emergency rescue systems, civil volunteer groups as well as the disaster victims. In this study, we analyze the current problems of disaster management service in demanders' point of view through in-depth interviews and then address suggestions based on each entity's recognitions and understandings related. The results are as follows: 1) Lack of systemicity in the current disaster management service. 2) The mutual distrust and understanding among the policy actors participating in the disaster site. 3) In the field of disaster, not only the disaster victims but also people related to entities are deprived of a stable living due to a long period of rescue activities. Furthermore, the conflicts derived from allocations of the aid fund can bring about the collapse of local community involved in disaster. 4) The life of the disaster victims that have been damaged mentally and financially is earnestly necessary to be conveniently served by disaster management service.

A comparative study on the Activating Factors of domestic and overseas scuba diving resorts using delphi method

  • This study aims to analyze and compare the activating factors of domestic and overseas scuba diving resorts. Our delphi survey was conducted three times in 30 experts who involved in operation and management including scuba diving resort management representative and training team leader. As a result of comparing the activating factors at domestic versus overseas, it was found that common important activating factors included expansion of convenient facilities at public diving places, installation of safety and medical facilities for divers, development of first aid system including AED and oxygen ventilator, requirement of convenient facilities such as water lift and toilet in diving boat, installation of diving boat screw safety system, local boat operation guideline, regular course training program for scuba diving, employment of professional scuba diving instructor and guide, communication and promotion through various SNS portals, promotion by divers' word of mouth, involvement in regional Diving Resort Association, involvement in Korean Diving Association, communication and mutual benefit with local fishing villages, and linkage policy with local tourism industry.

A Study on the Safety Measures for Thermal Diseases, Focusing on the Cases of Disaster by Construction Industry

  • Purpose: Construction sites are currently facing a socialization problem as the incidence of thermal disease-related disasters increases due to summer heat waves, exacerbated by factors like the concentration of middle-aged and older workers and global warming. The reason why construction sites are particularly vulnerable to heat waves is that there are many outdoor work, which is the peculiarity of the construction industry, and most of the construction workers are elderly. This study analyzes disaster statistics of workers at construction sites for five years to investigate the occurrence of thermal diseases and analyze factors through disaster cases to provide basic data for future disasters to be reduced. Research design, data, and methodology: According to the Construction Workers' Mutual Aid Association, as of June, more than 60% of the construction workers working in the field were in their 50s and 60s. More than 24% are in their 60s and older. Thermal diseases caused by heat waves occur when exposed to high heat or strong sunlight for a long time, accompanied by headaches and dizziness. The problem is that many elderly people have underlying diseases, so if they lose consciousness, they cannot easily recover and are likely to die. Results: According to industrial accident statistics, 182 people were injured by heat-related diseases in the summer from 2016 to 2021, of which 29 died. In particular, in the construction industry, which has a lot of outdoor work, 87 people were injured and 20 people died. Conclusions: In order to prevent heat diseases caused by outdoor work, it is emphasized that exposure time is controlled, and sufficient rest and hydration are essential. Rest, water, and shade are in line with the three principles.

Quantification for Collapsion Probability of Building Structures( I ) (건축구조물 붕괴위험도 정량화에 관한 연구( I ))

  • The Quantitative analysis for collapsion probability of each construcion work has not been developed, despite of that the one for safety management itself has been reported, up to now. It is concluded that showing critical check points against structure collapsion due to each work at construction site, and Quantifying those could be useful Quality-assuring tool, not to prevent Quality failure. Risk classes of each work at construction site, classified by German Builders Mutual-Aid Association (GEBMAS), and by special instruction rates of Korea Insurance Development Institute, are introduced to compare with the results of this study. As of a study method, total 2,002 sheets of questionwares are distributed directly to new city development areas, which are called, Ilsan 110 points : Pundang 79points and Chungdong 38points, including additional Changwon 125sheets and pusan 60sheets, by four(4) people, for contact with actual site engineers. Total responses of 1,056 sheets, are collected. Interrelationship diagram between experience years of Engrs., and risk rate of responses are also classified, with the criteria of four(4) years. Domestic journals with relation to construction have reported that main building Structure collapsions are mainly shown on apartment buildings and office ones. These two(2) building structures are again classified as five(5) kinds of works. This study takes use of an approach on haying the risk rates for each construction work on the above individual construction work. Additionally, site investigations have been performed to find out any possible unreasonable check items, due to construction method ; Reinforced Concret structure, Pre cast Concrete structure, and Steel structure building. Developed Quality Assurance Analysis Form with the Quantitative danger class, resulted from this study, are verified as it is able to be a good efficiency tool against collapsion of building structures.

Study on Welfare improvement of private security guards - Focusing on the wages and welfare system - (민간경비원의 복리(福利)증진(增進) 방안 연구 -임금 및 복리후생제도를 중심으로-)

  • The purpose of this paper is to study ways to improve the welfare of private security guards. For this reason, it was analyzed the actual situation of the private security guards' wage and welfare system. As a result of the analysis, the most important factors that affect the wages and welfare system of private security guards was such as contracting costs, the minimum wage level, professional duties. In particular, a private security guards have been recognized as the most low-level professionalism sorted by the simple laborers standard classification. Wages of guards in accordance with this recognition is only about 47% of major company on average, about 80% of the small business average. If the proposed future improvements include: First, we need to improve the professionalism of a private security. Second, It is established a mutual-aid project about private security guards. Third, It shall regulate the wage of private security guards on Private Security Industry Act. Fourth, we should adopt a selective welfare system.

  • In private employment service, providing employment information for job seeker and recruiter, providing information on job, job map, and providing vocational training and development have been paid attention. Particularly, it needs to train the employees, working at private employment service agencies. The purpose of the study was to examine the current trends of private employment service, service employees, and their training status. In the result, we suggest that it needs to manage the quality of service employees' qualification, to initiate the accreditation program for their expertise, and set up an institutions for training them. In addition, providing a program of supervision for employees, considering a set up of an mutual aid association among themselves, and developing specialized training programs.

  • The purpose of this study is to emboss the importance of safety education by recognizing the instructor's thoughts on safety and the prevention of safety accidents of early-childhood through the examination, analysis of the education site of safety at early-childhood education facilities. The subject of this were 120 early-childhood teachers in the Jeonbuk areas. The data were collected using questionaries and analyzed by the statistical methods of frequencies. ANOVA with SPSS pc program. The research questions were as follows; 1. What is the understanding of early-childhood teachers on safety recognition? 2. Is there a difference in the understanding of the teacher on safety and the management of the education curriculum on safety education that is being taught at early-childhood education facilities? The main results and solutions of this study were as follows: 1. In order for early-childhood teachers to teach safety education in early-childhood education facilities, they must join a safety mutual aid association or join an insurance policy to furnish an appropriate compensation system. Also, safety education must be systematically taught at a $social{\cdot}national$ level so that teachers and young children can have an understanding on safety under the support and concern of early-childhood education facilities and administration authorities. 2. Results on the comparison of the understanding of safety education and management of actual education of teachers on the actual conditions of the education curriculum of safety education show that although teachers are aware of most items of safety education but the actual education was not being taught. This means that although the teachers are aware of the importance of safety education, the actual education is not being taught.

In about Factor of the Crime, According to Industry Recognized Security Increase of Efficiency (민간경비 산업의 범죄성장요인에 따른 효율성 제고방안)

  • This research aims to provide a solution for the improvement of private security according to the change in criminal environment. The main cause of crime can be found in the anti-functional dimensions including value set disorder, social phenomenon variation, information-based, globalization and urbanization. In this environment, the private security sector has dramatically increased in a quantitative viewpoint, but it is insufficient in a qualitative viewpoint. This paper recognized this problem and demonstrates a solution for improvement through classifying elements of private security into relevant legislation, education institutions, security companies and security associations. The analysis result is a follows: First, motivation and satisfaction rate of escort and security related major has shown to be high. However, respondents evaluated the guard educational institution negatively. Second, the motivation of entering into the private security sector for internal staffs has shown to be positive and sound. However, the job satisfaction rate has shown to be low due to excessive competition, negative perception of occupation and low earning. Third, respondents gave an average mark to the Security Association's management and operation. In addition, the mutual-aid project received the same mark. Negative feedbacks were given to the protection of member's interest and to association operation and policy, while positive feedbacks were given to the degree of member's cooperation towards association policies.
