  • Many countries have established and implemented marine ecosystem management plans to solve various problems arising from excessive development and use of marine and coastal areas. In this study, network analysis was applied to compare and understand marine ecosystem management's direction and characteristics in Korea and other maritime countries. The results showed that the words 'strengthen,' 'promote,' 'improve,' and 'establish' were the keywords used a lot in domestic and foreign marine ecosystem management plans. Establishing a foundation for marine ecosystem management, establishing international cooperation and partnerships, and strengthening climate change adaptation was commonly included. However, there were some differences in detailed management plans. In foreign countries, it aims to present management measures for certain species and improve the existing institutional foundation. Still, in Korea, it aims to strengthen the comprehensive management of marine life and establish an institutional foundation for marine ecosystems. This study is expected to help understand the direction of domestic and overseas marine ecosystem management and establish a domestic marine ecosystem management plan in the future.

  • This study aims to diagnose the issues arising from the relationship between the out-of-pocket maximum in health insurance and private indemnity health insurance and propose policy tasks for institutional improvement. Through literature research, the study analyzed the damage to consumers caused by the non-payment of refunds exceeding the out-of-pocket maximum and the changing role of indemnity insurance due to the strengthening of health insurance coverage. The results confirmed that unilateral interpretation of insurance clauses and incomplete sales practices infringe upon consumer rights, and that insurance premiums do not decrease despite the reduction in coverage of indemnity insurance. Therefore, the study emphasized the urgency of institutional improvements such as rationalization of product structure, transparency of risk rate calculation, and reinforcement of consumer information provision, as well as the need for social consensus on the rational division of roles between health insurance and private insurance. This study is significant in that it provides policy implications for the developmental reorganization of the healthcare system.

  • Following the extension of human life expectancy, the number of elderly traffic accidents that have been increasing at a rapid pace since 2018 has also emerged as a social problem. The traffic accident rate among those aged 65 and older is increasing, but traffic safety policies are insufficient. Based on the analysis of traffic accident status for senior citizens and traffic accident for the past five years from 2014, the reduction plan is to be presented in three main aspects. First, the system needs systematic management by strengthening the system of senior citizens' transport policy departments and driver's license for senior citizens in government agencies, such as the United States, Britain and Japan, from an institutional perspective, so that the walking time and crosswalk traffic environment for the vulnerable should be improved from an environmental perspective. In addition, in human terms, the ability to cope with real-time changes in traffic conditions should be enhanced by training transportation safety experts to secure the effectiveness of education for elderly drivers and by strengthening safety education for those with driver's license and expanding experienced traffic safety facilities to enhance the ability of senior citizens to cope with the changing traffic conditions in real time.

  • In this paper, I tried to clarify the background of the strengthening of centralization in the central-local relations during the Xi Jinping period in terms of the institutional structure of elite politics through a comparative study of the composition of the provincial sector of the Politburo, the highest power body, during the time of Hu Jintao and Xi Jinping. Compared to the Hu Jintao period, it is judged that the strengthening of centralization in the Xi Jinping era is being implemented not through the neutralization of institutionalized formal construction norms, but through the expansion of control within the norms. In other words, the institutionalized frame itself was not broken in the composition of the provincial sector of the Politburo, and local compliance with the central government centered on the general secretary was increased by exercising the right to control personnel more strongly.

  • Background: Hapcheon-gun, Gyeongsangnam-do, is designated as an emergency medical vulnerable area, facing significant challenges in transporting and treating emergency patients. A detailed analysis of the regional emergency medical system is required to identify effective solutions. Methods: This study employed a mixed-methods approach, combining quantitative data from the National Emergency Medical Information System and emergency activity logs with qualitative data from focus group interviews involving 24 stakeholders, including medical staff, paramedics, civil servants, and local residents. Results: Quantitative findings indicated an aging population in Hapcheon-gun, with a growing number of elderly emergency room users. Despite the utilization of local emergency medical institutions, a lack of trust and preference for urban hospitals led even patients with mild conditions to seek care at higher-level facilities. Following the COVID-19 pandemic, transport distances and times for patients using 119 emergency services increased. Qualitative analysis identified several issues: limited capacity of local institutions, challenges in patient transport due to misaligned emergency medical zones, an increase in severely ill patients, and the absence of a coordinated emergency medical consultative body. Recommendations include strengthening local institutions through government support, realignment of emergency zones, legal reforms, the establishment of a continuous consultative body, and enhancing the capacity of medical staff, paramedics, and residents. Conclusion: Improving the emergency medical system in Hapcheon-gun will require targeted efforts in institutional strengthening, legal and administrative support, and capacity-building initiatives.

The concept of FLE in Korea was mainfested itn the social educational law and lifespan institutional, governmental attention. It is defined as "the family life education to enhance the quality of human life, to solve family problems, to develop and individual's potentiality, and to strengthen the family interaction." Of the FLE program, the marital education is considered one of the crucial subjects because it is the core of the family life. • Purpose: This study was to identify the current issues and challenges of the nursing education program in Cambodia and to suggest recommendations to improve it. Methods: The World Health Organization Global Standards for the Initial Education of Nurses and Midwives were used as the analytic framework. Data were collected through a critical, constructive analysis of the literature, as well as observation with stakeholders in the area. Results: Cambodia experienced a shortage of nurses based on the demands of nurses. Moreover, the lack of institutional capacity, out dated and rudimentary nursing curriculum, under qualified nursing faculty, overcrowded classrooms, and lack of fundamental education materials and equipment for nursing education hampered the maintenance and improvement of the quality of pre-service nursing education in Cambodia. Conclusion: Strengthening the nursing educational resources and infrastructures, along with proper retention and enhancement of the faculty's capacity, clinical mentorship, and sustainable management of the nursing curriculum were recommended. Integrating the nursing theory and process into clinical practice and using strategic partnerships, would improve the quality and quantity of nursing education in Cambodia. There needs to be a synergistic relationship between nursing education and training relevant to the nursing care to meet the needs of the Cambodian population.
