Analysis and Improvement for Manual to Protect Mountain Disaster in Urban Area (도심지 토사재해 예방을 위한 기존 매뉴얼 분석과 개선 방안)

  • More than 70 percent of the Korean territory consists of mountain area so development of mountain district is essential to urbanize continuously. Thus, technological developments for risk factors and standards and manuals must be needed to prevent mountain disaster. Risk Management Manual should be made and operated in government legislation related to national disaster, but there is still no Emergency Management Standard Manual and Emergency Response-Practical Manual to prevent mountain disaster. This study suggests the improvement plans that are legislated but not established cleary in the field of disaster in urban area. The main items are like as 1) adaptable standard and practical manual to prevent mountain disaster in urban area, 2) reinforcement between managing department and interagency vertically and horizontally in central and local government organization, 3) Personal SOP (Standard Operating Procedure) not EOP (Emergency Operation Plan), 4) considering 13 items selected by Ministry of Public Safety and Security, 5) schematization with personal action plan, 6) check list to do in the event of mountain disaster, and 7) regular practice per quarter.

CALS Implementation Policy for Information-based Management of Small and Medium Companies (중소기업의 정보화를 위한 CALS 도입 정책 방안)

  • This study aims to suggest CALS implementation strategies and policies for information-based management of small and medium companies in Korea. At the turning point from traditional document-based management to recent digital-based one, it is well known that implementation of CALS concept is crucial for advancing business management of small and medium enterprises In order to attack the aim, this paper critically analyzes the empirical difficulties and obstacles of the current information-based management of small and medium companies in Korea. On the basis of the above analysis, this paper suggests the strategic plans and policies of CALS implementation for small and medium enterprises in Korea as follows. First, government should provide the supporting policies and proper system so that the large enterprise can be linked with small and medium companies for sharing necessary information. Second, similar enterprises should be integrated on the basis of information and automation evaluation. Third, implementation strategies and plans should be advanced on the basis of the informationalized phases with respect to the technology level of small and medium enterprises. For more efficient CALS implementation, this paper also proposes the following subsidiary policies. First, it is substantially important to publicize the nation-wide spreading of CALS mind. Second, it is strongly recommended to educate and train CALS specialist on a consistant basis. Third, government should support the enterprises by providing sufficient fund for CALS implementation. Fourth, the ideal CALS implementation models for small and medium enterprises should be developed. Fifth, the consulting and training program for CALS implementation should be established through ECRC (Electronic Commerce Resource Center).   • Owing to the deregulation, low interest, sufficient liquidity and etc., the real estate market has been recovered in some areas and some investment products to the degree being concerned about the overheating. In order that the construction and real estate industries, which play the considerable role in our economy, may be soundly grown toward contribution of the stable growth of our economy, it is being requested to acquire the transparency, predictability and trade stability of the international level conforming to the deregulation during the sale in lots of the building. For this reason, keeping pace with the trend of the construction industry and the current of the society, which are more and more large-scaled and globalized, it will be necessary to solve the social matters and to construct the more efficient and continuous construction management by widening and activating the field of CM through scheme of more specialized, sustainable and general CM method and establishment of new business bounded system in the construction management.

  • There are two types of organizational knowledge in terms of its creation process: experiential and analytical knowledge. The experiential knowledge is created by repetitive experiences of an individual or team through task execution, while the analytical knowledge is acquired by analyzing accumulated data or information in the organization. The experiential knowledge often remains tacit or implicit in the organization because it is primarily acquired at an individual or team level. Therefore, the issue on the experiential knowledge is to share it actively within the organization. On the other hand, the analytical knowledge is explicit in its nature since it is extracted from data or information. Thus, it is important to guide a systematic creation of the analytical knowledge rather than encourage to share it. The current trend of "knowledge management" mainly focuses on the experiential knowledge - know-how, idea, case, etc - and neglects another important knowledge in the organization. i. e., analytical knowledge. This paper tries to shed a new light on the "knowledge management" arena by introducing rather new perspective in the concept of knowledge. The purpose of this study is to identify the factors affecting the analytical knowledge creation in the organization. We conducted an exploratory case study of three companies with a previously defined research framework and found some critical factors for the analytical knowledge creation. They are "organizational resource", "effectiveness of feedback process", "data source management", and "experimental mind set". Finally, we proposed research model and propositions regarding the analytical knowledge creation in the organization.

  • The purpose of this case study is to analyze the B2C security information service model using the robo-advisor, to develop various service models and to urge new companies to enter. Overseas robo-advisor service market is growing rapidly with the launch of various B2C service models beyond B2B. On the other hand, as the domestic market is dominated by B2B services and serviced just index portfolio which is nascent, it lacks products which are used for active asset management. Recently as the government announced the approval of online investment advisory service, the B2C market of domestic asset management has entered a growth phase, centered on generations familiar with IT. We propose to extend the concept of Robo-Advisor service in accordance with the financial market change. By that model, we will study the case of the algorithm of the investment masters' philosophy and contribute to the expansion of the B2C service market.

Efficiency Analysis and Finance Strategy for an Automotive Parts Maker Using DEA and Logistic Regression Model (DEA와 로지스틱 회귀분석을 이용한 자동차부품기업의 효율성 분석 및 재무전략)

  • This study applied DEA analysis to measure the relative efficiency of 35 companies that produce automobile body components. First, the input and output, the improvement target value of the calculated variables, and the reference group for benchmarking for inefficient groups to become efficient groups were established through DEA analysis. In addition, whether inefficiency was due to technical inefficiency or size was analyzed in connection with the cases of the actual companies through the measurement of scale efficiency. Second, a route for efficiency improvement was derived through DEA-Tier analysis by defining the possible group for benchmarking in actuality within the production industry of automobile body components where the primary cooperative company belonged. Third, the financial variables that generate the difference between efficient and inefficient groups were derived through logistic regression analysis. Financial strategies that determine the direction the indices should be improved to allow the inefficient group to become an efficient one were recommended. This research is expected to provide diagnostic methods for management efficiency and the direction of improvement to enhance the management efficiency of automotive parts makers by identifying the causes of the inefficiency of domestic automotive parts makers empirically. The study also provides financial strategies together with the target values of efficiency improvement for each individual company.

  • Since the passing of the Personal Information Act in March 2011 and its initial introduction in September, over the one year to date diverse security devices and solutions have been flowing into the market to enable observance of the relevant laws. Beginning with security consulting, corporations and institutions have focused on technology-based business in order to enable observance of those laws competitively in accordance with 6-step key procedures including proposal, materialization, introduction, construction, implementation, and execution. However there has not been any investment in human resources in the field of education such as technology education and policy education relative to the most important human resources field nor investment in professionals in the organization for the protection of personal information or in human resources for operating and managing IT infrastructure for actual entire personal information such as special sub-organizations. In this situation, as one process of attracting change from the nature of the technology-based security market toward a professional human resource-based security infrastructure market, it is necessary to conduct research into standardization modeling concerning special organizational composition and a management system for the protection of personal information.

Research on Ways to Revitalize Traditional Markets by Exploring Research Trends (연구동향 탐색을 통한 전통시장 활성화 방안 연구)

  • Purpose: The purpose of this study is to examine the research trends in the papers published by Korean researchers related to traditional markets, to check what topics have been studied, and to make various suggestions for research directions and effective ways to revitalize traditional markets. Research design, data and methodology: To this end, this study conducted word frequency analysis, co-occurrence frequency analysis, BERTopic, LDA, dynamic topic modeling and OLS regression analysis using Python 3.7 on the English abstracts of a total of 502 papers extracted through ScienceON. Results: As a result of word frequency analysis and co-occurrence frequency analysis, it was found that studies related to traditional markets have been conducted not only on factors related to customers, but also on traditional market merchants and government policies, and the degree of service, quality, and satisfaction perceived by customers using traditional markets. Through BERTopic and LDA, three topics such as 'Traditional market safety management' were identified, and among them, it was found that 'Traditional market safety management' is relatively less attention by researchers. Conclusions: The results of this study suggest that future research on the revitalization of traditional markets should be conducted from a specific consulting perspective along with the establishment of various data, a causal model study from various perspectives such as the characteristics of merchants as well as consumers, and an integrated and convergent approach to policy formulation by the government and local governments.

A Minimum Degree Ordering Algorithm using the Lower and Upper Bounds of Degrees

  • Ordering is used to reduce the amount of fill-ins in the Cholesky factor of a symmetric positive definite matrix. One of the most efficient ordering methods is the minimum degree ordering algorithm(MDO). In this paper, we provide a few techniques that improve the performance of MDO implemented with the clique storage scheme. First, the absorption of nodes in the cliques is developed which reduces the number of cliques and the amount of storage space required for MDO. Second, we present a modified minimum degree ordering algorithm of which the number of degree updates can be reduced by introducing the lower bounds of degrees. Third, using both the lower and upper bounds of degrees, we develop an approximate minimum degree ordering algorithm. Experimental results show that the proposed algorithm is competitive with the minimum degree ordering algorithm that uses quotient graphs from the points of the ordering time and the nonzeros in the Cholesky factor.

THE JAPANSE STATUS OF LABORATORY ACCREDITATION BASED ON FASTENER QUALITY ACT.

  • Since 1997, JAB (The Japan Accreditation Board for Conformity Assessment) had started the activity of accreditation for the laboratory based on U.S. PL101-592: the Fastener Quality Act that was signed by President Bush on 1990. The number of accredit laboratories are 69 in Japan, 21 in Taiwan, 2 in Korea and 189 in U. S. A, as of 09/10/1998. The JAB accreditation encompasses the requirements of the ISO/IEC Guide 25, and the relevant requirements of ISO 9002. The purpose of ISO/IEC Guide 25, also had been harmonized as JIS Z 9325 'General requirements for the competence of calibration and testing laboratories 'mainly facilitates and promotes acceptance of calibration and test results between countries to avoid barriers to trade through as 'one stop testing'. The features and differences between Guide 25 and ISO 9000 will be clarify in this report.
