Since the late 1990s, the Korean government has attempted to develop the Architectural Information System (AIS, SEUMTER), led by the Ministry of Construction and Transportation, in order to improve civil complaint convenience and administrative efficiency in architectural administration. Since then, for nearly 30 years, the Korean government has been continuously upgrading the SEUMTER system. Based on these advancement projects, it is now possible to conduct civil affairs through the Internet, and civil petitioners can file complaints with government offices without visiting and without documents. In addition, statistical work and performance management became possible in real time for civil servants. And recently, by clouding the SEUMTER system, intelligent services have become possible. In this paper, the development process of the SEUMTER was divided into four stages and evaluated, and the main success factors were derived. The main success factors of SEUMTER are 1) Promotion as a National Agenda - Leadership of the President and Ministers, 2) Outsourcing of Information System Development and Dissemination, 3) Overcoming Selfishness between Ministries - Integrating Building Permits System and Building Ledger Systems, 4) Continue to Promote Information System Advancement. Subsequently, three global diffusion strategies for SEUMTER were presented: 1) the Need to Establish Globalization Strategy: Linkage with Smart City Business, 2) Small and Medium-sized System Model Needed for Globalization and ODA, and 3) System Success Needs to be Publicized Internationally.

The aim of this study is to identify the significant pollutant sources from the tributaries that are affecting the water quality of the study site, the Geum River and provide a solution to enhance the water quality. Multivariate statistical analysis modles such as cluster analysis, Principal component analysis (PCA) and positive matrix factorization (PMF) were applied to identify and prioritize the major pollutant sources of the two major tributaries, Gab-cheon and Miho-cheon, of the Geum River. PCA identifies three major pollutant sources for Gab-cheon and Miho-cheon, respectively. For Gab-cheon, wastewater treatment plant (WWTP), urban, and agricultural pollutions are identified as major pollutant sources. For Miho-cheon, agricultural, urban, and forest land are identified as major pollutant sources. On the contrary, PMF identifies three pollutant sources in Gab-cheon, same as PCA result and two pollutant sources in Miho-cheon. Water quality control scenarios are formulated and improvement of water quality in the river locations are simulated and analyzed with the Environmental Fluid Dynamic Code (EFDC) model. Scenario results were evaluated using a water quality index developed by Canadian Council of Ministers of the Environment. PCA and PMF appears to be effective to identify water pollution sources for the Geum river and also its tributaries in detail and thus can be used for the development of water quality improvement alternative of the above water bodies.
The European Community (EC) began dealing with the subject of environmental impact assessment (EIA) in the mid-1970s. After ten years of preparatory work and more than 20 draft versions, the EC Council of Ministers adopted, in 1985, the Directive on the assessment of the effects of certain public and private projects on the environment (85/337/EEC). This directive requires the member states to make EIA mandatory for certain projects. Its Article 3 defines the purpose of the instrument: "The environmental impact assessment will identify, describe and assess the direct and indirect effects of a project. There are no rules on scoping or on post-project analysis. However, member states are free to adopt, in their domestic legislation, more stringent rules regarding the scope and procedure of EIA. Consequently, they have developed national EIA systems which differ considerably from each other. Also, EIA practice in each of these countries is different from that in the others. In 1992, the EC Council adopted the 'Flora, Fauna, Habitat' Directive which lays down an additional EIA requirement. Member states will have to develop a network of 'European' nature conservation areas. Each project or plan possibly endangering these areas will have to be assessed whether it is in line with the protection purposes laid down for them. Although the directive does not say so explicitly, this means that a kind of EIA will have to be carried out for those projects and plans. For several years, the Commission has been developing proposals for a directive on EIA of plans and programmes ("strategic EIA"). This would supplement directive 85/337/EED, and would require and EIA for plans and programmes influencing decisions on specific projects(e.g. agricultural plans or energy programmes). At present, procedural and methodological questions of strategic EIA are being discussed extensively both within and without the European Union.
This study attempts to suggest the direction of Christian education for young children by analyzing concepts related to how they understand the faith. For this purpose, this researcher conducted interviews of seventeen young children who had not yet entered elementary school. Answers to ten interview questions were analyzed and research participants' understandings of belief and church were identified. The results have shown that participants consider faith to be religious practices such as prayer, praise and worship, the practice of good conduct, the key to heaven and providing direction and mission for their lives. Participants also revealed the acquisition and internalization of biblical knowledge and theological terms and listed parents, ministers or friends as the important role models of faith. They recognized the church as a place where religious practices are performed, where spiritual joy is felt and where pleasure is experienced because they do things they like. It is expected that these results would be used as the basis for future research regarding young children's faith and as the principles of the practice of it.
The history books of East Asia about astronomical phenomena have the more records of the solar eclipse frequently than any other ones. It is because traditionally, the solar eclipse moaned the fate of dynasty and the king's rule. The Sun, the biggest thing in the heaven symbolized the king, and the solar eclipse foresaw that the king had the problem in private including the body, and the country might suffer from difficulties in a great scale. So the king and all of the ministers used to gather to hold a ceremony named Gusikrye(구식례) which solar eclipse may pass safely. Consequently, kings always had concernments on collecting informations of solar eclipse. Inspite of importance of solar eclipse predictions, but at the beginning of the Choseon, the predictions of the solar eclipse didn't fit. King Sejong compiled the Chiljeongsan-naepion (칠정산내편) and the Chiljeongsan-oepyeon(칠정산외편) to calculate the celestial phenomena including the solar eclipse. By the publications of these two books, the calendar making system of Choseon was firmly established. The Chiljeongsan-oepyeon adopted Huihui calendar(회회력) of Arabia. The Solar eclipse predictions of Chiljeongsan-oepyeon were relative correct compared to modern method in early Choseon dynasty.
Korea-Us FTA negotiation started in February 2006 with a view to overcoming those uncertainties in the global market and was finally concluded in April, 2007. The Agreement was officially signed between ministers two month later and it is expected to be ratified this year even though the process is most likely to be painful in both countries by the political resistances. For the new President of the United States, effective leadership will depends largely on how to encourage domestic industries such as Automobile industry and Iron and Steel industry from the financial crisis. Many trading partners of US worry about US foreign trade policy changes to protectionism that might be unequal to bear. Korea textile industry is one of the major industry in Korea as it occupies 15% of total number of manufacturers, 11% of total employment and 5% of national GDP. Korea-US FTA will provide a breakthrough for bouncing back by exploring new market. US agreed to remove all tariff and non-tariff barriers to 87% of textile items under trading. This study shows that Korean textile industry has been losing it's competitiveness as textile quota system abolished in the year 2005 and has been traced by pursuers such as China, India and Vietnam. In case of woven fabric which was a representing export item of Korea lost price competitiveness against China after 2005. This study seeks the strategy of Korea textile industry in the US market by utilizing the capacity of KOTRA offices in US. All possible statistical data obtained in the US were used for analysing the competitiveness. Fabrics and Garments are analysed independently with a view to finding out real trends of textile market in US. This study also suggest Korea's textile industry strategic ideas obtained from the potential buyers to show the way to penetrate into US market.
This paper was built by following next steps. First, based on the records of the Tongshinsa, the official diplomatic mission Joseon dispatched to Japan, the actual conditions of wearing a Danryung, a official robe, in the 18th century were researched. Then the difference of wearing state between the missions - in 1719, 1748 and 1764- was found and the reason why was analyzed. In result two distinctions were found: 1) A black Danryung was worn in 1719 at the banquets and while receiving an official letter of reply, but a red Danryung, Gongbok or Sibok on the later trips. 2) In 1764 travel records there was some confusion of the names Gongbok and Sibok, which denote the same item of robes, according to the writer. The reason why those changes and confusion were caused is analyzed as follows: 1) After the Japanese Invasion(1592) and the Manchu Invasion of Joseon(1636), a black Danryung replaced the Gongbok for a while. But after the mid-18th century, when the Gongbok was revived, that was reappeared in the official ceremonies. 2) In the mid-18th century, both Gongbok and Sibok system had been revised. But because both color system was similar, those revision became a cause of confusion between Gongbok and Sibok. For a while all ministers wore red Gongbok and Sibok, but after those revision the color of official's robe was changed by officials' rank: the higher ranking officials' Gongbok and Sibok are red, the lower ranking officials' are bluish green.

Hundreds of contaminated sites have been generated due to the past mismagement of toxic substances, the lack of adequate environmental controls and ignorance of the potential environmental impacts of general activities in Canada. The general public, industry and governments have been addressing the contaminated sites with a number of cleanup responses. Environmental protection and remediation have become top priorities for the public and private sectors alike in Canada. Between the late 1980s and the early 1990s, the Canadian Environmental Protection Act and Canada's Green Plan were followed by provincial and territorial laws and policies to regulate contaminated sites. The National Contaminated Site Remediation Program(NCSRP) was initiated in 1989. It has been administered through bilateral agreements between the federal and participating provincial/territorial governments. They have committed a total of $250 million toward orphan site cleanup and technology development/demonstration over a five year period. The federal government has committed an additional $25 million to assess contaminated sites on federal crown land. Over 40 orphan high-risk contaminated sites, over 230 federal sites and over 35 technology development/demonstration projects have been addressed. The Canadian Council of Ministers of the Environment has developed a series of guidance documents to ensure a consistent and successful implementation of the Program. The management/regulation scheme of contaminated sites generally consists of: 1) identifying and investigating sites, 2) determining site contamination, 3) recognizing responsibility and liability, 4) assessing priority for remediation, 5) activation, evaluation and implementing remediation options, and 6) documenting remediation completion. The NCSRP supported the successful development/demonstration of a wide range of innovative remedial technologies. They are related to stabilization/solidification, thermal washing/flushing, advanced oxidation, sonics, and groundwater contaminated with hydrocarbons, PAHS, PCBs, heavy metals, and other hazardous pollutants in a variety of site environments.

I. History of the Gijutsushi Act revised II. The Revised Parts of the Act (1) The Revision of the Act; the Gijutsushi-in-Training newiy established 1) The Preliminary Examination was abolished. 2) The Normal Examination consists of two parts, i.e. 1st Stage Examination and 2nd Stage Examination. 3) Those who have passed the 1st Stage Examination are entitled to be Gijutsushi in Training: those who have passed the 2nd Stage Examination are entitled to be Gijutsushi. 4) The Gijutsushi-in-Training will register with the Science and Technology Agency and assist the professional business of Gijutsushi by using the title of Gijutsushi in Training. 5) Requirements for the Examinations. (a) No professional experience will be required for those who wish to apply for the 1st Stage Examination. (b) Those who wish to apply for the 2nd Stage Examination are required to have assisted Gijutsushi as Gijutsushi in Training for the period designated in the ordinance issued from the Prime Ministers' Office (7 years, probably) or mere. (c) All restrictions due to educational careers were abolished as to both kinds of Examinations. 6) Under certain conditions, the 1st Stage Examination will partially be waived. (2) The Subrogation of the Examinations The Director-General of the Science and Technology Agency is able to designate another agency to conduct, on its behalf, the affairs related to the Examinations. (3) The Subrogation of Affairs related to the Registrations The Director-General of the Science and Technology Agency is able to designate another agency to conduct the affairs related to the registration of Gijutsushi and Gijutsushi-in- Training. (4) The Symplification of Registration, etc. 1) The address will be deleted from the matters to be registered. 2) The address and the site of office will be deleted from the matters to be inserted in the Certificate of Registration.
As the cultures of the world are getting diverse and plural, many trials to find their own unique culture of their own national and racial characteristics are made where fashion and traditional culture is used as good materials; in Korea, this trend is also studied by many authors. To achieve this goal, this study recognized the importance of tourism industry by inviting hosting of international event like '2005 APEC Summit Conference and Economical Ministers' Conference', and invented a uniform design that can make identification in the world market including Korea 'Gust' and 'Emotion' in developing uniforms for employees of regular traditional restaurant or hotels that contribute to tourism industry. As a material of this study from this perspective, Soo Bok pattern among many other Korean traditional patterns were chosen, and used them to design uniforms by applying diverse expressions methods through modernization task. This study tried to suggest ideas in creating new designs with a modeling sense of our people, by emphasizing on tradition motive through analysis of conditions and problem regarding the current uniforms worn in traditional restaurants. The development of uniform that modernly reinterprets traditional patterns and design that uses tradition on modern design shows endless possibility of development of our uniform, and even shows the possibility of mixture between tradition and modernity. By applying traditional beauty not only in traditional restaurants but also in many places and businesses that foreigners frequently visit can allow to spread the excellency our culture; and the Korean uniform can be successful in the international market as Korean will have pride in our tradition by wearing this new uniform.
