한국의 공동체 도시환경 개선사업 평가: 대구광역시 담장허물기사업을 사례로 (An Evaluation of the Collaborative Urban Environment Improvement Initiative in South Korea: A Case Study of Demolishing Walls Initiative in Daegu City)

  • The main objectives of this research are to analyse and evaluate the demolishing walls initiative in Daegu city as the collaborative urban environment improvement initiative in South Korea using the actor network theory concept. Local authorities are unable to effectively and efficiently improve urban environment because of their limited statutory and financial powers. This inability crucially led to the formation of the demolishing walls initiative in Daegu city with building a coalition of the local people, interest groups and public and non-governmental organisations in the operational processes in order to improve the physical and social urban environments. Furthermore, co-ordination between local authorities and landscape architecture specialists not only to change the way in which they tackle urban environmental problems but also to make the local people aware of their potential ability in positively improving the urban environment.

일본의 지역플랫폼 형성을 통한 민간투자사업 활성화와 공공시설정비 사례연구 (Promoting a private finance initiative and regenerating public facilities by local platforms: a case in Japan)

  • 본 연구의 목적은 저출산·고령화로 인해 지방재정부담이 급증하는 가운데 공공시설정비를 위한 민간투자사업을 활성화하기 위한 방안을 분석하는데 있다. 이를 위해 일본의 지역플랫폼 형성을 통한 민간투자사업 활성화와 나라시노시의 공공시설정비사례를 연구대상으로 하였다. 연구방법은 일본의 지역플랫폼 관련 제도와 정책 그리고 나라시노시의 공공시설정비사례에 대한 정부와 지방자치단체의 문헌과 통계자료 등을 수집해 분석하였다. 그 결과, 지역플랫폼을 통해 지방자치단체와 지역 내 산·관·학·금분야의 참여자 간에 사업노하우와 사업경험을 공유 및 습득하게 해 지방자치단체와 지역 내 참여자의 전문성과 사업역량을 향상시키고 있는 것을 확인하였다. 그리고 지역플랫폼을 통해 안건을 파악해 사업화하고 사업실현가능성을 사전에 논의함으로써 민간투자사업을 활성화하고 있다는 것을 확인할 수 있었다.

A Study on the Impact of Local Entrepreneurs' Entrepreneurship and Localism on Regional Value Creation and Local Startup

  • 본 연구는 로컬크리에이터의 창업과 지역가치창출를 위해 부산지역 로컬창업자들과 창업을 준비하는 예비창업자들의 기업가정신과 로컬리즘이 지역가치창출 및 로컬창업에 어떠한 영향을 미치는지 살펴보고자 하는 실증연구이다. 본 연구에서는 기업가정신의 구성요인을 혁신성, 위험감수성으로 구분하였으며, 로컬리즘의 구성요인은 지역주도성, 지역네트워크, 지역공간으로 구분하였다. 실증분석을 위해 부산지역을 배경으로한 창업자와 예비창업자를 대상으로 2024년 3월~10월까지 참여한 113명으로부터 설문을 받아 실증분석을 진행하였다. 연구결과 기업가정신(혁신성, 위험감수성)과 로컬리즘(지역주도성, 지역네트워크, 지역공간) 모두 지역가치창출에 유의한 영향을 미치는 것으로 분석되었으며, 지역가치창출은 로컬창업에 유의한 영향을 미치는 것으로 나타났다. 연구결과를 통해 부산지역의 창업자들과 예비창업자들에게 지역가치창출과 창업에 있어 기업가정신과 로컬리즘이 중요한 영향을 미친다는 실무적 시사점을 제시하였다.

행위자연계망이론을 통한 영국 도시교외지역 관리시책의 운영과정 특성 분석 -테임즈 체이스 마을 숲 조성 시책을 사례로- (An Analysis of the Urban Fringe Management Initiative's Operational Process in UK Using the Actor Network Theory - A Case Study of Thames Chase Community Forest Initiative -)

  • The purpose of this research was to investigate and analyse how Community Forest Initiatives as urban fringe management initiatives made alliances with a variety of interest groups, enrol them in the urban fringe management processes using the Actor Network Theory. The Thames Chase Community Forest Initiative was selected and its area of operation included a $97 km^2$ area of green-belt area in East London. It was a instrument far improving and protecting the unique characteristics of the countryside landscape from urban developments as well as evaluating the impact of forestry inclusion in land use planning in the urban fringe. It was operated through a tiered structure comprising the Thames Chase Joint Committee and the management team. They employed a variety of devices to speak with one voice to bring about an effective operation process and to secure the enrolment of a variety of interest groups in its operational processes. Of note, the initiative's actor network impacted on improvement to and management of the countryside landscape despite not owning any land itself. As a result, when urban fringe management initiatives will be launched in South Korea to achieve a more effective and efficient urban fringe management, local councillors and representatives from public and non-government bodies should be more responsive to local communities' views and needs and work more vigorously on their behalf through lobbying, seeking media support, and so on. Moreover, better understanding and communication between local authorities' officers and management initiatives' teams are essential to avoid duplication of work practice.

A Process Model of E-Government Development: A case of E-Government Portals in Town of Amherst

  • The paper discusses a novel educational initiative in e-commerce pedagogy where students work on an e-government project. The paper describes a two-semester joint e-government project conducted by the town of Amherst, NY, and the State University of New York at Buffalo. During the first semester, students in a graduate e-commerce course in the School of Management were instructed to identify and analyze management issues valuable for small or middle size local government. In the second semster graduate students from the Department of Computer Science and Engineering designed and implemented prototypes of three e-government portals: an on-line action site for governmental procurement (E-Procurement), a portal for reservation of community recreation facilities (E-Recreation), and a portal for online dog registration (E-DogRegistration) combining a central registry of dog owners with distributed veterinarian databases. The objective of this initiative is twofold. First, it saves the local government resources by eliminating duplication of services and by using students as developers. Second, it provides students with real life hands-on experience. The paper discusses both the technical issues involved in the implementation of the project, and the management issues that need to be taken into account to enhance the e-commerce experience for the ordinary citizen and local governments.

  • 4세대 이동 통신 서비스 망은 기존 서비스 기술을 포함한 포괄된 형태의 기술을 가지게 되며 이를 모두 수용할 수 있는 무선 접속 기술과 망구조로 개발되고 있다. 4세대 이동 통신 시스템에서는 고속 이동 환경과 저속 이동 환경에 적합한 새로운 고속의 무선 접속 기술을 기본으로 하고 있으며 또한, 이 두 시스템간의 자유로운 수직 핸드오버가 가능하도록 설계되고 있다. 한국전자통신연구원에서도 이러한 요구를 만족하는 4세대 이동 통신 시스템인 WiNGS(Wireless Initiative for Next Generation Service) 시스템$^{[1]}$을 설계하고 있다. 본 논문은 4세대 이동통신 시스템의 주요 기술 중 하나인 손실 없는 서비스를 위해 지역 재전송 ARQ 에이전트 설계하였다. WAGW와 WAS간의 ARQ 메커니즘에서 제안하는 WAS에서의 지역 재전송 기법은 ns-2 시뮬레이션 결과 종단간 재전송 방법 보다 패킷 전송 지연 시간 개선과 유선망에서의 불필요한 자원을 사용하지 않도록 하여 보다 안정적인 서비스를 지원할 수 있음을 보였다.

Collaboration and Confucian Reflexivity in Local Energy Governance: The Case of Seoul's One Less Nuclear Power Plant Initiatives

  • South Korea's energy policy has been historically established through an energy production structure that relies on thermal and nuclear power generation in relation to a centralized 'Hard Energy System'. However, climate change issues are forcing the transition to renewable energy, and it is crucial for local governments to enable this. This study analyses Seoul city's local energy governance, which is known as One Less Nuclear Power Plant Initiative, by applying the collaborative governance framework inspired by Ansell and Gash (2008) and the Reflexivity framework of Confucianism. It is considered that the local energy governance model of Seoul city can be used as a model by other local governments, and it will eventually lead to a decentralized energy system in this era of energy transition.

Implementation and Validation of Earth Acquisition Algorithm for Communication, Ocean and Meteorological Satellite

  • Earth acquisition is to solve when earth can be visible from satellite after Sun acquisition during launch and early operation period or on-station satellite anomaly. In this paper, the algorithm and test result of the Communication, Ocean and Meteorological Satellite (COMS) Earth acquisition are presented in case of on-station satellite anomaly status. The algorithms for the calculation of Earth-pointing attitude control parameters including those attitude direction vector, rotation matrix, and maneuver time and duration are based on COMS configuration (Eurostar 3000 bus). The coordinate system uses the reference initial frame. The constraint calculating available time-slot to perform the earth acquisition considers eclipse, angular separation, solar local time, and infra-red earth sensor blinding conditions. The results of Electronics and Telecommunications Research Institute (ETRI) are compared with that of the Astrium software to validate the implemented ETRI software.

Bridge the Gap Between Local Governments and Communities: Key Factors in Generating Community Involvement in the Historic Preservation District in Japan

  • Since 1795, 106 districts in Japan have been selected as Important Historic Preservation Districts (Juuyo dentouteki kenzoubutsugun hozon chiku [Juudenken]). The system for protection of cultural properties enables the local government to name a "Preservation District" and allows for the development of a preservation plan based on local ordinances. Moreover, the well-organized, bottom-up networks, which are groups for community development activities on the basis of local participation, play an important role in raising awareness and conducting several preservation projects in their own towns. This study mainly focused on cultural resources management in the local community. The system, which possibly bridged the gap between the local authorities and the community, was revealed. Fifty non-profit groups and active citizens, who were engaged in an advanced stage of community participation in Juudenken, were selected to be interviewed. The results then were analyzed using STAT program. The significant associations were shown by mapping the associations related to the public process of community involvement. Each variable had its own significant meaning and contributed credible indirect association to community involvement. The network mapping indicated that balancing the local economy and technical conservation was important in generating community involvement, which provided a model on how local authorities and communities could articulate and maintain their own cultural resources.
