  • The market size of Internet portals has been continuously expanded and also competition has been fierce. For the business success of Internet portals, it is necessary to repeatedly perform a renewal project which improves their services, reflecting more improved or changed strategies. Accordingly, this paper proposes an analysis methodology for performing the renewal project more systematically and effectively. The methodology consists of four phases : establishing improved strategies, analyzing customers, deriving service alternatives, and determining services. The methodology places an emphasis on reflecting effectively customers' standpoints (i.e. customers' needs) and service providers' standpoints (i.e. business strategy) upon service improvement. Furthermore, the methodology includes a specific technique for analyzing the feasibility of services. To demonstrate the practical usefulness of the methodology, a real-life case is illustrated.

  • KEPCO conducted the project called the "Feasibility Study & Basic Designs for the 500kV Transmission System in Myanmar" as its second overseas project following the "Development Study on the Power System Network Analysis in Myanmar" as it first project. This paper deals with the design processes and results of 423 kilometers of the 500kV single circuit transmission lines and three substations. The main contents of the basic design include insulation design, transmission line design and substation design.

  • The feasibility study is an evaluation and analysis of the potential of a proposed project. It is based on extensive investigation and research to support the process of decision making. A systematic approach to determining the optimum use of scarce resources, involving comparison of two or more alternatives in achieving a specific objective under the given assumptions and constraints. Economic analysis takes into account the opportunity costs of resources employed and attempts to measure in monetary terms the private and social costs and benefits of a project to the community or economy. Cost-benefit analysis (CBA), sometimes called benefit-cost analysis (BCA), is a systematic approach to estimating the strengths and weaknesses of alternatives that satisfy transactions, activities or functional requirements for a business. It is a technique that is used to determine options that provide the best approach for the adoption and practice in terms of benefits in labor, time and cost savings etc. The CBA is also defined as a systematic process for calculating and comparing benefits and costs of a project, decision or government policy and projects.

A Study on Institutional Types of Residents Support Project for the Vitalization of Locating Locally Unwanted Land Uses in the Metropolitan Area

  • In this study there was the analysis of government incentives and resident support of public crematoriums, typically identified in Korea as a locally unwanted land use (LULUs), in the metropolitan area. The study looked at what government programs would be potential incentives for allowing the crematoriums to exist in metropolitan communities. Such programs were diverse, with projects focused on: enhancing resident welfare, increasing resident income, funeral facilities and management consignment, community oriented programs, education, funding, and others. Among them, it was found that residents were most in support of programs for enhancing resident welfare and increasing income among residents. In order to resolve the complexities of community support for LULUs and government incentives to shift public perception of cremation, three main policies are proposed. First, it would be necessary to compliment additional project support policies which provide medical services, resident prefered projects, and improvement of substandard housing. Second, it would be important to establish ordinances concretely identifying residential support projects based on community needs assessment. Lastly, it would be of the government's best interest to build policies for resident supported projects that reflect local conditions and the residents' demands for allowing non-preferred facilities to be built, and then to analyze the economic feasibility of these demands.

A Study on Development of Policy Attributes Taxonomy for Data-based Decision Making (데이터기반 의사결정을 위한 정책 및 사업 속성 분류체계 개발 연구)

  • Purpose Due to the complexity of policy environment in modern society, it is accepted as common basics of policy design to mix up a variety of policy instruments aiming the multiple functions. However, under the current situation of written-down policy specification, not only the public officers but also the policy researchers cannot easily grasp such frameworks as policy portfolio. The purpose of this study is to develop "Policy Attributes Taxonomy" identifying and classifying the public programs to help making decisions for allocative efficiency with effectiveness-based information. Design/methodology/approach To figure out the main scheme and classification criteria of Policy Attributes Taxonomy which represents characteristics of public policies, previous theories and researches on policy components were explored. In addition, to test taxonomic feasibility of certain information system, a set of "Feasibility Standards" was drawn from "requirements for well-organized criteria" of eminent taxonomy literatures. Finally, current government classification system in the area of social service was tested to visualize the application of Taxonomy and Standards. Findings Program Taxonomy Schemes were set including "policy goals", "policy targets", "policy tools", "logical relation" and "delivery system". Each program and project could be condensed into these attributes, making their design more easily distinguishable. Policy portfolio could be readily made out by extracting certain characteristics according to this scheme. Moreover, this taxonomy could be used for rearrangement of present "Program Budget System" or estimation of "Basic Income".

Economic Feasibility Analysis of Constructing an Ecological Park - A Case Study of Yeongcheon Ecological Park - (자연생태공원 조성의 경제적 타당성 분석 - 영천자연생태공원을 사례로 -)

  • The purpose of this study is to analyze the economic feasibility of the construction of a new ecological park, based on the case of a plan in Yeongcheon City. For fulfilling the purpose of this study, questionnaire survey was conducted in Yeongcheon City. Based on the survey data, cost-benefit analysis is conducted. For this study, costs and benefits of the project are estimated. Then, using NPV, IRR, and B/C ratio criteria, cost-benefit analysis for this study is conducted. from the empirical cost-benefit analysis, NPV of the proposed project is estimated at 5,420 million Won, IRR is estimated at 12.16%, and B/C ratio is estimated at 1.44. Thus, it is found that the construction of a new ecological park in this area would be feasible from the economic point of view.

  • Recently, apartment-remodeling project is booming since various reconstruction controls are tightened. However, the project has difficulties because management systems used for apartment-remodeling projects are not available. Identifying and analyzing risk factors that are required for risk management, this paper suggests the risk level through paired comparison performed by AHP method and probability assessment for risk level analysis. It is expected that this research will be utilized to minimize the risk of apartment remodeling project and for basic materials to perform the project and helpful to change newly build-oriented construction into sustainable industries. Hereafter using the risk factor analysis data of this paper for this research project, risk management model is considered to be constructed.

  • Preliminary feasibility study(PFS) was introduced in 1999 by financial authority to encourage a cautious approach to new large-scale public investment project. As it applied cost-benefit analysis as prime measure for decision-making, various issues have been arisen concerning feasibility analysis on R&D programs. This work is intended to suggest standard approaches to be established in PFS on R&D program as follows: 1. The issue questions can be induced in a standard way by 15 representative questions and their correlation with evaluation criteria. 2. The analyzing strategy can be standardized by establishing standards for classification of R&D effects and R&D logic analysis.

  • In order to deploy the large-scale energy storage (ES) service in the various industry, it is very important to develop a business model with high technological and economic feasibility through detailed valuation of cost and expected benefits. In relation to this, this paper established an optimal scheduling plan for electric vehicle charging stations connected with photovoltaic (PV) and ES technologies in Korea using the distributed energy resource valuation tool and analyzed the feasibility of the project. In addition, the impact of incentives such as REC (Renewable Energy Certificate) to be given to electric vehicle charging stations in accordance with the relevant laws to be revised in the future was analyzed. As a results, the methodology presented in this paper are expected to be used in various ways to analyze the feasibility of various business models linked to renewable energy and ES technologies as well as the electric vehicle market.
