국내 산업재해집중수준 확인을 위한 지표분석 (Index Analysis Approach to Identifying Accident Concentration Level of Korean Industries)

  • For monitoring the status of industrial accidents, many statistical indexes have been developed and applied such as fatal rate, frequency rate, and severity rate. These accident indexes are measured by frequency and loss time according to the accidents in the individual industry level. However, it is less considered to use the index of identifying the industrial concentration of accidents in the holistic view. Thus, this study aims to suggest the accident concentration level among domestic industries through index analysis. The concentration level of industrial accidents is calculated by the accident composition of sub-industries. This concentration level shows whether an industry is comprised of a few sub-industries generating more accidents or an industry consists of sub-industries having the similar number of accidents. To this end, the concentration rate (CR) and concentration index (CI) are proposed to take a look at the industry composition of accidents by embracing the concept of market concentration indexes such as Hirschman-Herfindahl Index. As for the case study, four industries of mining, manufacturing, transportation, and other business (usually service) are analyzed in terms of indexes of accident rate, death(fatality) rate, and CR and CI of accident and death. Finally, we illustrate the positioning map that the accident concentration level is compared with the traditional accident frequency level among industries.

Exposure Assessment Suggests Exposure to Lung Cancer Carcinogens in a Painter Working in an Automobile Bumper Shop

  • A 46-year-old man who had worked as a bumper spray painter in an automobile body shop for 15 years developed lung cancer. The patient was a nonsmoker with no family history of lung cancer. To determine whether the cancer was related to his work environment, we assessed the level of exposure to carcinogens during spray painting, sanding, and heat treatment. The results showed that spray painting with yellow paint increased the concentration of hexavalent chromium in the air to as much as $118.33{\mu}g/m^3$. Analysis of the paint bulk materials showed that hexavalent chromium was mostly found in the form of lead chromate. Interestingly, strontium chromate was also detected, and the concentration of strontium chromate increased in line with the brightness of the yellow color. Some paints contained about 1% crystalline silica in the form of quartz.

  • 대부분의 공급망 계획에서 사용되는 각 계획 기간 내의 예측수요는 확정적인 것으로 간주한다. 그러나 현실에서 주어진 계획 기간 내의 수요 예측값은 확률적으로 분포를 따르는 것이 일반적이다. 본 연구는 기존의 안전재고를 통한 서비스 수준을 관리하는 방법을 대신하여 고객 수요의 분포내의 특정한 값을 수요 예측값으로 사용하는 수요선택 방법에 대해 다룬다. 수요 분위수와 계층 재고의 개념을 활용하여 서비스 수준 제약이 존재하는 시리얼 재고시스템을 대상으로 비교적 간단하지만 효과적인 수요선택을 위한 휴리스틱 알고리듬을 제안한다. 시뮬레이션을 활용한 비교 실험을 통해 제안된 알고리듬이 최적해와 유사한 매우 정확한 결과를 보임을 입증하였다.

  • 우정사업은 우편, 예금, 보험 등 국민에게 공공 서비스를 제공하며 특히 우편업의 작업환경은 여전히 노동집약적으로 육체적 강도가 매우 높다. 우편 소통 현장에서는 상해사고 및 근골격계 질환 위험, 집배업무 직원의 경우는 이륜차 운행에 따른 교통사고 위험에 노출되어 있다. 이에 우정사업본부는 현장의 유해·위험요인을 개선하고자 안전보건 활동을 강화해 왔으며 지속적인 안전문화 확산 활동을 추진하고 있다. 하지만 이러한 활동이 소속기관 현장에 적용되었을 때 작동성 여부를 파악하기 어렵고, 안전사고 예방에 얼마나 효과적이었는지 객관적인 평가체계가 부족해 현재의 안전보건 수준과 사업장 안전보건에 관한 문제점을 파악할 수 없는 취약점을 가지고 있다. 이에 본 연구에서 우리는 공영우편업에 대한 안전수준을 효율적이고 객관적으로 평가할 수 있도록 우정사업에 적합한 평가체계 및 기준, 평가지표를 제안하기 위한 기초자료를 마련하고자 하였다. 즉, 공영우편업 특성을 분석하고 고려한 평가 지표개발의 근거를 마련하고자 하였으며 이를 통해 실효성 있는 수준 평가가 수행되고 기관별 안전보건관리의 문제점을 파악할 수 있을 것이다.

소방공무원 근무환경에 대한 안전보건 의식 연구 (A Study on the Safety and Health Consciousness for the Working Environment of Fire Fighter)

  • Fire fighter are exposed to the situations which are hard to predict due to continuous and accidental changes which hinder their fire fighting activity. As these threats of safety accident act as fear factors, they are doing insecure fire fighting activities. Therefore, as unclear and abnormal risks of working environment such as the riskiness of expansion of disaster, instability, obstacles of activities, abnormality, urgency, etc. increase, safety accidents are caused. This study analyzes the actual condition of safety and health and awareness of fire fighter who are exposed safety accidents during their fire fighting activities and utilize such result as the basis data to secure safety of fire fighter, keep efficient safety control and prevent accidents. The results of analysis are as follows. As rescue works among all fire-fighting works shows the highest emotional stabilization and the highest post-traumatic stress disorder is shown in fire sergeant level positions, and fire fighters whose working period is 10-15 years, reinforcing safety training to long-term workers is necessary. As the result of survey regarding safety awareness, the highest awareness level was shown in fire sergeant level positions, and fire fighters whose working period is over 20 years, and when it comes to operation of fire fighting equipments, fire-fighting workers and workers having 1-4 years of working period showed high safety awareness. The more serious injury in a fire fighter experienced as the first injury after working as a fire-fighter, the more cause-and-effect relationship was shown between personal physical condition and work, and it is shown as obstacles of fire fighting activities and affects to post-traumatic stress disorder. Moreover, as after-work off duty activities also affect to official disaster, systematic improvement of working environment is required. Occupational medical work compatibility evaluation considering the distinct characteristics of works to secure fire-fighter' health care together with fire-fighting capability is shown to be necessary.

서울지역 초등학교와 중학교 급식 종사자들의 위생관리 및 위생교육 실태 평가 (The Sanitary Performance and Sanitary Education of Elementary and Middle School Food Service Employees in the Seoul Area)

  • This study was conducted to evaluate the sanitary performance and education of elementary and middle school food service employees, by administering questionnaires to 358 elementary school food service employees and 171 middle school food service employees in Seoul. The collected data were subjected to descriptive analysis and $X^2$ tests using the SPSS package program. On the questionnaire, items pertaining to personal hygiene, ingredient control, process control, safety management, and sanitation education were used to measure sanitary performance, with a maximum possible rating of 5 per each category. The results can be summarized as follows. Elementary school food service employees' had the following sanitary performances scores: personal hygiene(4.75), ingredient control(4.82), process control(4.73), safety management(4.69) and sanitation education(4.29). Middle school food service employees' had the following performance ratings: personal hygiene(4.62), ingredient control(4.71), process control(4.71), safety management(4.61) and sanitation education(4.05). In the elementary school employees, 59.8% received regular sanitation education once per month, while 67.3% of middle school employees received regular sanitation education more than once per month. At the elementary schools, food service sanitation education was conducted verbally(39.4%), while middle school sanitation education was principally carried out through the distribution of leaflets(41.5%). The average effectiveness scores for food service verbal education were 2.97 out of a possible 5 at the elementary schools and 2.94 out of 5 at the middle schools. In both elementary and middle schools, the majority of the employees attributed the low level of sanitation knowledge in food service to a lack of facilities and equipment.

Multilevel modeling of diametral creep in pressure tubes of Korean CANDU units

  • In this work, we applied a multilevel modeling technique to estimate the diametral creep in the pressure tubes of Korean Canada Deuterium Uranium (CANDU) units. Data accumulated from in-service inspections were used to develop the model. To confirm the strength of the multilevel models, a 2-level multilevel model considering the relationship between channels for a CANDU unit was compared with existing linear models. The multilevel model exhibited a very robust prediction accuracy compared to the linear models with different data pooling methods. A 3-level multilevel model, which considered individual bundles, channels, and units, was also implemented. The influence of the channel installation direction was incorporated into the three-stage multilevel model. For channels that were previously measured, the developed 3-level multilevel model exhibited a very good predictive power, and the prediction interval was very narrow. However, for channels that had never been measured before, the prediction interval widened considerably. This model can be sufficiently improved by the accumulation of more data and can be applied to other CANDU units.

항공서비스전공 대학생의 항공안전 인식이 전공인식, 전공몰입, 취업효능감에 미치는 영향에 관한 연구 (A Study on the Effects of Aviation Safety Perception among College Students Majoring in Aviation Service on Major Recognition, Major Commitment, and Employment Efficacy )

  • In recent years, the competition for employment among college students has become more intense. It is also the time when strong personal beliefs and will to develop careers are required for successful employment through stable major study. Therefore, in this study, we tried to find out the effect on major attitude and employment efficacy according to the level of aviation safety perception, which is an important issue in the aviation industry. For analysis, survey is conducted targeting college students majoring in aviation service who are enrolled in universities in the metropolitan area and Chungcheong area. To verify the hypotheses of the study, demographic characteristics are identified based on questionnaires, reliability and validity of measurement items are verified, and structural equation model analysis is performed to verify the hypotheses. The analysis results are as follows. First, it is found that safety knowledge and safety consciousness, which are sub-factors of aviation safety perception of college students majoring in aviation service, have a positive (+) effect on subject recognition, learning process recognition, and career recognition of major recognition. Second, subject recognition, learning process recognition, and career recognition, which are sub-factors of major recognition, are found to have a positive effect on major commitment. Third, it is found that major commitment have a positive (+) effect on employment efficacy. Based on the research results, practical support plans and strategies for effective major study and successful employment are presented.

무신호 교차로의 안전 -서비스 수준 측정에 관한 연구- (DEVELOPMENT OF SAFETY-BASED LEVEL-OF-SERVICE PARAMETERS FOR TWO-WAY STOP-CONTROLLED INTERSECTIONS)

  • Current methods for evaluating unsignalized intersections, and estimating level-of-service (LOS) is determined from efficiency-based criteria such as little or no delay to very long delays. At present, similar procedures to evaluate intersections using safety-based criteria do not exist. The improvement of sight distances at intersections is the most effective way of improving intersection safety. However, a set of procedures is necessary to account for the limitations in current methodology. Such an approach would build upon such methods, but also account for: deficiencies in the current deterministic solution for the determination of intersection sight distances; opportunity for an accident and severity of an accident; and cost-effectiveness of attaining various levels of sight distances. In this research, a model that estimates the degree of safety at two-way stop-controlled intersections is described. Only crossing maneuvers are considered in this study because accidents caused by the crossing maneuvers are the dominate type among intersection accidents. Monte Carlo methods are used to estimate the hazard at an intersection as a function of roadway features and traffic conditions. Driver`s minimum gap acceptance in the crossing vehicles and headway distribution on the major road are used in the crossing vehicles and headway distribution on the major road are used in the model to simulate the real intersectional maneuvers. Other random variables addressed in the model are: traffic speeds; preception-reaction times of both drivers in the crossing vehicles and drivers in oncoming vehicles on the major road; and vehicles on the major roads. The developed model produces the total number of conflicts per year per vehicle and total potential kinetic energy per year per vehicle dissipated during conflicts as measurements of safety at intersections. Based on the results from the developed simulation model, desirable sight distances for various speeds were determined as 350 feet, 450 feet and 550 feet for 40 mph, 50 mph and 60 mph prevailing speed on the major road, respectively. These values are seven to eight percent less than those values recommended by AASHTO. A safety based level-of-service (LOS) is also developed using the results of the simulation model. When the total number of conflicts per vehicle is less than 0.05 at an intersection, the LOS of the intersection is `A' and when the total number of conflicts per vehicle is larger than 0.25 at an intersection, the LOS is `F'. Similarly, when the total hazard per vehicle is less than 350, 000 1b-ft2/sec2, the LOS is `F'. Once evaluation of the current safety at the intersection is complete, a sensitivity analysis can be done by changing one or more input parameters. This will estimate the benefit in terms of time and budget of hazard reduction based upon improving geometric and traffic characteristics at the intersection. This method will also enable traffic engineers in local governments to generate a priority list of intersection improvement projects.
