A Study on the Effects of Entrepreneurship and Innovative Competence on Firm's Performance in Korean ICT SMEs: Focusing on Moderating Effect of Social Capital (ICT중소기업의 기업가정신과 혁신역량이 기업성과에 미치는 영향에 관한 연구: 사회적 자본의 조절효과 분석을 중심으로)

  • In Korea, small and medium sized domestic enterprises(SMEs) play an pivotal role in the national economy, accounting for 99.8% of all enterprises, 87.9% of total employment, and 48.3% of production. and SMEs were driving a real force of the development of national economy in many respects such as innovation, job creation, industrial diversity, balanced regional development. Despite their crucial role in the national development, most of SMEs suffer from a lack of R&D capabilities and equipments as well as funding capacity. Government-Supported Research Institute(GRI) can provide SMEs with valuable supplementary technological knowledges and help them build technological capacities. so, In order to effectively support SMEs, government and GRI must be a priority to know about the factors influencing the performance related to technology transfer and technological collaborations. The purpose of this study is to analyze the influence of Innovative competences and CEO's entrepreneurship on Organizational performance in ICT small and medium enterprises, including the moderating effect of Social capital. This study adopted research variables such as Innovative competence, CEO's entrepreneurship as independent variables, with Organizational performance as a dependent variable, including the moderating variable of Social capital. 1,200 companies data which in the field of ICT SMEs were collected from the survey. The result of this empirical study is summarized as follows, First, CEO's entrepreneurship was confirmed to have a significant effect on organizational performance, and social capital variables were confirmed to have a moderating effect between entrepreneurship and organizational performance. Second, it was found that the company's Innovative competence was significantly affected the organizational performance. and also that social capital variables moderating effects. From these findings, it was confirmed that the Innovatibe competence plays an important role in influencing corporate performance.

  • Korean Government has supplied small-medium enterprises with various technology financing programs such as R&D grant." loans, equities, guarantees since 1980's. The purpose of this study is to render policy suggestions for policy makers by analysing problems with regard to regulations. The suggestions of this study are such as the following. First, the current three months of the fund formation period should be extended within six months for general partners to have enough time to raise funds in the current tough capital market situation. Second, the government's non priority loss devotion system should keep going to prevent general partner's moral hazard. Third, in order to fulfill the policy purpose that is to create globally well-known companies, the government investment ratio should scale up from the current 20% to 30% of the total fund size in that the stable capital supply for core technology commercialization, industrialization and globalization of companies is achieved. Finally, general partners of the New Growth Engine Fund should showoff their investment abilities to the potential investors such as institutional investors by accumulating all track records and know-hows that prove their specialities and implementing action plans to achieve the best result of their investment. This study provides general considerations of the selection procedure, the government investment ratio, the government priority loss devotion system and so on when formating the public funds.

Optimal Selection Model of Technology Transferor in Technology Trade Network (기술거래 네트워크에서의 기술제공자 선택 모델)

  • This study presents a concept of technology trade network and management, and proposes a procedural method for optimally selecting the technology transferor when a technology transferee needs to buy a specific technology. We develop a technology trade network where technology supplier, technology marketer, and technology transferee are informatively linked. And a technology trade management consists of three step of estimating technology, trading technology, and commercialization technology. Technology transferees could import the best appropriate technology which they want through these technology network method and cost optimization method. And we hope that these methodologies can be used in selecting new technology. A methodology can be classified into an estimating technology process and a choice of technology supplier process. In an estimating technology process, we calculate the technology similarity quantitatively through developing method of estimating technology which is focused on its technological characteristics. After defining the related cost of technology introduction, we suggest goal programming model to find a solution which can be acceptable both maximizing the technology similarity and minimizing the cost of technology. And suggested model is verified with a supplier selection problem of next generation tanks.

Instrumental Perspectives in Discourse and Practice of Public Engaged ST Governance: Case Study on UK Public Deliberations (시민참여형 과학기술 거버넌스의 논의와 실험에 내재된 도구적 관점: 영국 공론화 사례 중심)

  • Various concepts and practices of public deliberation have been exercised over the last three decades in western countries for science and technology (ST) governance. There has been a general social consensus for the need of such new governance notwithstanding, ends and means to achieve it varied. Among various rationales, while normative and substantive perspectives are explicitly claimed in public as reasons for public engagement in ST policy making, instrumental perspectives tend to be implicitly arranged by interested parties and still affecting policy significantly. This paper therefore, examines the implications of such instrumental perspectives in public engaged ST governance. To do so, this paper analyses the discourses and practices of public deliberation for ST governance in the UK from the late 1990's until the mid 2000's. It examines the proposals made by various policy institutions and two real public deliberations- the GM Dialogue for commercialization of genetically modified crops and the Committee on Radioactive Waste Management(CoRWM)'s programme. This study finds that policy institutions tried to employ public deliberation as strategic instrument for their policy interest, which contrasted with their outwardly claimed rationales of democratic policy making and better quality in decision for ST governance.

Cooperation of Industrial R&D Programs: Focussing on Types of R&D Cooperation (산업기술혁신사업의 성과창출에 미치는 영향에 관한 연구: 산학연협력형태를 중심으로)

  • We analyse the impact of R&D cooperation on Industrial R&D programs of Government (Ministry of Trade, Industry & Energy, MOTIE), specially performance differentiating between type of R&D partners, type of R&D project leader organizations. And considering five performance measures: paper, patent, technology transfer, commercialization, new employment. Using data on a large sample of post-performance survey of MOTIE in Korea (2013), we examine the impact of R&D cooperation in 2008-2012. The method of analysis is binary logistic regression models operated by SPSS. The results of this study are follows; the performance is statistically significantly different between type of R&D partners, type of R&D project leader organizations on R&D cooperation. Specially, when a private enterprise cooperate with non-profit institutions, performance has a greater success of paper, patent, new employment. On the other hand, when a private enterprise cooperate with a private enterprise cooperate, performance decrease success of paper, technology transfer. Lastly, when non-profit institutions cooperate with a private enterprise, performance has a greater success of patent, technology transfer.

How Do Research Capabilities and Financial Resources Affect Professors' Entrepreneurship?: Using the Speed of University Spin-off Formations (교수의 연구역량과 연구비 수혜가 대학스핀오프 기업 형성 속도에 미치는 영향)

  • University-to-industry technology transfer has become an increasingly important issue in recent years. Studies on technology transfer and commercialization evolved to diverse knowledge transfer channels. Among them, university spin-off is not only known as the most direct and tangible method but also suitable for effectively transferring tacit knowledge. Much of the studies on university spin-offs are mostly focused on macro-level but studies using the individual professors as their unit of analysis need better understanding as well. This paper investigates why the speed of university spin-off formations differ among individual professors drawing on the resource-based view. Utilizing data of 149 professors in 25 universities who formed spin-offs, Cox regression results suggest that professors' technological research capabilities, academic research capabilities and financial resources promote university spin-off formations.

  • Recently, environmentally friendly technology are becoming important due to reconsideration about climate change and environmental pollution. In addition, as well as technical skills and social interaction through an analysis of the nonlinear transition management and policy implementation are emerging. This study of the development of photovoltaic industry in Korea 10 years analyze with strategic niche management (SNM) based on the theoretical and multi-layered perspective (MLP) is used as the analytical framework. Choose the gerverment-support project for niche technology, through a process of quantifying and alnalyze the phase transition to Regime with the numerical method and policy vision, learning effects, and network that key elements of SNM, MLP. Through the analysis of the photovoltaic industry technology-commercialization phase was investigated. This conventional overall and step-by-step model for technical management is proposed to replace exiting linear and narrow method and through the case study its validity was confirmed.

The Effects of the Science and Technology Environment on Technology Transfer (과학기술 환경이 기술이전에 미치는 영향: OECD 34개 국가를 중심으로)

  • Nowadays, the R&D policy has gradually emphasized the creation of economic values added through technology transfer of R&D performance. Technology transfer plays an important role in making a profit on commercialization of technology, but the performance of technology transfer is a great difference between countries. Therefore, this study analyzes the effects of the science and technology environment on technology transfer from a national point of view. In this study, the science and technology environment largely consists of openness, ease of firms, protection of intellectual property, emphasis of science in schools. We select OECD 34 countries as the subject of this study and collect the data from IMD between 2002 and 2011. The results show that all hypotheses are supported. Openness and ease of firms are related to technology transfer as they help to improve the understanding and willingness about technology transfer nationally. Protection of intellectual property also influences the spread of R&D performance positively, and the environment that is emphasized science in school actively promotes both creation and technology transfer of R&D performance. Although prior studies have focused on technical capabilities to improve the performance of technology transfer, we consider the influence of the science and technology environment from an institutional perspective. This study will do much for formulate the R&D policy.

The Effects of Performance Management & Application Capabilities and Activities on Technology Transfer from Public Research Institutes in Korea (공공연구기관의 성과관리.활용 역량 및 활동이 기술이전 성과에 미치는 영향)

  • Recently, R&D policy has importantly emphasized the creation of economic values added through the research performance developed by public research institutes. However, the research performance hasn't been still used and diffused effectively in Korea (Republic of Korea). This empirical study analyzes the effects of performance management & application capabilities and activities on technology transfer from public research institutes in Korea. Our dataset consists of total 84 Korean universities and government-funded research institutes in 2011. Performance management & application capabilities include dedicated organization, researcher-to-professional ratio, technology transfer and commercialization budget, and performance management & application activities include regular conduct of 3P analysis, pre-adjustment, post-management. The results show that performance management & application capabilities (except researcher-to-professional ratio) and activities are positively related to technology transfer. The results of this study contribute to the establishment of R&D policy to promote management & application of the research performance.

Research on the Function and Economic Effect of Technology Opportunity Development System (기술기회발굴시스템의 기능 및 경제적 효과에 관한 연구)

  • This research focus on estimating the economic effects of TOD system development from the perspective of new market creation, R&D planning cost reduction and increase of R&D projects' commercialization success rates. The research is conducted through simulation and scenario analysis with assumptions about economic effect parameters. Scenario analysis shows that scenario 1 (the application ratio of the new TOD system to total Korean R&D programs' planning is 1.4%) results in total economic effects, 921.3 billion won in 2011 price with B/C ratio 6.15, that scenario 2 (the application ratio is 1.9%) results in total economic effects, 1,250.3 billion won in 2011 price with B/C ratio 8.34, and that scenario 3 (the application ratio is 0.9%) results in total economic effects, 592.2 billion won in 2011 price with B/C ratio 3.95. The research contributed to the prior evaluation of economic validity of "R&D on Technology Opportunity Development (TOD) system" and to cultivating the new methodology of economic benefit estimation in the area of R&D on system development.
