This study aims to develop urban scenarios for future cities and validate the future city scenarios using a Delphi method. The scenarios of future city was derived from urban structure, land use, transportation, and urban infrastructure and development using big data analysis, environmental scanning techniques, and literature review. The Delphi survey interviewed 24 erudite scholars and experts across 6 nations including Korea, USA, UK, Japan, China, Australia and India. The Delphi survey structure was designed to test future city scenarios, verified by the 5-point Likert scale. The survey also asked the timing of each scenario likely happens by the three terms of near-future, mid-future and far-future. Results of the Delphi survey reveal the following points. Firstly, for the future urban structure it is anticipated that urban concentration continues and higher density living in global mega cities near future. In the mid-future small and medium size cities may decrease. Secondly, the land use pattern in the near-future is expected of increasing space sharing and mixed or layered vertical land-use. In addition underground space is likely to be extended in the mid-future. Thirdly, in the near-future, transport and infrastructure was expected to show ICT embedded integration platform and public and private smart transport. Finally, the result of Delphi survey shows that TOD (Transit Oriented Development) becomes a development norm and more emphasis on energy and environment fields.

Gyeonggi-do comprises several types of areas, including urban, semi-urban, and rural areas. The availability of public transportation services varies depending on the area types, but the fare structure is based on a simple transfer rule, i.e., a transfer is free when completed within 30 minutes. As a result, users in non-urban areas with a poor frequency of public transportation services do not receive transfer discounts because most of the bus routes in these areas have a gap of more than 30 minutes between services. In terms of equality of opportunity, the transfer rule is being applied unfavorably and, as a result, equality of opportunity of the non-urban commuter is severely affected. Therefore, this study analyzed the user benefits mainly stemming from transfer fares using the smart card data of commuters using public transportation in Gyeonggi-do. An index called the beneficiary rate of the free transfer was developed and a scenario analysis was conducted based on the various levels of the rate. The results of this analysis proved that the users of public transportation services in non-urban areas in Gyeonggi-do can only receive transfer benefits by the extended time for free transfer and not by the implementation of a uniform policy irrespective of the type of area. The study also suggested an equitable fare transfer system and policy alternatives.

Korea is facing a number difficulties arising from rising housing prices. As 'housing' takes the lion's share in personal assets, many difficulties are expected to arise from fluctuating housing prices. The purpose of this study is creating housing price prediction model to prevent such risks and induce reasonable real estate purchases. This study made many attempts for understanding real estate instability and creating appropriate housing price prediction model. This study predicted and validated housing prices by using the LSTM technique - a type of Artificial Intelligence deep learning technology. LSTM is a network in which cell state and hidden state are recursively calculated in a structure which added cell state, which is conveyor belt role, to the existing RNN's hidden state. The real sale prices of apartments in autonomous districts ranging from January 2006 to December 2019 were collected through the Ministry of Land, Infrastructure, and Transport's real sale price open system and basic apartment and commercial district information were collected through the Public Data Portal and the Seoul Metropolitan City Data. The collected real sale price data were scaled based on monthly average sale price and a total of 168 data were organized by preprocessing respective data based on address. In order to predict prices, the LSTM implementation process was conducted by setting training period as 29 months (April 2015 to August 2017), validation period as 13 months (September 2017 to September 2018), and test period as 13 months (December 2018 to December 2019) according to time series data set. As a result of this study for predicting 'prices', there have been the following results. Firstly, this study obtained 76 percent of prediction similarity. We tried to design a prediction model of real estate transaction price with the LSTM Model based on AI and Bigdata. The final prediction model was created by collecting time series data, which identified the fact that 76 percent model can be made. This validated that predicting rate of return through the LSTM method can gain reliability.
According to the NGIS (National Geographic Information System) project conducted since 1995, the central and local government has been accumulating huge amount of geospatial data. Korean Ministry of Land, Infrastructure and Transport started its GeoSpatial open platform (V-World) service in January 2012, also offering a wide range of functions and services. However, the National GeoSpatial open platform is still woefully deficient for the users to find their desired data, lack of data for private business area, insufficient in publicity of local government and public-private partnerships. Through analyzing current research trend after GeoSpatial open platform served for three years, study on overseas expansion, system links, service improvement, utilization and future strategy has been mainly conducted. This study, by analyzing the advanced overseas GeoSpatial platform as well as domestic research trend and combining the concept of new technology, business platform and SMG (Seoul Metropolitan Government)'s GeoSpatial platform, proposes a policy for the construction of future GeoSpatial Open Platform model.

The introduction of digital technologies affects most socio-economic processes and activities in the economy, from agriculture to public services. Even though the world is currently only in the early stages of digital transformation, the digital economy is growing rapidly, especially in developing countries. Shortly, digital platforms will be able to replace the "invisible hand" of the market and turn it into digital. Some digital platforms have already reached global reach in some sectors of the economy. The growing value of data and artificial intelligence is reflected in the high capitalization of these enterprises. Their growing role has far-reaching consequences for the organization of economic activity and integration into the field of e-business. However, their importance and level of development in different countries differ significantly. The main purpose of this article is an assessment of the level and trends of the digital economy in the world and the identification of homogeneous groups of states following the main trends in the development of its components from among the EU countries. The methodology of the conducted research is based on the use of general scientific research methods in the analysis of secondary sources and the application of statistical methods of correlation-regression and cluster analysis. Macroeconomic indicators and components of DESI (Digital Economy and Society Index) were used for the analysis. Results. Based on the analysis established that most developed countries have a medium level of digitalization of the business environment and a high level of digitalization of socially oriented public services, while countries with lower GDP focus their policies on building digital infrastructure and training qualified personnel. The study summarizes and analyzes current trends in digital technology, analyzes the level and dynamics of integration of digital technologies of the studied EU countries, the level of development of e-business and e-commerce. The conceptualization of mechanisms of creation of added value in the digital economy is offered and the possible consequences of digitalization of the economy of developing countries are generalized.

The public survey performance review conducted by the Spatial Information Quality Management Institute is conducted at the screening rate in accordance with the regulations, and the examiner directly judges the overall trend of the submitted performance based on the extracted sample. However, the evaluation of the Ministry of Land, Infrastructure and Transport, the evaluation trustee shall be specified by random extraction (Random Collection) is specified by the sample. In this study, it analyzed the details of the actual site and analyzed through securing actual performance review data. In addition, we analyzed considerations according to various field conditions and studied ways to apply the public survey performance review sampling algorithm. Therefore, detailed sampling criteria analysis by performance reviewers is necessary. A relative comparison was made feasible by comparing the data for which the real performance evaluation was performed with the outcomes of the Python automation program. This automation program is expected to be employed as a foundation program for the automated application of public survey performance evaluation sampling in the future.

The modular apartment has been completed for the first time in Korea through the national research and development (R&D) project in December 2017, and 30 households moved in. Although conditions such as technicality and constructability have to be satisfied to adopt and spread the modular apartments in the future, economic feasibility is the most important factor among the conditions. The economic feasibility of modular apartments can be compared with that of existing reinforced concrete (RC) structure apartments. It is highly important to reduce the construction cost through standardization above all. The standardization refers to establishment of national design standards and principles, and it is important for manufacturers and building companies to comply with those standards and principles. The modular construction (MC) skill in Korea is at an early adoption stage and the MC market is not widely expanded yet. Thus, the application of the MC design, which is the basis of the standardization, has not been widely accepted. However, related R&D projects are now performing mainly by the Ministry of Land, Infrastructure, and Transport to promote modular apartments in recent years and the design standardization standard (draft) is now prepared to be notified as a result of the steady research. Furthermore, pilot complexes for demonstration purpose are under construction, starting from public rental apartments. Thus, MC method-applied public rental houses will be spread in near future. This study aims to investigate the current design status in the Ga-Yang Housing as a pilot modular complex to produce and supply more economical and efficient modular houses, and analyze the problems by comparing the design standardization standards with pre-notified design standardization standards and summarize the modifications between them thereby presenting foundational data for establishment of the design standardization in the modular business industry.
The Ministry of Land, Infrastructure and Transport has also been promoting the commercialization of land transport technology to commercialize the technologies owned by small and medium-sized venture companies, and to support the transfer and commercialization of public technologies. At this point, in order to improve the investment effect of subsequent new projects and to select excellent research institutes, it is necessary to establish a valid evaluation index system suitable for the purpose of the project. The evaluation index system for subsequent new projects should be linked to the project objectives and goals of the preceding project, and should be selected in consideration of existing evaluation indicators to prevent interruption of research results. Therefore, this thesis sets the evaluation index system into multiple scenarios through hierarchical cluster analysis using the evaluation result data for each evaluation committee for small and medium venture companies participating in the land transportation technology commercialization support project, and then analyzes the structural equation model. As a result of scenario analysis, considering the measurement effect of each path representing the causal relationship between evaluation indicators and the effect of each evaluation index on evaluation items, the scenario with the highest impact on the evaluation result was selected as an improvement plan.
This study proposes the big data policy and case studies in Korea and the application of land and housing of spatial big data to excavate the future business and to propose the spatial big data based application for the government policy in advance. As a result, at first, the policy and cases of big data in Korea were evaluated. Centered on the Government 3.0 Committee, the information from each department of government is being established with the big-data-based system, and the Ministry of Land, Infrastructure, and Transport is establishing the spatial big data system from 2013 to support application of big data through the platform of national spatial information and job creation. Second, based on the information system established and administrated by LH, the status of national territory information and the application of land and housing were evaluated. First of all, the information system is categorized mainly into the support of public ministration, statistical view, real estate information, on-line petition, and national policy support, and as a basic direction of major application, the national territory information (DB), demand of application (scope of work), and profit creation (business model) were regarded. After the settings of such basic direction, as a result of evaluating an approach in terms of work scope and work procedure, the four application fields were extracted: selection of candidate land for regional development business, administration and operation of rental house, settings of priority for land preservation, and settings of priority for urban generation. Third, to implement the application system of spatial big data in the four fields extracted, the required data and application and analytic procedures for each application field were proposed, and to implement the application solution of spatial big data, the improvement and future direction of evaluation required from LH were proposed.

Wireless access in vehicle environment (WAVE) communication is currently being researched as core wireless communication technologies for cooperative intelligent transport systems (C-ITS). WAVE consists of both vehicle to vehicle (V2V) communication, which refers to communication between vehicles, and vehicle to infrastructure (V2I) communication, which refers to the communication between vehicles and road-side stations. V2I has a longer communication range than V2V, and its communication range and reception rate are heavily influenced by various factors such as structures on the road, the density of vehicles, and topography. Therefore, domestic environments in which there are many non-lines of sight (NLOS), such as mountains and urban areas, require optimized communication channel modeling based on research of V2I propagation characteristics. In the present study, the received signal strength indicator (RSSI) was measured on both an experience road and a test road, and the large-scale characteristics of the WAVE communication were analyzed using the data collected to assess the propagation environment of the WAVE-based V2I that is actually implemented on highways. Based on the results of this analysis, this paper proposes a WAVE communication channel model for domestic public roads by deriving the parameters of a dual-slope logarithmic distance implementing a two-ray ground-reflection model.
