인터넷내용규제 입법과정에 관한 정책네트워크 분석 (Policy Network Analysis on the Legislation Process of Internet Contents Regulation)

  • 이 논문은 정책네트워크의 시각을 바탕으로 $2000{\sim}2001$년에 전개된 인터넷내용규제 입법과정을 세 가지 국면으로 구분하여 분석하였다. 제1국면에서는 정보통신부가 내용등급제 도입을 골자로 하는 정보통신망이용촉진에 관한 법률 개정안을 발표하면서 상당한 논쟁이 촉발되었다. 제1국면의 주요 행위자는 정보통신부, 정보통신윤리위원회, 반대단체, 네티즌이었다. 제1국면에서는 갈등적 상호작용이 지배적이었으며 권력의 집중성이 없는 분산형 구조를 보였다. 제2국면에서는 국회의 심의 의결과정을 거쳐 내용등급제가 삭제된 형태로 정보통신망 이용촉진 및 정보보호등에 관한 법률이 공포되었다. 제2국면의 주요 행위자는 국회의원 정보통신부, 반대단체, 네티즌이었다. 제2국면에서도 갈등적 상호작용이 지배적이었으며 국회가 중심 행위자의 역할을 맡으면서 집중형의 구조를 보였다. 제3국면에서는 정보통신망이용촉진및정보보호등에관한법률이 공포된 후 시행령이 마련되는 과정을 거쳤다. 제3국면의 주요 행위자는 정보통신부, 정보통신윤리위원회, 반대단체였다. 제3국면에서는 갈등적 상호작용이 어느 정도 완화되는 형태를 보였고, 정보통신부가 의견을 조율하면서 집중형 구조가 유지되었다. 인터넷내용규제에 관한 논쟁이 적절히 종결될 수 있었던 배경으로는 관련 정부부처가 하나였다는 점, 해당 기술이 현실적 문제의 성격을 띠었다는 점, 관심집단이 동조집단으로 발전할 수 있었다는 점 등을 들 수 있다.

에너지전환 실험의 장으로서 한국 리빙랩의 경험: 성대골의 도시지역 미니태양광 사례를 중심으로 (An Experience of Living Lab as Energy Transition Experiment: The Case of Urban Living Lab for Mini-PV System in Seong-Dae-Gol, Seoul, KOREA)

  • 최근 에너지전환에 관한 관심이 고조되고 있다. 에너지전환은 단순히 기술적 요소의 변화뿐만 아니라 다양한 사회적 요소들의 변화와 조정을 필요로 한다는 점에서, 사용자/시민들을 포함한 다양한 이해관계자들의 능동적인 참여와 협력이 필요하다. 이를 위한 방안의 하나로 리빙랩(living lab)'이 주목받고 있다. 이 글은 2016년부터 2017년까지 서울 성대골에서 진행된 '도시지역 미니태양광 리빙랩' 활동을 세밀하게 분석한 것이다. 리빙랩을 통해 미니태양광 DIY 제품과 백업센터, 지역 기반 금융상품, 다양한 교육훙보 전략의 개발 등이 이루어졌다. 이런 활동과 성과를 전략적 층위, 전술적 층위, 운영적 층위에서 각각 제기되는 질문을 통해서 분석했으며, 더불어 기시환경-레짐-틈새 사이의 상호작용이라는 다층적 관점을 통해서도 다루어졌다. 결론적으로 이번 리빙랩 활동은 에너지 생산과 이용의 지속가능성이라는 사회문제를 해결하기 위한 '전환랩'의 가능성을 확인해주었다. 특히 전환관리 거버넌스의 운영적 층위, 즉 전환실험이라는 측면에서 주목할 만한 성과를 얻었으며, 시민들의 주도적 참여라는 점에서도 두드러졌다. 그러나 어려움 없이 진행된 것은 아니다. 특히 리빙랩이 가진 고유한 속성인 유연성과 재정지원 기관의 관료적 경직성 사이의 갈등이라는 구조적인 문제가 나타나기도 했다. 또한 전환의 비전을 형성하고 전환실험으로부터 얻은 지식을 확산하면서 전략적 틈새를 복제 확대하는데 필요한 전략적 층위에서의 '전환장'이 존재하지 않는다는 한계도 안고 있었다.

산재장애인의 재취업실태와 영향요인 분석 (A Study on Factors Affecting Reemployment of the Disabled Workers owing to Industrial Injury in Korea)

  • 본 연구는 1990년대 들어 점차 심각해지고 있는 산재장애인의 재취업실태를 살펴보고, 재취업에 영향을 미치는 요인을 밝혀, 산재보험 재활서비스 체계의 강화하기 위한 개입방안을 제시하고자 하는 데 목적이 있다. 조사대상자는 1996년과 1997년 산재보험 장해보상금 종결자 중 신규장해판정자 1,060명이며 조사방법을 전화면접조사를 사용하였다. 본 연구를 통해 밝혀진 주요 결과를 보면, 첫째, 산재장애인의 재취업율은 자영업을 합쳐 약 28.6%로 전체 응답자의 약 1/3에도 못미치는 낮은 수준이었다. 둘째, 신체적 손실을 나타내는 장해등급 뿐만 아니라 일상생활능력정도 역시 재취업에 유의한 영향을 미치는 것으로 나타났는데, 이는 재취업에 있어 신체적 손상을 보완해 줄 수 있는 재활공학서비스의 중요성을 보여준다. 셋째, 재취업에 있어 신체적인 요인뿐만 아니라 자신의 장애를 수용하는 시기나 자신의 장애를 인식하는 점도 등과 같은 심리적인 요인도 유의한 영향을 미치는 것으로 나타나 재취업에 있어 사회심리적 재활프로그램의 필요성울 확인할 수 있었다. 넷째, 직업재활서비스 이용여부는 재취업에 유리한 영향을 미치지 못하는 것으로 나타났는데, 이는 현재 장애인 직업재활프로그램의 비효과성 측면과 더불어 직업재활프로그램의 저조한 참여에서 기인한 결과로 보인다. 이러한 결과를 통해 얻을 수 있는 함의는, 우선적으로 현재의 산재보험에서 투자하는 재활사업비를 확대하는 방안이 필요하며, 재활공학서비스의 연구개발사업을 활성화시키고, 현재의 산재보험 직업재활훈련체계를 재정립하고 프로그램 개발하는 등의 노력과, 사회심리재활서비스의 산재보험 수가화를 통한 확대, 개별상담원 도입 등의 방안 등을 적극적으로 검토해야 할 필요가 있다는 점이다.

Growth Performance, Carcass Traits and Serum Mineral Chemistry as Affected by Dietary Sodium and Sodium Salts Fed to Broiler Chickens Reared under Phase Feeding System

  • A basal diet (0.8 g/kg dNa) was formulated in which each of the two sources ($NaHCO_3$ and $Na_2SO_4$) were supplemented in such a way to attain four levels (1.7, 2.6, 3.5, and 4.4 g/kg) of total dNa, respectively, under $4{\times}2$ factorial arrangement. Eight dietary treatments were replicated four times, with 40 birds in each replicate (n = 1,280). The diets supplemented with $Na_2SO_4$ to attain higher levels of dNa showed highest BW gain and feed intake (FI) during d 1 to 10 (interaction effects) while 2.6 g/kg dNa exhibited improved BW gain and gain:feed (FG) during d 11 to 20. Linear rise in daily water intake (DWI) was associated with diets containing increasing dNa during d 1 to 42 ($p{\leq}0.036$). During the first 10 d, DWI:FI was found highest in $NaHCO_3$ diets while $Na_2SO_4$ diets showed highest DWI:FI during last 10 d of the experiment ($p{\leq}0.036$). Increasing dNa and changing $Na_2SO_4$ with $NaHCO_3$ salt increased pH and resulted in poor growth performance. Dressing weight ($p{\leq}0.001$) and abdominal fat ($p{\leq}0.001$; quadratic effect) were reduced, whereas breast ($p{\leq}0.001$) and thigh (p<0.001) weights were aggravated with increasing dNa (linear effects). Present findings suggested higher levels of dNa from $Na_2SO_4$ as the supplemental salt in broiler diets would produce better growth performance, especially in first ten days of life, and improve carcass and body organ characteristics.

Use of In vitro Gas Production Technique to Investigate Interactions between Rice Straw, Wheat Straw, Maize Stover and Alfalfa or Clover

  • Measurement of gas produced during in vitro fermentation was used to investigate the fermentation characteristics and interactions of rice straw, wheat straw or maize stover mixed with alfalfa or clover at proportions of 100:0, 75:25, 50:50, 25:75 and 0:100, respectively. Cumulative gas production was recorded at 2, 4, 8, 12, 16, 24 and 48 h of incubation, and the Gompertz function was used to describe the kinetics of gas production. In vitro dry matter and organic matter disappearances (IVDMD and IVOMD) were determined after 48 h incubation. The rate of gas production of clover was higher (p<0.05) than that of rice straw, wheat straw, maize stover and alfalfa when straws and hays were incubated separately. Increasing the proportion of alfalfa in the straw-alfalfa mixtures increased (p<0.05) the rates, but not the maximum volume of gas production. However, both rate and the maximum volume of gas production were increased (p<0.01) as the proportions of clover increased in the straw-clover mixtures. The cumulative gas production at 48 h, IVDMD and IVOMD showed no consistent interaction effects between different mixtures of cereal straws and hays. The extent of interactive effects was affected by the types of cereal straw, legume hay and their proportions in the mixture. The appropriate combination for the mixture of rice straw or maize stover with leguminous hays was 75:25 and 25:75, respectively. The better combination occurred at a proportion of 50:50 for the mixture of wheat straw and alfalfa. We conclude that the suitable proportion of low-quality straw and high quality legume hay combination should be considered in the ration formulation system of ruminants according to the extent of positive interactive effects.

양이온성, 비이온성 및 혼합성 계면활성제에 의한 4-클로로벤조산의 가용화에 대한 연구 (Study on the Solubilization of 4-Chlorobenzoic Acid by Aqueous Solutions of Various Cationic, Nonionic, and Mixed Surfactant Systems)

  • 여러 종류의 양이온성, 비이온성 및 혼합성 계면활성제 수용액에서 4-클로로벤조산의 가용화 현상을 UV/Vis 분광광도법을 이용하여 연구하였다. 또한 온도의 변화에 따른 가용화상수값($K_s$)의 변화를 측정함으로써 열역학적 함수값들을 계산하고 분석하였다. 그 결과 모든 계면활성제의 용액에서 4-클로로벤조산의 가용화에 대한 ${\Delta}G^o_s$ 값은 측정범위 내에서 모두 음의 값을 나타내었으며, ${\Delta}H^o_s$ 값과 ${\Delta}S^o_s$ 값은 모두 양의 값을 나타내었다. 계면활성제 종류와 계면활성제분자의 알킬-그룹 길이에 따라 $K_s$ 값이 큰 폭으로 변하였으며, 그런 결과로부터 4-클로로벤조산이 미셀 내에서 가용화되는 위치와 미셀과의 상호작용의 정도를 예측할 수 있었다.

Influence of Temperature and pH on Fermentation Pattern and Methane Production in the Rumen Simulating Fermenter (RUSITEC)

  • An experiment was conducted to study the effect of temperature and pH on in vitro nutrient degradability, volatile fatty acid profile and methane production. The fermenter used was the semi-continuous system, known as the rumen simulation technique (RUSITEC). Sixteen cylinders were used at one time with a volume of 800 ml, the dilution rate was set at 3.5%/hour, the infused buffer being McDougall's artificial saliva. Basal diet (9.6 g DM) used in RUSITEC consisted of (DM) 6.40 g Timothy hay, 1.86 g crushed corn and 1.34 g soybean meal. The food for the fermentation vessel was provided in nylon bags, which were gently agitated in the liquid phase. The experiment lasted for 17 d with all the samples taken during the last 5 d. Treatments were allocated at random to four vessels each and were (1) two temperature levels of $39^{\circ}C$ and $41^{\circ}C$ (2) two pH levels of 6.0 and 7.0. The total diet contained ($g\;kg^{-1}$ DM) 957 OM, 115 CP and $167MJ\;kg^{-1}$ (DM) GE. Although increase in temperature from $39^{\circ}C$ to $41^{\circ}C$ reduced degradation of major nutrients in vitro, it was non-significant. Interaction effect of temperature with pH also reflected a similar trend. However, pH showed a significant (p<0.05) negative effect on the degradability of all the nutrients in vitro. Altering the in vitro pH from 7 to 6 caused marked reduction in DMD from 60.2 to 41.8, CPD from 76.3 to 55.3 and GED from 55.3 to 35.1, respectively. Low pH (6) depressed total VFA production (61.9 vs. 34.9 mM) as well as acetate to propionate ratio in vitro (from 2.0 to 1.5) when compared to pH 7. Compared to pH 7, total gas production decreased from 1,841 ml to 1,148 ml at pH 6, $CO_2$ and $CH_4$ production also reduced from 639 to 260 ml and 138 to 45 ml, respectively. This study supported the premise that pH is one of the principal factors affecting the microbial production of volatile fatty acids and gas. Regulating the ruminal pH to increase bacterial activity may be one of the methods to optimize VFA production, reduce methane and, possibly, improve animal performance.

Effects of deoxynivalenol- and zearalenone-contaminated feed on the gene expression profiles in the kidneys of piglets

  • Objective: Fusarium mycotoxins deoxynivalenol (DON) and zearalenone (ZEN), common contaminants in the feed of farm animals, cause immune function impairment and organ inflammation. Consequently, the main objective of this study was to elucidate DON and ZEN effects on the mRNA expression of pro-inflammatory cytokines and other immune related genes in the kidneys of piglets. Methods: Fifteen 6-week-old piglets were randomly assigned to three dietary treatments for 4 weeks: control diet, and diets contaminated with either 8 mg DON/kg feed or 0.8 mg ZEN/kg feed. Kidney samples were collected after treatment, and RNA-seq was used to investigate the effects on immune-related genes and gene networks. Results: A total of 186 differentially expressed genes (DEGs) were screened (120 upregulated and 66 downregulated). Gene ontology analysis revealed that the immune response, and cellular and metabolic processes were significantly controlled by these DEGs. The inflammatory stimulation might be an effect of the following enriched Kyoto encyclopedia of genes and genomes pathway analysis found related to immune and disease responses: cytokine-cytokine receptor interaction, chemokine signaling pathway, toll-like receptor signaling pathway, systemic lupus erythematosus (SLE), tuberculosis, Epstein-Barr virus infection, and chemical carcinogenesis. The effects of DON and ZEN on genome-wide expression were assessed, and it was found that the DEGs associated with inflammatory cytokines (interleukin 10 receptor, beta, chemokine [C-X-C motif] ligand 9, CXCL10, chemokine [C-C motif] ligand 4), proliferation (insulin like growth factor binding protein 4, IgG heavy chain, receptor-type tyrosine-protein phosphatase C, cytochrome P450 1A1, ATP-binding cassette sub-family 8), and other immune response networks (lysozyme, complement component 4 binding protein alpha, oligoadenylate synthetase 2, signaling lymphocytic activation molecule-9, ${\alpha}$-aminoadipic semialdehyde dehydrogenase, Ig lambda chain c region, pyruvate dehydrogenase kinase, isozyme 4, carboxylesterase 1), were suppressed by DON and ZEN. Conclusion: In summary, our results indicate that high concentrations of DON and ZEN suppress the inflammatory response in kidneys, leading to potential effects on immune homeostasis.

WTO 통상환경 하에서 서비스부문의 세계화 모드에 관한 고찰 (A Study on the Globalization of Services Under the WTO System.)

  • The globalization of services is closely related to other economic problems facing the world today. These are: 1) the globalization of economic activities, 2) the servicization of economic activities. The world economy is now move interconnected than at any time in its history. Investment decisions, production processes, labor market regulations and even environmental legislation made by one country or company affect other economies, other companies and the lives of individuals. In fact, it is nearly impossible to think of a country that is not connected to the world economy in some form or another and it is no exaggeration to state that globalization is already an unassailable fact. The fabric of our economy and the way we do business are changing. This change is the transformation from a marketplace on goods to one focused on services. That is to say, we live and work in a service-centered, service-sensitive economy. As a result of the globalization an servicization of economic activities, services require the globalization, and services are increasing their international trade, foreign investment, agreements, alliances, mergers and collaboration networks. It is quite obvious that services are affected by globalization ; but raising the question by how much leads us to the paradox of service globalization, services represent 70% of the most advances economies but only account for less than 25% of international trade and almost half of direct investment; mergers and takeovers. These figures create a paradox that can be explained by two reasons. First; the natural(the service relationship) and artificial difficulties(barriers to trade) faced by the service sector that inhibits globalization. Second, the non-inclusion in official statistics of the share of internationalized goods that are due to services, for example intra-firm trade or the service value incorporated into exported goods. If these were taken into account the service trade figures would be extremely different. The first explanation can be subdivided into a number of elements. The OECD identifies six reasons:services cannot be stored; client-supplies interaction requires local presence; most service firms are SEMs; products are highly differentiated; cultural differences are especially important in this field; and, finally, trade barriers and restrictions on local operations exist. However, despite all of this, globalization produces clear advantages to suppliers. Therefore, the objective of this study is to explore the main forms of service globalization and differences between that of goods, and is to identify distinctive aspects of service globalization within the framework of the global economy.

The Effect of Graphical Formats on Computer-Based Idea Generation Performance

  • Purpose Since human brains catch images faster than texts or numbers, infographics has been widely used in business in the form of "information dashboard" to enhance the efficiency of decision-making. Groupware, however, has neglected the adoption and use of infographics, in particular, in the idea generation process. Given that an overall performance of groupware-based idea generation is no better than that of the (paper-and-pencil-based) Nominal Group Technique, Jung et al. (2010) adopted the notion of infographics in the form of performance feedback to solve the productivity paradox. With the consistent results, which demonstrate beneficial effects of infographics on performance enhancement, an interesting observation that groups with the bar chart treatment performed better than groups with the dot chart treatment was made. The main purpose of this study was to find if there were a performance consistency between the outcomes from the previous study and the outcomes from the current study. Design/methodology/approach In experiment 1, we employed the same system used in the previous study (i.e., Jung et al., 2010). As individuals' contributions accumulated, the mechanism visually displayed individuals' performances two-dimensionally in the form of a bar chart or a dot chart. Then, we compared the performance outcomes from this study to the outcomes from previous study (i.e., Jung et al., 2010). In experiment 2, we modified the performance graph to test the effect of "playfulness" on performance by converting dots to car images. Then, we compared the performance outcome from experiment 2 to the outcomes from experiment 1. Findings Just like our interesting (and unexpected) finding in Jung et al.'s study (2010), the outcome confirmed a consistent superior performance of a bar chart. This implies that a bar chart is a better choice when stimulating performance with a visual aid in the context of groupware-based idea generation. Although a bar chart was criticized in a way that errors of length-area judgments are 40 ~ 250% greater than those of positional judgments along a common scale, such illusion turned out to be facilitating upward performance comparison better. Regarding Experiment 2, the outcome showed that the revised-dot graph is as good as the bar graph in terms of quantity and quality score of ideas. We attribute the performance enhancement of the resized-dot to the interaction between the motivational characteristic and the situational characteristic of playfulness because individuals in the revised-dot graph treatment performed better than individuals in the dot graph treatment. Given the order of performance (Bar >= Revised Dot > Dot) that the revised-dot treatment performed the same as (or lower than) the bar treatment, an additional research is warranted to reach to a consistent outcome.
