The establishment of the KII (korea Information Infrastructure) does not merely mean the construction of physical network that enables the transmission of various modes of information such as voice, data, and image. It further implies the creation of a new kind of social overhead capital, ranging from the establishment of social and cultural which are conductive to seamless flow of information. For the successful implementation of the KII, it is critical to build the public consensus on the importance and necessity of informatization. At the same time, careful consideration should be given to the institutional factors such as timely and adequate supply of specialized personnel, the updating of policy and regulations, and the strengthening of interntional cooperation.
Today, the international community make every effort to suppress security crimes, to provide numerous institutional strategies and to prevent security crimes such as the terrorism and spy. Particularly, developed countries in the field of security are strengthening related legislation under new-security conditions. Things work a little differently about security crimes because the nation's benefit and protection of the law is the basis of individual benefit and protection of the law under investigation procedure of the security crimes. Therefore they have policy that permits major investigative agency under the arrest and detention procedure(e.g. security and communication monitoring ${\ldots}$). Criminal procedure's improvement and reinforcement are very important for events related security. But, The investigation procedure between criminal offense and security crimes makes no odds in the Korea. Continuance of such a national mood will accuse of not responding appropriately in preparation for new-security conditions recently. To revise with international best security legislation, We should institute a proper registration system in Korea's situation. This study have been discussing how to improve related legislation under new-security conditions through the cases analysis of the arrest and detention procedure in Korea.

In domestic construction industry, CM companies perform overall project management tasks such as planning, designing, construction management, evaluation, maintenance for construction projects. However, even with these tasks, as competition becomes more fierce and probability dependence is high, lots of CM companies are experiencing difficulties of securing and preparing indicators for order competence reinforcement. This study examines domestic business condition and task analysis. Also Competence factors are derived through institutional and legal investigation, and review of existing literature. The derived competence factors are focused on practical factors by interviewing with experts. competence factors for each type were classified into BSC's four perspectives(Finance / Customers / Internal processes / Learning and Growth) and surveyed. Based on the results of the survey, the priorities of competence factors that companies should focus on were derived. The purpose of this study is to contribute on making an indicator that can be utilized on business activities through priority analysis of competence factors for order competitiveness reinforcement of CM companies.

Purpose: Emergency medical technicians (EMTs) have so far been trained as professionals under the same conditions, with no change in the 1995 Act. We aimed to find ways for them to secure expertise in accordance with social needs by strengthening the quality of the EMT education. Methods: This is a descriptive study comparing the operation status of the national emergency medical examination conducted by the Korea Health Personnel Licensing Examination Institute, and the national examinations of EMT paramedic and EMT basic. The scope of the national examinations for EMT was compared by subject and area. Results: The national written exam for EMT paramedic consists of five areas. EMT basic does not include basic medicine in three related subjects, 11 areas, and 18 detail areas. Paramedic care does not include advanced pediatric life support. In addition, nine areas and 20 detail areas are not included. Conclusion: The study suggests the need for institutional supplementation so that those who have completed EMT basic and the subjects prescribed by the ordinance of the Ministry of Health and Welfare at universities, etc., in the Higher Education Act can take the EMT paramedic national exam.
This study examines the influence relationship between ESG management and organizational justice, which has become a major issue in Korean society and corporate management, and the effect of organizational justice on organizational trust, and organizational identification. In addition, the mediating effect of organizational justice in the relationship between ESG activity perception, organizational trust, and organizational identification was verified. As a result of the analysis, first, it was confirmed that the employee's perception of the company's ESG activities had a significant effect on the organizational justice. Second, it was confirmed that the employee's perception of organizational justice had a significant effect on the employee's organizational trust and organizational identification. Third, the mediating effect of organizational justice was confirmed in the relationship between employees' perception of ESG activities, organizational trust, and organizational identification. Accordingly, it is necessary to elicit positive attitudes and behaviors from employees to enhance organizational competitiveness by strengthening ESG activities, and enhancing organizational justice through Improvement of the company's institutional practices.
This study analyzed the smart construction safety cost included in safety management plans that are approved before construction. Specifically, it refers to the cost incurred in constructing and operating a safety management system using wireless communication and facilities. Based on the obtained statistical results, an activation policy for the inclusion of the smart construction safety cost in building safety management plans was proposed. The smart construction safety cost must be included in the safety management cost; notably, this is mandated by the Construction Technology Promotion Act. However, there are some problems with the inclusion of smart construction safety costs. To analyze the problems encountered when calculating the smart construction safety cost and including it in safety management plans, in this study, statistical analysis was performed using the data of 1,334 safety management plans received at the Construction Safety Management Integrated Information (CSI) from June to August 2021. The results show that only 50.7% of the safety management plans included the smart construction safety cost although the current law mandates 100% inclusion of these costs. Thus, it is apparent that the smart construction safety costs are only included in a low proportion of sites. In addition, the calculated smart construction safety costs were shown to have a small correlation with the construction cost; moreover, they appeared to be distributed at a constant cost level. In this context, it is believed that perfunctory cost calculations were performed at most sites since the effect of the construction cost on the smart construction safety cost was negligible. Therefore, it is necessary to improve the inclusion of smart construction safety costs by strengthening the authorization process of the approval institute of safety management plans. In addition, institutional support, such as guidelines that promote the calculation and inclusion of appropriate smart construction safety costs according to the characteristics of sites, are needed.
The purpose of this case study is to examine and compare the basic characteristics of quality assurance systems of the 3 leading countries in international higher education: Australia, Canada, and the Netherlands. The comparative analysis of the three cases demonstrates that, taking a more commercial stance on the international education service market, quality assurance systems of the 3 countries aim at facilitating effective promotion of student recruitment and enhancing their national brand image as advanced knowledge society. Consequently, rules and regulations of their systems are concerned primarily with strengthening institutional capacities to educate international students effectively, and, ultimately, improving their learning experiences in the host countries. Compared to these foreign cases, the newly-adopted quality assurance system in Korea places too much emphasis on internationalization process itself, thereby neglecting evaluation of educational capabilities of higher education institutions. Further implications for improvement of the Korean International Education Quality Assurance System(IEQAS) are discussed.
In the process of changing the Korean electoral system, various terms such as representation, majority, minority, plurality, and proportionality are not used correctly, making normative judgment on its desirable electoral system difficult. This paper clarifies the concepts and terminology related to the electoral system in order to enable proper normative discussion. First, the misuse of the names of the electoral system is reviewed. This includes the majority representative system versus the minority representative system, the single-member constituency versus the multi-member constituency, the absolute majority system versus the relative majority system, and the majority representative system versus the proportional representative system. Next, the principles of representation, proportionality, democracy, direct ballot, and equal ballot are discussed to evaluate the decisions made by the Constitutional Court of Korea. In the current electoral system of the National Assembly, the equivalence between its constituency member and its proportional representation member is very low in terms of proportionality between votes received and seats allotted. Finally, the coherence between proportional representation and other political institutions is examined. Strengthening the proportionality of parliamentary elections alone does not necessarily increase the proportionality of the entire power structure.
Debates continue to multiply on the definition and rationale of Southeast Asia as a region and on the utility of the multidisciplinary field of area studies. However, we have now entered a post-colonialist, post-Orientalist, post-structuralist stage of reflection and re-orientation in the era of globalization, and a strong tendency on the part of insiders to pose these issues in terms of an insider-outsider dichotomy. On the one hand, the study of Southeast Asia for researchers from outside the region has become fragmented. This is for very obvious reasons: the strengthening and re-energizing of academic disciplines, the increasing popularity of other non-regional multidisciplinary studies, and the entry of globalization studies into our field of vision. On the other hand, how has the local Southeast Asian academy addressed these major issues of change in conceptualizing the region from an insider perspective? In filling in and giving substance to an outsider, primarily Euro-American-Australian-centric definition and vision of Southeast Asia, some local academics have recently been inclined to construct Southeast Asia in terms of the Association of Southeast Asian Nations (ASEAN): a nation-state-based, institutional definition of what a region comprises. Others continue to operate at a localized level exploring small-scale communities and territories, while a modest number focus on sub-regional issues (the Malay-Indonesian world or the Mekong sub-region are examples). However, further reflections suggest that the Euro-American-Australian hegemony is a thing of the past and the ground has shifted to a much greater emphasis on academic activity within the region. Southeast Asia-based academics are also finding it much more important to network within the region and to capture, understand, and analyze what Chinese, Japanese, and Korean scholars are saying about Southeast Asia, its present circumstances and trajectories, and their increasingly close involvement with the region within a greater Asia-Pacific rim. The paper argues that the insider-outsider dichotomy requires considerable qualification. It is a neat way of dramatizing the aftermath of colonialism and Orientalism and of reasserting local priorities, agendas, and interests. But there might be a way forward in resolving at least some of these apparently opposed positions with recourse to the concepts of culture and identity in order to address Southeast Asian diversities, movements, encounters, hybridization, and hierarchies.
This study compares and analyzes the legal systems of Korea, the European Union, China, and the United States based on the disclosure principles and processing policies for personal data processing and provides references for seeking improvements in our legal system. Furthermore, this research aims to suggest institutional implications to overcome data transfer limitations in the upcoming digital economy. Findings on a comparative analysis of the relevant legal systems for disclosing privacy policies in four countries showed that Korea's privacy policy is under the eight principles of privacy proposed by the OECD. However, there are limitations in the current situation where personal information is increasingly transferred overseas due to direct international trade e-commerce. On the other hand, the European Union enacted the General Data Protection Regulation (GDPR) in 2016 and emphasized the transfer of personal information under the Privacy Policy. China also showed differences in the inclusion of required items in its privacy policy based on its values and principles regarding transferring personal information and handling sensitive information. The U.S. CPRA amended §1798.135 of the CCPA to add a section on the processing of sensitive information, requiring companies to disclose how they limit the use of sensitive information and limit the use of such data, thereby strengthening the protection of data providers' rights to sensitive information. Thus, we should review our privacy policies to specify detailed standards for the privacy policy items required by data providers in the era of digital economy and digital commerce. In addition, privacy-related organizations and stakeholders should analyze the legal systems and items related to the principles of personal data disclosure and privacy policies in major countries so that personal data providers can be more conveniently and accurately informed about processing their personal information.
