In order to increase the self-reliance rate of new and renewable energy in order to respond to the mandatory domestic zero-energy buildings, the taller the building, the more limited the site area, and installing PV modules on the roof is not enough. Therefore, BIPV (Building integrated photovoltaic, hereinafter BIPV) is the industry receiving the most attention as a core energy source that can realize zero-energy buildings. Therefore, this study conducted a survey on the problems of the BIPV industry in a self-discussing method for experts with more than 10 years of experience of designers, builders, product manufacturers, and maintainers in order to suggest the right direction and revitalize the BIPV industry. Industrial problems of BIPV adjustment are drawn extention range of standard and certification for products, range improvement for current small condition of various kind productions, need to revise standards for capable of accomodating roof-type, color-module and louver-module, necessary of barrier in flow of foreign modules into korea through domestic certification mandatory, difficulty in obtaining BIPV information, request to prevent confusion among participants by exact guidelime about architectural application part of BIPV, and lack of the BIPV definition clearness, support policy, etc. Based on the improvements needed for the elements, giving change and competitiveness impacts aims to present and propose counter measures and direction.
Purpose: By categorizing opinions by subject in the safety certification ecosystem, we want to identify weaknesses in system operation and suggest improvement plans so that the safety certification system can have quick resilience against future variability. Method: Through literature research and data analysis, similar domestic and foreign safety certifications and related cases, as well as the current status of international standards and national standards, etc. were confirmed, and a fact-finding survey was conducted for each stakeholder in the safety certification ecosystem, and problem types and improvement measures were established. Result: We conduct a fact-finding survey of the overall system, such as quality satisfaction with safety certification target products, obstacles in the development, manufacturing and use process, and safety certification-related improvements, targeting workplaces that manufacture, import or use safety certification target machines By discovering and categorizing problems and weaknesses in system operation, detailed implementation tasks were derived to establish improvement directions and improve operability. Conclusion: For the advancement and internationalization of the safety certification system, it is necessary to efficiently carry out the detailed promotion tasks derived from this study. In addition, in order to strengthen the resilience to the variability of the safety certification ecosystem, the operating system of a virtuous cycle structure by improving the mutual relationship between each subject construction is considered important.
As the government's public services have been digitized, the necessity of research on the use of e-government services by middle and high-aged people has been raised. Thus, this study aims to verify the mediating effect of digital capacity on the relationship between the family structure and use of e-government services of middle and older aged adults. The study analyzed 1,660 middle and elderly individuals from the 2018 Digital Divide Survey conducted by the National Information Society Agency(NIA) using Baron & Kenny(1986)'s method for mediation. The result is as follows: first, the family structure of the middle and older adults has a significant effect on use of e-government services. Second, the effect of the family structure of middle and older aged people on use of e-government services is partially mediated by digital capacity. The result represents that the elderly living with two or three generations have higher use of e-government services than the elderly living alone and married elderly couple. Also the elderly living with two or three generations have higher digital capacity, resulting in higher use of e-government services. Based on the results, The study suggested that the specific plan for each type of family structure to promote the use of e-government services and a plan to improve the digital capacity of middle and older aged adults.

The article examines the main problems of land market formation in Ukraine. The article is devoted to the study of problems and prospects of land market introduction after the abolition of the ban on alienation. The advantages and disadvantages of lifting the moratorium on the purchase and sale of agricultural land are highlighted. The experience of such European countries as France, Germany, Latvia, Romania and Poland in regulating the market of agricultural lands is analyzed. The historical stages of market formation, features of state policy in this area are considered. The authors found that in these countries the market for agricultural land is well developed and works effectively, which has positive consequences for the economy of these countries. After analyzing the experience, we identified common elements of an effective mechanism for regulating the land market in European countries, which can be implemented in Ukraine. It is emphasized that after the opening of the land market it is necessary to prevent the concentration of a large number of agricultural lands in the hands of one person or close persons and it is necessary to create an effective supervisory body, whose main functions will be supervising sales prevention of speculation in the land market. Emphasis is placed on the need to improve legislation in the field of land, organizational and informational conditions for land reform. The Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine Concerning the Circulation of Agricultural Land" was analyzed, the adoption of which put an end to the systematic extension of the moratorium on the sale of agricultural land. The positive aspects of such reservations are noted, such as the gradual introduction of the land market, quantitative restrictions, the lower limit of the value equivalent, which can not be less than the normative monetary value. At the same time, the problem is that the lack of an imperative norm on termination of the lease agreement in case of refusal of the lessee to purchase such land at a price not lower than expert assessment, will negatively affect its price formation and actually make the landlord hostage.

The present study investigates the relationship between social competence and economic performance in social enterprises. Social enterprises simultaneously pursue social value creation and economic value creation, two of which are not easily compatible each other. This study explores the conditions under which these two values can synergize with each other and thereby, positively affect each other's performance. In particular, I examine how two important social competences, that is, social identity and social alliance, influence economic performance of social enterprises. Using the secondary data on social enterprises from Korea Social Enterprise Promotion Agency, I run OLS regression analyses to test hypotheses. I find that investment on social value creation, only when it aligns with social identity, has a statistically significant and positive relationship with economic performance of social enterprises. Further, the study finds evidence that social alliance in and of itself does not affect economic performance of social enterprises. However, social alliance does have a positive influence on social enterprises' economic performance, only when taking into account social alliance partners' organizational attributes and a focal social enterprise's degree of readiness to absorb expected gains from social alliance altogether. The present study improves our understanding on social entrepreneurship research by suggesting how social enterprises can enhance two seemingly incompatible values in a simultaneous manner. I also discuss potentially fruitful future research agenda based on the present paper's findings.
In this paper, local public archives is referred to the public archives of provincial governments and metropolitan city governments as defined in the public Records Management Act. Under the Act, as professional archives, the local public archives preserves records designated as permanent preservation which the local government and its sub-agencies created or received to conduct public business. The Act also allows local public archives to establish an appropriate basic plan to manage its holdings as well as to oversight its sub-agencies. The Act stipulates that the local public archives are to be established in all provinces and metropolitan cities. The local public archives shall preserve archival heritage safely and utilize use of the recorded information as defined in the Article one of the Act. The local archives shall respect the principle of provenance. It is expected that the local archives shall strengthen local archival promotion campaigns which necessarily reflect unique local circumstances. However, as the Act just recommended the establishment of local public archives not to force as a mandatory procedure, it resulted in a flow of some confusions and misinterpretations. Despite the act was proclaimed two years ago, the local public archives are not yet established, not to mention that no preparatory works are on the way. To establish the local public archives effectively which meet local residents needs and demands, provincial governments and metropolitan city governments should proceed a well-prepared preparatory works plan considering the steps to transform them into the local public archives when they establish agency records centers. The first step in this process is to reach at a common consensus on the functions and roles of the local public archives which accommodates local residents needs and demands. Secondly, by analyzing the functions of archives to be established, an estimation of needed human resources, facilities, equipments, organization, budget appropriation, and local rules should be performed. Otherwise, the establishment of decent local archives is a far remote future. One of the methods to proceed this project systematically is to establish a local research institute for the local archives and cultural studies which would be put under the local university authority while consulting with local governments, local civil organizations, local historical and cultural societies. It is very undesirable to stress too much upon administrative efficiency when concerned parties discuss the functions and roles of the local public archives. They must keep in mind that when the functions to collect and use historically valuable records are active then administrative efficiency can be raised as well as accountability. Collecting and arranging historically valuable records is a short-cut way to promote accountability and develop local political culture. The local public archives is a valuable community historical center and an effective medium to facilitate historical speaking and writing among local people, something more than a simple public archives. Then our campaign for the establishment of local public archives can be a meaningful political cultural movement.
The aim of this study was to examine self-efficacy and work ethic on the moderating effect of retraining program for personal assistants to influence job environments and job satisfaction. The data were obtained from 330 personal assistants working at the Personal Assistance Association of Gyeonggi-do. The data were analyzed using the Structural Equation Modeling with relative effect analysis. The result of this study showed that self-efficacy and work ethics should have an impact job environments and job environments should have a positive impact job satisfaction. The retraining program for personal assistants showed a moderating effect on the relationship between work ethics and job environments. However, the findings did not support the moderator effect on the retraining program for personal assistants in the relationship between self-efficacy and job environments. Using these findings, social work administration agency, in particular, can be guided in terms of human resource management under social work administration.

This study was conducted to investigate marine algal community characteristics and the status of barren ground in the summer at study sites on Jeju Island, Korea. Sampling was carried out from July to September 2017 using a qualitative and quantitative survey (including coverage of non-geniculated coralline algae and density of grazer) by scuba diving. A total of 121 species were identified, including 11 (9.1 %) green algae, 24 (19.8 %) brown algae, and 86 (71.1 %) red algae. Hyeongjeseom had the greatest diversity, with 60 species, and Harye the least, with 18 species. The mean biomass at the study sites was $1,503.0g{\cdot}m^{-2}$, while the mean for the neighboring islets ($3,268.7g{\cdot}m^{-2}$) was higher than that of the main island ($914.7g{\cdot}m^{-2}$). Also, dominant species was identified: Sargassum macrocarpum at the neighboring islets, and Ecklonia cava at the main island, with differences showing not only in biomass but also species composition. In conclusion, the marine algal community status in summer at the study sites was evaluated based on the algal community characteristics (species composition, biomass, biomass ratio of kelp species), coverage of non-geniculated coralline algae, and density of grazer. As a result, both Hyeongjeseom and Marado require preservation and management to maintain their excellent marine algal communities, and other sites on the main island require the creation and/or restoration of marine algal communities. In addition, as the generation of barren ground accelerates, it is urgent not only to grasp existing monitoring research but also to identify the status of the marine algal community where it is not known at present.
In the fourth industrial revolution age, because of advance in the intelligence information technologies, the various roles of AI have attracted public attention. Starting with Google's Alphago, AI is now no longer a fantasized technology but a real one that can bring ripple effect in entire society. Already, AI has performed well in the medical service, legal service, and the private sector's business decision making. This study conducted an exploratory analysis on the possibilities and issues of AI-driven policy decision making in the public sector. The three research purposes are i) could AI make a policy decision in public sector?; ii) how different is AI-driven policy decision making compared to the existing methods of decision making?; and iii) what issues would be revealed by AI's policy decision making? AI-driven policy decision making is differentiated from the traditional ways of decision making in that the former is represented by rationality based on sufficient amount of information and alternatives, increased transparency and trust, more objective views for policy issues, and faster decision making process. However, there are several controversial issues regarding superiority of AI, ethics, accountability, changes in democracy, substitution of human labor in the public sector, and data usage problems for AI. Since the adoption of AI for policy decision making will be soon realized, it is necessary to take an integrative approach, considering both the positive and adverse effects, to minimize social impact.

This study Dasan Jeong Yak-yong, great writings, "Mokminsimso" and " Kyoungseyupyo"argued for reform of Dasan Jeong Yak-yong's tax law is a series of Surtax that have been included in or not in the law and have aggravated the tax burden on the people. Dasan Jeong Yak-yong's reform drive for the tax law did not end with a desk discussion, but went so far as to scrutinize the tax data in Gangjin, Jeolla-do, where he was in exile, and present various measures to abolish taxes and improve them in "Mokminsimso" and "Kyoungseyupyo". Based on the details of the tax laws for Dasan Jeong Yak-yong, "Mokminsimso" and "Kyoungseyupyo" this study reviewed the tax data and related prior research that Dasan Jeong Yak-yong investigated during his exile in Jeolla-do, The method of collection of various Surtax and the definition of tax amount and character of the Joseon Dynasty, which were insufficient in the preceding study, was modified and supplemented. and further summarized various Surtax that were not mentioned in the preceding study. In addition, similar and opposite Surtax found in the review process of this study were compared in the text. also, various Surtax collected from the Min-go that increased the tax burden of the people at that time were summarized.
