  • The Future Army in 2050 should prepare for various future threats and effectively utilize its superintelligence and hyper-connected weapons systems to develop ways of fighting new concepts to dominate multi-regional battlefields and achieve victory. First, the establishment of active and offensive military strategies based on ability. Second, the battle of central strike for enemy combat will paralysis. Third, the battle of simultaneous integrated mosaic using multidisciplinary areas. Fourth, cyber warfare based on artificial intelligence that transcends time and space. Fifth, Combined Platform War. After all, future wars will be won or lost by invisible wars on cyber space.

  • A look back at the history of war reveals that leaders/nations which were able to recognize beforehand the change in weaponary or the concept of implementing war achieved victory in war(battle) while those that were not able to do so lost. Along with the development of civilization, so too did the characteristics of war : from the first wave of war (ancient, Napoleon's war)$\rightarrow$ the second wave of war (The first and second World War) $\rightarrow$ to the third wave of war (The Gulf War, and the War in Iraq). Especially notable was the American led victory earned in the Afghanistan and Iraq wars which applied the Rapid Decisive Operations(RDO) concept according to the Effects Based Operations(EBO) following the Gulf War and 9.11. This is the time when methods of warfare is changing through development in military science technology and military innovation and when the change of the defense paradigm including those of the Korea - U.S. alliance is required. We should therefore prepare for the future by delving into the analysis of American Modern warfare and learn from it.

  • In March 2023, the Ministry of National Defense highlighted the Synthetic Training Environment (STE) platform for practical training of combatants between training exercises in its Defense Innovation 4.0 Basic Plan. However, there are many issues to be resolved, such as the use of different simulators and terrain information systems for each military. Therefore, this study examined the cases of the U.S. Army, Air Force, and Navy, each of which has an advanced synthetic training environment, to derive suggestions for the ROK military.

  • With the rapid increase of multicultural families in South Korea due to international marriages and the influx of foreign workers, the number of children from these families enlisting in the military is also rising. It is projected that by 2030, over 10,000 recruits from multicultural backgrounds will join the military annually. This influx can help mitigate the issue of decreasing military resources due to low birth rates and enhance the cultural diversity within the military. However, the lack of multicultural awareness and the presence of discrimination in the military can hinder the well-being of these multicultural soldiers. This study aims to analyze the multicultural phenomenon in the Korean military and explore development strategies to ensure the stable service and healthy military culture for multicultural soldiers. The theoretical background of multiculturalism and diversity in the military is examined, along with the analysis of multicultural military operations in other countries. Management strategies for multicultural soldiers, including leadership and organizational culture innovation, multicultural education and awareness programs, and the establishment of tailored support systems, are proposed. Furthermore, policy recommendations for enhancing the effectiveness of multicultural policies in the Korean military are presented. Supporting the successful military service of multicultural soldiers will contribute to the enhancement of military combat power and the acceptance of multiculturalism in Korean society.

The Global Distribution Direction of Defense Industry in Eastern Europe under the New Cooperation Strengthened (신 협력 강화에 따른 동유럽 방위산업의 국제유통방향)

  • Purpose - After the transition, the development of defense industry in Eastern Europe has been regressed. Recently, they have internationally recognized that new products have been exported and contributed to the Innovation-Based Manufacturing of national economy such as unmanned reconnaissance aircraft, water purification technology, and mobile chemical laboratory, etc. The military forces in Eastern Europe are re-armed by the localization of self-produced munitions in their own defense industry, and then emphasize fostering their own defense industry. Thus, if they make a collaboration with other nations as a industrial cluster, it will gain a competitive edge on the defense industry. Research design, data, and methodology - The study was designed with the data of each national defense department. The research of the subject was reviewed before and after the transition. Thousands of workers have worked in defense industries before the transition, however, the defense industry and experts left after the transition. The Hungarian defense spending on GDP also dropped sharply from 1.72% in 2000 to 0.85% in 2013. But, due to the crisis in Ukraine and the crisis of Syrian refugees, the Viségrad Group (V4) member countries have also increased their interest in a defense and industries as well as the confidence in the EU and NATO. Results - On the whole, the joint of military training and purchase of defense materials were found in order to form the EU cooperative combat troops in CEE. There are the implementation of a joint manual plan for strengthening V4 security policy and the joint military exercises for V4 every year, and the others are electronic warfare and innovation of V4 national forces. Through such a performance analysis methodology, we found that the defense industry is developed through the national cluster cooperation among CEEs and spreading global distribution. Conclusions - Eastern Europe and Balkan countries have been looking forward to cooperating with the non-EU countries such as Korea and other defense industries. There are a lot of potential development into a new civilian cooperation defense industry for global-distribution. Thus, Korea should develop electronic commercial applications, not just as a weapon exporting region.

Modem Leadership Wisdoms from Tasan's Ideology-Centered Upon the Connection between Leadership of Generals and MokMinShimSuh (다산 사상에서 찾는 현대 리더십의 지혜-고급제대 리더십과 목민심서의 연계를 중심으로)

  • This paper seeks to search for wisdoms that may be applied to modern leadership through Tasan Jeong Yakyong's ideology, ShilHak, from the Chosun Dynasty. The present period is referred as the period of transformation and innovation or the period of knowledge information The leadership appropriate for the current period is thus called revolutionary leadership. This leadership accomplishes its goals by influencing the constituent's values, ethics, behavioral norms, and visions based on the leader's moral values, knowledge, and information. Thus, the essence of this paper is in acquiring wisdoms of leadership by company revolutionary leadership with Tasan's life. Tasan pursued change and innovation in a time where Chosun was in a state of decay by following the flow of world powers towards the concept of studying truth based upon facts such as changing the system of thought, reforming legislation, and developing technology. Moreover, he gave courage and hope to the people by demonstrating such leadership in practice. In addition, despite false accusations and spending 18 years in exile, he showed revolutionary life as an active intellectual by leaving 542 volumes of writing through his 'value innovation' that he "pursue things only for the people and the state." Consequently, the paper first deals with what kind of leadership is required for a leader in the position of a general and examines the kind of leadership capacity demanded. Subsequently, Tasan 's revolutionary life and hints of leadership messages in MokMinSimSuh are examined. Thus, this paper is centered upon the leadership of generals regarding how MokMinShimSuh may be applicable to modern leadership.

  • The 4th industrial revolution is regarded as a paradigm that determines future national competitiveness through the convergence and intelligence of various ICT technologies. In order to ensure the realization of the Korean military's national tasks and the successful implementation of Defense Reform 2.0, the vision for the promotion of the 'Defense Innovation Plan in the Era of the 4th Industrial Revolution' was set as 'implementation of smart defense innovation based on the 4th industrial revolution'. However, it is time to review whether the data value chain, which is the core of the 4th industrial revolution, is considered before full-scale business promotion according to the vision. In this paper, we compared and analyzed the smart defense innovation promotion project and the military and pan-government data platform project in terms of the data value chain, and suggested policy alternatives to build a defense data ecosystem.

  • As a method of providing lifelong educational opportunities to working professionals, some legal provisions allowing for the establishment and management of an entrusted education system linked with college and corporation was duly approved in 1994. According to the recent trend in the military organization, to provide higher educational opportunities to noncommissioned officers and warrant officers with the purpose of inspiring their spirit and improving military capabilities has been much increased. Professional soldiers such as noncommissioned officers and warrant officers have a lot of problems to continue their attendance at school because of regular military maneuvers, constant alert status and long-term outdoor military training. Even more serious problem is that the current curriculums and some departments in college are not concurrent with the present job specifications and the military specialties of the individual soldier as well. The purpose of this paper is, therefore, to introduce a newly revised educational model that provides more viable academic courses and curriculums to military professionals along with a proposal for the establishment and management of long distance educational system within barracks, utilizing the latest information and telecommunication technology.

  • Failure of essential avionic equipments have a significant impact on the operations and safety of P-3 maritime patrol aircraft. Therefore, avionic equipments of P-3 are required to have higher reliability. Based on the field failure data, this paper studies the reliability growth of essential avionic equipments in P-3 using Duane model. Additionally, a simulation model is built and implemented for identifying the operational availability according to the field failure data of avionic equipments.

  • The present survey paper introduces the research history, characteristics of body and fin shapes, basic principles of various locomotions and propulsion-generation mechanism of aquatic animals in nature, which utilize unsteady flow through a noble mechanism that is different in paradigm from the propulsion generation mechanism of man-made marine vehicles, and so have excellent performance and efficiency. The authors hope that the present paper helps to activate the domestic research interest on the fields of swimming in nature, which is expected to provide great ideas for improvement and innovation of today's marine vehicles.
