Efficient QoS Policy Implementation Using DSCP Redefinition: Towards Network Load Balancing (DSCP 재정의를 통한 효율적인 QoS 정책 구현: 네트워크 부하 분산을 위해)

  • The military is driving innovative changes such as AI, cloud computing, and drone operation through the Fourth Industrial Revolution. It is expected that such changes will lead to a rapid increase in the demand for information exchange requirements, reaching all lower-ranking soldiers, as networking based on IoT occurs. The flow of such information must ensure efficient information distribution through various infrastructures such as ground networks, stationary satellites, and low-earth orbit small communication satellites, and the demand for information exchange that is distributed through them must be appropriately dispersed. In this study, we redefined the DSCP, which is closely related to QoS (Quality of Service) in information dissemination, into 11 categories and performed research to map each cluster group identified by cluster analysis to the defense "information exchange requirement list" on a one-to-one basis. The purpose of the research is to ensure efficient information dissemination within a multi-layer integrated network (ground network, stationary satellite network, low-earth orbit small communication satellite network) with limited bandwidth by re-establishing QoS policies that prioritize important information exchange requirements so that they are routed in priority. In this paper, we evaluated how well the information exchange requirement lists classified by cluster analysis were assigned to DSCP through M&S, and confirmed that reclassifying DSCP can lead to more efficient information distribution in a network environment with limited bandwidth.

A Study on the Expansion of Stage Costumes in the Contemporary Ballet Play <'That' Girl> (창작 발레극 <'그' 소녀> 에 나타난 무대의상의 확장성 연구)

  • In the creation of non-verbal dance performance, stage costumes are an important element of visual expression and serve an expanded role in addition to its fundamental decorativeness, representation of status reflective of the historical setting of the act and functionality for the dance movement. We intends that the purpose of this research is to analyze the expanded role of the costumes in the creative ballet <'That' Girl>, and through this exercise, provide foundational data on and suggest new future directions for stage costume design. <'That' Girl> is composed of two acts, offering condolences and eliciting empathy by conveying the fear experienced by the victims of the time. The second dance act representing freedom and "Haan" requires this expanded application of costume design. The costume design was inspired by the "Statue of Peace" representing comfort women, and completed through three draft designs and material experiments testing the ease of operation of the strings and fabrics installed in the costumes as well as the functionality of the associated ballet movements. In conclusion, expansion of time & space, expansion of form and expansion of symbolic expression were shown in the dance of liberation using strings wrapped around the arms and through the cloth embodying 'Haan' hidden in front of the costume.

Analysis and implications of North Korea's new strategic drones 'Satbyol-4', 'Satbyol-9' (북한의 신형 전략 무인기 '샛별-4형', '샛별-9형' 분석과 시사점)

  • In major wars of the 21st century, drones are expanding beyond surveillance and reconnaissance to include land and air as well as sea and underwater for purposes such as precision strikes, suicide attacks, and cognitive warfare. These drones will perform multi-domain operations, and to this end, they will continue to develop by improving the level of autonomy and strengthening scalability based on the High-Low Mix concept. Recently, drones have been used as a major means in major wars around the world, and there seems to be a good chance that they will evolve into game changers in the future. North Korea has also been making significant efforts to operate reconnaissance and attack drones for a long time. North Korea has recently continued to engage in provocations using drones, and its capabilities are gradually becoming more sophisticated. In addition, with the recent emergence of new strategic Drones, wartime and peacetime threats such as North Korea's use of these to secure surveillance, reconnaissance and early warning capabilities against South Korea and new types of provocations are expected to be strengthened. Through this study, we hope to provide implications by analyzing the capabilities of North Korea's strategic Drones, predicting their operation patterns, and conducting active follow-up research on the establishment of a comprehensive strategy, such as our military's drone deployment and counter-drone system solutions.

Evaluation method for interoperability of weapon systems applying natural language processing techniques (자연어처리 기법을 적용한 무기체계의 상호운용성 평가방법)

  • The current weapon system is operated as a complex weapon system with various standards and protocols applied, so there is a risk of failure in smooth information exchange during combined and joint operations on the battlefield. The interoperability of weapon systems to carry out precise strikes on key targets through rapid situational judgment between weapon systems is a key element in the conduct of war. Since the Korean military went into service, there has been a need to change the configuration and improve performance of a large number of software and hardware, but there is no verification system for the impact on interoperability, and there are no related test tools and facilities. In addition, during combined and joint training, errors frequently occur during use after arbitrarily changing the detailed operation method and software of the weapon/power support system. Therefore, periodic verification of interoperability between weapon systems is necessary. To solve this problem, rather than having people schedule an evaluation period and conduct the evaluation once, AI should continuously evaluate the interoperability between weapons and power support systems 24 hours a day to advance warfighting capabilities. To solve these problems, To this end, preliminary research was conducted to improve defense interoperability capabilities by applying natural language processing techniques (①Word2Vec model, ②FastText model, ③Swivel model) (using published algorithms and source code). Based on the results of this experiment, we would like to present a methodology (automated evaluation of interoperability requirements evaluation / level measurement through natural language processing model) to implement an automated defense interoperability evaluation tool without relying on humans.

  • This study is a study on influencing factors to derive considerations when establishing a large drone integrated protection system targeting important national facilities. Currently, drone protection is implemented by piecemeal installation of drone protection equipment developed on the market in response to the needs of government agencies, the military, and national important facilities. For this reason, there is a waste of resources, such as duplicate installation or overlapping operation of equipment, and institutional and legal problems between operations are emerging. Accordingly, we sought to identify factors influencing the establishment of an efficient and systematic anti-drone protection system targeting national important facilities. Considering the research purpose and scope, this study derived 3 influencing factors and 12 detailed influencing factors through case analysis, protection theory research, and analysis of related laws. If the results of this study are used as considerations when building an integrated anti-drone protection system in the future, all national defense elements will be integrated and systematic integrated anti-drone protection will be possible according to their respective roles. In addition, it will provide a theoretical foundation for building an integrated anti-drone protection system. The results of this study are valuable in that they present logical and systematic influencing factors for establishing an integrated anti-drone protection system.

Some Issues on China General Aviation Legislation (中國通用航空立法若干問題研究)

  • General aviation and air transport are two wings of the civil aviation industry. Chinese air transport is developing rapidly, and has become the world second air transport system only second to US since 2005. However, Chinese civil aviation is far behind the world average level, and cannot meet requirements of economic construction and social development. The transition and structural adjustment of Chinese economy provide the general aviation with a unprecedented broad market. The prospect of general aviation is promising and anticipated. The development of general aviation industry needs the legislative supports, and the current legislative conditions of Chinese general aviation are undoubtedly far behind the realistic requirements. Accelerating the legislation in Chinese general aviation industry requires scientific legislation concept. First, Legislation must promote development of general aviation industry. The general aviation will serves as a Chinese emerging industry that boosts domestic demand, promotes employment and expedite domestic economic development. We should, based on both the concept of promoting the industrial development of general aviation and national industrial planning, enact and rectify relative laws and regulations. And we should also straighten out the relationship between aviation security and industrial development and promote the revolution of low-altitude airspace management in an all-round way, in order to improve the utilization rate of airspace resources, classify and establish airspace, simplify examination and approval procedure and intensify operation management. In addition, what we should do is to expedite the infrastructure layout construction, guide the differentiated but coordinated development of general aviation industries in various areas, establish a united supervision mechanism of general aviation, redistrict the responsibilities of Chinese Air Control Agency and set up legislation, law enforcement and judicial systems with clarified institutions, clear positioning and classified responsibilities, so as to usher in a new era of the legislative management of Chinese general aviation industry. Second, shift the focus from regulations to both regulations and services. Considering the particularity of the general aviation, we should use American practices for reference and take into account both regulation and service functions when enacting general aviation laws. For example, we should reduce administrative licensing and market supervision, and adopt "criteria" and "approval" management systems for non-commercial and commercial aviation. Furthermore, pay attention to social benefits. Complete social rescuing mechanism through legislation. It should be clarified in legislation that general aviation operators should take the responsibilities of, and ensure to realize social benefits of environmental protection and ecological balance .Finally, rise in line with international standards. Modify Chinese regulations which is inconsistent with international ones to remove barriers to international cooperation. Specify basic legislative principles. One is the principle of coordination. Realize coordination between the civil aviation and general aviation, between military aviation and civil aviation, and among departments. Two is the principle of pertinence. The general aviation has its own rules and specialties, needing to be standardized using specialized laws and regulations. Three is the principle of efficiency. To realize time and space values of general aviation, we should complete rules in aerospace openness, general aviation airport construction, general aviation operations, and regulation enforcement. Four is the principle of security. Balance the maximum use of resources of Chinese airspace and the according potential threats to Chinese national interests and social security, and establish a complete insurance system which functions as security defense and indemnificatory measure. Establish a unified legal system. Currently, the system of Chinese general aviation laws consists of national legislation, administrative laws and regulations and civil aviation regulations (CAR). Some problems exist in three components of the system, including too general content, unclear guarantee measures, incomplete implementation details, and lacking corresponding pertinence and flexibility required by general aviation regulations, stringency of operation management and standards, and uniformity of standards. A law and regulation system, centered on laws and consisting of administrative laws regulations, industrial regulations, implementation details, industrial policies and local laws and regulations, should be established. It is suggested to modify the Civil Aviation Law to make general aviation laws complete, enact the Regulations of General Aviation Development, and accelerate the establishment, modification and abolition of Chinese general aviation laws to intensify the coordination and uniformity of regulations.

Analysis of Local Government Environmental Impact Assessment (EIA) Ordinances and Preparation of Consultation Guidelinesfor EIA - A Case of Incheon Metropolitan City - (지방자치단체 환경영향평가 조례 현황 분석과 협의 지침서 작성 방안 - 인천광역시 사례를 중심으로 -)

  • Local governments over a certain size in Republic of Korea may conduct Environmental Impact Assessment (EIA) considering regional characteristics if it is necessary, in accordance with Article 42 of the 「Environmental Impact Assessment Act」. However, it was investigated that the number of local government EIA operation in many local governments was less than initial expectations. In order to improve it, the status of ordinances and consultation guidelines which are different for each local government need to be compared, and the institutional issues forthe relevant local governments must be found considering regional characteristics. Furthermore, detailed regulation and guidance on the local government EIA procedure should be included in the consultation guidelines and related information need to be provided. In this study, focusing on the case of Incheon Metropolitan City, the status of local government EIA ordinances in metropolitan cities and provinces with a similar condition was investigated, and the types and scope of target projects were compared and analyzed. In addition, consultation guidelines forIncheon Metropolitan City were written, and improvements on the procedure flow and overall schedule designation derived from the process were presented. In the case of Incheon Metropolitan City, there were no detailed information officially announced regarding the regulations of the local government EIA ordinance and follow-up management, so the administrative system of the local government needed to be reinforced in this field. Meanwhile, considering the status of local environment and geography, some target project types were deemed necessary to be added: port construction projects, water resource development projects, railroad construction projects, and military facilities installation projects. The results of this study will provide useful information to local governments which want to improve their operation effectiveness by reorganizing the local government EIA system and preparing specific guidelines.

The Flora of Vascular Plants in the West Side of DMZ Area (DMZ 일원의 관속식물상 I - 민통선 이북 서부지역(파주-연천) -)

  • This study was carried out to investigate the flora of the western front (Paju-Yencheon Area) of the Civilian Control Zone. Vascular plants collected in these areas were a total of 558 taxa composing of 501 species, 3 subspecies, 48 varieties and 1 forma of 330 genera under 109 families This shows that 11% of the 4,880 vascular plant species that are known to exist in Korea is distributed in the western part of the DMZ. 1 taxa of endangered species designated by the Ministry of Environment was found: the Polygonatum stenophyllum Maxim in the edge of the military operation road from Taepung observatory to Imjin river. For the floristically specific ones of the Korean floristic zones, 3 taxa of the $5^{th}$ grade, 3 taxa of the $4^{th}$ grade, 13 taxa of the $3^{rd}$ grade, 13 taxa of the $2^{nd}$ grade and 22 taxa of the $1^{st}$ grade were found. For the endemic species of Korea, 4 taxa including Cirsium setidens (Dunn) Nakai were confirmed to be distributed mostly on the slope or the cutting area. Among the collected rare plants (11 taxa), there were 1 taxa of endangered species, 4 taxa of vulnerable species and 6 taxa of least concern species. Also, 51 taxa of naturalized plants were identified and 4 taxa of ecosystem disturbance organism designated by the Ministry of Environment were identified. The urbanization index and naturalization index for all species were estimated to be 15.89% and 9.14% respectively. Our survey is expected to be considered as primary data of biological diversity and ecological axis in the DMZ and the western part of the DMZ. According to the results of this study, it is thought to be necessary to establish policies for conservation and protection of the DMZ.

A Study Security Measures for Protection of VIP in the G20 Summit (G20 정상회의 시 주(主)행사장에서의 VIP 안전대책 방안에 관한 연구)

  • The threat factors available for occurrence given G20 Summit Meeting are expected leader terrorism, hostage terrorism, bomb terrorism, public facilities terrorism, and aircraft terrorism. As for the threat groups, which are expected in Korea, the North Korea, Islam extremist group, and the group such as NGO organization of being opposed to international meeting are regarded as having possibility of causing hazard. Thus, the purpose of this study is to suggest VIP Security-measure plans in the main site in preparation for G20 Summit Meeting. Accordingly, each country in the world is adopting 'the principle of Triple Ring' in common. Thus, it elicited a coping plan by 1st line(inner ring) 2nd line(middle ring) 3rd line(outer ring) based on this principle, and proposed even an opinion together that will need to be reflected in light of policy for the VIP security measures. In conclusion, as for the VIP Security-measure plans in the main site in preparation for G20 Summit Meeting, In the inner ring(safety sector), first, an intercepting measure needs to be devised for a spot of getting into and out of vehicles given the Straight Street. Second, the Walking Formation needs to be reinforced boldly in the exposed area. In the middle ring(security sector), first, the control plan needs to be devised by considering particularity of the main site. Second, there is necessity for adopting the efficient security badge operation plan that is included RFID function within security badge. In the outer ring(aid protective sector), first, there is necessity of preparing for several VIP terrorisms, of collecting information and intelligence, and of reinforcing the information collection system against terrorism under the cooperation with the overseas information agency. Second, the urgent measure training in time of emergency needs to be carried out toward security agent event manpower. Third, to maintain the certain pace in VIP motorcade, the efficient traffic control system needs to be operated. Finally, as for what will need to be reflected in light of policy for VIP security measures, first, there is necessity for allowing VIP residence to be efficiently dispersed to be distributed and controlled. Second, there is necessity for allowing impure element to misjudge or attack to be failed by utilizing diverse deception operations. Third, according to the reorganization in North Korea's Organization of the South Directed Operations, the powerful 'military-support measure' needs to be driven from this G20 Summit Meeting. For this, the necessity was proposed for further reinforcing the front back defense posture under the supervision of the Ministry of National Defense and for positively coping even with detecting and removing poison in preparation for CBR (chemical, biological, and radio-logical) terrorism.

The study about role of enforcement stage in safety activity for the international conference (국제회의 안전활동에 있어서 실시단계의 역할에 관한 연구)

  • This study's purpose is to present the improvement of effectiveness of security activity for international conference which can be held hereafter. On the basis of security activity problems originating in G20 summit meeding that had been held in Seoul in 2010. I made up questions three times to on the members of the police, military, fire figher and national intelligence service who had experienced in Seoul G20 summit meeding and recognition of possible problem and possibility of improvement on each item of questions was analyzed by Delphi Method. Also interviews with 4 security experts selected from each security agency were conducted to present improvement in each part of problem. The results obtained from the face to face interview with four experts of security-enforcement agency about the role of event site activity stage for international conference are as followings; First, 'security protocol section' protocol and security are needed mutual win-win enough to be compared with adaptative relationship, thereby being demanded the closer cooperation and information exchange. Second, 'situation management section' there is a need of reinforcing the cooperative system between situation rooms of each agency in order to possibly operate all of the security manpower integrally, which are dispersed by function and by event site, in addition to the swift and organic information exchange between wide-area local government and all the security agencies focusing on a preparation planning group. Third, 'security manpower resource management section' there is a need of encouragement and interest in the leadership in order to devise system that all of the security manpower can concentrate on event and to be possibly satisfied the given conditions. Fourth, 'local government cooperative support section' the wide-area local government of a hosting city as international city operates several kinds of the facilities for international conference, supports operation of conference, achieves a ripple effect of event such as tourism, maximizes service of accomodations, and performs the primary responsibility for the maintenance of the traffic facilities, thereby needing to execute special inspection under the responsibility of Si-Do governors.
