Two experiments were performed to test whether the perception of subjective contours occurs not only through bottom-up processes but also throught top-down processes by manipilating such cognitive factors as superimposition cues and selective attention.In the first experiment,the phenomenon of neon color spreading effect was used to investigate the effect of superimpoed Kanizsa triangles.To identify the effect of superimposition, two different colors were used,one for each overlapped Kanizsa triangle,and the subjects were asked which neon-like color they saw for the overlapped portion.Result indicates that the only neon-like color of the superimposing triangle can be perceived,which implies that super impostition cues may act upon the formation process of subjective contour as a a sort of top-down information.In the second experiment,two partially ovwelapped Kanizsa squares of which direction of superimposition were ambiguous and thus reversable depending on the observer's mental set were used to inverstigate the effect of selective attention.Subjects were instructed to pay attention only to one of the squares and report the neon- like color of the overlapped portion of them.Result shows that the subjects perceive only the neon-like color of superimposing square,which implies that such cognitive factors as selective attention may strongly influence the formation of subjective contours. In conclusion,the results of this study show that the subective contour does not depend only on bottom-up processes but also on such cognitive factors as super-imposition cues and selective attention.
After its decision of 'constitutional nonconformity' about a night assembly on September 24th, 2009, then the Korean Constitutional Court decided the 'limited violation of constitution' saying, 'Even a night demonstration should be allowed to be held up to the midnight' on March 27th, 20104. Since such a decision, the revision of Assembly and Demonstration Act has not been done, and the revised act is currently pending on the National Assembly on October, 2016. Amid the controversy about the 'Legislative Deficiency', some articles of the Assembly and Demonstration Act are revised and created like the imposition of the fine about a ghost assembly and the notice duty of fact to hold an assembly, the police superintendent's recommendation about the assembly place and partitioned assembly holding by time in order to protect the people's basic rights and convenience. However, this revised bill of Assembly & Demonstration Act limits the duty of assembly withdrawal report only to overlapping assemblies and a police superintendent can only recommend about the partition of assembly place and time, but has not a certain authority to forcibly enforce, so it is expected that the recommendation will be eventually ended to a formal procedure. And as this revised act has no punishment article concerning the violation of the notice duty within 1 hour before holding an assembly in this revised act, so there is a problem that the police can't force an assembly to follow the article. This study proposed some political suggestions concerning the articles to be supplemented and corrected in the Assembly & Demonstration Act after analyzing its articles around its 2016 revised Act. The Assembly & Demonstration Act has several problems to be continually corrected and supplemented further including the matter of 'Night Assembly & Demonstration' which is in the condition of 'Legislative Deficiency' since 2009.
Existing researches on tax efficiency of environmental taxes mostly focuses on taxes imposed on the consumption process of the final output, or goods that create pollution during the input process of intermediate goods. The assumption here is that there is a significant relation between the consumption of polluting goods and the pollution itself. However, in reality they are not identical. This signifies that the above assumption may distort the actual results. This study classifies environmental tax into two different forms, output tax and emission tax. Theformer is the tax that is imposed on the consumption of polluting goods, while the latter is directly levied onto the emission of pollution. It then compares the efficiency of these taxes through the computational general equilibrium simulations. After analyzing the simulation, it was proven that the direct imposition on pollution, or environmental tax as emission tax, was more effective in terms of tax efficiency. Furthermore, these results were revealed as irrelevant to the assumption of homotheticity in utility function. Thus, if market-distortionary tax already exist, then the effectiveness of revenue neutral environmental tax reform will be sensitive to the assumption of homotheticity for utility function. However, environmental taxes as emission taxes have been shown to be more effective in tax efficiency than output taxes.
The Military Airbase Law has designated imaginary surface, restricting the height of structure above the imaginary surface. The purpose of establishment of imaginary surface is to promote safety of aircraft operation. However, given the fact that the land is limited, the Military Airbase Law does not set up outer horizontal surface such that the reduced imaginary surface would undermine the safety of aircraft operations with respect to IFR (Instrument Flight Rules) procedures. The fact that some areas which IFR procedures require are not designated as imaginary surface results in no imposition of height restriction on such area. With regard to aviation safety, this article deals with issue of height restriction on area which is beyond the imaginary surface area. This article also examines the establishment of the imaginary surface in the Military Airbase Law, and conducts case study of imaginary surface systems in other country. Based upon this discussion, the current problems posed in the Military Airbase Law will be discussed. To resolve these problems, it is necessary to establish height restriction zone beyond the current imaginary surface area. The provisions of ICAO, FAA and other counties in relation with this issue are referred as well. As a result, many different proposals are suggested, and it is concluded as the most effective proposal that, in certain zone beyond the imaginary surface area, an aeronautic study should be required for the purpose of ensuring aviation safety before a permit of construction higher than prescribed height is issued.

The term 'green' has become an important way of survival for the construction industry in 21th century in accordance with the emergence of the environmental crisis due to the climatic change. Especially the policy of carbon taxation, planed to be introduced from 2012, is expected to be a considerable burden to the construction industry which has abundant carbon emission during the resource transportation due to the complexity of resources and local distribution of the construction sites. In this regard, this study shows an optimizing strategy for delivery frequency, which downsizes the net distribution costs based on the assumption that, despite of its other advantagements, the frequent small lot mode of JIT delivery would take negative effects due to the increase of costs of transportation and carbon emission once the carbon taxation policy carried out. To simulate the efficiency of the management strategies, the System Dynamics modeling has been used. The results show that the frequent small lot transportation strategy is now always efficient method to these changes, and that the frequency of transportation should be re-determinated according to the extent of the imposition of carbon tax. This study provides the conceptual frame for an efficient management of transportation system of the construction industry, showing necessity of change of the resource transportation systems through analysing JIT deliver system in accordance with the global changes in environmental economy.

This study aims to find basic data for using the quantitative assessment of the sustainability and establishing the systematic index of the planning for local cities to consider the environmentally sound and sustainable development. The research designs to review professional responding to surveys preceded by separate questionnaires and interviews from book reviews, and suggests to make an assessment model of the sustainability for local cities. The research found consequently as follows. Firstly, the research survey items were decides totally 52, grouped 9 assessmental issues and distributed under 4 assessmental domains for the sustainability from the references of book reviews. Secondly, the research result concentrated on the followings from the professional responding to surveys. 1. A most influent factor is the distribution of animals and plants in a nature domain. The next influent factors are the ratio of mass-transportation systems, the numbers of the species of animals and plants, the acreage of conservative forestry, the numbers of reused water resources, and the usage number of water supply, orderly in the nature domain. 2. A most influent factor is the usage number of synthetic detergents in a pollution domain. The next influent factors are the volume of waste water, the number of registered vehicles, the degree of soil pollution, and the charge of development imposition, orderly in the pollution domain. 3. A most influent factor is the acreage of athletic facilities, in an urban domain. the next influent factors are the acreage of recreational facilities, the number and acreage of cultural assets, the number of cultural facilities, the acreage of landscape conservation area, the charge of cultural asset management, orderly in the urban domain. 4. A most influent factor is the number of waste disposal facilities in a participation domain. The next influent factors are the capacity of reused waste, the usage of synthetic detergents, the ratio of waste water disposal, orderly in the participation domain. 5. A most contributed influent domain to the assessment of the sustainability for local cities is the urban domain. The next influent domains are nature domain, participation domain, and pollution domain, orderly in the contribution of the assessment of the sustainability. But, the pollution domain is little relationship with the sustainability. Therefore, it is clear that the abundant greens and the improved level of culture are dominant influences on the sustainabiligy, as like improving the ratio of roadside trees, the acreage of parks, and enlarging the number of cultural facilities.
Objectives : We analyzed the changes from 1996 to 2002 in distributive equity of the contribution burden in the Korean National Health Insurance. Methods : The study subjects were a total of 8,923 employee households and a total of 7,296 self-employed households over the period from 1996 to 2002. Those were the households meeting the two criteria as completing each annual survey and having no change in the job of head of the household during that period from the raw data of the Household Income and Expenditure Survey annually conducted by the Korean National Statistical Office. The unit of analysis was a household, and this was the standard for assessing the contribution that is now applied on a monthly basis. Deciles Distribution Ratio, Contribution Concentration Curve and Contribution Concentration Index were estimated as the index of inequality. Multiple regression analysis was conducted to compare the annual ability-to-pay elasticity of the contribution to the reference year of 1996 for three groups (all households, the employee households, and the self-employed households). Results : For the index of inequality, the distributive equity of contribution was improved in all three groups. In particular, the employee group experienced a substantial improvement. Using multiple regression analysis, the ability-to-pay elasticity of the contribution in the employee group significantly increased ($\beta$=0.232, p<0.0001) in the year 2002 as compared to the reference year of 1996. The elasticity in the self-employed group also significantly increased ($\beta$=0.186, p<0.05), although its change was smaller than that in the employee group. Conclusions : The employee group had a greater improvement for the distributive equity of the contribution burden than the self-employed group. Within the observation period, there were two important integration reforms: one was the integration of 227 self-employed societies in 1998 and the other was the integration of 139 employee societies in 2000. We expected that the equity of the contribution burden would be improved for the self-employed group since the integration reform of 1998. However, it was not improved for the self-employed group until the year 2000. This result suggests that capturing exactly the beneficiaries' ability-to-pay such as income is the precedent for distributive equity of the contribution burden, although a more sophisticated imposition standard of contribution is needed.
The Buma Uprising, which took place in Busan and Masan from 16 to 20 October 1979, was a challenge against the contradictions of the Yushin Regime. Only after 6 days from the insurrection, the 10 26 Accident transpired, in which the then president Park Chung-hee was assassinated, and the Buma Uprising, which acted as the fuse to the shooting, remained as an 'incomplete uprising'. To commensurate with the subject of the paper 'The Truth about Buma Uprising and Historical Reflection', the purpose of this study is to explore how the uprising began, unfolded, and oppressed by comparing it with Busan Uprising and Masan Uprising. It also focuses to discuss, in detail, the effect of the demonstration by college students and the general public and suppression by the forces of the police and military on President Park and his government. This year, we celebrate the 39th anniversary of Buma Uprising, and with all the issues of discovering the truth, restoration of reputation and more, there are decisions and resolves to make including amendment of the legal system. However, there are certain groups of people who act as they led the uprising and mislead and exploit the facts of the events through illegitimate records and testimony, making it impossible to determine the truth. Discovering the truth will require acquisition of objective materials, testimony of those involved in the event and field research as well as imposition of legal and social punishment on those who distorted the truth about the event.
The integrated solid waste management for Seoul Metropolitan city can be established on the basis of the following hierarchy of priorities: 1. Efforts for source reduction should be propelled by both government and citizens to achieve the effects of resource conservation. The adequate production and consumption which are environmentally amenable and sustainable can be induced by the reasonable imposition of deposit money for waste treatment to one-time use products. To accomplish source reduction effectively, the induction of legal and institutional regulation of producer and consumer participation is requisite. 2. For resource recovery, wastes generated should be recycled as far as practicable. Community residents are responsible to separate discharge, the authorities concerned have responsibility of separate collection, and recycling industry should be assissted through tax reduction and financing. Resource separation facilities can be constructed at Kimpo Metropolitan landfill site for wastes not separately collected due to some unavoidable circumstances. 3. Garbage should be composted. Garbage is uneconomical for incineration, because it has high moisture content and low calorie, thus there is no reason for the incineration of garbage even though garbage is classified into combustibles. Composting facilities can be located at sites which are not densely populated and easily accessible to transportation, for example, Kimpo Metropolitan landfill site. Compost produced can be managed by the authorities for the use of fertilizer to a green tract of suburban land and farms. 4. Nonhazardous combustible wastes not recyclable can be utilized for thermal recovery at the incinerators which are completely equipped with pollution control devices. According to the trend of local autonomy and the equity principle of local autonomous entities, incineration facilities of minimal capacity required can be constructed at each districts of Seoul Metropolitan city which have organized local assembly. In case of Yangcheon district, the economically combustible waste quantity is about 260 tons/day which exceeds 150 tons/day, the incineration capacity of existing facility. But, from now on, waste quantity can be reduced substantially by the intensive efforts of citizens for source reduction and recycling and the institutional support of administrative organizations. Especially, it is indispensable for the government to constitute institutional and technological bases that can recycle paper and plastics form 43% of waste generated. A good time for constructing of incineration facilities for municipal solid waste can be postponed to the time that pollution control technologies of domestic enterprises are fully developed to satisfy the standards of air pollution prevention, because the life expectancy of Kimpo Metropolitan landfill site is about 25 years. Within this period, institutional improvements and technological advancements can be attained, while the air qual. ity of Seoul Metropolitan city can be ameliorated to the level to afford incineration facilities. 5. For final disposal, incombustibles and ash are landfilled sanitarily at Kimpo Metropolitan landfill site.
In this paper, we compare the spread effects of the carbon tax imposition method using the real business cycle model considering the productivity and energy price shocks. Scenario 1 sets the carbon tax rate that encourages the representative firm to maintain a constant $CO_2$ reduction ratio in accordance with its green house gas reduction targets for each period. Scenario 2 sets the method of imposing the steady state value of the carbon tax rate of Scenario 1 during the analysis period. The impulse response analysis shows that the responses of $CO_2$ emissions to external shocks are relatively sensitive in scenario 2. And simulation results show that the cost of $CO_2$ abatement is more volatile in scenario 1, and $CO_2$ emissions and $CO_2$ stock are more volatile in scenario 2. In particular, the percentage changes in volatility between the two scenarios of $CO_2$ emissions and $CO_2$ stock increase as the green house gas reduction target is harder. When the green house gas reduction target is 60% and over, the percentage changes(absolute value) between the two scenarios exceed the percentage change(absolute value) of the $CO_2$ reduction cost between them.
