  • The purpose of this study is to figure out the current condition of local governments (Si or Gun) to implement rural development policy in the face of the central government's drive for increasing devolution. Since late 1990s or early 2000s when scope of rural policy began to expand quantitatively, there has been considerable increase in rural residents' participation into community projects as a whole. Nevertheless, there exists regional differentiation in local governments' efforts to systematically support rural development projects (CRDP: Comprehensive Rural Development Programme) and community activities by setting up intermediary organizations or hiring rural development professionals in a public office. According to this survey on local government officials, regions that have made such efforts to support rural policy at a local level, show more advanced level of institutional capacity than other regions in local decision making process for CRDP, role of strategic rural developmental plans, vitality of community actors, etc. In the era of increasing devolution, these differences can be expected to result in diverging performances of each area in regionalized rural policy. The central government needs to introduce EU's LEADER-type rural development programmes to support community acitivities by various local actors and at the same time promote local governance building for rural policy, adopting institutional rewarding system such as rural planning contract.

  • Communal places for parents to take child-care are very important in activating cooperative child-care(CCC). Therefore, Jeju Special Self-Governing Province has been operating Cooperative-Childcare-Places(CCPs) since 2016. This study analyzed the operational status of the CCPs and presented the model type to provide data for the activation of CCC. Qualitative analyses were applied to the results of interviews with 10 staff members. The common task they considered difficult was recruitment, and there was a big difference in the operation of the regular program depending on the competence of the staff in charge. The lack of support systems, such as education and consulting, has made it difficult for the staff to do their work. Additionly, four models of CCPs were found, a resident self-governing type, a workplace type, an institutional type, and a rural complex type. In conclusion, CCP spaces should be planned and facilities created with a focus on the needs of child-care activities. Second, the role of staff in helping to organize the parents' self-governing committee is crucial. Third, it needs to establish a support system to strengthen the capacity of the staff members.

Methods: The analysis used database (DB) of long-term care institutions, DB of long-term care institutions, DB of long-term care workers, DB of health insurance qualification, and contribution possessed by National Health Insurance Services. We analyzed the wage status of the care workers from 2009 to 2016 through basic analysis and estimated the factors affecting the wage of the long-term care facilities' care workers using pooled ordinary least squares. Results: The monthly average wage of care workers was raised from Korean won (KRW) 1.37 million in 2009 to KRW 1.52 million in 2016, and the working hours were shortened by 20 hours from 207 hours to 187 hours. Hourly wages increased by KRW 1,329 from KRW 6,831 in 2009 to KRW 8,160 in 2016. The average monthly wage of care workers was affected by gender, age, years of employment, monthly working hours, establishment type, city size, institutional size, the grade of the institution, and management status. In particular, the wage level of the care workers was high when the larger the size of the institution, the better the management status (fill rate), the establishment type is "government and local government" and "corporation," the institutional rating is high, and the facility manager has the first grade of the social worker license. Conclusion: The government should consider aggressive policies to improve the treatment of care workers as well as the quality of long-term care services so that there will be more long-term care facilities that are guaranteed social publicity above a certain level.

  • This paper investigate the volume-volatility and volume-return relationship in the Korean Treasury Bond futures market using daily price and volume data categorized by three trader type i.e. individual investor, institutional investor and foreign investor over the period of October 1999 through December 2005. Major results are summarized as follows: (i) The effect of volume on return was not different across the trader type. (ii) The effect of volume on volatility was not unidirectional across the type of investor. While unexpected sell of individual investor has positive effects on volatility, negative effects in the case of institutional investor. (iii) We cannot find the evidence of asymmetric response of volatility to shock in trading volume or net position. This result differs from that of Korean Stock Price Index 200 futures market which showed strong positive asymmetry. Finally, some limitations of this paper and direction for further research were suggested.
