A Self-control Safety Management Activity Model in Construction Sites through Analysis of Success Factors (건설현장 안전관리 성공요인 분석을 통한 자율안전관리활동 개선에 관한 연구)

  • Recently, there has been constituted the government regulations and the normative methods to control the safety management activities in construction fields, but almost of these regulations are ineffective, because of some characteristics safety management have. The needs of the times make government regulations and the normative methods change to autonomic management methods. In this context, it is significant certainly to improve the standard of safety management that is used as a tool to protect the workers from the accidents or industrial disasters in the construction field. In this research, it will be showed that the outside regulations and safety management systems of the head office have their limits to reflect the safety managements of field participants. Then, it will be presented the improved model of self-control safety management activities which is essential for success safety management.

Evaluation and Improvement Directions of Laws and Regulations Related to Space and Environmental Planning Toward Extended Application of LID in Korea (저영향 개발(LID) 확대 적용을 위한 공간·환경 계획 관련 법·제도 평가 및 개선방향)

  • To restore urban water cycle, it is necessary to improve domestic laws and regulations related to LID(Low Impact Development), which has been successfully applied to foreign countries. Thus, this study has intended to evaluate domestic legal systems related to space and environmental planning and to suggest directions to improve laws and regulations related to space and environmental planning toward extended application of LID in Korea. To reach this goal, this study has analyze the legal and institutional status of the foreign countries where LID has currently been applied, to derive the factors that laws and institutions are required to support LID based on the above analysis, to evaluate domestic laws and regulations related to space and environmental planning, and to suggest directions to improve the laws and regulations. After the evaluation, this study has found the following results. First, it was found that the concept and basic principles of LID and LID planning and associated methods were no longer mirrored in the space planning-related laws and regulations. However, these problems are not confined to LID, and result from thefailurein applying environmental planning to space planning overall. Second, it was revealed that the environmental planning-related laws and regulations defined the terminologies and targets of LID and suggested different measures to improve LID-related policies differently depending on the backgrounds ofenforcing thelaws and regulations and on environmental properties. Finally, this study has suggested the directions to improve laws and regulations related to space and environmental planning as follows. First, it is necessary to enact a law to support the extended application of LID. Second, the law to be enacted should be connected to laws, enforcement ordinances and regulations, and guidelines related to space planning. Third, environmental benefits provided by both structural and non-structural techniques of LID should be quantitatively measured.

  • This paper intends to prevent dangerous goods shipments from compromising safety, and to minimize the risks to life and property inherent in air transport of dangerous goods. For this purpose, this paper reviews the changes of international standards for the international air transport of dangerous goods, and recommends the methods for improving the management system for the air transport of dangerous goods. As for the research methodology, this paper reviews the current regulations of the ICAO Technical Instructions for the Safe Transport of Dangerous Goods, IATA Dangerous Goods Regulations, and national regulations governing the air transport of dangerous goods in Korea. As the results of this paper, it is anticipated that the national regulations for shipping dangerous goods by air will be detailed, and compliance with the regulations will be enforced. In conclusion, ensuring the safe transport of dangerous goods by air is a shared responsibility of the government authorities, carriers and shippers.

  • It was 15 years since the remodeling system was introduced in 2001 and the remodeling system was implemented due to the amendment of the housing law. From now on, the remodeling will be settled in the direction of important apartment houses, and planning will be the core plan of remodeling. Up to now, the remodeling system has changed according to the market situation, and the planning plan has also changed based on the laws and regulations. In this background, this study summarizes the changes of the regulations related to the remodeling plan and examines the characteristics of the plan according to the changes of the regulations. The remodeling plan can be divided into three periods according to the changes of the regulations, and the contents of the regulations and the characteristics of the plan have been clarified.

Relations of Advertising Regulations and Consumer Damages: Focusing on Weight-Loss Food Advertisements on the Internet (온라인 다이어트 식품 광고를 통해 본 광고 규제와 소비자피해와의 관계)

  • This study initiates from the question of whether current advertising regulations are appropriate to be applied to the market. It confirms the relationship between misleading online advertisements of weight-loss food and consumer damages. This study argues that it is necessary to enforce monitoring and regulating (strengthening monitoring) for situations where misleading advertisements are exposed in the market with subsequent consumer damages. However, deregulation is needed for advertisements exposed in the name of misleading advertisements but with no consumer damages. In conclusion, the regulations of current weight loss foods are properly established $vis-{\grave{a}}-vis$ the market situation. However, misleading advertisements are prevalent for all regulated types: Type I (product quality and effect), Type II (endorsement and warranty), Type III (ways to use and safety), Type IV (comparison and superiority), and Type V (company information). Promotion targeting businesses, market monitoring and control are necessary to ensure that advertising regulations (which have existed only as an institution) can be appropriately applied. It is also confirmed that 'comparison advertising' (applicable to Type IV where consumer damages were not shown compared to other regulations) does not have an actual effect as a consumer protection regulation that should be considered in regulation revisions. Consumers also did not recognize Type III and V in the purchasing stage while consumer damages were demonstrated; consequently, this implies that consumers need to check and become attentive to these types.

  • This study investigated the typical standards of B kind of standard specification related to home and abroad forms design and compared them, and the results can be summarized as follows. In case of domestic standards, regulations on most forms design was described relatively in detail. and in case of CTEA among them, it included detailed contents of load conditions, lifting and subsidence. In case of abroad standards, the design regulations are only simply mentioned, not in detail, in ACI, CEB-FIP and BS, and JCI and JASS were similar to domestic KCI and KASS regulations. As to structural calculation in forms design regulations, most of domestic regulations included detailed matters on structural calculation, among them, CTEA shows the most detailed matters on it. On the other hand, it could be known that in case of abroad standards, most standards do not include matters on structural calculation except ACI, JCI and JASS.

  • These days the international environmental regulations of the developed countries, especially from the EU, are rapidly changed to the regulations of product-based environment from a conventional end-of-pipe environmental technology. Especially the motive in this paper come from the EU's electrical and electronic equipment environment regulation. It may affect much to whole export of Korea Firms Integrated product policy has the potential to increase not only competitive power in today's global market, but also trade compatibility between countries. Furthermore it is important to make a contribution to sustainable development. CEOs must change their notions about firms' environmental policy from the end-of-pipe approach to the sustainable approach to improve company's competitive power. As emphasized a paradigm of naw environmental management by EU' environmental directives, the company must establish clean production system to save resources and reduces pollutant. Also Korean Company constructs a systematical network to collect EU' environmental regulation information which are changing rapidly. Large company will cooperate with small and medium-sized firm for their win-win strategy in the field of environmental management. Also it is necessary to make the domestic regulations of product-based environment to meet the international environmental regulations.

A study on working out arc detector related regulations (아크 검출기 관련 규정 마련에 관한 연구)

  • More than 70% of the electric fire cases happen in this country are caused by arc. This paper aims to prepare measures of preventing electric fires resulted from arc by analyzing the technical standards and related regulations on the existing circuit breaker. Based on the study, we concluded that the technical and legal standards of the arc detector should be separately regulated from those of existing circuit breaker, considering the characteristics of arc detectors. Accordingly, we suggested in this paper that the arc detector related regulations should either be added to the existing circuit breaker related regulations, or to be handled separately. For effective prevention of electric fires caused by arc, it is urgently required to install arc detector and it is, therefore, appropriate to make it mandatory to install an arc detector. Under the given circumstance, it is suggested that the arc detector related regulations should be added to the existing regulations for the circuit breaker. The technical standards of arc detectors should reflect the arc judgement specification, breaking threshold of arc and the range of unnecessary signal that breaker should not react to respond.

Analysis of Anti-SPAM Regulations in Korean IT Law (정보통신망법 스팸 규제 개선 방안 연구)

  • Spam refers to any unwanted or unauthorized commercial messages. Spam may violate individuals' privacy or other personal rights. Spam often overloads network traffic, wastes individuals' time, lowers productivity and quality of life, and limits the trustworthiness of Internet businesses. As the use of mobile messaging services and social networking services both on mobile communication networks and on the Internet increase, newer and more complex types of IT applications and services are often used as new means of spam. In this research, the characteristics and impact of new and future forms of spam, and anti-spam related policies and regulations are surveyed. To improve the effectiveness of anti-spam policies and regulations in Korea, adding a definition of spam in the law, changing policies to focus on the 'type of services' rather on the medium of transmission, and redefining the scope of 'commercial purposes' in Korean law are suggested.

Students' Perception of and Attitude toward Appearance Regulations of High Schools (고등학생들의 학교 외모규제에 대한 지각 및 태도)

  • The appearance regulations of many middle and high schools have received attention as the social concern over infringement of students' human right is heightened. This study aimed at examining students' perception of and attitude toward appearance-related regulations enforced by high schools in Seoul. For this purpose, a survey was conducted with 866 freshmen and sophomore students from six Co-Ed high schools located in Seoul. Students evaluated each of the 50 appearance-related regulations in terms of how strong they perceive the regulation is enforced in their school, how important they believe the regulation is, and finally, how much they actually observe it. The results indicated that regulations related to school uniforms are perceived important, and also were well-observed. Students, however, showed low levels of observance toward some regulations--i.e., regulations of hair styles or garments worn with school uniforms(coats, scarves, or turtlenecks). Students' personal characteristics were also found to influence their perception and observance of the regulations. This study has an implication for teachers and administers. For these regulations to be more effective, it was suggested that schools communicate the importance of appearance-related regulations to students and convince them, or consider revising their policies to reflect students' perspectives.
