Methodological Status and Improvement of Additional Evaluation of Health Impact Items in Environmental Impact Assessment (환경영향평가서 내 건강영향 항목 추가·평가의 방법론적 현황과 개선)

  • The addition and evaluation of health impact items in Environmental Impact Assessment document are written in hygiene and public health items only for specific development projects and are being reviewed. However, after the publication of the evaluation manual on the addition and evaluation of health impact items in 2011, there is a demand for continuous methodology and improvement plans despite partial improvement. Therefore, in order to propose a methodological improvement of the evaluation manual, this technical paper identified detailed improvement requirements based on the consultation opinions on hygiene and public health items, and investigated and suggested ways to solve this problem by reviewing the contents of the research so far. As for the improvement requirements, the contents related to mitigation plan, post management, effect prediction, assessment, and present-condition investigation were presented in Environmental Impact Assessment documents for the entire development project at a frequency of 93%, 85%, 80%, 74%, and 67%, respectively. Particularly, the detailed improvement requirements related to mitigation plan consisted of an establishment direction and a management of development project. Considering the current evaluation manual and the frequency of improvement requirements, this paper proposed concrete methods or improvement plans for major methodologies for each classification of hygiene and public health items. Furthermore, a comprehensive evaluation methodology related to whether a project is implemented was proposed, which is not provided in the current assessment manual.

Improvement of the Soil Pollution Investigation in South Korea and Gyeonggi-do (전국 및 경기도를 대상으로 한 토양오염실태조사의 효율성 제고방안)

  • The purpose of this research is to evaluate the efficiency of soil pollution investigation conducted at South Korea and Gyeonggi-do, and to drive the way to improve its efficiency. The average pollution discovery rates in the soil pollution investigation were 2,7% in South Korea and 1.9% in Gyeonggi-do respectively during the last six years (2002${\sim}$2007), which the discovery rates were lower than those of Japan and United States of America. The exceeding rate of the Korea soil pollution standard of the heavy metal and petroleum compounds in the soil pollution investigation were 89.8% and 8.9%, respectively in the whole country. The investigation rate of topsoil for heavy metal and deepsoil analysis for petroleum compounds analysis were 38% and 62% respectively. This show contradictory result which is demanded the improvement of investigation method on the deep soil. The main steps affecting the discovery rate of soil pollution were site selection step, sampling step and analysis step. We suggested the the guideline of priority on the site selection step which was the most important step. Also, the certificate need to be provided to the companies which have lower soil pollution degree after conducting the soil pollution investigation.

  • The Imwon Sipyukji of this study was compiled by Seo Yugu (1764~1845), a famous agronomical scholar of the late eighteenth century. The contents of this book are divided into sixteen chapters related to all the important parts of rural home life ranging from daily routines to social life covering the agro-industry and the six skills of manners, music, archery, calligraphy, mathematics and horseback riding. Seomyongji, one of the sixteen chapters, covers all that is necessary for living a rural existence such as house-building, clothing adornments and transportation as well as how to make and use daily household items. The contents of the Boksik Jigu sub-section in the Sumyongji chapter consist of eight large units covering men's and women's clothing, bedding and pillows, sewing tools, belt and shoes accompanying the attire and storage for clothes. These eight are further subdivided into 65 items, each warranting a detailed explanation. My study will translate the original Chinese text of Boksik Jigu into Korean. This sub-section in the Seomyongji chapter will facilitate an investigation into the information contained therein on attire and accessories.

  • The EIA system was developed during ten odd years of introduction. On the other hand, the contentional development representing systematical fidelity does not match to it. I surveyed the problems of EIA on the point of environmental items with no legal standards. EIA is being executed only once on the planning stage. If the present EIA system has two times of execution, the quality of EIA will be much better. First, on the stage of deciding location of the project, EIA should be done. And next, detailed EIA should be done on the stage of executing the project. To describe the problems of EIA, I surveyed the legislations on the point of the former stages, investigation of present status and anticipation. And I tried a theoretical approach to EIA. The knowledge of things, the subject's standpoint and his valuation are all put together in the EIA. The knowledge of relationship between air and water pollutants and their impact on human is accumulated much. On the other hand, the knowledge of the compounded item, fauna-flora(natural ecology) is partial and causes many difficulties. I pointed out the absurdities of assessment technique dealing the standards and introduced assessment technique being applied to items with no physico-chemical standards such as wild lives.

  • Dental personnels faced risks of infection in the clinic. For infection control, recognition and practice of dental personnels are important factor. This study was performed to investigate the recognition and practice of dental hygiene for infection control and infection waste control. A stratified convenience sample of dental hygienists in dental health-care settings. The major finding of the present study are as follows: 1. The existence of education about Standard Precaution and low of infection waste storage was higher dental hospital than dental clinic. 2. The degree of practice in the storage of dental wastes was low in absorbent cotton and body tissue exclude damage waste. And the degree of practice in the disposal of dental wastes was high in all three. 3. Practice in the storage of dental waste was higher dental hospital than dental clinic. 4. At the conclusion of this investigation, systematic refresher training of infection control should be prepared by campaign an various media, Dental health care workers should be encouraged to practice those action items from training. For successful implementation of infection control in every dental health-care settings, it is highly demanded as well that development of effective safe-guard tools, stategic support, and standardized action items against infection problems.

An Investigation of Obesity, Anemia and Food-life- attitude for the Middle Aged Persons in Kimchun (김천지역 중년 성인의 비만.빈혈과 식생활 태도 조사)

  • This study was done to investigate the correlation between food-life-attitude and anemia as well as obesity. 154 people living in Kimchun in the forties or fifties were selected for this study as subjects from January to February, 1991. The data analysis was made by way of frequency, percentage, X, SD and pearson correlation using SAS package of PC. The summarized results were as follows. The survey on food-life-attitude showed that 32.5% of the subjects had a good attitude. The average score of the subject's food-life-attitude was 31.3. 34.4% of the subjects were obesity. The significant items positively correlated to obesity were a regular breakfast, the settled amount of meal intake, concerns about food combination, an effort to correct an unbalanced diet, the presence of remained meal, an appetite, a diet considered to health, the use of instant foods and daily intakes of green-yellow vegetables, protein foods and seaweeds. 9.1% of the subjects were anemia. The significant items positively correlated to anemia were an effort to correct an unbalanced diet, a sweet meal, an appetite, attentions to food additives, a diet considered to health, the use of instant foods, daily intakes of green-yellow vegetables and seaweeds and a regular meal.

  • In this consideration, this research investigated the piping design items and drew out key design items through interview with experts and surveys to apply them to actual project examples and look into piping design item-specific significance and cost variation ranges. Based on this investigation, the Monte-Carlo simulation was employed herein to analyze the cost variation range for the entire piping design costs with a view to presenting a way to calculate a reasonable bidding price for any similar project and verify the appropriateness of joining a bid.

  • To enhance the administrational efficiency and for university facility and space management to be public, this research suggests a competent and an objective evaluation system and index. The study will assist national and university finances to contribute towards advanced education. Furthermore, figure out the space management condition of national university by utilizing the evaluation system, and through that suggesting efficient special management method. According to the result of this study, evaluation system for university facility can be widely divided into seven categories; system preparation, members conference, propriety of space allocation, propriety of management system, space use ratio, time control of space use, imposition index of surplus use. Based on these subdivisions, the space management category contains 19 evaluation items and the marking system allows perfect score of 100 points. In result of examining space management condition using the evaluation system, space management was well enforced in research focused university group where as in education centered university group, it shows relatively low enforcement. It also illustrated that efforts of evaluation items were required in categories of imposition index of surplus use and special use ratio in order for efficient space management.

A survey on energy consumption and improvement method for energy conservation - Targeting dwellers in Jecheon city - (사례연구 설문조사에 의한 주택에서의 에너지소비 실태조사와 개선방안 연구 - 제천시 거주 주민을 대상으로 -)

  • With the architectural energy saving technique such as building insulation, airtightness etc., changing the indoor temperature and shortening the air conditioning time etc. are the good methods to practice energy saving in our lives. This study aims to seek a way to realize energy saving under investigation through a questionnaire survey about energy consumption condition and energy saving perception. 93% of the respondents recognized the need for energy saving, and 67% said more energy saving would possible in homes. Viable energy saving way was questioned by five steps method. More than 50% responded 'possible' or 'seems possible' at most of the items. Whereas less than 50% responded 'possible' or 'seems possible' at the items of 'lessening the cooling time' and 'lessening the shower time'. Ages of 50s who responded 'possible' or 'seems possible' was relatively less compared to 30s and 40s.

  • For the problems in executing rural development, recent recognitions are that discovery, preservation, and utilization of area-unique resource are unsatisfactory, that participation of local residents was neglected, and that approach to gradual refurbishment of houses and common space of town in consideration of existing spatial pattern of the town was not adequate. Especially, neglect for exact investigation, analysis and evaluation on rural local resources is bringing about social problems such as mass production of uniform rural area and loss of local identity. In this study, rural resources were listed and resource evaluation items was designed in order to establish development direction of rural village. According to these results, for the efficient and reasonable drive of the resource evaluation system, following items are required; A premise of local development by participation of local people, Development of diversely appliable resource evaluation clauses, Establishment of development type in connection with resource evaluation clauses, Systematic management of local resource through spreading DB resource. This research was loused on unearthing direction development of rural village and theme. However, what should be reconsidered through continuous study is that resource evaluation clauses are somewhat general and not concretely illustrated. Therefore establishment of characterized development is expected through clarifying local identity and presenting direction of local development, with the importance of resource and systematic analysis in planning on rural village in the future.
