최근 도심형 연안정주지역은 전통적인 산업기능 쇠퇴와 부동산경기 침체로 전면개발방식보다는 역사적 문화적 가치를 활용한 재생방식으로 추진되고 있다. 본 연구에서는 부산시 영도구 영도대교 주변 수변지역의 지역자산을 조사하여 물리적 사회적 경제적 자산으로 분류한 후, 이지역의 장소가치를 높일 수 있는 통합적 재생방안을 제시하였다. 첫째, 물리적 재생은 장소와 문화적 특성을 둘째, 사회적 재생은 스토리텔링을 통한 지역브랜드를 셋째, 경제적 재생은 역사 문화적 특성을 고려하여 지역 활성화 방안을 제시하였다. 이를 통한 문화관광 인프라 구축으로 지역자산 기반형 문화체험을 제공하고, 연안정주지 일원의 도시 활력 기반을 제공함으로써 지역경제와 지역 커뮤니티 활성화를 기대할 수 있다.

The types of sixth industry to aim of boosting agriculture and rural areas and Korea's sixth industrial cases(Local community, production-centric, distribution-centric, dine out-centric, treatment-centric, export-centric) and competitiveness measures through Japan and China. Specifically, the competitiveness through the sixth industrial case is to maximize added value through cooperation between communities and to coexist among local residents. Efforts are needed not only to create jobs for the elderly but also to gain consumer confidence, and various measures should be sought to establish a cooperative system. In addition, as customers ' needs change rapidly in the smart age, the life cycle of goods and services is getting extremely faster. Therefore, the sixth industry is expected to be able to predict changes in customer and market trends quickly and accurately, thus making efforts to bring new products and services to market more necessary and contributing to achieving rural activation.

The archipelago in the southwest sea, Korea, was registered as Shinan Dadohae Biosphere Reserve by United Nations Educational, Scientific and Cultural Organization Man and the Biosphere (UNESCO MAB) on May 26, 2009. This study was conducted to determine a method of reconciling natural and anthropogenic processes and to enable sustainable development in the vicinity of the Shinan Dadohae Biosphere Reserve (SDBR). To accomplish this, the characteristics of SDBR with respect to biodiversity and cultural diversity were evaluated. In addition, a management plan regarding the wise use of the SDBR was developed while focusing on four parts: cultural support to induce motivation for native conservation and development; development and specification of fisheries and cultivation based on local community systems; restructuring of marine food products and resource transporting systems; activation and discovery of indigenous knowledge to enable networking between local residents, academia and the UNESCO-international society.

Maritime tourism destinations need to improve image as well as enhance competitiveness through development of new marine tourism attraction due to the decrease of the number of passengers. The maritime city is trying to combine dynamic marine leisure activities as an alternative. For this purpose, it is possible to realize clear marine tourism activation policy and improve the identity of local community through the accurate analysis of the interest of the stakeholder groups of local residents in Songjeong beach in Busan. In this study, we first analyzed the language network based on the expression language related to the conflict between the stakeholders of Songjeong beach. Second, we analyzed the individual characteristics of the structure of conflict frames of stakeholders and suggested solutions by comparing the differences and similarities between perception frames of conflict parties. Third, we distinguish and compare differences of perception among the conflict parties through the detailed frame type. Based on the relationship structure between the detailed frame types of the conflict parties, we suggested an alternative for conflict resolution by restructuring the conflicts and negative perceptions among the stakeholders.

A systematic health promotion project had been carried out for 3 months (from May 13 to August 4, 1996) in collaboration with nurses of a health center, professors and students of colleges of nursing, and members of senior centers in the community. The outcome was fairly positive : new techniques of public health nurses for health promotion services were developed and those, among the members of senior centers, who had a power of mobility made much progress in their maintenance and enhancement of health through the active use of health equipment. Through this project, we could reconfirm that desirable policies were fundamental tactics for the promotion of health : comprehensive approach to health promotion services, if provided with more or less financial support, would contribute greatly to the activation of public health services by the local administrative organizations.

Recently, Korean government has been initiating various schemes for reactivation of the marginal farmland use. However, although about ten years have passed from the introduction of the marginal farmland redevelopment projects in 1995, there have been very few research works on their systematic and objective appraisal. Therefore, this study checked the statutory concept and development schemes of the marginal farmland, firstly. Ant through case studies on 5 completed project sites and questionnaire/interview surveys on local government officers/private developers, problems and suggestions on project implementation were analysed. Finally, in consideration with analysed results and suggestions together, tentative project directions and reaction schemes on marginal farmland development were proposed.

본 연구는 양평군 지역사회의 특성을 반영한 공공도서관의 운영 개선 및 활성화 방안을 제시하는 데 목적이 있다. 이를 위해 양평군 지역특성 및 공공도서관 운영 현황을 분석하였으며, 양평군민(도서관 이용자 및 비이용자)을 대상으로 설문조사를 실시하였다. 또한 도서관의 운영 현황 및 한계점, 도서관 활성화 방안에 대한 사서들의 인식조사를 위하여 인터뷰를 수행하였다. 분석 결과, 양평군은 도서관 접근성 취약, 인력 및 장서 부족, 지역특성을 반영하지 못한 프로그램, 도서관 공간 부족 및 건물의 노후화 등이 주요 문제점으로 도출되었다. 이에 본 연구에서는 접근성 개선을 위한 지역중심의 생활밀착형 도서관, 인력 및 장서 확충, 지역사회 변화를 반영한 프로그램 개발, 신규 도서관 건립을 통한 복합문화공간 제공 등의 활성화 방안을 제시하였다.

Farm themed restaurants is an initiation by the Rural Development Administration (RDA) in order to perpetuate and develop Korean traditional food-culture. This food business model contributes to the increase of local food consumption and non-farm income for rural communities. Thus, the purpose of this study was to investigate the visitor's expectations, perception and satisfaction on the farm restaurant management type in order to assist activation of farm restaurants. Farm restaurants were categorized into two types; restaurant style and experience style. The majority of subjects(67.9%) were experiencing their first time to dine at farm restaurants. Regardless of farm restaurant style, the subjects perceived that farm restaurants use high quality food ingredients. The degree of subjects expectations prior to visiting a farm restaurant was estimated by 7 Likert scales. The results show that most subjects had high expectations for using good-quality food ingredients such as ‘fresh food (restaurant style 6.25, dietary education style 6.02)’ and ‘environment-friendly food (restaurant style 6.07, dietary education style 5.91)’. Overall satisfaction of the farm restaurants was also high. The satisfaction of food scored 4.1 and the satisfaction of experience program scored 3.8.

본 연구는 제주지역 마을공동체미디어 참여자들이 생산과정에서 경험하는 가치를 조망함으로써 마을공동체미디어의 특성을 파악하고자 했다. 이에, 본 연구는 제주지역 마을공동체미디어 참여자 12명의 심층인터뷰를 통해 마을공동체미디어의 생성과 생산과정, 이 과정 속에 투영되는 특정한 가치, 이들의 역할을 보다 활성화시키고, 지속가능한 운영을 위한 발전방안에 대해 주목했다. 분석 결과, 첫째로 제주지역 마을공동체미디어 생성에는 원주민이 아닌 이주민이 중심이 됐고, 지극히 개인적인 '재미'와 '열정', '보람' 등을 느끼고 있음을 알 수 있었다. 또한 마을공동체미디어에 접근하고 참여하는 것에 대해 완전한 개방체로서 존재하고 있었으며, 미디어 콘텐츠는 마을주민들의 일상적인 삶의 이야기와 기록으로 남겨지지 않은 마을 어르신들의 숨은 이야기들로 채워지고 있었다. 마을공동체미디어의 생산과정의 특징으로는 수평적 소통이 이뤄지며, 공동회의라는 형식을 거치지만 미디어 참여자 개인의 의견을 전적으로 반영하고 있었다. 둘째, 마을공동체미디어 참여자들이 생산과정에 적용하는 가치들을 살펴본 결과, 자발적인 참여에 따른 '소통의 연결고리'와 '소통의 확산체'로서 기능주의적 면에서 소통의 활성화를 통한 마을공동체의 복원을 중요한 가치로 여기고 있었다. 마지막으로, 제주지역 마을공동체미디어의 지속가능한 운영을 위한 과제와 발전방안에 대해 살펴본 결과, 마을주민의 적극적인 참여와 마을공동체미디어 공간 확보, 방송장비 부족과 자치단체의 예산 지원 등으로 요약할 수 있었다. 지속가능한 마을공동체미디어를 위해 자치단체의 안정적 활동을 위한 지원시스템 마련은 시급한 과제임을 다시 한 번 확인할 수 있었다.

이 연구는 전라북도 사례를 중심으로 문화예술단체와 문화예술인이 문화재단 설립에 반대하는 현상이 불거지는 이유를 지역사회권력구조의 정치과정에서 찾아보고, 공정성과 다원성의 측면에서 문화재단 설립 활성화 방안을 모색하는데 목적이 있다. 문화재단 설립과정에서 문화단체와 문화예술인이 제기하는 부정적 인식에는 공적 지원에 의존하는 지역문화시장의 이해관계 속에서 자신의 독점적 지위나 생계기반이 깨지고 향후 지원에서 소외될 수 있다는 우려가 깔려 있다. 전라북도에서 문화재단을 설립할 때 불거진 찬반논쟁은 문화재단의 독점에 따른 배제와 소외의 우려가 권력화, 옥상옥, 전문성 결여, 독립성 훼손, 사업소 전락 등의 공론화된 담론으로 표출되고 있음을 보여준다. 다수의 의사가 아닌 소수의 의사에 의해 정책이 결정되면 권력구조의 불균형과 함께 권력의 집중화가 초래될 수 있다. 기존의 독점적 지위를 가졌던 몇몇 단체에 지원이 집중되면서 나타난 불균형 문제가 문화재단 설립을 통하여 해소될 수 있다는 기대감이 크지만, 자칫 소수의 의사에 의하여 문화재단이 설립되고 운영되면 더 큰 불균형과 불평등이 나타날 수 있다. 문화재단 설립 방향에서 '공정성'과 '다원성'이 중요하게 고려되어야 하는 이유이다. 공정성은 사업 지원에 있어 사회적 자본이나 활동 분야에 상관없이 공정하게 진행될 것이라는 신뢰에 기반을 둔다. 이를 위하여 문화재단 임원 선정에 있어 무엇보다 공정성 확보에 집중하여야 한다. 다원성은 문화재단의 사업방향과 운영방식이 특정집단에 집중되어 행사되지 않고 다양한 집단에 분산되는 것을 말한다. 문화재단 운영 과정이 투명하고 분권적이고 참여적이어야 하며, 이를 토대로 다원적 이익이 실현될 수 있는 사업방향이 마련되어야 한다.
