Examining the Potentialities for Building Fisheries Cluster in Regional Level (지역별 수산업 클러스터 형성가능성 검토)

  • In recent, the Korean fisheries industry face an overall crisis. Annual fish catch is continuously decreasing for last two decades even though various programs to improve fish population. Moreover, domestic fish market is more and more occupied by imported cheap fish products from abroad due to the consequence of open economic policy, FTA and WTO/DDA entente. Under the circumstances, this study aims to examine the potential for building fisheries cluster as a policy tool to promote fisheries and fisheries-associated industries in Korea. To achieve this goal, the authors firstly reviewed the theoretical concept of Industrial Cluster in the evolutionary economics point of view, secondly, analyzed the main components of Porterian Cluster(or innovation cluster), thirdly, derived the key reasons to induce the improvement of productivity within the cluster network system and lastly evaluated fisheries capability and industrial infrastructures of each province as a basic condition to build a fisheries cluster. The result of the study demonstrates the voluntary accumulation of fish products and processing techniques in Korea, however, it is not enough to make up a Porterian innovation. Therefore, the present is most opportune for applying fisheries cluster as a strategic policy tool. Government supports to establish innovation cluster for fisheries may contribute both fisheries industry and local economy by developing the latent capacity of fisheries and helping concentrate innovation capabilities.

  • 지방분권과 행정혁신이 지금 이 시대에 주어진 국정과제라고 한다면 지방차지단체도 이를 거부하거나 배타적으로 대응할 수 없다. 따라서 지금부터라도 지방자치단체는 행정혁신의 과업을 착실히 준비해 가는 것이 필요하다. 이제 지방자치단체는 각 자치단체별로 여건과 특성을 반영할 수 있는 지방자치단체의 고유 혁신모델과 전략을 개발하여 단계별 혁신활동을 추진해야 한다. 이 연구는 지방행정혁신의 의미와 필요성 그리고 지방행정혁신의 수준진단의 필요성과 그 역할을 살펴보고 C도의 도정 행정혁신을 사례로 진단하여 그 결과를 분석하고 C도의 행정혁신의 개선방안을 제시하는데 있다.

Capacity Building Programs for Emerging Countries by the Korean Regional Innovation Model: Policy Analysis and Suggestions (한국형 지역혁신모델의 신흥국 전수사업 : 정책분석과 제안)

  • Recently, emerging countries have been paying attention to Korean economic development policy, trying to adopt the Korean regional innovation model. Korea is also interested in exporting its regional innovation model and enhancing economic cooperation with those countries. This paper aims to analyze the capacity-building programs of the Korean regional innovation model for emerging countries and suggests policies for it. For this purpose, the local innovators' participation patterns in the process of collaborative learning/networking/interaction are investigated with a focused group-interview method. From an analysis of the programs supported by Korean organizations, this study finds that the correlation coefficient between the training time of capacity building and the participation rate of local members' collaborative learning is very high (0.975). Since the correlation coefficient between the participation rates of collaborative learning and networking is relatively low (0.667), a policy to link local collaborative learning to networking should be provided. As the correlation coefficient between the participation rates of networking and interaction is high (0.950), networking is a key to regional innovation. This study recommends activity programs to promote networking among local innovators, rather than training and consulting programs. As introduced in the Chungnam Techno Park case, this study suggests that the capacity-building program should include programs to initiate a collaborative learning network, to create a local-demand, regional innovation model, and to operate the regional innovation platform, which should be done by local innovators in the emerging countries.

  • In this study, we examine the concept of social value which is the main philosophical foundation in government innovation pursued by Moon Jae-In government and analyze the case of government innovation which was promoted by specific local governments. The purpose of this study is to discuss the implications for the government innovation through the case study of local autonomous organizations. The studied local government is an institution that has received excellent evaluation of government innovation for the realization of social value by Ministry of Public Administration and Security. In this study, we conducted in-depth interviews with local governments and youths and examined the success factors of government innovation through active participation in community issues. First of all, institutional support such as ordinances is important for encouraging the participation of community members. It is also important for local governments to lead their own change and listen to their voices from a consumer perspective, not from a supplier perspective. In addition, significant importance of the incentive system that could induce continuous participation in community problems was found. In this way, it is possible to establish a continuous system to approach the problem of local community as consumer perspective, not supplier perspective, and solve the problem together.

  • In this study, we reviewed the main strategies and contents of the work style innovation promoted by the Moon Jae-in government, and analyzed the contents and success factors of the work innovation based on the case of a specific local government. In particular, this study analyzes the case of innovation in the way of working through simplification of work, and the local governments, which were the subject of the study, received excellent evaluation in the government innovation evaluation of the Ministry of Public Administration and Security in 2019. In this study, we conducted in-depth interviews with employees of local governments to examine the problems, achievements, and success factors related to business simplification. First, it was found that it is very important to form consensus so that the members of the organization can participate in the change in order to simplify the task. Second, incentives, such as HR, were needed to induce active participation of members in the innovation project called Simplification of Work. Third, in order to induce and support organizational change, it was found that the interest and support of middle managers and directors were the most important factors. The results of this study will help to prepare the policy for innovation in the public sector's working style.

Improve the Quality of Public Medical Centers for the Static, Dynamic Efficiency Analysis (공공의료기관의 품질향상을 위한 정태적.동태적 분석)

  • The purpose of this study is to analysis relative efficiency and efficiency in process of time. Thus we use panel data of 34 local public medical centers between 2003 and 2005 to use DEA and Malmquist analysis. The result of our this study is as flow; first, The results of static efficiency of 34 local public medical centers show 10 CCR model and 23 BCC model which is difference of efficiency by economic of scale. Second, a cause of increased efficiency is not only change of technology but also change of efficiency to management system index show between 2003 and 2005 by Malmquist analysis and contracting-out is higher than direct management between 2004 and 2005. That means efficiency of local public medical centers is their own effort and innovation not government subsidies.

Adoption of RFID Household-based Waste Charging System in Gangnam and Seocho in Seoul:Based on Technology Hype Curve Model

  • Despite their various similarities, Seoul's' Gangnam and Seocho districts showed different patterns in the adoption of the RFID household-based waste charging system. Gangnam, one of the 25 wealthiest districts in Seoul, first adopted the RFID system in 2012, but decided abandon it a year later due to inconvenience, sanitation, budget limitations, and management related issues. Unlike Gangnam, Seocho, a largely similar district to Gangnam, started to implement the RFID system in 2015 and successfully adopted this innovation. In this paper, we explain the adoption behaviors of these two districts using a Technology Hype Curve Model with 5 stages. Unlike traditional technology adoption theory, the Hype Curve Model concentrates on the big chasm between early majorities and late majorities, which is a core reason for discontinuity in innovation diffusion. Based on our case study result, the early majority easily gave up adoption due to immature technological and institutional infrastructure. However, Seocho district, who waited until the deficiencies had been sufficiently fixed since late majorities, succeeded at incremental diffusion. Since its invention by Gartner cooperation, the Hype Curve Model has not received enough attention in academia. This paper demonstrates its explanatory power for innovation diffusion. Similarly, this paper focuses on the importance of institutional framework in the diffusion of innovation. Lastly, we compare the behavior of two local governments in supporting and diffusing RFID systems to draw relevant policy implications for innovation diffusion.

A Study on the Organization Design of Regional Innovation Councils for Establishing Strategic Regional Innovation Systems: Based on Kang-Won Province Case (전략적 지역혁신체재 구축을 위한 지역혁신협의회 조직에 관한 연구 - 강원도 사례를 중심으로)

  • In 2004, in order to create core competences and major growth drivers for endogenous regional developments, the Korean government adopted the policies for establishing regional innovation systems, The main organization for the policies is the regional innovation council which is composed of diverse groups of scholars, professionals, and government officials. The regional innovation council of Kang-won Province consists of a couple of sub-divisions such as Operation Committee, Administration Office, Planning and Moderation Department, Strategic Industry Department, Culture and Tourism Industry Department, Regional Industry Department, and Regional Human Resource Development Department. The primary roles and jobs are planning, reviewing, evaluating and finalizing regional innovation policies. However, because of conflicts with local government, insufficient budget problems, organization structure problems, and decision making process problems, the regional innovation councils could not perform their original roles and functions. They could not adopt radical or non-traditional strategies. Although it's failure, a lot of people recognize the importance of regional innovation councils' roles and functions, I believe there would be another regional innovation councils coming continuously which would be take more important roles and have more power over budgeting problems. The purpose of this article is to identify the primary sources of strategies and organization structure problems of the previous regional innovation councils and to provide a couple of answers. In this paper, the author primarily analyze the problems of the Kang-won innovation council. A couple of answers to the desirable organization structures and the desirable roles of regional innovation councils will be presented for discussion.
