This study was conducted to explain the capacity building policy of local public officials. Especially, it is to derive the policy task that can increase the efficiency within the limit of limited resources. The results of the study are as follows. First, local government officials' job management was the most important policy task in the largest framework to strengthen the capacity of local public officials. Next, the evaluation was in the order of recruitment management of local public officials and personnel management of local public officials. Second, the results of the evaluation of detailed policies. Among the local government officials 'job management, the introduction of the local government officials' rest period was evaluated as the most important. Regarding recruitment management of local public officials, reform of the public official exam courses was evaluated as the most important. In the personnel management of the local public officials, the job training of the elected officials was the most important. The results of this study will help to explain the policy development for strengthening the capacity of local public officials in realistic aspect. In order to strengthen the capacity of local public servants in future, it is necessary to analyze the measurement variables more.
Purpose: This study investigated the situation of public health official training and suggested a scheme for improving central and local official training institutes, in order to improve the quality and quantity of training programs for central and local public health officials. Methods: This study examined training resources, design processes, content and methods of training programs of the Department of Health and Welfare Training in NIH and the fifteen city and provincial officials training institutes in 2002. Results: The central and the local officials training institutes didn't exchange information on public health training. NIH supplied various specialized training programs for senior and junior officials. However, city and provincial official training institutes supplied a few training programs for local public health officials. Conclusion: A mutually cooperative relationship is needed between central and local official training institutes to exchange information on public health official training. The Department of Health and Welfare Training in NIH as a central training institute has to develop training programs related to new public health policies, supply training programs for senior officials, and support local official training institutes. To satisfy the training demands of public health officials, the city and provincial official training institutes should increase the number of training programs for junior officials.
This study aimed to understand the effect of the characteristics of the influencer of public officials and the characteristics of internet live broadcasting in China on the brand image of local agricultural products, purchase intention, and word-of-mouth intention. A survey was administered to Chinese consumers who had purchased local agricultural products after watching live broadcasts on the internet by influencers of government officials. A total of 317 questionnaires were collected and the data were analyzed using SPSS 26.0 and AMOS 28.0. The key results were as follows. First, regarding the characteristics of the influencer of public officials, reliability, attractiveness, and expertise had a positive effect on the brand image of local agricultural products. Second, among the characteristics of internet live broadcasting, interaction and information had a positive effect on the brand image of local agricultural products, but entertainment did not. Third, the brand image of local agricultural products had a positive effect on purchase intention and word-of-mouth intention. Finally, the mediating effect of local agricultural brand image was evident in the reliability, attractiveness, and expertise characteristics of the influencer of public officials and purchase intention and word-of-mouth intention. Finally, the mediating effect of local agricultural brand image was evident in the interaction and information characteristics of internet live broadcasting and purchase intention and word-of-mouth intention.

This study presents the standards for desirable local transfer of public affairs by analyzing the perceptions of experts in the academia and research institutes, as well as public officials in the environmental sector in charge of environmental affairs. The results of this study tend to be partially consistent with the results of previous studies that there is a difference in perception among respondents depending on the affiliation of experts and public officials. Among the policy tasks, there was a statistically significant difference among the respondents in perception of responsible agent for carrying out sustainable land planning and management. Regarding general environmental affairs, there was a statistically significant difference among pubic officials in different affiliations in perception of responsible executive agent for natural environment, living environment, and resource circulation.
The duty of fire officials are very complicated and various that a subject replacement for the fire officials' public examination for service is being required. The purpose of this study is to investigate the actual conditions of the fire officials' public employment system and find out current problems of it, to reconsider the speciality of the examination based on them, and to suggest a subject replacement for the examination to evaluate the duty accomplishment ability. This study presents not only assuring the speciality of fire officials but also the desirable plans to execute the Fire Relating Act effectively by replacing introduction of political science with fire service administration and adding the Fire Relation Law which is more connected on the local fire officials public written examination for service with duty.

The Ministry of Patriots and Veterans Affairs decided to designate Goesan County as a comprehensive venue for determining the geography of the land, the efficient management of land, the public opinion of local residents, and the establishment of a group of civic complaints. In the meantime, Goesan focused on attracting high-ranking government officials, including high-ranking government officials and high-ranking tourist attractions, to attract high-ranking government officials, including high-ranking officials of the National Guard, to promote the nation's bid to attract high-ranking government officials. In the age of knowledge informationization, various educational programs utilizing cyber education were introduced to schools, corporate education, military service, lifelong education facilities as well as public education and training programs. In the case of the national government officials, the education and local government officials, which are organized by cyber center in the national civil service personnel development center, are organized by 15 cities and provincial public service training institutes. In 2008, it became to be mandatory for them to receive education and training over a certain period of a year through the introduction of the regular learning system of public officials, and cyber education got active in the education and training of public officials. The purpose of this study is to suggest the development plan of cyber education based on the results of the analysis of the trainees of the civil servants of Chungcheongnam-do who participated in the cyber education in the viewpoint of the public education and training system.

In the case of the government, which plays a pivotal role in the landscape architecture system, the management of positions in landscape architectural organizations is lacking. At the local government level, while public officials for managing landscape architecture are being hired, there are problems and vulnerabilities in both management and system operations as such public officials recruited for positions in landscape architectural services operate under the forestry service. Accordingly, this study analyzed the Korean administrative system of public officials in the landscape architectural service and their satisfaction with the organizational culture and behavior. The aim was to provide practical data for improving the job satisfaction of public officials in landscape architectural service and enhance the status of landscape architecture. First, a survey was conducted regarding current organizational culture/behavior and job adequacy, and differences when compared to different job series with regards to the public officials in the landscape architectural service. The results indicated that job satisfaction of those in landscape architectural service was generally high, but they showed strong centralization, i.e., orders from superiors and limitations on autonomy. Second, an analysis was conducted to improve the organizational culture/behavior and job satisfaction of public officials in the landscape architectural service, and a comparative analysis was conducted on the differences between the analysis result and preceding studies by the Ministry of Government Administration and Home Affairs(2006). The results indicated that organizational commitment/satisfaction of public officials in the landscape architectural service was relatively low among those who had a great amount of work experience related to forestry. Therefore, it was shown that it is necessary to ensure expertise in landscape architecture. Third, a comprehensive analysis was conducted regarding the influences on "working environment", "legal system" and "job allocation" in regard to public officials in land architectural service. The results indicated that satisfaction in the value system was high when given significance to the job as public officials in land architectural. However, their satisfaction in the land architectural system was low due to the lack of independence in their positions, the vulnerable legal system of land architectural service and low employment rates. Fourth, current public officials in landscape architectural service process tasks such as forestry, architecture, city planning and administration that are not related to their area of expertise. Therefore, an analysis was conducted on whether there is a difference in the job satisfaction of public officials in landscape architectural service according to statistical variables. It was identified that "legal system", "job satisfaction" and "organizational commitment" with regard to public officials in landscape architectural service can be improved through ensuring their expertise. This study suggests the following tasks to further inquire into landscape architecture in general. First, establish an identity of work allocation for public officials in the landscape architectural service, and second, establish an organizational constitution according to the positions in landscape architectural service. Accordingly, it is necessary for interested parties of landscape architecture to devise practical strategies so that such tasks can be converged administratively and reflected in policies.

The purpose of this study was to examine the level of job stress and depression, and to find the associated domains of job stress with depression among local public officials. The study subjects consist of 734 local public officials in Seogu, Gwang Ju. A structure self-reported questionnaire was composed of general and job-related characteristics, job stress(KOSS), and depression(CES-D). The use statistical methods were t-test, ANOVA, Pearson's correlation analysis and multiple logistic regression analysis. The total score of job stress was $44.38{\pm}7.96$ and the score of depression was $14.46{\pm}10.19$. The result of multiple logistic regression analysis was shown that the three domains of job stress including job demand, job insecurity and lack of reward were associated with the depression.

Results : The reason the Korean Medicine Doctor can't serve as a regular order of 5th grade is that the 'The Enforcement Regulation about Administrative Organization and the Standard of Pixed Number of person of Self-Governing Body(지방자치단체의 행정기구와 정원기준등에 관한 규정 시행규칙)' prescribes the number of regular order of 5th grade is regulated within 7% among the number of regular order officials. But not appointing to office as the regular order of 5th grade infringes on the Constitution, the highest law. The reason the Korean Medicine Doctors can't be appointed to office as the regular order officials by the self-governing body is that 'The Enforcement Order of the Law of Preservation of good health of Local Area(지역보건법시행령)' prescribes the Korean Medicine Doctors are not indispensable to Public Health Center. But in fact, the Korean Medicine Doctors can execute many kinds of work such as medical examination or instructing house nursing. Conclusion : The Korean Medicine Doctors working at Public Health Center serve at low positions as daily use or common use, not receiving a regular order. All laws including the Constitution(헌법), the Medical Services Law(의료법), the Law of Preservation of good health of Local Area(지역보건법), the National Public Service Law(국가공무원법), the Local Public Service Law(지방공무원법) and the Law of Higher Education Law(고등교육법) describe that the Korean Medicine Doctors and the Western Medicine Doctors are equal to their position and right.
