A Study on the Importance of Improvement Measures for the Revitalization of Urban Regeneration Projects in General Neighborhood in Pyeongtaek City (평택시 일반근린형 도시재생사업 활성화를 위한 개선방안의 중요도에 관한 연구)

  • Based on the challenges encountered in the urban regeneration projects (general neighborhood-type) of Anjung District and Sinjang District in Pyeongtaek City, this study aims to explore the key factors of improvement measures for urban regeneration projects. Using the first survey conducted among shopping mall owners, employees, and residents, this study finds a significant level of awareness and very strong needs for urban regeneration projects. On the other hand, the overall satisfaction levels are observed to be low across the three factors: social, economic, and cultural. The second expert survey and the subsequent Analytic Hierarchy Process (AHP) analysis conducted for improvement measures reveal notable discrepancies in the prioritization of factors between administrative experts and practical experts. For the importance of administrative experts, the establishment of network-type regional governance was ranked first for the importance, followed by hosting events related to the U.S. military and long-term pre-market operations, and expanding exchange and cooperation between the U.S. Forces Korea and the community. For the importance of working-level experts, hosting U.S. military-related events and long-term pre-market operations was ranked first, while supporting U.S. military-related festivals and developing local natural landscape resources was ranked second. Our findings suggest the need for proactive measures such as attracting commercial facilities to stimulate demand from both the U.S. military and local residents, thereby revitalizing general neighborhood-type urban regeneration projects, developing programs for local tourism, and operating pre-market operations in the long run. Therefore, this study highlights the importance of regional government cooperation for urban regeneration projects.

Evolution of Relationship Marketing in the New Reality: Focused on the Pervasiveness of Digital New Media and the Enlargement of Customer Participation (21세기 새로운 현실에서 Relationship Marketing의 진화: 디지털 뉴미디어 환경의 보편화와 고객 참여의 고도화를 중심으로)

  • After relationship marketing emerged as a new approach in the marketing field in the 1980s, it has been widely studied in the United States, Europe and Asia. Rapid environmental changes and global competition has made it inevitable for companies to consider their relationships with the environment more closely. Under these circumstances, relationship marketing has held a position as a pivotal paradigm in the field of strategy as well as in marketing. In addition, relationship marketing has overcome the limitations of a traditional marketing research while providing richer implications in company's marketing activities. The paradigm shift to relationship marketing has brought fundamental changes in a marketing point of view. First, in philosophical aspects, unlike past research which focused solely on customer satisfaction, organizational relationship parameters which focuses on trust and commitment has become key elements of successful relationship marketing while shifts in thoughts naturally take place from adaptive marketing to strategic marketing. Second, in structural aspects, the relational mechanism of governance such as network structure with a variety of relational partners has emerged as a new marketing organization from the previous simple structure focusing on the micro-economic, marketbased trading between seller and customer. Third, in behavioral aspects, it proposed the strategic course of the action of gaining an advantage over the competition on the individual firm level by focusing on building long-term relationships and considering partnership with the components in the entire marketing system, rather than with one-time transaction-centric action between a seller and a customer. Fourth, in the aspects of marketing performance, marketing performance was sought through the long-term and cooperative relationship with various stakeholders, including customers in the marketing system, focusing on the overall competitive advantage based on relationship rather than individual performance of individual companies' marketing activities, such as market share and customer satisfaction. However, studies of relationship marketing were mostly centered in interorganizational relationships focusing on the relational structure and properties of commercial sector in the marketing system. Paradoxically, the circumstance of the consumer's side that must be considered is evolving again in relationship marketing. In structural aspects, a community, as the new relationship governance structure in the digital environment, and in behavioral aspects, the changing role of consumer participation demanding big changes in the digital environment engaged in the marketing system. The possibility of building a relationship marketing community for common value creation is presented in terms of organization of consumers with the focus on changing marketing environment and marketing system according to the new realities of the 21st century- the popularity of digital environments and the diffusion of customer participation. Therefore, future research of relationship marketing must seek for a truly integrated model including all of the existing structure and properties of the research oriented relationship from both the commercial and consumer sector.

A Study for Activation Measure of Climate Change Mitigation Movement - A Case Study of Green Start Movement - (기후변화 완화 활동 활성화 방안에 관한 연구 - 그린스타트 운동을 중심으로 -)

  • The 'Green Start Movement' is a practical movement of green living to efficiently reduce the greenhouse gases originating from non-industrial fields such as household, commerce, transportation, etc. for the 'materialization of a low carbon society through green growth (Low Carbon, Green Korea)'. When the new government took office, following the Lee Myeongbak Administration that had presented 'Low Carbon, Green Growth' as a national vision, it was required to set up the direction of the practical movement of green life to respond to climate change persistently and stably as well as to evaluate the performance of the green start movement over the past 5 years. A questionnaire survey was administered to a total of 265 persons including public servants, members of environmental and non-environmental NGOs, participants of the green start movement and professionals. In the results of the questionnaire survey, many opinions have indicated that the awareness of the green start movement is increasing and the green start movement has had a positive impact on individual behavior and group behavior in terms of green living. The result shows, however, that the environmental NGOs don't cooperate sufficiently to create a 'green living' effect on a national scale. Action needs to be taken on the community level in order to generate a culture of environmental responsibility. The national administration office of the Green Start Movement Network should play the leading role between the government and environmental NGOs. The Green Start National Network should have greater autonomy and governance of the network needs to be restructured in order to work effectively. Also the Green Start Movement should identify specific local characteristics to support activities that reduce greenhouse gas emissions. Best practices can be shared to reduce greenhouse gas emissions by a substantial amount.

A Study on Institutional Reliability of Open Record Information in the Information Disclosure System (정보공개제도에서 공개 기록정보의 제도적 신뢰성에 관한 연구)

  • There have been numerous steps of growth in policy system since the legal systemization through the enactment of Information Disclosure of public institution Act in 1996 and Records Management of public institution Act in 1999 as well as infrastructure advancement led by government bodies, but it still shows insufficiency in some aspects of information disclosure system and records management. In particular, the issue of reliability on record information disclosed through information disclosure system is raised, and institutional base through the legal and technical devices to ensure the reliability are not well prepared. Government has attempted to enact laws and regulations to guarantee the public right to know through information disclosure and records management at government level, and establish the national system in a way that advances the infrastructure for encouraging the participation in state affairs and utilization of national record information resources. There are limitations that it lacks internal stability and overlooks the impact and significance of record information itself by focusing upon system expansion and disclosing information quantatively. Numerous record information disclosed tends to be falsified, forged, extracted or manufactured by information disclosure staffs, or provided in a form other than official document or draft. In addition, the disclosure or non-disclosure decisions without consistency and criteria due to lack of information disclosure staff or titular supervising authority, which is likely to lead to societal confusion. There are also frequent cases where the reliability is damaged due to voluntary decision, false response or non response depending upon request agents for information disclosure. In other cases, vague request by information disclosure applicant or civil complaint form request are likely to hinder the reliability of record information. Thus it is essential to ensure the reliability of record information by establishing and amending relevant laws and regulations, systemic improvement through organizational and staff expertise advancement, supplementing the information disclosure system and process, and changing the social perception on information disclosure. That is, reliable record information is expected to contribute to genuine governance form administration as well as accountability of government bodies and public organizations. In conclusion, there are needed numerous attempts to ensure the reliability of record information to be disclosure in the future beyond previous trials of perceiving record information as records systematically and focusing upon disclosing more information and external development of system.

Balancing Water Supply Reliability, Flood Hazard Mitigation and Environmental Resilience in Large River Systems

  • Many of the world's large ecosystems are severely stressed due to population growth, water quality and quantity problems, vulnerability to flood and drought, and the loss of native species and cultural resources. Consequences of climate change further increase uncertainties about the future. These major societal challenges must be addressed through innovations in governance, policy, and ways of implementing management strategies. Science and engineering play a critical role in helping define possible alternative futures that could be achieved and the possible consequences to economic development, quality of life, and sustainability of ecosystem services. Science has advanced rapidly during the past decade with the emergence of science communities coalescing around 'Grand Challenges' and the maturation of how these communities function has resulted in large interdisciplinary research networks. An example is the River Experiment Center of KICT that engages researchers from throughout Korea and the world. This trend has been complemented by major advances in sensor technologies and data synthesis to accelerate knowledge discovery. These factors combine to allow scientific debate to occur in a more open and transparent manner. The availability of information and improved communication of scientific and engineering issues is raising the level of dialogue at the science-policy interface. However, severe challenges persist since scientific discovery does not occur on the same timeframe as management actions, policy decisions or at the pace sometimes expected by elected officials. Common challenges include the need to make decisions in the face of considerable uncertainty, ensuring research results are actionable and preventing science being used by special interests to delay or obsfucate decisions. These challenges are explored in the context of examples from the United States, including the California Bay-Delta system. California transfers water from the wetter northern part of the state to the drier southern part of the state through the Central Valley Project since 1940 and this was supplemented by the State Water Project in 1973. The scale of these activities is remarkable: approximately two thirds of the population of Californians rely on water from the Delta, these waters also irrigate up to 45% of the fruits & vegetables produced in the US, and about 80% of California's commercial fishery species live in or migrate through the Bay-Delta. This Delta region is a global hotspot for biodiversity that provides habitat for over 700 species, but is also a hotspot for the loss of biodiversity with more than 25 species currently listed by the Endangered Species Act. Understanding the decline of the fragile ecosystem of the Bay-Delta system and the potential consequences to economic growth if water transfers are reduced for the environment, the California State Legislature passed landmark legislation in 2009 (CA Water Code SS 85054) that established "Coequal goals of providing a more reliable water supply for California and protecting, restoring, and enhancing the Delta ecosystem". The legislation also stated that "The coequal goals shall be achieved in a manner that protects and enhances the unique cultural, recreational, natural resource, and agricultural values of the Delta as an evolving place." The challenges of integrating policy, management and scientific research will be described through this and other international examples.

Villagers' Participation in Conservation of Village Woodlands -Two cases of Namwon City, Korea (마을숲 보전 사업에 대한 마을 주민의 참여가능성 -남원시 2개 마을의 경우)

  • This study aims to analyze factors affecting villagers' participation in conservation of village woodlands. We postulated that socio-economic characteristics such as gender, age, place of birth, wealth level, frequency of use and leader experience could contribute to decision-making of participation in the village woodland conservation. Data were collected by interviewing 52 villagers in village A and 41 villagers in village B and were used to estimate the probability function of villager's participation in village woodland conservation using ordered logit model. The results indicate that frequent use of village woodlands increases the probability of villagers' participation in conservation of village woodlands in the case of village A. In the case of village B, people who were born in the village and have experiences of serving the village as a village leader are more likely to participate in the village woodland conservation activities. Considering the fact that the village woodland of village A is owned by the community as a village common, and that cultural activities remain in the village woodland of village A, the utility of village woodlands to the residents and their common understanding of village woodlands seem to influence the likelihood of villagers' participation in conservation of village woodlands. In order to induce villagers' participation in the village woodland conservation, it is necessary to recognize the right of villager's access and provide villagers with common understanding of village woodlands through cultural activities and education programs.

  • This study is for the collection and analysis of historical records on forest culture. It aims to satisfy the people's needs for forest culture by collecting and analyzing forest-related materials described in the law codes of the Joseon Dynasty to grasp the general matters of the forest culture at that time. From the provisions related to forests in the law codes of the Joseon Dynasty (Gyeongguk Daejeon, Sokdaejeon, Daejeon Tongpyeon and Daejeonhoetong), it was possible to gain insights into the process of changes in forest administration and policies, and changes in forest landscape, etc. Analysis of the Gyeongguk Daejeon revealed the following facts; at that time, special tree species or trees produced only in specific regions were managed separately; and there was a lot of attention paid to manage the landscape of specific areas; for reserved forest management regulations, beyond the level of logging bans, attention was paid not only to planting and cultivation, but also to landscape creation. In addition, it was found that private ownership of forests was generally forbidden, however, the ownership of a certain range of forests around the tombs was recognized for funeral rites.

A Study on the Sustainability of New SMEs through the Analysis of Altman Z-Score: Focusing on New and Renewable Energy Industry in Korea (알트만 Z-스코어를 이용한 신생 중소기업의 지속가능성 분석: 신재생에너지산업을 중심으로)

  • The purpose of this study is to get a whole picture of financial conditions of the new and renewable energy sector which have been growing rapidly and predict bankruptcy risk quantitatively. There have been many researches on the methodologies for company failure prediction, such as financial ratios as predictors of failure, analysis of corporate governance, risk factors and survival analysis, and others. The research method for this study is Altman Z-score which has been widely used in the world. Data Set was composed of 121 companies with financial statements from KIS-Value. Covering period for the analysis of the data set is from the year 2006 to 2011. As a result of this study, we found that 38 percent of the data set belongs to "Distress" Zone (on alert) while 38% (on watch), summed into 76%, whose level could be interpreted to doubt about the sustainability. The average of the SMEs in wind energy sector was worse than that of SMEs in solar energy sector. And the average of the SMEs in the "Distress" Zone (on alert) was worse than that of the companies of large group in the "Distress" Zone (on alert). In conclusion, Altman Z-score was well proved to be effective for New & Renewable Energy Industry in Korea as a result of this study. The importance of this study lies on the result to demonstrate empirically that the majority of solar and wind enterprises are facing the risk of bankruptcy. And it is also meaningful to have studied the relationship between SMEs and large companies in addition to advancing research on new start-up companies.

A Study on the Improvement of Legislation on Management of Compound Coastal Disasters (해안가 복합재해 관리를 위한 법률 현황 및 개선방향)

  • Compound coastal disasters are a type of natural disaster featuring both internal and external flooding due to rises in sea-level, torrential rains, typhoons, and tsunamis. The, incidence and scale of damage from such disasters is increasing. This aim of this study was to review the current laws and systems managing the phenomenon of the coastal complex disaster, and to derive recommendations for improvements to manage and prevent them. In this study, the Framework Act on the Management of Disasters and Safety, the Countermeasures against Natural Disasters Act, the National Land Planning and Utilization Act, the Coast Management Act, the River Act, and the Sewerage Act were reviewed, with focus on the district-zoning system designated by ministries for the management of natural disasters along the coast. Through a comparison of the purpose and nature of the laws, spatial scope, and management resources, it was judged that it would be desirable to comprehensively manage compound coastal disasters based on the Countermeasures Against Natural Disasters Act. In order to overcome the limitations of the current system and to derive specific measures to improve laws and systems, a questionnaire survey on detailed factors was conducted targeting experts in natural disaster management. The results indicated that it is necessary to improve the current system or introduce a new system for the management of coastal complex disasters, with integrated management of land and sea areas through the installation and operation of integrated decision-making governance by related ministries such as MOIS, MOLIT, MOF, and ME.

The Analysis of Content Regulation on Social Network Service(SNS): Focusing on the Problem of Legal and Administrative Regulation (표현매체로서 SNS(Social Network Service)에 대한 내용규제의 문제점 분석: 법률적.행정적 규제를 중심으로)

  • Social Network Service(SNS), which are an emerging form of political architecture, have been a political means to promote civic engagement and shape pubic opinions on social issues. Along with the influence of SNSs, the governmental control on the dissemination of information over SNSs has increased more and more. It would be ideal if the autonomous governance regulates SNSs which facilitate the networks of the dispersed people. It is the fact, though, that compulsory regulations under which the government controls impose policy and legal restrictions on political expressions. The current study addresses expressive and participatory nature embedded in technological characteristics of SNSs and discusses the problems of content regulations of political expression over SNSs. First of all, it is analyzed that light touch regulation or light touch monitoring should be applied to regulating content on SNSs, particularly political expressions. Constitutional Court proclaimed that legal restrictions on the Internet could infringe basic rights of the people and thus under unambiguous standards, the Doctrine of Clear and Present Danger should be applied to its content. Second, it is found that clarifying the definition of illegality in the application of legal restrictions is necessary to minimize the excessive misleading. Third, it is required that Korea Communications Standards Commission under the government control needs to change in determining the scope of illegal information. In a domestic level, there needs to be safeguards for the protection of the self-regulatory organization such as KISO to guarantee voluntary and autonomous regulatory practices.
