  • 비영리기관이 직면한 도전은 영리기업이 직면한 도전과 상당히 일치한다. 영리기업들은 경쟁증가, 비용증가 다양한 도전사항에 직면하고 있으며, 이러한 도전사항으로 부터 올바른 길로 이끌어 줄 도구로 BSC를 채택하고 있다. 비영리기관은 동일한 도전에 직면했을 때 BSC로부터 얻는 이점이 영리기관과 동일하거나 더 크지 않는 한 이를 채택하려고 하지 않을 것이다. 우리는 이 논문에서 BSC가 크고 작은 연구기관 공공기관과 비영리기관 모두에 성공적으로 적용 가능하고 생각하였고, 그래서 먼저 'BSC가 왜 중요한가?'에 대하여 알아보고, '비영리기관의 BSC는 영리기관의 BSC 접근법과 유사하지 않은가?' 생각해보고 연구기관의 프로젝트 전개에 적합한 BSC를 전개하고자 한다.

Effective Classification Framework Design and Implementation for Rural Regional Information using Principal Component Analysis and Cluster Analysis (주성분 분석 및 군집분석을 이용한 지역정보 유형화 프레임워크의 설계와 구현)

  • For planning and developing rural regions, it is very important to understand and utilize regional characteristics including social, demographic, and economic aspects. The purpose of this study is to find effective analysis techniques and provide a procedure design for mining regional characteristics in South Korea through reviewing and analyzing 41 related studies. The engaged research methods can be classified into five categories (PCA+CA, PCA, CA, GIS, and PCA+GIS) with the combination of three methodologies: principal component analysis (PCA), cluster analysis (CA), and geographical information system (GIS). The combination of PCA and CA occupied about 40 % of research methods used in related studies. The analysis tool of Korean Rural Information Supporting System (KRISS) is designed based on the outcomes of this study and applied to classify the regional capacity of agriculture using agricultural census data (2000) for evaluating its applicability.

Proficiency Test for Anions and Metal Ions in Aqueous Solution (수용액중 음이온 및 금속에 대한 숙련도 시험)

  • This paper summerizes the results of the first proficiency testing program for achieving the analytical quality assurance of anions and metal ions in air borne particles in Korea. This program covered the chemical testing of anions(Cl-, NO3-, SO42-) and metals(Fe, Pb, Zn) in qeueous solution. The exercies was conducted by the Measurement & Analysis Committee of Korean Society for Atmospheric Environment(KOSAE). Pilot lab. was Division of Chemical Metrology and Materais Evaluation in Korea Research Institute of Standards and Science(KRISS). A total of 11 laboratories participated in the program. Two samples of 100mL in low density polyehylene bottles were supplied to participating laboratories. The proficiency testing results were interpreted by two graphical methods, Youden polt and x-Charts(control chart).

  • 자성체 코어의 비선형 특성을 이용하여 DC와 AC 전류를 측정하는 Zero-Flux Current Transformer는 정밀 전류 측정용으로 많이 연구되고 있다. Zero-Flux Current Transformer는 DC 대전류 측정에 합당하며 저 전류 측정에 사용될 경우 소모전류, 안정되고 첨예한 필터 제작, magnetic modulator에 의한 zero point drift, 자화 전류가 비대칭일 때 출력 등과 같은 문제가 해결되어야 한다. 그리고 상용으로 사용하기 위하여 Hand-Held Type으로 제작되어야하며 동작시의 소모전류가 작고 정확도가 우수하여야 한다. 본 연구에서는 자화 전류가 비대칭일 때 출력을 zero로 만들기 위하여 사용하는 필터와 복잡한 회로로 구성된 magnetic modulator 부분을 여러개의 peak detector를 사용하여 AC와 DC를 측정하는 클램프미터를 개발하였으며 그 특성에 대한 내용을 기술하였다.

  • This paper describes a CCM key comparison of low absolute-pressure standards at seven National Measurement Institutes that was carried out during the period March 1998 to September 1999 in order to determine their degrees of equivalence at pressures in the range 1 Pa to 1000 Pa. The Korea Research Institutes of Standards and Science(KRISS) participated from 10 Pa to 1000 Pa pressure range in 1999. The primary standards, which represent two principal measurement methods, included five liquid-column manometers and four static expansion systems. The transfer standard package consisted of four high-precision pressure transducers, two capacitance diaphragm gauges to provide high resolution at low pressures, and two resonant silicon gauges to provide the required calibration stability.

International Time Comparison by TWSTFT and GPS at KRISS

  • In this paper, time comparison is performed with standardization institution in Japan using a Two-Way Satellite Time and Frequency Transfer (TWSTFT) technique as one of the methods for high precision time comparison. To analyze the performance of time comparison in the TWSTFT method, time comparison results via the Global Positioning System (GPS) code and carrier wave are analyzed. Through the time comparison performance, frequency stability is analyzed using modified Allan deviation and by this result, characteristics of time comparison of the TWSTFT that is utilized in international time comparison are presented.

  • The device characteristics and the interface electronic structures of organic light-emitting devices based on /tris-(8-hydroxyquinoline)aluminum ($Alq_3$) were investigated with Al/NaF cathode. The Al/NaF cathode greatly improved the performance of the device over the Al-only cathode. A series of photoelectron spectroscopy studies on cathode structures including Al/LiF and $Al/CaF_2$ revealed that the performance enhancement originated mainly from the HOMO peak shift upon the fluoride deposition rather than the formation of the gap states

  • The polypropylene has been known to have higher melting temperature than polyethylene, and good mechanical properties. This paper introduces the experement result of dielectric breakdown properties to a polypropylene with a crystal structure. According to the experement, breakdown voltage is incresed when a thickness of thin film thinned. Spherulites of PP film prepared by annealing is larger than that of PE.

  • Korea Gas Corporation(KOGAS) have constructed a gas flowmeters' calibration facilities at Jungdong Bucheon. The facilities consisting of 6 reference turbine meters can perform calibrations of large capacity natural gas flowmeters up to $9,600 m^3/h$ at 95 kPa. This large capacity and high pressure natural gas facilities is traceable to the national standard of gas flow rate (KRISS). In this article the motive of construction and description of design are summarized.

  • Many LNG ships will be constructed in Korea and the demand of safety valves is increasing. The most important performance of the developed safety relief valves for LNG ship is flow capacity. Flow capacity tests for 8 sizes of developed safety valves were conducted in the high pressure gas flow standard system in KRISS. The initial spring force adjustment was important for setting pressure of the safety valve. The procedure of data reduction and evaluation of the safety valve performance are suggested. This procedure was approved by French Bureau Veritas and Lloyd's Register.
