  • In this study, factors affecting the development of new products and research about the relevance of the factors based on the research model was configured. Existing research and technology commercialization process of discrimination that occur in the importance of risk management and open innovation company's competitive advantage in new product development and affect the reporter know what the effect is used as a control variable effects. Factor in the development of new products through research and innovation capacity and knowledge management activities, the introduction of open innovation and enterprise level ever due to the level of risk management controls and the need for effective research to study the model was proposed.

Towards an Innovation-driven Nation: The 'Secondary Innovation' Framework in China

  • The rise of latecomer countries across the world directs academic attention to their catching-up and innovation processof seizing technological opportunities and combining internal and external knowledge. Different from the developed economies as well as the newly industrialized economies, China presents a special innovation environment, wherein its technology regime, market opportunities, and institutions are complex and the globalization trend affects competition in a broader way. In thiscontext, we clarify and extend the framework of "secondary innovation". This framework describes the dynamics of those with relatively poor resources and capabilities in their efforts to capture the values of mature/emerging technology or business models by acquiringthem from across borders and then adapting to catching-up contexts. Such processes, differentiated from original innovation that involves the whole process from R&D to commercialization, has become a prevailing regime during paradigm shifts. In particular, unlike the traditional catch-up literature that focuses more on technology, the secondary innovation framework inclusively contains both technology and business model innovation, and puts forward the co-evolution between the two elements, which is more applicable to China's context. In accordance, we also provide implications towards fulfilling the goal of building an innovation-driven nation.

유전자치료의 기술개발 동향분석 (An Analysis on the Development Trends of Gene Therapy)

  • The purpose of this paper was to analyze the development trends of gene therapy. The possibility of technological development and commercialization of gene therapy has been increased along with the success of Human Genome Project. A lot of gene-therapy-based R&D and clinical trials have been advanced. The US and EU have led the global technological development, and Korea is in early stage although many institutions and firms have participated in this area.

공공기술 사업화를 위한 CTGAN 기반 데이터 불균형 해소 (Resolving CTGAN-based data imbalance for commercialization of public technology)

  • 공공기술 사업화는 정부가 주도하는 과학기술의 혁신과 R&D 성과를 민간에 이전하는 것으로 경제 성장을 주도하는 핵심 성과로 인식되고 있다. 따라서 기술 이전을 활성화시키기 위해 성공 요인을 식별하거나 사업화 가능성이 높은 공공기술과 수요기업을 매칭하는 다양한 기계학습의 방법들이 연구되고 있다. 하지만 공공기술 사업화 데이터는 표 형태로 구성되어 있고, 성공-실패 비율이 큰 차이를 보이는 불균형 상태이기 때문에 기계학습 성능이 높지 않는 문제점을 가지고 있다. 이 논문에서는 표 형태로 구성된 공공기술 데이터에서 불균형을 해소하기 위해 CTGAN을 활용하는 방법을 제시한다. 또한 제시된 방법의 효과를 검증하기 위해 실제 공공기술 사업화 데이터를 활용하여 통계적 접근방법인 SMOTE와 비교 실험을 수행하였다. 다수의 실험 사례에서 CTGAN은 공공기술 사업화 성공사례를 안정적으로 예측하는 것을 확인하였다.

데이터마이닝을 이용한 표준정책 수요 중소기업의 프로파일링 연구: R&D 동기와 사업화 지원 정책을 중심으로 (An Empirical Study of Profiling Model for the SMEs with High Demand for Standards Using Data Mining)

  • 표준은 호환성 증진, 품질확보 및 안정성 증진, 정보제공 등의 긍정적인 기능과 함께 기술혁신을 유발하는 것으로 알려져 있다. 표준의 순기능이 어떤 특정 기업 집단의 기술혁신 활동이나 사업화에 영향을 주는지 밝히는 것은 표준관련 정책을 수요 집단에 맞춰 적절하게 기획하고 집행하는 것을 가능하게 한다. 따라서 본 연구는 표준 정책 수립과 집행에서 증거기반 정책이라는 측면에서 기여하고자 중소기업 중에서 연구개발 동기가 표준 대응인 기업과 기술사업화를 위해서 표준제도 도입이 필요한 기업을 프로파일링하여, 이런 특정 기업을 판별할 수 있는 예측모형을 개발하고자 한다. 이를 위해, 본 연구는 의사결정나무 분석을 통해 표준 대응을 위해 연구개발을 하는 중소기업과 기술사업화를 위해 표준 규격이나 기술인증 정책을 필요로 하는 중소기업의 특징을 데이터마이닝을 통해 프로파일링 했다. 또한 판별분석을 활용하여 프로파일링된 두 가지 조건의 기업군을 몇 가지 변수로 판별할 수 있는 예측모형을 제시하였으며 판별식의 활용 가능성도 통계적으로 확인했다. 연구결과에 따르면 표준 및 규제 대응을 위해 연구개발을 수행하는 기업은 R&D기획 소요기간, 표준산업분류, 종업원 수, 기술의 신규성 등의 변수에서 차이가 있는 것으로 나타났다. 기술사업화를 위한 표준정책지원 수요기업의 프로파일링 결과에 따르면 표준산업분류, 주거래처, 연구개발 소요기간, 시험검사 능력 등의 변수에서 차이가 있었다. 본 연구에서 프로파일링 결과와 판별분석을 통해 제시한 모형은 향후 표준관련 정책을 기획하거나 집행할 때 표준지원을 필요로 하는 기업에 대한 객관적인 정보를 제공하여 표준관련 사업 성공률을 제고하는데 기여할 것으로 기대된다.

농식품 벤처기업의 기술사업화역량과 경쟁전략이 성장전망에 미치는 영향: 비즈니스모델 혁신의 매개효과를 중심으로 (The Effects of Technology Commercialization Capability and Competitive Strategy of Agri-food Venture on Growth Prospects: Focused on Mediating Effect of Business Model Innovation)

  • 전 세계적으로 농식품 벤처에 대한 관심과 투자가 증가하고 있다. 국내에서도 농식품 벤처창업이 늘고 있으나 산업적 특성으로 인한 제약요인과 함께 성장으로 이어지기 위한 인프라와 투자가 부족한 현실이다. 본 연구는 기술사업화역량 및 경쟁전략이 농식품 벤처기업의 성장전망에 미치는 영향과 비즈니스모델 혁신의 매개효과를 확인한 후, 선행연구와의 비교를 통해 전체 벤처기업과 다른 농식품 벤처만의 산업적 특성을 파악하고자 하였다. 이를 위해 2021년 벤처기업정밀실태조사 원데이터로부터 농식품 벤처기업만을 추출하여 실증 분석하였다. 연구 결과, 기술사업화역량의 생산화역량과 경쟁전략의 원가우위수준, 차별화수준은 성장전망에 정(+)의 영향을 미치며, 이 중 생산화역량과 차별화수준은 비즈니스모델 혁신의 매개효과를 확인할 수 있었다. 본 연구는 농식품 벤처의 장기적 성장 전망을 위하여 산업적 특성을 고려한 차별화된 영향요인을 규명하였으며, 비즈니스모델 혁신과 연계한 실무적 시사점을 제공하였다. 향후 연구에서는 객관적 측정 도구의 개발, 업력 및 규모에 따른 세부 분석 등이 필요할 것으로 보인다.

20세기 대학연구의 상업화와 지적재산권 제도의 변화 (The Commercialization of Academic Research in the Context of Shifting Intellectual Property Regimes in the Twentieth Century)

  • This article chronicles key shifts in intellectual property regimes in the twentieth century as they related to the commercialization of academic research. The institutionalization and growth of scientific research in the research university in the twentieth century and the increasing awareness of its potential to promote technology innovation and economic growth posited an important question of the ownership of knowledge created in the academic setting, where knowledge was traditionally regarded as a common property among academic researchers. This paper shows the ownership of academic knowledge emerged as a key public policy and legal issue in the latter half of the twentieth century for academic researchers and government officials who pursue the commercialization of academic knowledge for private gain and public benefit. The resulting institutionalization of patent management in the research university and shifts in federal patent policy in turn opened a new legal avenue for the establishment of the private ownership of academic knowledge and the expansion of intellectual property rights in academia, especially in the area of biological and biomedical research. Reflecting upon historical shifts in intellectual property regimes in the twentieth century, this paper suggests recent controversies regarding ownership of biological knowledge and profit sharing in developing counties are linked to critical issues pertinent to the welfare of indigenous population, utilization of new natural resources, and sustainable development for humanity.

기업사례를 통한 과학기술혁신정책의 평가 및 시사점: (주)바이로메드 (The Evaluation of the Korean Science, Technology, Innovation Policy: A Viewpoint of an Individual Firm, Viromed(Ltd))

  • The paper evaluates the Korean science, technology, and innovation policy(STIP) in terms of an individual firm. The firm is Viromed(Ltd), a new technology-based venture company in the field of biotechnology. The case is compared with the 'Hwang Project', which is known as a typical failure case in Korea. In order to evaluate the Korean STIP, we establish 6 areas, which are technological infrastructure, institutional infrastructure, human capital infrastructure, technology market, industrial base, and innovation networks. The study shows that the policy schemes relating with technological infrastructure, institutional infrastructure, human capital infrastructure, and industrial base play a positive role in the start-up, development and innovation of Viromed(Ltd). However, we can hardly find the role of Korean government in fostering the technology market, transferring the technological output to economic performance. Although the international networks with the British, American, and Japanese firms or investors were a key success factor of the growth of Viromed(Ltd), the role of the government in this policy area was not enough. As for the 'Hwang Project', we suggest that the government should consider the possibility of commercialization in choosing R&D projects and determining the size of financial aids. Since the evaluation of the Korean STIP is based on an individual firm, the results of the paper need to be confirmed by a systematic comparison with other cases or industries.

국내 IT중소기업의 개방형 기술혁신 수용에 관한 실증연구 (An Empirical Study on Adoption of Open Technological Innovation for SMEs based on Information and Technology)

  • Recently, with the diffusion of a new paradigm named as the creative economy, the government's interests and efforts regarding support of SMEs' R&D have been concentrated. In particular, due to the dominant perception that the fundamental science and original technology from government-funded research institutes can further enhance the capabilities of SMEs' R&D, the importance of performance's diffusion on national R&D is further emphasized. In fact, the domestic SMEs don't have enough budget and workforce, so that all of self-contained technologies, product's competitiveness as well as the R&D capabilities, are very vulnerable, and thereby SMEs' commercialization is very likely to fail. For this end, SMEs need to adopt the concept of open innovation as the use of external R&D resources by licensing. In this study, we conducted a survey on a total of 286 domestic IT SMEs, and analyzed empirically to compare the degree of their acceptance on technological innovation between two groups divided by open/not-open innovation. As a result, we drew some of the key factors influencing the acceptance of the SMEs' open technological innovation, and found a variety of implications through them.

Technology, Market and Company Journeys: How Can We Help Them Succeed?

  • The science and technology park movement has been developing for over 60 years. The first developments simply relied on the co-location of tenant companies and the park's host to encourage technology transfer. This is in contrast with their modern counter parts which offer a range of active links between tenant companies and host organisations as well as a raft of business development services to support technology commercialisation. Many of these sites have also become important centres in regional innovation plans. In these cases they are supported by a range of local, regional and national policies that are aimed at establishing a business, technology and social environment which support innovation. The paper examines both the business development programmes developed by science and technology parks to support technology commercialisation and the macro conditions that are now being developed to support innovation.
