The purpose of this study is to analyze the impact of quality and satisfaction of mobile telecommunication service on the quality data sharing for mobile telecommunication service. Based on the theory of reasoned action(TRA), we proposed a research model that (1) service qualities significantly influence the service satisfaction and the attitude towards information sharing, (2) the attitude towards information sharing mediates between service satisfaction and the intention of information sharing, and (3) the intention of information sharing is affected by the service satisfaction and the attitude towards information sharing. Empirical analysis of mobile service users showed that the data quality of mobile communication services had a greater impact on satisfaction than voice quality. The service satisfaction had a positive effect on attitude towards information sharing and the intention of information sharing. Also, the attitude towards information sharing had a positive impact on the intention of information sharing. Based on this empirical study, we proposed a crowdsourcing as an alternative when quality data of mobile telecommunication service should be collected to improve telecommunication policy because by using collective intelligence of the crowdsourcing the government can gather more accurate and diverse data on mobile telecommunication service.

Many businesses, government offices, educational institutions, according to the characteristics of each business and information system is used. However, prevalence of smart phones and a wide range of mobile devices with services, which requires users with mobility, according to the latest mobile services and in many places, and is under development. Interworking between existing systems and mobile systems to be set aside for the development cost and time, a waste of human resources is getting worse. Also, in many places to provide mobile services to existing systems need to fix the problem is coming. In this paper, to solve the problem of interworking between existing systems and mobile systems for the data transfer and processing of existing server, web services server, and mobile systems has been developed between the library.

In Korea mobile phone subscribers exceeded 1 million people in 1995, and ten million people in 1998. Prevalence of the mobile phone increased dramatically over 110% compared to the population. And all family members including children and students use one or two mobile terminal. Mobile phone is obviously necessary good more than washer, vacuum cleaner, passenger car. Our daily life with mobile communication are conveniently positioned, but communication related costs including the price of the device has become a big burden on the household. But the government does not seem to do the right role at the right time to prevent the failure of the market to further maximize consumer welfare and social welfare through fair competition. This principal-agent problems exist especially in perspective of joint use of the mobile communication network, number portability, separation of phone distribution and phone service and network neutrality among in mobile communication policies since the early 1990s up to now.

Purpose: The government intends to come up with measures to revitalize safety management at construction sites to shift safety management at construction sites from human capabilities to system-oriented management systems using advanced technologies AIoT and Mobile technologies. Method: The construction site safety management monitoring system using AIoT and Mobile technology conducted an experiment on the effectiveness of the construction site by applying three algorithms: virtual fence, fire monitoring, and recognition of not wearing a safety helmet. Result: The number of workers in the experiment was 215 and 7.61 virtual fence intrusion was 3.5% compared to the number of subjects and 0.16 fire detection were 0.07% compared to the subjects, and the average monthly rate of not wearing a safety helmet was 8.79, 4.05% compared to the subjects. Conclusion: It was found that the construction site safety management monitoring system using AIoT and Mobile technology has a valid effect on the construction site.

As coming smart computing era, the government and leading telecommunication companies have actively supported the development of mobile applications. However, since it is processed apart from the characteristics of small businesses, policy problems and support ways have continuously been pointed out. In this study, we selected priority of support project for the activation of the mobile application development, then proposed support ways for the success of small development business. Firstly, we researched the mobile business literatures, support projects and policy trends of the Korean government, academia and private sector. Next, we developed the activation model for small development business by synthesizing of support projects, literatures and expert group interviews. Based on this model, we selected priority of support projects according to AHP (Analytic Hierarchy Process) analysis results. In conclusion, we categorize the five support ways for the activation of mobile application development. We are expecting that these support ways will be useful to the development of effective policies and selection of detail tasks for the support of small business or developers.

This study suggests, based on analysis of current status, improvement plans for the local government's public mobile applications. Fist of all, this study selected analysis elements and established an analysis framework for public mobile applications. Then the study analyzed the applications developed by all local government and application management practices in Seoul-City. The status of public applications shows that there are no institutional guidelines and the practical use of the public application is low in relation to the invested costs. Additional problems are the imprudent development, non-reflection of demand, absence of systemic management. For the improvement plans, the study suggests understanding of exact demand, detailed examination of validity, offering of effective information and the utilization of double-way interaction application. The management side of the improvement plans addresses the preparing for public application ordinance, building proper management system, regular check, education and active promotion.

Applicability of Land-based MMS(Mobile Mapping System) having been increased gradually as digitalization of administrative operation and construction of integrated systems of the government and provincial government are growing up. As these requirements, the case can be occurred that the facilities should be surveyed rapidly in the specific area. At this case, the real time field processing method is more necessary than the post processing method and data processing speed should be an essential element as important as accuracy. In this study, the two space intersection methods used in photogrammetry were programmed and compared with each other to select more proper method for the three dimensional positioning in the field processing. Especially, at the analytic space intersection, the traditional close range terrestrial photogrammetry was modified and applied to that to adapt to MMS's characteristics that camera position and attitude are changed according to the vehicle movement. As a result, the difference of the accuracy between two methods is not significant but at the calculation time, the analytic space intersection is faster three times than the space intersection using collinearity condition.

After the Paris Agreement in 2015, the government has been promoting various policies such as 'Hydrogen-Economy Roadmap(2019)' to supply hydrogen. As part of this, the government announced the goal of building 310 hydrogen refueling stations(HRS) until 2022. To this end, special case standard for the introduction of complex, packaged, and mobile hydrogen refueling stations(MHRS) have been enacted and promulgated. The MHRS has the advantage of being able to supply hydrogen to multiple regions. However, due to the movement and close distance between facilities, it is necessary to secure proper installation standards and operational safety through safety analysis. In this study, the possibility of introduction was investigated by designing a standard model and quantitative risk assessment(QRA). As a result of QRA, personal and social risk were acceptable, and the empirical test direction and implications were derived.

The government has the duty to prevent abuses of monopoly and promote competition in order to maximize consumer welfare. In order to promote competition we have to address the asymmetry in the information as possible and to ensure consumer choice. The subsidy seems to reduce the burden on the consumer service charges and handset prices but it virtually distort the market through price discrimination. The government caused the principal-agent problem by avoiding their appropriate role to prevent distortion of the mobile telecom market. The money used as subsidy could be transferred to down the price of cell phone and charges and it would be a benefit to consumers. Separate notice of subsidies by Mobile Communications Terminal Distribution Structure Improvement Act is a developed policy but it was too late. It, the market price close to that from perfect competition structure, is plausible, ultimately.
