A Study on Local Acceptance of Offshore Wind Farm: Focus on Maldo, Gunsan (해상풍력 주민수용성 연구: 군산 말도를 중심으로)

  • According to "The Renewable Energy 3020 Implementation Plan", offshore wind power accounts for 12 GW of the total new capacity of 48.7 GW. Like the south-west 2.5 GW offshore wind farm case, government-led development has had difficulty in securing the residents' acceptability. This study contributes to the study of local acceptance by analyzing the perceptions of Maldo residents. To this end, in-depth interviews were conducted with the head of a village and fishing village chief, and the entire contents of the interview were revised and analyzed. The cognitive structure of the stakeholders could be confirmed using semantic network analysis, which analyzes the network structure among words. Based on the analysis results, focusing on the identity frames related to the compensation process from previous national projects, gain vs. loss frames act as the dominant frame in terms of profits from offshore wind turbines. To invigorate offshore wind farms, the policy implications as follows. First, a negotiation organization should be organized to deal with strategic opposition by fishes. Second, installing offshore wind farms on a public water body will result in demands for compensation from various actors, and a licensed fishing territory as an offshore wind farm installation site should be considered.

Idle Mode for Deep Power Save in IEEE 802.11 WLANs

  • Along with the wide acceptance of IEEE 802.11 wireless local area network (WLAN), new applications such as Internet protocol (IP) telephony over WLAN are fast emerging today. For battery-powered IP phone devices, the life time extension is a key concern for the market acceptance while today's 802.11 is not optimized for snch an operation. In this paper, we propose a novel idle mode operation, which comprises paging, idle handoff, and delayed handoff. Under the idle mode operation, a mobile host(MH) without any active session does not need to perform handoff within a predefined paging area (PA). Only when it enters a new PA, an idle handoff is performed. The proposed idle mode allows an MH without traffic to extend its life time. We develop a new analytical model in order to comparatively evaluate our proposed scheme. The numerical resnlts demonstrate that the proposed scheme outperforms the existing schemes with respect to power consumption.

Analyzing local perceptions toward the new nuclear research reactor in Thailand

  • Understanding public perception on nuclear research reactor is necessary for the policy maker to adopt such technology in Thailand, especially the locals who live in the proposed location. The study compared perceptions between the locals living near the proposed nuclear research reactor location (within 5 km) and those living in the outer region (5-15 km). Structural equation modeling technique was adopted by assuming casual relationships between latent variables including social status, information perception, trust, benefit perception and risk perception on the local acceptance of research reactor. The results showed that the strongest relationships for both the inner and the outer perimeters were from information perception toward technology acceptance via trust and benefit perception. While both zones showed similar results, the outer perimeter seemed to show slightly stronger effects than those in the inner perimeter.

Mobile Banking Service in Mongolia: The Role of Online Convenience on the Acceptance and Use Behavior

  • The goal of this study is to scrutinize the impact of individual online convenience dimensions on mobile banking acceptance and use in Mongolia. A total of 211 valid responses were collected from Mongolian university students who currently use mobile banking application services from local banks. The SmartPLS 3.3 software was used to conduct the confirmatory factor analysis and test the hypotheses. Using structural equation modelling, this research discovered that access convenience, transaction convenience, and possession/post-possession convenience are the main constructs related to the adoption of mobile banking services. Perceived innovation showed a significant positive effect on the adoption of mobile banking technologies. Through practical and theoretical implications, this research aims to assist mobile banking service channels of local and international banks in Mongolia. Identifying which online convenience dimensions impact the adoption and use of mobile banking will contribute to the adoption of competitive strategies for financial institutions and banks.

A Study on the Public Acceptance of Offshore Wind Farm near Maldo (말도 인근 해상풍력발전에 대한 주민수용성 연구)

  • Through 'The Renewable Energy 3020 Implementation Plan' for carbon neutrality, the government promised to raise the proportion of renewable energy generation to 20% and renewable energy installation capacity to 63.8% by 2030. Therefore, we plan to test a 5.5 MW offshore wind turbine near Maldo, Gunsan. In this project, we measure the level of public acceptance and perform ordinary least squares (OLS) regression analysis to show the determinants of public acceptance. The regression results are as followed. First, it is judged that the closer the distance to the offshore wind turbine, the more the economic effects considered by residents. Second, especially in Maldo, the experience of being discriminated from the Saemangeum project, is understood to have caused distrust in the surrounding fishing villages chief/Fisheries Cooperatives, converted into a local community effect. Finally, the policy implications are as follows. First, a bottom-up problem-solving method is required to improve public acceptance, based on the Living Lab. Second, the island community may be indifferent to the briefings or forums of outsiders. Therefore, a gradual approach is required through (in)formal channels based on reliability from a long-term perspective with nearby universities and research institutes using SamsØ Energy Academy.

  • The smooth construction and operation of nuclear facilities requires understanding and support of both the local residents and the national people. It is essential that our country, which should maintain using nuclear energy for national energy security and economic growth, shall improve the social acceptance of nuclear energy. In order to identify the level of social acceptance of nuclear energy, this study investigated the perception of the local residents in Gyeongju and the public in other areas on a nuclear power plant and a low- and intermediate-level radioactive waste disposal facility through an individual interview. The subjects of the investigation were 450 persons. This study identified that perceptions of the respondents were somewhat dependent on the residential area, and derived the implications to be reflected in establishing the customized public-relation strategies.

An Analysis of the Factors Affecting Farmers' Recognition and Acceptance on Sustainable Agriculture (지속가능한 농업 인식도 및 수용의향 분석)

  • This study analyzes the factors affecting farmers' recognition and acceptance of sustainable agriculture. To accomplish the objectives of the study a farm survey was conducted using target respondents which were made of the local correspondents and reporters of Korea Rural Economic Institute. The Heckman's model was employed for an empirical analysis on determining the extent of farmers' acceptance of sustainable agriculture. The analysis results show that the more farmers think it is important for Korea to adopt sustainable farming practices, the more they adopt sustainable agriculture. It is also shown that the high incomes farmers earn, the more interest they have in the environment and thus the more likely they are to adopt sustainable agriculture. Based upon the empirical results it is suggested that an adoption of economic incentive instruments, education of sustainable agriculture, research and development of sustainable agriculture technology, and an establishment of sustainable agriculture infrastructure to expand the scale of sustainable agriculture.

  • This study examines the acceptance factors, barriers, benefits, and strategies for resolving Information and Communication Technology (ICT) adoption and usage problems based on the different demographic characteristics of SMEs. The demographic characteristics investigated are gender, educational qualifications, age, managerial status, and years of business experience. To the best of our knowledge, this paper is the first to examine a more comprehensive demographic characteristics in the context of ICT adoption. A survey using self-administered questionnaires was conducted to retrieve information from SME owners/managers in Pekalongan, the local city of Indonesia. The items in the questionnaire were discussed with various experts in the field and a pilot study was conducted prior to the distribution of the research instrument. The study made some interesting findings. No significant differences were found in the SMEs' adoption factors between the demographics of gender groups and educational qualifications. However, significant disparities were found to exist among the age compositions, managerial status, and years in business. Additionally, younger managers/owners of SMEs find it easier to understand the background factors of ICT adoption. Lastly, older managers/owners are more likely to stick to the organizational status quo, be less able to learn new technology, and more likely to avoid risky decisions.

Determinants of Farmers' Participation and Acceptance Level in Uiseong Traditional Agricultural Water Utilization System Conservation Activities (의성 전통 수리 농업시스템 보전 활동에 대한 농가 참여 및 수용수준의 결정요인)

  • The purpose of this study is to identify the determinants of local farmers' participation and acceptance level in traditional agricultural technology conservation activities, using on the traditional agricultural water utilization system in Uiseong designated as Korea's important agricultural heritage system No. 10. The Heckman sample selection model was used to solve the selection bias. The results show that as the interest in the conservation of the agricultural ecological and environment is high, as the traditional agricultural system in Uiseong is used, as the cultivation area of paddy field increased, and as the age 50s or older, the willingness to participate in conservation activities increased. The results also indicate that as the experience of participating in the conservation of the agricultural ecological and environment and the hours of education are increased, the knowledge of the traditional agricultural system in Uiseong is low, and as the cultivation area of paddy field decreased, the acceptance time for conservation activities increased. The results of this study may contribute to government's policy for traditional agricultural technology conservation.

A Study on Vibration Reduction of Local Structure of Medium-speed Diesel Engine (중속 디젤엔진 국부 구조물의 진동저감 연구)

  • The failures of local structure of marine medium-speed diesel engine occurred in durability test. The vibration response of the whole engine was in an acceptance level, but the local structures were broken. ODS test and vibration measurement were carried out in order to investigate the root cause of durability problem. These tests revealed that the root cause of failures was excessive vibration by $4.5^{th}$ resonance between engine body and local structure. The best solution to reduce the vibration response is to change the type of mount. After a rigid mount was replaced by a flexible mount, maximum vibration level dropped to 72%.
