By utilizing coupling the strategy in the 5D Sprott B system, a new no equilibrium 7D hyperchaotic system is introduced. Despite the proposed system being simple with twelve-term, including solely two cross product nonlinearities, it displays extremely rich dynamical features such as hidden attractors and the dissipative and conservative nature. Besides, this system has largest Kaplan-Yorke dimension compared with to the work available in the literature. The dynamical properties are fully investigated via Matlab 2021 software from several aspects of phase portraits, Lyapunov exponents, Kaplan-Yorke dimension, offset boosting and so on. Moreover, the corresponding circuit is done through Multisim 14.2 software and preform to verify the new 7D system. The numerical simulations wit carryout via both software are agreement which indicates the efficiency of the proposed system.

Aberration is still a problem for making augmented reality displays. The existing methods to solve this problem are either slow and inefficient, consume too much battery, or are too complex for straightforward implementation. There are still some problems with image quality, and users may suffer from eye strain and headaches because the images provided to each eye lack accuracy, causing the brain to receive mismatched cues between the vergence and accommodation of the eyes. In this paper, we implemented a computer simulation of an optical aberration using Zernike polynomials which are defocus, trefoil, coma, and spherical. The research showed that these optical aberrations impact the Point Spread Function (PSF) and Modulation Transfer Function (MTF). We employed the phase conjugate technique to mitigate aberrations. The findings revealed that the most significant impact on the PSF and MTF comes from the influence of spherical aberration and coma aberration.

The Yellow sea, as described in article 123 of UNCLOS, is semi-enclosed sea surrounded by the Republic of Korea, the People's Republic of China and North Korea. In addition, the Yellow Sea is one of the 66 large marine ecosystems as it contains large amounts of marine resources. According to article 194 of UNCLOS, states should be aware of rights and duties with respect to the protection and preservation of the marine environment to be engaged with countries directly as regional entity or indirectly. Therefore, the legal blank is urgent in terms of trans-boundary environmental pollutant issues. The UNDP has conducted a project called Yellow Sea Large Marine Ecosystem (YSLME) which has reached the 2nd phase. The project has some notable achievements, namely performing joint activities on analysis of diagnostic trans-boundary issues in collaboration with China and South Korea, developing a strategic action plan based on TDA, and establishing regional strategic action plan. However, on the other hand, the project could not reflect the full participation of North Korea as a state party. As a result, the project has a limitation on effective implementation of RSAP. Therefore, this study focuses on the suggestion of a legally-binding trilateral treaty as a blue print for the next, 3rd phase of the project. By analyzing the best practice of the Wadden Sea Trilateral Treaty case, the study verifies the validity of legislative measures on establishing and managing a legally-binding trilateral YSLME Commission. By suggesting a three phase treaty, incorporating a joint declaration by establishing the commission, the signing of the treaty, and formulating an umbrella convention and implementation arrangement, the study expects to guarantee the consistency and sustainability of the trilateral treaty regardless of political issues pertaining to North Korea.

In this paper, we propose an image downscaler used in multimedia video applications, such as DTV, TV-PIP, PC-video, camcorder, videophone and so on. The proposed image downscaler provides a scaled image of high-quality and high-performance. This paper will explain the scaling theory using two-dimensional digital filters. It is the method that removes an aliasing noise and decreases the hardware complexity, compared with Pixel-drop and Upsamling. Also, this paper will prove it improves scaling precisians and decreases the loss of data, compared with the Scaler32, the Bt829 of Brooktree, and the SAA7114H of Philips. The proposed downscaler consists of the following four blocks: line memory, vertical scaler, horizontal scaler, and FIFO memory. In order to reduce the hardware complexity, the using digital filters are implemented by the multiplexer-adder type scheme and their all the coefficients can be simply implemented by using shifters and adders. It also decreases the loss of high frequency data because it provides the wider BW of 6MHz as adding the compensation filter. The proposed downscaler is modeled by using the Verilog-HDL and the model is verified by using the Cadence simulator. After the verification is done, the model is synthesized into gates by using the Synopsys. The synthesized downscaler is Placed and routed by the Mentor with the IDEC-C632 0.65${\mu}{\textrm}{m}$ library for further IC implementation. The IC master is fixed in size by 4,500${\mu}{\textrm}{m}$$\times$4,500${\mu}{\textrm}{m}$. The active layout size of the proposed downscaler is 2,528${\mu}{\textrm}{m}$$\times$3,237${\mu}{\textrm}{m}$.

In order to answer the questions successfully on behalf of the human in DeepQA environments such as Jeopardy! of the American quiz show, the computer is required to have the capability of fast temporal and spatial reasoning on a large-scale commonsense knowledge base. In this paper, we present a scalable spatial reasoning algorithm for deriving efficiently new directional and topological relations using the MapReduce framework, one of well-known parallel distributed computing environments. The proposed reasoning algorithm assumes as input a large-scale spatial knowledge base including CSD-9 directional relations and RCC-8 topological relations. To infer new directional and topological relations from the given spatial knowledge base, it performs the cross-consistency checks as well as the path-consistency checks on the knowledge base. To maximize the parallelism of reasoning computations according to the principle of the MapReduce framework, we design the algorithm to partition effectively the large knowledge base into smaller ones and distribute them over multiple computing nodes at the map phase. And then, at the reduce phase, the algorithm infers the new knowledge from distributed spatial knowledge bases. Through experiments performed on the sample knowledge base with the MapReduce-based implementation of our algorithm, we proved the high performance of our large-scale spatial reasoner.

Because efficiency of the 1st-phase NGIS investment(1995-2000) has not been clearly measured, the action taken in the 2nd-phase NGIS project requires NGIS budgets to be evaluated in terms of effectiveness. Especially, the effective investments in local governments are critical for the NGIS projects, because they execute the much larger amount of budgets in total than other GIS projects. As indicated, for the successful NGIS implementation, it is important to obtain continuous political and financial supports from decision makers. As a persuasion measure for the budget appropriation, CBA(Cost-Benefit Analysis) and CEA(Cost-Efficiency Analysis) can play an important role for the decision makers. The major concern of this paper is how to measure the costs and benefits of the GIS implementation by considering important characteristics of the GIS projects in local governments, and existing theories are reviewed for this concern. The GISs in local governments can have different stages in terms of its evolution and the effectiveness of the applications can be represented variously. To identify categories for measuring costs and benefits of the various GISs, case studies and success stories are reviewed from both the foreign and domestic research. The categories of costs and benefits are determined from the tangible and intangible aspects. The categories for the quantitative and qualitative measure are proposed to evaluate the GISs in local governments. After measuring costs and benefits, three key evaluation methods in cost-benefit analysis are suggested as follows: 1) the benefit: cost ratio (B/C), 2) Internal Rate of Return (IRR), and 3) the net present values (NPV) of the costs and benefits. The sensitivity and uncertainty analysis are also helpful to make a decision for the GIS budget appropriation in local governments. In conclusion, although cost-benefit analysis is not an easy undertaking, it is certain that it can play an important role in the future for the GIS funding decisions in local governments.
South Korea has been divided into quantities and water quality, and due to a revision of the Government Organization law in June 2018, the controversial water management system was integrated into the Ministry of Environment. The total Maximum Daily Loads System has been called the flower of water quality control, and since 2004, all three major river systems which have been introduced into the Han River system, despite its various difficult environments, and subsequently leading to all of the four major rivers undergoing obligatory implementation since 2013. Currently, the target TMDL (Han River Phase 1 and Other Water Systems Phase 3) for the 2020 stage has been implemented. The domestic TMDL established a basic plan for calculating the load which complies with the unit watershed's target water quality, as well as an implementation plan for annual load management, both which have been institutionalized in order to evaluate load compliance on a repeated annual basis. Local governments ask external organizations to conduct investigations every year in order to assess the transition, which thereby requires tens of millions of won every year. Therefore, an assessment and management model that can be easily operated at the TMDL personnel level is required. In this study, when the Han river Water System TMDL was implemented in earnest, we confirmed the the water quality improvement effect when TMDL was introduced to major inflow tributaries (TancheonA, JungnangA, AnyangA) under the Seoul City's jurisdiction through the use of the total amount control unit basin evaluation technique. By presenting customized management measures, we propose the guidelines that are necessary for determining more effective water environmental policies.
The first phase of School Zone Improvement Project introduced to enhance the safety of school-routes were completed by 2007 and the second phase of the project will be continued from 2008 to 2012. Since a huge budget is required for the project, there is a need to evaluate how many child-related crashes were reduced through the project, prior to the implementation of the second phase. Therefore, this study aims to analyze the influence of the School Zone Improvement Project on reduction in child-related crashes with data collected from the database of the National Police Agency. This study employed a Before-and-After study with comparison group to assess how many crashes were reduced. The results showed that the number of child-related crashes were decreased by 10, which is about 39% reduction in crash frequencies. With respect to the land use characteristics of school zones, the number of reduced crashes in residential zone, commercial zone, and mixed zone were 2.41, 3.8, and 0.5, respectively. The results may provide a significant implication for the second phase of the project that there is a need to establish different plans for improvement project with respect to land use characteristics.

In this paper, we are going to analyze on relation of an output spectrum along phase distortion of power amplifier in wireless LAN system, and then considered an ACPR characteristic of power amplifier and consideration of an OFDM method for this. Also, we did implementation for OFDM modulation and transmission section of an IEEE 802.11a standard to have transmission speed of the maximum 54Mbps in order to know an OFDM modulation method and relation of non-linear characteristic of power amplifier. The non-linear characteristic of power amplifier did modeling with AM-to-AM and AM-to-PM, and we analyzed an output spectrum characteristic along phase distortion composed input signal supply for power amplifier. When output spectrum analysis results phase distortion increased, and an AM-to-PM characteristic of power amplifier in 5 degrees, the output spectrum was satisfied with a demand spectrum in P1 dB, but 10-20 degrees were able to confirm what cannot be satisfied with a demand spectrum in phase distortion. Also, an output spectrum of power amplifier by frequency re-growth generated by a non-linear characteristic of power amplifier did not satisfied in P1dE. therefore, a back-off value was requested according to an AM-to-PM distortion degree, and smaller back-off value were able to know what demand became in case of modulation section that used OFDM.

This study selected 3D printing that is highly likely to be adopted in schools. This research was conducted in two stages: 1) proposing the learning activity framework for utilizing 3D printing in education, and 2) exploring the potential of integrating 3D printing in the school field. The '3D printing learning activity framework' proposed in this study includes four phases that are categorized according to the complexity of problem-solving processes and collaborative interaction: Step 1 as production through replication, Phase 2 as means of imaginary expression, Phase 3 as near problem-solving, and Phase 4 as expanded problem-solving. Next, we conducted the field study with 23 students in the 6th grade math class where they learned the various solid shapes and volumes through 3D printing-integrated activities. The lesson was considered as Phase 1, which is the production through replication. Overall, the results showed that the participants had positive perceptions about the efficacy of 3D printing activities, the quality of learning experience, and satisfaction. On the other hand, it was found that the usability of 3D printers and CAD program needs further improvement The contribution of this study can be found in the learning activity framework that can guide 3D printing activity design in school, and in the exploration of enhancing the connection between 3D printing activities and curricular relevance beyond simple interest toward a novel technology.
