This paper first introduces the concept of image as a key factor in recognition, and city identity as the dominant image of a region which is commonly possessed by individuals living and working in the region. Then, the new approach toward planning, the notion of self-organization associated with images and positive feedback mechanisms in terms of city vitalization, is discussed. Thirdly, carrying out the case study of a process in which Iida City in Japan has acquired a city identity as a puppet drama town, we present four stages in planning for city identity four stages and discuss the phenomena of city image self-organization. Finally, it is pointed out that multimedia are effective measures for the promotion of self-organization of city images, and that the role of local governments is very important in city planning to support the self-organization of cities.

본 논문은 대규모 재난발생시 재난을 수습하는 재난현장 대응조직인 재난안전대책본부, 긴급구조통제단, 비상지원본부, 현장지휘대(현장지휘소)를 비교분석한 결과, 지역 재난현장 대응조직의 문제점으로 첫째, 재난현장 대응조직간 역할범위가 모호하고, 둘째, 재난대응기관간 조직구조가 다르며, 셋째, 재난현장 대응조직간 총괄 조정기능이 중복되어 있고, 넷째, 총괄지휘권자의 미지정을 지적하였다. 이를 개선하기 위해서는 첫째, 지역 재난현장 대응조직별로 명확한 업무범위 지정과 사전에 재난대응기관간 업무협정을 체결하여야 하고, 둘째, 원활한 의사소통을 위해 재난대응 조직간 동일한 조직구조설계가 필요하며, 셋째, 각 재난현장 대응조직별로 총괄 조정기능 업무를 분담하고, 넷째, 신속한 의사결정을 위하여 재난유형별 재난대응 책임기관과 총괄지휘권자를 미리 지정하여야 할 것이다.

본 연구에서는 직접적으로 지역주민들과 대면 접촉하고, 행정서비스를 제공하고 있는 최일선의 읍면동사무소 지방공무원의 직무관여에 대한 태도가 조직몰입 및 조직성과에 미치는 영향 관계를 파악하고, 직무관여와 조직성과 간의 관계에서 조직몰입이 매개변수의 역할을 수행하는 여부도 파악하고자 하였다. 분석결과, 직무관여는 조직몰입에 직접적인 영향을 미치지만, 조직성과에는 직접적인 영향을 미친다고 할 수는 없다. 그리고 조직몰입은 조직성과에 직접적인 영향을 미치는 것으로 나타났다. 따라서 직무관여는 조직성과에는 직접적인 영향을 미치지는 못하지만 조직몰입을 통한 간접적인 영향을 미치는 것으로 나타났다. 즉, 조직몰입은 직무관여와 조직성과 간의 관계에 있어서 매개효과가 있는 것으로 나타났다. 본 연구의 시사점은 최일선에서 지역주민에게 서비스를 제공하고 있는 읍면동 지방공무원이 그들의 직무 내용(민원접수 및 처리, 지역주민 복지서비스 및 봉사활동 제공 등) 파악과 직접적인 계획수립 및 집행에 관여할 경우, 직무관여에 따른 그 조직에 대한 애착심과 충성심, 그리고 자부심과 조직몰입을 향상시킬 수 있다는 것이다.

The significance of this study was to analyze the quality value of organic livestock pork for the first time based on the results of managing and testing the cycling organic farming of black pork and vegetables within farm for two years. The results of analysis could be summarized as follows. First, the pork of experimental group with crop-livestock cycling farming showed the excellent quality and high consumer preference compared to the control group of general pork or pork from non-crop-livestock cycling organic farming. In the content ratio of Omega-3 as a representative essential fatty acid, it was 1.46 that was about 2.8 times more than general pork (0.52). In case of Omega-6, it had about 2.5 times more than general pork. Especially, the U/S ratio value which was the content ratio of Unsaturated Fatty Acid (UFA, U) of Saturated Fatty Acid (SFA, S), was largely shown in pork (2.93) from cycling organic farming. Second, it would be necessary to maintain the economies of scope shown in crop-livestock cycling organic farming, and the high quality value of livestock products. For this, there should be a value chain model that could realize the economies of scope and economies of scale at the same time based on scaling and diversification through cooperative organization between farmers. Through this, it would be possible to establish a cycling model called 'community cooperative agriculture' by forming local internal markets through cooperation of production-processing and integration of distribution-sale-consumption. For the managerial activation of this cooperative organization, the government should promote/support the small crop-livestock cycling organic farming cooperative organization in local unit. For securing the reliability of crop-livestock cycling organic agricultural products and crop-livestock cycling organic livestock products, it would be necessary to review the introduction of Participatory Guarantee System (PGS).

본 논문은 그리드 서비스 환경에서 효율적인 자원 관리를 위한 프레임워크를 개발한다. 자원 관리는 그리드 서비스의 핵심이며, 자원의 가변적 특성에 적응적으로 대처하기 위한 프레임워크인 GridRMF(Grid Resource Management Framework)를 모델링하고 개발한다. GridRMF는 그리드 자원의 참여 의도에 따라 계층적으로 관리한다. 계층적 자원 관리는 가상 조직 관리를 위한 VMS(Virtual organization Management System)와 메타데이타 관리를 위한 RMS(Resource Management System)로 관리 도메인을 구분한다. VMS는 최적 가상 조직 선택 전략에 의해 자원을 중개하며, LRM(Local Resource Manager) 자동 회복 전략에 의해 가상 조직의 결함에 대처한다. RMS는 자원 상태 모니터링 정보를 적응적 성능 기반 작업 할당 알고리즘에 적용하여 부하균등화와 결함에 대처한다.

The Purpose of this research is to perform survey on employees of Non-Government Consumer Organization and interview with ADR personnel from Korean Consumer Protection Board to have thorough grasp of problems among consumer ADR. Also come up with plan that will activate Non-Government Consumer organization ADR. Result of this research states following remarks as solution First, consumers from Seoul and Gyeonggi area is the only people who use ADR in Non-Government Consumer organization, so other local governments need to concentrate on consumers from rural area to take advantage of the service. Second, low activity of ADR and legal procedure support compare to other services provide from Non-Government Consumer organization. Third, statistic shows that employees from Non-Government Consumer organization recognize importance of consumer's ADR and government's support as well as enforcement of law. Forth, the preparation of Consumer ADR in Non-Government Consumer organization, selecting committee is the most important procedures are reinforce human resource, improvement of organization structure. Fifty, order to establish Consumer ADR in Non-Government Consumer organization, recruit professional manpower is the priority and financial support is also important. All these result would help improve the activity of ADR in Non-Government Consumer organization, which will lead the organization to be more professionalize, globalize and able to segment the market. Further more, Non-Government Consumer organization would develop better ways to take itself to another level to provide better service. Also, create an institution that will help consumer's dispute and legal procedure. It will prevent future victims and protect consumer's right.

The study aims to explore the policy directions for young farmers within Korean agricultural context, particularly in Chung-nam Province. In order to accomplish this, young farmers were classified into three categories: successors, new farmers, potential farmers. The importance of young farmers is becoming more of a focus due to decline of population numbers in rural communities as well as the aging of agriculture population. In order to address these two problems, it is necessary to create and implement policy to support each category of young farmer. Rather than the current focus on nurturing young farmers as a labor force, the role of young farmers in maintaining local communities should be expanded in current agricultural system. The local community should provide appropriate conditions for young farmers in Chung-nam Province for the various purposes they have and the roles they fill. In conclusion, it is necessary to provide a 'space' where young farmers can meet base on the community. For this, the role of the community based intermediate support organization for the integrated support system is of great significance.

본 논문은 "의용소방대 설치 및 운영에 관한 법률"의 제정 및 시행으로 인한 의용소방대 조직의 학술적 개념 변화를 논의하고자 수행되었다. 이를 위해 의용소방대와 관변단체의 정의, 기능, 그리고 구성원의 보상을 관계법령, 지방자치단체 조례, 선행연구자료 등을 이용하여 비교 분석하였다. 연구결과, 의용소방대의 학술적 정의는 관변단체의 정의와 결부시켜 설명할 수 있었으며, 관변단체 중 행정말단조직의 기능을 갖고 있는 것으로 나타났다. 조직 구성원의 보상은 행정말단조직의 대표적인 예인 이 통장이 받고 있는 보상과 거의 흡사하였다. 결론적으로 의용소방대 조직의 학술적 개념이 자원봉사단체에서 관변단체의 행정말단조직으로 변화되었음을 확인하였다. 이 결과는 의용소방대 조직의 학술적 개념을 새로이 정립하는데 기여가 될 것으로 기대된다.

Localization trends in Korea and trade liberalization in the world are the important challenges to agricultural extension services in Korea, and strategic directions in terms of system, organization, programs and conciousness would be necessary for adapting to the new circunstances. Some of the measures to improve and activate agricultural extension services in Korea should include the following: 1) Modification of extension personnel appointment regulations to secure specialized extension agents by the provincial administrators and county directors at the provincial and county level rural extension services. 2) Flexible organization and operation of county level rural guidance offices to meet the specific needs of local areas. 3) Strenghening the central government's financial support for effective local extension services in terms of facility and manpower. 4) Expansion of agricultural extension programs for women and urban people and quality inservice training for extension personnel.

We propose a DP-based formulation for matching line patterns by defining a robust and stable geometric representation that is based on the conceptual organizations. Usually, the endpoint proximity and collinearity of image lines, as two main conceptual organization groups, are useful cues to match the model shape in the scene. As the endpoint proximity, we detect junctions from image lines. We then search for junction groups by using geometric constraint between the junctions. A junction chain similar to the model chain is searched in the scene, based on a local comparison. A Dynamic Programming-based search algorithm reduces the time complexity for the search of the model chain in the scene. Our system can find a reasonable matching, although there exist severely distorted objects in the scene. We demonstrate the feasibility of the DP-based matching method using both synthetic and real images.
