This study analyzes the characteristics of the evolution process of the Gumi National Industrial Complex as well as its external and internal drivers based on the cluster adaptation cycle model. The Gumi National Industrial Complex has made remarkable progress through expansion in spatial and industrial realm and has become a representative IT industry cluster in Korea. It evolved during a growth period from the 1990s, a maturity period from the mid-2000s, and a mature stagnation period from the mid-2010s. But it has now entered a period of decline. While external drivers at the international and national level greatly influenced the Gumi National Industrial Complex in its evolution from foundation-building to maturity, internal drivers such as the outflow of large firms as well as a lack of SME research capacity and institutional base have added to the management difficulties of SMEs in the mature stagnation period. Therefore, in order for the Gumi National Industrial Complex to move into a revitalization period that strengthens resilience against external shocks, it is necessary to enhance the capacity of SMEs by expanding the roles of the central government, local government, and support agencies. In addition, it is necessary to create and embed strong medium enterprises within the Gumi National Industrial Complex, so that the Complex can be reborn as a sustainable innovation ecosystem.
In order to implement smart cities that will become living spaces in the fourth industrial revolution era, detailed privacy information such as residents' living information, buildings and facilities information must be collected and processed in real time. While city functions and convenience for individuals are being facilitated, threats to personal information exposure and leakage are also likely to increase at the same time. Therefore, the design concept for personal information protection should be considered and accordingly reflected from the stages of smart city design, technology development and operation planning of intelligent information (AI) facilities. The results of the analysis show that for activation of smart cities and operation of data-driven cities, the concept of Privacy by Design (PbD) has already been introduced in the institutional, industrial and technological aspects, particularly in the cases of European countries and the US. In order to strengthen the local and global competitiveness of smart cities and the country, Korea also needs to actively deploy PbD as a strategy to secure a data-driven economy, which is the core strategy for smart cities. Therefore, the study suggests policy implications focused on approaches to legislative improvement and technology development support, which reflect the basic properties of PbD as defined in the study.
The regional economy growth of Jeju has seen higher than national growth since 2011 by the establishment of Jeju Special Self-Governing Province and the increase of incoming population, but its economic growth has slowed after 2016. This study conducted the dynamic shift-share analysis using the production and employees of each industry from 2010 to 2016, targeting Jeju with many factors of regional economic change. In the results of empirical analysis, the regional economy of Jeju was not the industrial structure depending on the national growth, but the industrial structure by the competitiveness and industrial structure of Jeju region. The industries having positive(+) effects of industrial mix effect and competitive effect on the production and the number of employees were the electricity/gas/heavy equipments & waterworks, construction, accommodation & restaurants, and service industry. These industries have positive effects on the regional industry of Jeju. The above-mentioned industries are not only more likely to grow than other regions, but also to drive the local economy of Jeju. In order for these industries to continuously contribute to the regional economy of Jeju, it would be necessary to have the policy/institutional support in the long-term perspective.
This study aimed to identify the factors affecting the nursing performance and the convergence relationships of leisure satisfaction, job stress, and nursing performance among nurses. Participants included 150 nurses working at 2 hospitals in C city from August 3 to September 15, 2018. The data were analyzed using descriptive statistics, independent t-test, one-way ANOVA with Scheffe's test, Pearson correlation coefficients, and multiple regression by SPSS 23.0 program. Nursing performance were significantly differences in age (F=4.78, p=.003), marital status (F=2.74, p=.007), length of clinical career (F=3.34, p=.012), and health condition (F=5.23, p=.002). Nursing performance was a positively correlated with leisure satisfaction (r=.32, p<.001) and a negatively correlated with job stress (r=-19, p=.020), and job stress was a negatively correlated with leisure satisfaction (r=-.32, p=.005). The factors affecting the nursing performance of clinical nurses were age (${\beta}=.20$, p=.008) and leisure satisfaction (${\beta}=.28$, p<.001), and these variables explained about 19.6% of the variance in nursing performance. In order to improve nursing performance, it is necessary to provide working environment and institutional support for increasing leisure satisfaction and reducing job stress and age-differentiated approaches.
Access re-review is a process to reclassify the non-disclosure documents to open accessible documents, and it has to be performed in every five years. However, current procedures of the access re-review in many archives have not been properly working, due to the shortage of the available archivists for providing enough access re-review. Although many difficult situation for the re-review such as enormous amount of re-review documents and lack of archivists, access re-review was included in the administrative evaluation list, of which it makes the re-review for just evaluating process. In this study, the access re-review of Seoul Metropolitan Office of Education, which have performed by external service companies as well as the other institutions' progresses were summarized for improving access re-review process. Although Seoul Metropolitan Office of Education processed 610,000 re-review with 100,000,000 won budget for 4 years, the project has been failed to get more budget support because of the claim for the budget efficiency. The other institutions also could not focus on the actual access re-review. Considering all the points, current access re-review process is clearly required to be improved.

The purpose of this study was to investigate the efforts of Knowledge, Attitude and Perceptions of Patient Safety Culture on Fall Prevention Activities in Mental Hospital Nurses. This study is a descriptive research study of 153 nurses working in Busan and Gyeongnam mental health hospitals, the data were collected from April 4 to December 31, 2018. Data were analyzed using IBM SPSS/win 24.0 program, which included t-test, ANOVA and multiple regression analysis. As a result, The attitude toward falls differed depending on subject's license or qualifications, the higher the education level. The higher the level of perceptions of patient safety culture, and the higher the work experience, the more prevention activities toward falls. The higher the perception of patient safety culture, the higher the attitude toward falls. The higher the prevention activities toward falls, the higher the attitude of falls and the perceptions of safety culture. As a result of multiple regression analysis of factors affecting Knowledge, Attitude and Perceptions of Patient Safety Culture on Fall Prevention Activities were 12.5%. Therefore, in order to promote fall prevention activities of mental hospital nurses, the knowledge needs to be expanded through continuous education. Education programs should be developed and provided to change attitudes toward falls. and At the hospital organization level, a wide range of support is required, including changes in the overall human and institutional environment for safety.

The relevance of research provides the necessity to identify the basic problems in the public governance sphere and information technology relations, forasmuch as understanding such interconnections can indicate the consequences of the development and spreading information technologies. The purpose of the research is to outline the issues of applying information technologies in public governance sphere. 500 civil servants took part in the survey (Ukraine). A two-stage study was conducted in order to obtain practical results of the research. The first stage involved collecting and analyzing the responses of civil servants on the Mentimeter online platform. In the second stage, the administrator used the SWOT-analysis system. The tendencies in using information technologies have been determined as follows: the institutional support development; creation of analytical portals for ensuring public control; level of accountability, transparency, activity of civil servants; implementation of e-government projects; changing the philosophy of electronic services development. Considering the threats and risks to the public governance system in the context of applying information technologies, the following aspects generated by societal requirements have been identified, namely: creation of the digital bureaucracy system; preservation of information and digital inequality; insufficient level of knowledge and skills in the field of digital technologies, reducing the publicity of the state and municipal governance system. Weaknesses of modern public governance in the context of IT implementation have been highlighted, namely: "digitization for digitalization"; lack of necessary legal regulation; inefficiency of electronic document management (issues caused by the imperfection of the interface of reporting interactive forms, frequent changes in the composition of indicators in reporting forms, the desire of higher authorities to solve the problem of their introduction); lack of data analysis infrastructure (due to imperfections in the organization of interaction between departments and poor capacity of information resources; lack of analytical databases), lack of necessary digital competencies for civil servants. Based on the results of SWOT-analysis, the strengths have been identified as follows: (possibility of continuous communication; constant self-learning); weaknesses (age restrictions for civil servants; insufficient acquisition of knowledge); threats (system errors in the provision of services through automation); opportunities for the introduction of IT in the public governance system (broad global trends; facilitation of the document management system). The practical significance of the research lies in providing recommendations for eliminating the problems of IT implementation in the public governance sphere outlined by civil servants..
This study applied the e-PBL (e-Project-based learning) method for "Urban Forest Management" courses in the Department of Forest Science at S University to progress in university forest education. e-PBL effectively motivates self-directed learning, problem-solving, communication skills, and learners' responsibility by enabling them to choose, design, and perform their projects. Due to the COVID-19 pandemic in 2020, learners were encouraged to use online media to carry out projects and submit presentations for the campus forest. Learners' educational effects were subsequently investigated through a five-point Likert scale. This study discovered a positive effect on learners' motivation and interest (4.17) through e-PBL. Learners responded that e-PBL also helped their understanding regarding the subject (4.17). In addition, this study provided evidence that the e-PBL method was helpful in problem-solving (4.25), communication (4.33), and decision-making skills (4.21). According to learners' responses, there are positive indications that learners were satisfied with e-PBL. Learners responded that interactions and communications with team members could improve their understanding of the subject. Hence, there is scope for improving an efficient and successful e-PBL model suitable for university forest education by providing more efficient instructional time management, e-PBL method guidelines, and institutional support.

Purpose: The purpose of this study was to conduct a systematic review to investigate the socio-economic benefits of the poison control center (PCC) and to assess whether telephone counseling at the poison control center affects the frequency of emergency room visits, hospitalization, and length of stay of patients with acute poisoning. Methods: The authors conducted a medical literature search of the PubMed, EMBASE, and Cochrane Library databases. Two reviewers evaluated the abstracts for eligibility, extracted the data, and assessed the study quality using a standardized tool. Key results such as the cost-benefit ratio, hospital stay days, unnecessary emergency room visits or hospitalizations, and reduced hospital charges were extracted from the studies. When meta-analysis was possible, it was performed using RevMan software (RevMan version 5.4). Results: Among 299 non-duplicated studies, 19 were relevant to the study questions. The cost-benefit ratios of PCC showed a wide range from 0.76 to 36 (average 6.8) according to the level of the medical expense of each country and whether the study included intentional poisoning. PCC reduced unnecessary visits to healthcare facilities. PCC consultation shortened the length of hospital stay by 1.82 (95% CI, 1.07-2.57) days. Conclusion: The systematic review and meta-analysis support the hypothesis that the PCC operation is cost-beneficial. However, when implementing the PCC concept in Korea in the future, it is necessary to prepare an institutional framework to ensure a costeffective model.
The purpose of this study was to identify the factors that influence the organizational commitment of clinical dental hygienists to contribute to manpower management. The subject of the study was 195, and the following results were obtained as a result of collecting and analyzing data using a self-filling questionnaire from March 10 to April 20, 2020. The degree of organizational commitment, job satisfaction, and internal marketing according to general characteristics were analyzed by t-test and one-way ANOVA, and post-test was set to'Scheffe'. The correlation between organizational commitment, job satisfaction, and internal marketing showed a significant positive correlation with job satisfaction (r=0.689) and internal marketing (r=0.678). The factors influencing organizational commitment were multiple regression analysis, and the influencing factors for organizational commitment were internal marketing and job satisfaction. The most influential factor was job satisfaction, and the explanatory power was 56.1%.As a result, the internal marketing of clinical dental hygienists was found to be related to job satisfaction and organizational commitment, and the factor that most affected was job satisfaction. Therefore, institutional and administrative support from dental medical institutions is needed to improve job satisfaction, which has an impact on organizational commitment of clinical dental hygienists.
