우리나라의 차세대 자유비행 인프라구축 전략에 관한 연구 (A Study for Master plan of Infrastructure Establishment of Next Generation Free Flight Concept)

  • International organizations related to air transport such as ICAO, IATA, ACI are forecasting that the number of passenger will grow about 4.4% annually up to 2015. Therefore, the innovation of given system technology and operation procedure is required in global scale to cope with the increase of air traffic demand. CNS/ATM infrastructure based on satellite is considered to play key role in order to solve the problems due to the dramatic increase of air traffic demand over the world. Free flight concept in the air transport operation has been proved with CNS/ATM infrastructure especially in USA and Europe. Therefore, it is necessary to develop key technologies to overcome technology gap and to secure international competitiveness in Korea. ADS-B is an important issue, and new element technologies should be considered as essential items which were shown in Capstone project. Nowadays, the free flight concept is combined to Air Transport Road Map such as NextGen project in USA, SESAR in Europe. In this process, free flight is included in the concepts such as ATM(Air Traffic Management), aviation security and safety, environmental protection and economy development, wide area weather variable reduction service, information integration and application between the related authorities (civil/military) etc. The purpose of research is to establish mid-term and long-term infrastructure plan and strategy for free flight realization in Korea. The analysis of action target and equipment construction status, phase construction plan of infrastructure has been performed by considering mid-term and long-term free flight plans of USA and Europe.

Dynamics of Industry-wide versus Firm-specific Benefits when Firms Collaborate on Building an Industry Infrastructure

  • Firms often collaborate on building an infrastructure, which benefits all the firms in the industry, although in unequal magnitudes. Then a difficult and tricky issue is concerned with 'free riding.' Should there be only 'common, i.e., industry-wide' benefits in such collaboration, the literature indicated that the free rider problem is unavoidable, In this paper, however, we suggest that while collaborating, the firm also learns firm-specific knowledge, experience, and know-how, which can be directly utilized for its own internal improvement. That is, the collaboration between firms provides them with not only 'industry-wide,' but also 'firm-specific' benefits, Our analysis shows that if there indeed exist two types of benefits simultaneously, depending on the balance between the two, the free rider problem can be mitigated or even eliminated.

  • With the advent of new order of international competition, the technology Policy of Korea has been changed from vertical one which focuses on specific technologies or selective industries to a horizontal one which supports R&D activities on a neutral basis. TIP(Technology Infrastructure Policy) is WTO free in the sense that it is Indirect method of supporting technology development and properly defined as a part of government role by OECD. Technology infrastructure is embodied in human capital, and includes also elements of physical capital and knowledge. Hence it is more differentiated than, and distinguished from conventional infrastructure. It implies a need for carefully designed strategy with the recognition of those differences. As a fundamental element of innovation and technological development, technology infrastructure should become the main focus of industrial technology Policy.

간선시설 설치비용의 합리적 분담분 추정 : 택지개발사업시 조성되는 도로시설을 중심으로 (A Study on Estimating the Land Developer's Share of Infrastructure Cost : Focused on the Road Facility of Residential Development)

  • 택지개발사업비에서 간선시설 설치 비용이 차지하는 비중은 상당히 높으나, 부과의 행정적 편의상 일정규모 이상의 사업시행자가 부담하는 경향이 크다. 이로 인해 주변 기성시가지 및 소규모 택지개발사업지구에서 설치된 간선시설에 무임승차하게 되는 경우가 빈번하여 분담의 형평성 및 개발이익의 사유화 문제를 노정하고 있다. 이 연구는 대규모 택지개발사업에서 설치되는 도로시설의 무임승차를 파악하기 위한 방법론을 정립하고 실증분석하여, 합리적인 간선시설 비용분담을 위한 합리적 근거를 제시한다. 실증분석을 위한 사례지구로 부천상동택지지구를 선정하였다. 부천상동지구에 의한 교통유발을 도출하기 위해 개발시나리오를 설정하였으며, 교통네트워크 분석을 사용하여 간선시설을 이용하는 교통량, 통행시간, 통행비용을 시나리오별로 산출하였다. 그 결과, 부천상동택지지구 주요 간선시설 중 당해 지구가 부담해야 할 비율은 전체의 83% 정도로 분석되었다. 이 연구의 방법론과 결과는 향후 개발사업에서 간선시설 설치를 위한 비용의 부담주체와 부담정도를 설정하는데 기여할 수 있을 것이다.

Damage detection technique in existing structures using vibration-based model updating

  • Structural health monitoring and damage detection are essential for assessing, maintaining, and rehabilitating structures. Most of the existing damage detection approaches compare the current state structural response with the undamaged vibrational structural response, which is unsuitable for old and existing structures where undamaged vibrational responses are absent. One of the approaches for existing structures, numerical model updating/inverse modelling, available in the literature, is limited to numerical studies with high-end software. In this study, an attempt is made to study the effectiveness of the model updating technique, simplify modelling complexity, and economize its usability. The optimization-based detection problem is addressed by using programmable open-sourced code, OpenSees® and a derivative-free optimization code, NOMAD®. Modal analysis is used for damage identification of beam-like structures with several damage scenarios. The performance of the proposed methodology is validated both numerically and experimentally. The proposed method performs satisfactorily in identifying both locations and intensity of damage in structures.

A Social Responsibility of Landscape Architecture as a Green Infrastructure for Environmental Justice Realization

  • The main task of landscape architecture is to create a higher quality of the environment by utilizing resources or to provide effective stewardship for the preserved environment. These outcomes enhance the correlation between humans and the environment. Landscape architect deals with direct use of market economic goods in private property resources such as capital, land, plant, structure. But it also has indirect use of non-market economic goods in public resources like scenic view from the forest, sea, urbanscape, and refreshing atmosphere. At this point, landscaping products should have a role of public goods, and even these attribute to individuals or certain group. From the results of neo-liberalism regime in modern era such as guarantee of private property, deregulation for free market, and reduction of social welfare, minority has getting less opportunity to enjoy the quality life in ecotop and social welfare. With all future, landscape architecture should have the role of social infrastructure through planning concept that ensures public interests first. The virtuous functions of Green Infrastructure is a proper tool in realizing environmental justice in that it efficiently protects environment, and distributes fair benefits to all people.

지역사회 통합돌봄의 실현을 위한 물리적 인프라 및 지표개발 연구 (A Study on Physical Infrastructure and Indicator Development for the Realization of Community Care)

  • Purpose: The first thing to be done in promoting community care is local diagnosis. Therefore, this study attempted to derive the physical infrastructure to be diagnosed, and to develop diagnostic items and diagnostic indicators applicable to this. Methods:: First, the physical infrastructure related to the community care is derived. And the diagnosis items are derived using the checklist of 'community support and health services' in the WHO Guide for Global age-friendly cities. Next, by analyzing previous studies, we develop diagnostic indicators for each diagnostic item and explore their applicability. Results: As a result of deriving the physical infrastructure for each area of housing, health service, and nursing care for community care, 22 facilities were derived for 9 types. Diagnosis items for the facilities are 1)regional equity, 2)proximity between facilities, 3)transportation access, 4)regional use, 5)barrier-free design, 6)diversity of facilities, and a total of 14 diagnostic indicators was derived. We reviewed and suggested the applicability of diagnostic items and indicators by each physical infrastructure. Implications: For the realization of community care, local diagnosis should not be limited to sim- ply grasping the presence or absence of facilities and the total amount. Instead it should strengthen capabilities by conducting diagnosis to understand the performance of facilities.

평택항 자유무역지역의 활성화 방안 연구 (Activating Strategy of Free Trade Zone in Pyeongtaek Port)

  • 본 연구는 계층분석적의사결정법을 활용하여 평택항 자유무역지역 입주기업을 대상으로 활성화 요인의 중요도를 분석하였고 분석결과에 따른 시사점을 제시하였다. 상위요인의 중요도를 분석한 결과 평택항 자유무역지역 입주기업들은 인프라 요인(0.330)을 가장 중요하게 인식하고 있었으며, 이외 금융 및 예산(0.223), 조직 및 운영(0.188), 제도(0.140), 인력(0.119) 순으로 중요도가 산정되었다. 보다 세부적으로는 항로의 확장을 가장 중요하게 개선되어야 할 사항으로 인식하고 있었다. 그리고 제조기업들은 물류기업에 비해 제조업체의 진입여건 개선과 부가가치 물류활동에 대한 배점강화를 다소 중요한 요인으로 판단하고 있었다. 하지만 물류기업의 경우 제조기업에 비해 인력에 대한 중요성을 높게 평가하고 있었다. 이러한 분석결과에 대한 시사점으로 평택항의 항로다각화, 자유무역지역 인근 인프라의 개선, 임대료 재검토 등 제도개선의 필요성을 제안하였으며, 향후 비입주기업을 대상으로 한 활성화 연구의 필요성을 제안하였다.

무선 양자암호통신 시스템 및 부품 최신 기술 동향 (Recent Technology Trends of Free-Space Quantum Key Distribution System and Components)

  • A quantum key distribution (QKD) provides in principle an unconditional secure communication unlike the standard public key cryptography depending on the computational complexity. In particular, free-space QKD can give a secure solution even without a fiber-based infrastructure. In this paper, we investigate an overview of recent research trends in the free-space QKD system, including satellite and handheld moving platforms. In addition, we show the key components for a free-space QKD system such as the integrated components, single photon detectors, and quantum random number generator. We discuss the technical challenges and progress toward a future free- space QKD system and components.

경제자유구역 입주결정 선택기준 및 만족도 평가: 인천, 부산·진해 경제자유구역 중심으로 (A Study on Location Determining Choice Factor and Satisfaction Evaluation of Companies in Free Economic Zones: Focusing on Incheon and Busan·Jinhae Free Economic Zones)

  • 본 연구에서는 경제자유구역의 운영의 효과를 실증적으로 비교 분석하기 위해, 인천경제자유구역과 부산 진해경제자유구역 두 지역을 대상으로 기업이 입주 시 우선적으로 고려되는 요인이 무엇인지 그 우선순위를 제시하고자 계층화 분석법(AHP) 방법을 활용하여 입지, 경제 사회, 정책 상위요인과 세부 하위요인에 대한 중요도 분석과 병행하여 경제자유구역 내 기업의 필요사항에 얼마만큼 부흥하고 있는지를 평가하기 위해 만족도 조사를 실시하였다. 첫째, AHP분석 종합 결과에서 항만 및 공항 등 물류 인프라 시설과 국내외 인접 시장과의 접근성을 감안하여 부지확보 용이성 및 인접시장과 접근 편리성 등의 입지적 측면이 경제자유구역 입주 결정 시 높은 중요도로 평가되었다. 둘째, 입주기업의 만족도를 조사 결과에서 인천의 경우 대도시 및 수도권에 위치하고 있어 물류 인프라 시설 및 배후시장의 가치가, 부산 진해는 경제자유구역 주변의 기 조성된 산업단지와 도로, 항만등의 교통 인프라 시설에 있어 긍정적으로 평가되고 있음을 알 수 있다. 마지막으로, 중요도-만족도(IPA)조사 결과에서 인천경제자유구역의 지속적으로 유지해야 할 부문은 '입지영역'으로 부지 확보 용이성, 인접시장과 접근편리성으로 나타났으며, 부지 임대료, 전문 인력 수급에 있어서는 중점적으로 강화해야 할 지원 항목으로 나타났다. 반면 부산 진해 경제자유구역은 지속적으로 유지해야 할 부문은 '정책영역'으로 조세감면 및 인센티브로 나타났으며, 부지 임대료, 인접시장과 접근 편리성, 전문 인력 수급, 정부 투자의 지속성 및 물류 시설의 규모에서는 중점적으로 강화해야 할 지원 항목으로 분석되었다. 본 연구결과는 경제자유구역 투자 활성화 및 입주 촉진을 위한 정책의 기초 자료로 활용될 수 있을 것이다.
