Development of WDM integrated optical protection socket module (WDM 기능을 접목한 광절체 시스템 모듈개발)

  • By integrating WDM to OPS unit which plays an improtant role for the reliability of CPN, we made it possible to provide CATV, VOD, and high-speed data services simultaneously and to meet easily the requirements for new services in the future. For the design of optimal system, the link analysis of power budget has been perfomred. Also, the prototyped system has been tested with STM-1 level signals to confirm functions such as transmission, distribution, and protection. The results proved that when occurred out-of-order or recovery of ONU, the system did the pertinent switching with minimum loss for high-speed data services. Also for video distribution services, the system has distributed STM-1 level signals sucessfully.

  • 오늘 날 인공위성을 이용하는 통신, 방송, 기상, 환경모니터링 및 원격탐사 등이 각광을 받고 있는 때에 위성에 설치되는 수많은 전자제품 및 부품들의 우주방사선에 대한 내구성이 매우 중요한 문제로 제기되고 있다. 이러한 관점에서 국내에서는 아직 확보할 수 없는 우주방사선차폐 전자공학기술에 관한 정보자료를 조사 수집하여 기술적으로 직접 활용해야할 필요성이 시급하게 대두되고 있다. 따라서 선진국에서 개발된 우주방사선차폐를 위한 첨단전자공학기술에 관한 기술정보 자료를 체계적으로 서술한다.

  • DC traction power system is operated ungrounded so that minimize the stray current. Because the stray current is still present, a rail potential is increased. The ground faults in the DC railway systems are usually detected by a potential relay(64P). Moreover, if the rail potential goes high in the ordinary operating state because of the traction load, the potential relay would be maloperated. A presented protective relaying algorithm that can identify exactly the faulted region and can distinguish a ground fault from the potential rising of the rail is presented in this paper. This paper presents simulation technique that is very similar to the real operation situation using PSCAD/EMTDC.

Economic Prospects and Policies for Sustainable Agriculture in Korea (친환경농업의 경제성과 육성방안)

  • Sustainable agriculture in Korea will gain important momentum by implementing The Direct Payment Scheme for Environmentally Friendly Agriculture in 1999. The farmers who want to participate in the program will be paid 530,000won/ha directly by the Government in return for engaging sustainable agriculture. The policy scheme which is a pilot program will be restricted to environmentally regulated areas to apply such as water supply protection zone, environmental protection districts and national parks. As a consequence of the policy, the supply of transitional organic agricultural products is expected to increase significantly. However the increased supply of low input agricultural products may have difficulties to find an appropriate marketing channel which is differentiated from the general agricultural product market. Development of an open market system for mass transaction of the low imput agricultural products is necessary. Also various government programs and projects which are designed for clean environment and regional community development must be integrated into the sustainable agriculture program to have synergy effects.

  • We have studied to protect location and identity privacy of mobile users in mobile communication environments. In this paper, we propose and analyze new mobile originated protocols as a part of our new integrated system for high level privacy protection service which is not provided in the traditional GSM[1] system of europe. Also our protocols support a roaming service into the remote domain as welt as the home domain.

Homeland Security Management: A Critical Review of Civil Protection Mechanism in Korea (국가안전관리: 한국의 시민보호(위기재난관리) 체계에 관한 비판적 고찰)

  • The Framework Act on the Management of Disasters and Safety 2004(FAMDS) currently underpins Korean civil protection system, and under this FAMDS, Korean civil protection establishes a three-tiered government structure for dealing with crises and disasters: central government, provincial & metropolitan government, and local government tiers. In particular, the concept of Integrated Emergency Management(IEM) emphasizes that emergency response organizations should work and act together to respond to crises and disasters effectively, based on the coordination and cooperation model, not the command and control model. In tune with this trend, civil protection matters are, first, dealt with by local responders at the local level without direct involvement of central or federal government in the UK or USA. In other words, central government intervention is usually implemented in the UK and the USA, only when the scale or complexity of a civil protection issue is so vast, and thus requires a degree of central government coordination and support, resting on the severity and impact of the event. In contrast, it appears that civil protection mechanism in Korea has adopted a rigid centralized system within the command and control model, and for this reason, central government can easily interfere with regional or local command and control arrangements; there is a high level of central government decision-making remote from a local area. The principle of subsidiarity tends to be ignored. Under these circumstances, it is questionable whether such top-down arrangements of civil protection in Korea can manage uncertainty, unfamiliarity and unexpectedness in the age of Risk Society and Post-modern society, where interactive complexity is increasingly growing. In this context, the study argues that Korean civil protection system should move towards the decentralized model, based on coordination and cooperation between responding organizations, loosening the command and control structure, as with the UK or the USA emergency management arrangements. For this argument, the study basically explores mechanisms of civil protection arrangements in Korea under current legislation, and then finally attempts to make theoretical suggestions for the future of the Korean civil protection system.

  • Korea Information Security Agency has executed the certification system for the information security management since 2002 and examines the conformance of the IDCs'total management system including the technical and the physical protection measure. However, this certification system has the standard only for the IDC in the wire/wireless segregated and the evaluation method for the wire/wireless integrated has not been suggested yet. This paper is on the basis of "Accumulation Information Communication Facility Secure Principle", guidelines of Wireless LAN security operation, the existing principles and recommendations of the information security and the data on IDC environment. And the paper suggests the IDC network model in the wire/wireless integrated and the IDC evaluation method.

Integrated Security Management System with Multi Agent (다중 에이전트를 이용한 통합 보안 관리시스템)

  • As the internet environment has been rapidly changed, the scale of internet network that needs to be managed has been magnified. In this way, the recognition for the importance of security became extensive, and numerous security systems for the protection of internal information were introduced. But decentralized security systems because of there use of different user interfaces undergo difficulties in effective security management as well as prompt coping when an obstacle happens causing a corpulence of in the security management part. In this paper, I propose an integrated security management system which can grasp the situation of each system and manage every system in the center so that we can consistently and integrally manage every system. Integrated security management system with multi agents has the advantages of prompt coping with obstacles, and the minimization of weaknesses that different security solutions have, and of consistent control and management for decentralized security systems.

  • Security infrastructure of Educational Network responds to threats by collecting and analyzing security events from various information protection system based on the integrated management system. Even if this system provides useful and detailed information to the administrator, there are some problems that this system does not provide effective response process and management systems for various threatening situations and the simultaneous threat processes. To solve this problem, we propose and develop security agents that enable the administrator to effectively manage integrated security for Educational Network. The proposed solution provides the administrator with efficient management techniques and process scheduling for various security events so that the administrator can response promptly to problems with the initial threat to Educational Network.

  • To analyze influences under open fault conditions in switching devices, an integrated simulation and condition monitoring scheme for a permanent magnet synchronous generator (PMSG) based variable speed grid-connected wind turbine system are presented. Among various faults in power electronics components, the open fault in switching devices may arise when the switches are destructed by an accidental over current, or a fuse for short protection is blown out. Under such a faulty condition, the grid-side inverter as well as the generator-side converter does not operate normally, producing an increase of current harmonics, and a reduction in output and efficiency. As an effective way for a condition monitoring of generation system by online basis without requiring any diagnostic apparatus, the estimation schemes for generated voltage, flux linkage, and stator resistance are proposed and the validity of the proposed scheme is proved through comparative simulations.
