Analysis of policy priorities for strengthening the capacity of local public officials (지방공무원 역량강화를 위한 정책우선순위 분석)

  • This study was conducted to explain the capacity building policy of local public officials. Especially, it is to derive the policy task that can increase the efficiency within the limit of limited resources. The results of the study are as follows. First, local government officials' job management was the most important policy task in the largest framework to strengthen the capacity of local public officials. Next, the evaluation was in the order of recruitment management of local public officials and personnel management of local public officials. Second, the results of the evaluation of detailed policies. Among the local government officials 'job management, the introduction of the local government officials' rest period was evaluated as the most important. Regarding recruitment management of local public officials, reform of the public official exam courses was evaluated as the most important. In the personnel management of the local public officials, the job training of the elected officials was the most important. The results of this study will help to explain the policy development for strengthening the capacity of local public officials in realistic aspect. In order to strengthen the capacity of local public servants in future, it is necessary to analyze the measurement variables more.

On the Effect of Big5 Personality Traits of Local Government Officials on Job Exhaustion (Based on government officials in Gangnam-gu, Seoul) (지방자치단체 공무원의 성격특성이 직무소진에 미치는 영향에 관한 연구 (서울특별시 강남구 공무원을 중심으로))

  • This study aims to investigate the effect of personality traits (Big5) of local government officials on job exhaustion. First, we examine the correlation between personal characteristics of individual employees and self-efficacy and the correlation between factors of civil servants' personality characteristics and job stress. Also, it was confirmed whether self-efficacy had a significant effect on job exhaustion and whether job stress had a significant effect on job exhaustion. In order to empirically study this research model, we held a survey based on the employees of Gangnam-gu, Seoul. The main results of this study are as follows : First, it was confirmed that sincerity among personality characteristics affects positive self-efficacy and neuroticism affects negative self-efficacy. However, it was confirmed that extroversion, affinity, and openness were not correlated with self-efficacy. Second, neuroticism has a positive influence on job stress and openness has a negative effect on job stress. However, there was no correlation between extroversion, affinity, sincerity and job stress. Third, the relationship between self-efficacy and job exhaustion turned out to give a negative effect. Finally, job stress was positively influenced by job exhaustion. Therefore, it is necessary to apply the study on personality characteristics (Big5), job stress, and job exhaustion, which have been studied based on service industries, to local government officials. The purpose of this study is to suggest job training for enhancing personality traits that can help reduce the job burden of local government officials.

  • The Ministry of Patriots and Veterans Affairs decided to designate Goesan County as a comprehensive venue for determining the geography of the land, the efficient management of land, the public opinion of local residents, and the establishment of a group of civic complaints. In the meantime, Goesan focused on attracting high-ranking government officials, including high-ranking government officials and high-ranking tourist attractions, to attract high-ranking government officials, including high-ranking officials of the National Guard, to promote the nation's bid to attract high-ranking government officials. In this paper, we intend to conduct a study centered on the controversy over the survival of the Korean National Guard. conflict between local governments is a non-authoritative administrative administrative body, it can be regarded as a matter of difficulty by intervening in any autonomous matter, and ultimately, it can be changed to judicial judgment. This is not to say that the residents of Goesan county will protest this time. Even though Goesan promotes regional development and development for local residents, it can not guarantee that the judgment of Goesan County will be held in the same situation. Thus, it should develop a win-win strategy based on the threat of sabotage. To this end, I would like to suggest the following measures.

  • This article aims to analyse the overview and issues of current disaster management training and exercise program for local government officials who is currently in charge of the disaster management tasks by surveying and interviewing. Main issues that raised in the survey and interview are that current disaster management training and exercise program is not practically related with the current work tasks. Furthermore, the organizational issues including lack of awareness in disaster management from upper and middle management are derived. In order to solve such issues, this article suggests to establish regulations to force local government officials completing certain hours of training and exercise programmes and integrated system that can manages local government officials' training records and to improve awareness of senior officials towards importance of training and exercise in disaster management.

Determinants of Competency, Work Behavior and Work Effectiveness of Government Apparatus: A Case Study in Indonesia

  • This study examines the determinant influence of competence: motives, traits, self-concept, knowledge, and skills on work behavior and work effectiveness in government officials. The research was conducted on government officials in the province of South Kalimantan, Indonesia. This research is qualitative in nature, including the population of government apparatus in regencies and municipalities in the South Kalimantan province of Indonesia. The number of respondents in this study was 250 people. The sampling technique used purposive sampling, and Data analysis has been done using Structural Equation Model (SEM). The results showed a significant and positive influence on the determinants of competence, namely motives, traits, self-concept, knowledge, and skills on work behavior and work effectiveness of government officials; the determinant influence of competence showed a direct and indirect effect. This study also shows a mediating effect of work behavior between the determinants of competence (motives, traits, self-concept, knowledge, and skills) on the work effectiveness of government officials. This study's results are expected to provide suggestions to local governments in the South Kalimantan province of Indonesia to conduct performance appraisals for government officials apart from the performance appraisal methods that have been implemented.

A Study on Technostress and Information System Acceptance of Public Officials in Local Government (지자체 공무원의 테크노스트레스와 정보시스템 수용에 관한 연구 : 기술수용에 대한 테크노스트레스와 흡수역량의 조절효과를 중심으로)

  • The purpose of this study, we examined the influencing factors of acceptance of new information systems and attitude formation in 279 local government officials who were exposed to the use of new information technology, and examined the moderating role of technostress and absorptive capacity. As a result, technostress negatively affected attitudes by moderating perceived ease of use, and absorptive capacity generated a positive effect that further increased perceived usefulness. Technostress and absorptive capacity have both direct and moderating effects on attitudes. It suggests that management of technostress and absorptive capacity, which affects the formation of attitudes toward information technology acceptance, becomes more important for local government officials who need to accept new information technology through Top-Down decision making. In particular, we discussed ways to reduce technostress in order to prevent cognitive dissonance about determinants of technology acceptance.

An Analysis on the Prospects and Realities of Local Governments' Project Promotions according to the Changes in Financial Policy of Agricultural Infrastructure Improvement Projects (농업기반정비사업의 재정정책변화에 따른 지방자치단체의 사업추진 전망 및 실태 분석)

  • This study attempted to investigate the changes in the perception of local government officials about agricultural infrastructure improvement projects due to the financial policy changes. A total of 141 local government officials were surveyed on the priority, the current status of the agricultural infrastructure improvement projects. Irrigation facilities renovation project and Small drainage improvement project had generally high priority, while Support project of cultivation basis for upland crops in paddy, Large scale land readjustment project, and Upland infrastructure improvement project had low priorities. After the introduction of the block grant system, agricultural infrastructure improvement projects had often been conducted by collecting opinions from local residents. The officials in charge of local governments recognized that the agricultural infrastructure improvement projects were reduced due to lack of financial resources and project potential sites. In response to the changes in the agricultural infrastructure improvement projects, most of the surveys showed that the influence of cities and provinces was strengthened. In addition, respondents most needed to improve the subsidy rate and there were a large number of cases requiring differential support to meet the characteristics of the local government. Therefore, it will be necessary to present a new perspective on the agricultural infrastructure improvement projects and to suggest differentiated projects for each regions.

The status, classification and data characteristics of Seonsaengan(先生案, The predecessor's lists) in Jangseogak(藏書閣, Joseon dynasty royal library) (장서각 소장 선생안(先生案)의 현황과 사료적 가치)

  • Seonsaengan(先生案) is the predecessor's lists. The list includes the names of the predecessor, the date of the appointment, the date of return, the previous job, and the next job. Therefore, previous studies on the local recruitment and Jungin (中人) that can not be found in general personnel information of the Joseon dynasty were conducted. However, the status and classification of the list has not been achieved yet. So this study aims to clarify the status, classification and data characteristics of the list. 176 books, are the Joseon dynasty lists of predecessors, remain to this day. These lists are in Jangseogak(47 cases), Kyujanggak(80 cases), the National Library of Korea(24 cases) and other collections(25 cases). Jangseogak has lists of royal government officials, Kyujanggak has lists of central government officials, and the National Library of Korea and other collections have lists of local government officials. However, this paper focuses on accessible Jangseogak list of 47 cases. As I mentioned earlier, the Jangsaegak lists are generally related to the royal government officails. This classification includes 18 central government officials, 5 local government officials, and 24 royal government officails. If the list is classified as contents, it can be classified into six rituals and diplomatic officials, 12 royal government officials, 5 local government officials, 14 royal tombs officials, and 10 royal education officials. Through the information on the list, the following six characteristics can be summarized. First, it can be finded the basic personal information about the recorded person. Second, the period of office and reasons for leaving the office and office can be known. Third, changes in the office system can be confirmed. Fourth, it can be looked at one aspect of the personnel administration system of the Joseon Dynasty through the previous workplace and the next job. Fifth, it is possible to know days that are particularly important for each government. Sixth, the contents of work evaluation can be confirmed. This is the reality of the Joseon Dynasty, which is different from the contents recorded in the Code. Through this, it is possible to look at the personnel administration system of the Joseon Dynasty. However, in order to carry out a precise review, it is necessary to make a database for 176 lists. In addition, if data is analyzed in connection with existing genealogy data, it will be possible to establish a basis for understanding the personnel administration system of the Joseon Dynasty.

Analyses of perceptions and attitude about nature conservation of residents and competent local government officials in CCZ of Gyeonggi-Do (경기도 민통선이북지역 주민과 공무원의 자연환경보전에 대한 인식 및 태도 분석)

  • The objective of the study is to examine the perception of the residents in the Civilian Control Zone (CCZ) and the competent local government officials for nature conservation and local development. A survey was conducted on 265 residents as well as 285 government officials from Paju and Yeoncheon Municipals. Both residents and officials perceived the value of biodiversity, natural ecosystem and landscape in the CCZ and seemed to have a sense of pride regarding it. However, they conceived that nature has not been conserved properly and residents in Yeoncheon showed more concern on this matter than residents in Paju. Overall, residents were more devoted to nature conservation or perceived the importance of accordance with nature conservation in local development, which implicates the sound foundation of perception and good prospect for sustainable development in CCZ. Owing to the difference in situation, there was a significant difference in perception between residents and officials. There is a possibility of conflict in Paju because residents desired more local development, whereas officials showed more purpose for nature conservation. In order to achieve simultaneously local development and nature conservation in CCZ, we should pay special attention to studies on living standards of local residents and scientific surveys on natural resources.

A Study on Simyak of Medical Bureaucrat in Joseon Dynasty (조선시대 의관직(醫官職) 심약(審藥)에 대한 고찰)

  • Simyak (審藥) was a government officer to lowest, but it was appointed and dispatched directly by officials from the central government. Simyak played a role in mediating between the provincial and central health care. Therefore, understanding Simyak is necessarily required in the researches on the local health care in Joseon dynasty. Preceding researches of Simyak only have contained superficial information causing many errors. The purpose of this paper is to understand Simyak correctly through the historical literature review. The author found the following facts in this study. First, Simyak was succeeded to the government officer of Uihakgyoyou (醫學敎諭) in the previous period. Second, through the change of the name of Simyak, it can be presumed that the main task of Simyak was changed from the role in local medical education to the officer sending the herbs to the central government. Third, in the later Joseon dynasty Simyak was monopolized by some families just like any other medical officials. Fourth, Yangdowollyengui (兩都月令醫) and Tongyeongguryogwan (統營救療官) can also be put in the category of Simyak.
