Because of its unique ordnance or operational requirements, military aircraft has potential risks different from civil aircraft. This explains why there is no global document for military airworthiness and each nation has its own sovereign authority. But harmonized airworthiness activities among authorities are required to reduce cost and time for recent multinational programs. In this study, we show the airworthiness policy of the European Military Airworthiness Authorities and U.S. DOD Authorities which facilitate recognition of certificates and approvals issued by any other authorities. And we propose future works for Korea military airworthiness society to develop organizational recognition system.

This is a study on the effective and efficient way of airworthiness certification for Korean indigenously developed military aircrafts. Investigating the policy, process, and capability for military aircraft airworthiness certification in USA end Europe, the approach for Korean military aircraft airworthiness certification is recommended. Using FAR as basis for military airworthiness criteria is much more beneficial in initial stage of establishing airworthiness certification system. And all the available resources regardless of civil or military institutes need to be cooperated to accomplish required level of indigenous airworthiness certification capability.

This is a study on the establishment of airworthiness certification system fitted for korean military aircraft acquisition and export. Based on the investigation of US civil & military airworthiness system and analysis of the real state of domestic military aircraft acquisition, this paper offers some ideas that can be helpful to establish laws and organizations to certify airworthiness. Particularly this paper suggests that the best way to build airworthiness certification laws/guidelines and technical criteria, the optimal organizational structure which is decentralized by dividing administrative certification authority and technical research center.

본 논문은 군용항공기의 감항인증을 위한 표준감항인증기준 및 추진체 기술기준에 대한 연구 내용이다. 본 논문에서는 군용항공기의 감항인증 제도 소개, 민간항공기 감항인증과의 차이점 및 특징, 표준감항인증기준을 소개하고 추진체 주요 기술기준 내용, 그리고 기준 적용 사례들을 연구하였다.

Airworthiness certification is a government certification for the military aircraft to safely attain, sustain and terminate flight and It is a mandatory process of qualifying the flight safety within the operational boundaries of a military aircraft. To save the manhour, time and cost for applying all the airworthiness certification criteria to the aircraft equipped with flight control switching mechanism development program, an identification of the risk and systematic assessment of risk is analysed. Airworthiness redesign actions so called software switching mechanism for the modified aircraft in the flight technology and electric system area are suggested to reduce the risk hazard index.

In modern society, the use of small rotary-wing unmanned aerial vehicles such as drones is increasing. As the military considers tactics using drones, demand for drones is increasing. However, there is still no airworthiness certification standard for drones for safety. In this paper, we proposed airworthiness certification standards for small rotorcraft unmanned aerial vehicles based on CS-LURS in Europe and STANG-4703, 4738 (draft) of the North Atlantic Treaty Organization. In addition, airworthiness certification standards have been strengthened through the case of unmanned aerial vehicle accidents in operation by the Korean military. The airworthiness certification standards for small rotary-wing unmanned aerial vehicles will be supplemented through a demonstration project.

군용항공기 운용을 위해서는 군 감항당국으로부터 감항인증서를 획득해야 한다. 군 일반감항인증 절차 중, 항공기 설계가 군의 감항인증기준에 적합함을 입증하는 형식인증 절차가 있다. 수리온 헬기는 군용항공기로서 국내에서 최초로 형식인증과 생산확인, 감항인증을 획득하였고, 수리온파생형 항공기는 특수 임무를 위해 개조되어 관용으로 운용 중이다. 항공안전법에 따르면, 군용항공기인 수리온파생형 항공기를 개조하여 민간의 특수목적으로 운용(응급환자 수송, 소방활동 등)하기 위해서는 민간 감항당국으로부터 제한분류 특별감항증명을 획득해야 하며, 제한형식증명 획득은 특별감항증명을 용이하게 할 수 있는 설계에 관한 인증에 해당한다. 본 연구에서는 우리나라에서 최초로 계획하고 있는 수리온파생형 항공기에 대한 민간의 특수목적 운용을 위한 제한형식증명 획득 방안에 대해 논하였고, 국내 제한형식증명 관련 제도의 발전 방향에 대해 제언하였다.

Unmanned Aircraft Systems (UAS) are rapidly emerging not only as a key military power, such as surveillance and reconnaissance for military purposes but also as a new air transportation means in the form of Urban Air Mobility (UAM). Currently, airworthiness certification is carried out focused on the verification of technical standards for flight safety suitability of aircraft design in accordance with the Military Aircraft Flight Safety Certification Act and does not employ the model for operational risk assessment for mission areas and airspace. In this study, in order to evaluate the risk of the mission area from the perspective of the UAS operator, a risk assessment simulation has been conducted by applying the Specific Operations Risk Assessment (SORA) model to the operating environment of the Korean military UAS. Also, the validity of the SORA model has been verified through the analysis of simulation results, and a new application plan for airworthiness certification of the military unmanned aerial system has been presented.

군용항공기 감항인증은 감항성을 가지고 요구된 성능과 기능을 발휘할 수 있음에 대한 정부의 인증이다. 북대서양조약기구(NATO)는 최대이륙중량 150kg 이상의 군용무인기에 대한 감항인증 요구도인 STANAG-4671을 2009년에 배포하였다. 최근 150kg 미만의 소형무인기에 대한 감항인증 요구도인 STANAG-4703을 내부적으로 배포하여 검토 중에 있다. 우리나라는 국제적으로 통용되는 감항인증 기준인 STANAG-4671을 기타감항인증 기준으로 준용하여 군용무인기에 적용하고 있다. 하지만 STANAG-4671은 중량에 관계없이 동일한 목표안전수준을 요구하여 낮은 중량의 중 소형무인기에 대해서는 목표안전수준이나 설계 요구도가 과도하게 적용될 수 있다. 따라서 본 연구에서는 군용무인기 분류와 감항인증 기준을 분석하고, 지상피해 평가기법을 적용하여 최대이륙중량별 목표안전수준을 제시하였다.

국가간의 지역충돌, 영토, 보호, 대테러 그리고 국제 무역 흐름에 직면한 현 세계는 항공기 수출, 부대파견 및 해외 주둔에 연관되어 감항인증 업무가 증가될 수 있다. 주권 국가의 위치와 책임을 최소화하기 위해서 외국 군 당국사이의 감항인증 절차를 확립하는 것은 중요하다. 이 연구는 항공기 개발 및 운영을 위한 비행 안전을 확보하기 위한 인정 파트너 사이의 군 감항 인정을 연구하였다. 이 논문은 감항 당국의 역할, 감독능력, 생산절차 및 인증의 소개로 미국 및 유럽 군 당국의 인정의제를 분석하였다. 군 당국인정인제를 기본으로, 다른 외국 군당국과 한국군감항당국에 의해 요구되는 규정활동을 감소할 수 있다.
