A larceny means stealing others' properties, as one of crime types most closely connected with common people. Along with fraud, it is the mostly common property crime; in particular, the largest number of people are exposed to a burglary. This study aims to find the schemes to utilize private guards according to the characteristics of burglary. To do so, a questionnaire survey was conducted into an actual condition of official statistics of burglary and into the criminals of burglary, with a view to understanding the behavioral characteristics of burglary and suggesting defense mechanisms to prevent the crime. Burglary is not just a major crime to be dealt with by public guards like the police but also one to be handled increasingly more by private guards. It is why this study intends to identify how to utilize private guards in preventing the crime. Investigations were made into 208 burglars, who were inmates of 10 correctional institutions (prisons or detention houses) across the country. It is found that only about 24% of burglars committed the crime through rational choice, about 60.7% were feared of their arrest at the time of their crime, and a very high percentage (69.9%) of them were assured of their successful crime. Burglaries usually happened at night, mostly in a summer day when everybody goes away from home for vacation. Primarily, the crimes took place in a private house of urban residential quarters. What burglars considered mostly for target selection includes 'profitability,' followed by 'surveillance' and 'risk.' Most (42%) of them committed the crime for the first time ever. Generally, they were not inclined to commit the crime while under the influence of alcohol or drug, which might prevent them from making reasonable decisions. 73.9% of the criminals said that they committed the crime singly without any accomplices.

In order to reinforce the investigative capacity of police first investigation, It is needed to reinforce the education on the first investigation, to conduct continuously for FTX (field training), to product the manual for first investigation, to build a case analysis system, to develop of forensic techniques and the coordination of national. The police should be giving people faith from the first investigation.
The definition of Crime Indictable Upon Complaint (CIC) is crimes which can be prosecuted only with complaints from the victim or his/her direct parents. Sex crimes are the representative examples, rapes and indecent assaults. According to the research referenced in this paper, 74% of sex crimes which had been penalized based on Republic of Korea (ROK) Criminal Code amounts rape and indecent assault are CIC. However, only 20% of perpetrators were confined, and the rest received non-confinement or non-prosecution determination. The review of criminal history checks reveals that 67% of the perpetrators had criminal histories and 39% of them had more than three documented offenses. The CIC was established in order to protect the victim's rights and dignity, respecting the victim's opinion regarding the incident. All kinds of sex crimes then should have been the CIC, but those crimes such as Injury Resulting from Rape, Special Rape, Rape by Special Modus Operandi, Sexual Assault among Relatives and Domestic Violence which have to guarantee the opinion of the victims are prescribed as non-CIC. We therefore conclude that the CIC should be abolished. The abolition of CIC will play an important role in crime prevention because severe penalties for sex crimes will be imposed on the perpetrators. In addition, it will help the sex crime victims retrieve their dignity by spreading recognition widely through the community that sexual assault is not only a social assault but an infringement against human rights.

The purpose of this paper is to provide basic data for related studies by comparing and analyzing crimes committed by security guards through criminal statistical analysis, and to contribute to the sound development of the private security industry by strengthening the professional ethics of security guards and reducing guard crimes. The purpose. As a results of a comparative analysis of the number of crimes by security guards and the crime rate are as follows. Although the total number of crimes committed in Korea and the number of crimes committed by security guards decreased every year, the crime rate of security guards was higher than the average crime rate. felonious crimes, violent crimes, customs crimes, and special economic crimes were consistently high. As a countermeasure against the results, first, interest in security guard crimes as perpetrators rather than as victims, second, reinforcement of professional ethics education through new training and job training, third, academic development and systematic It appeared as a specification of the definition and current status of security guards for the study.
Purpose: This study compares and analyzes the characteristics and progress of existing voice phishing and new voice phishing to present a basic policy plan to prepare countermeasures against new voice phishing based on psychological descriptions. Method: The criminal progress and characteristics of the two were compared and analyzed through damage cases on various portal sites centered on voice phishing crime scenarios. Result: As a result of analyzing the progress of the third stage of new voice phishing, the scenario of new voice phishing that can deceive victims was written more carefully and the scope of the crime was expanded. In the crime execution stage, the victim was socially isolated, reducing the victim's judgment ability, making it more difficult for investigative agencies to investigate, and in the final stage, the continuity and expansion of criminal damage such as extortion of money and valuables are shown. Conclusion: There were differences in the target and scope of the crime and the method of the crime strategy between the two, and the possibility of damage is much greater, so a more efficient response strategy should be prepared.
The purpose of this study is to analyze the actual situation of crime victimization by North Korean defectors and to examine whether any of the protection and support systems for defectors has a statistically significant effect on the perceived effectiveness for preventing the criminal victimization of North Korean Defectors. The subjects of this study were 107 police officers from the 17 provincial police departments. Independent variables were (1) social adaptation education in Hanawon, (2) protection officer system, (3) legal support system, (4) private participation system, (5) support for family life, (6) community participation activity. And the dependent variable is the crime prevention effectiveness for the defectors. As a result of multiple regression analysis, it was found that the independent variables that have a significant effect on the effectiveness of prevention of crime victimization were protection officer system and support for family life. First, in order to prevent the crime victimization of North Korean defectors in advance, three kinds of protection officer system that will be received after the transfer of the residence should play the role successfully. Second, the efforts of the government and municipalities alone are insufficient for the early settlement of North Korean defectors. Therefore, it is necessary to diversify the support and protection programs for North Korean refugees through cooperation with civic organizations. Third, it is necessary to expand the legal education time so that North Korean defectors do not suffer crime because of lack of legal knowledge. Fourth, in order to prevent North Korean defectors from being victimized by various kinds of crime, it is necessary to actively support them so that family life can be stabilized.
Since North Korea has used terror crime as a means of unification under communism against South Korea, South Korea has been much damaged until now. And the occurrence possibility of terror crime by North Korean authority is now higher than any other time. The North Korean terror crimes of Kim Il Sung era had been committed by the dictator's instruction with the object of securing governing fund. However, looking at the terror crimes committed for decades during Kim Jung Il authority, it is revealed that these terror crimes are expressed as a criminal behavior because of the conflict to accomplish the power and economic advantage non powerful groups target. This study focused on the power conflict in various causes of terror crimes by applying George B. Vold(1958)'s theory which explained power conflict between groups became a factor of crime, and found the aspect by ages of terror crime behavior by North Korean authority and responding plan to future North Korean terror crime. North Korean authority high-ranking officials were the Labor Party focusing on Juche Idea for decades in Kim Il Sung time. Afterwards, high-ranking officials were formed focusing on military authorities following Military First Policy at the beginning of Kim Jung Il authority, rapid power change has been done for recent 10 years. To arrange the aspect by times of terror crime following this power change, alienated party executives following the support of positive military first authority by Kim Jung Il after 1995 could not object to forcible terror crime behavior of military authority, and 1st, 2nd Yeongpyeong maritime war which happened this time was propelled by military first authority to show the power of military authority. And South Korea should participate positively in the international collaboration related to North Korean terror and make direct efforts to attract the international agreement to build the international cooperation for the response to North Korean terror crime. Also, we should try more to arrange the realistic countermeasure against North Korean cyber/electronic terror which was more diversified with the expertise terror escaping from existing forcible terror through enactment/revision of law related to cyber terror crime, organizing relevant institute and budget, training professional manpower, and technical development.

A public pedestrian passage induces traffic into the apartment complex, and therefore, it requires the application of Crime Prevention Through Environmental Design(CPTED). This paper aims to analyze the conditions and to suggest the improvements of public pedestrian passages in apartment complexes, applying a 3-D approach from CPTED aspect. The first aspect is "Designation": 1)The linkage between the public pedestrian passages is weak, and their designated purpose becomes unclear. 2)When the designated purpose is not considered for each complex, the closure rate is high. 3)The closure rate of the "Through type" is high. It suggests that the pedestrian network should be built and vitalized at the local urban level. The second aspect is "Definition." The public pedestrian passage lacks a social, cultural, and legal definition and only has a passive physical definition. It suggests that a legal definition and specialized guildline be prepared. The third aspect is "Design": 1)Insufficient territoriality exists between the public pedestrian passage and the inside of the complex. Territoriality should be reinforced between the public pedestrian passage and the rest of the internal territory. 2)The landscaping adjacent to the public pedestrian passage lacks deliberation. Since this is where safety and privacy collide, detailed design and maintenance of the landscaping is required. 3)It lacks systematical crime prevention facilities and should compensate accordingly.
The purpose of this study is to investigate the gender discourse of Korean newspapers. For this, the study analyzes the frames of frames of crime news on Chosun Daily and Hangyurae Newspaper for 2 years. The data are collected using KINDS, and include 265 crime articles involving woman. According to the results of this research, the episodic frames are used in the most of crime news. The five frame devices are founded in the episodic frame articles; the male subjectivity and the female objectivity, the male-oriented perspectives which reporters have, the abused sexual details and sensationalism, the emphasis of women body's fragility which imply woman's unavoidability as victims, and finally, blaming women who are victims of crimes. And in the articles of thematic frames, the similar frame devices are found. In particular, they only emphasize the problem of crime and fail to suggest a concrete resolution. Finally, the study discusses the findings relating to the patriarchal news making convention and the commercialism of newspaper industry. The two newspapers have been pursuing quite different political lines in Korean society. It is generally considered that Hangyurae newspaper is progressive and Chosun Daily is conservative. However, this study reveals that the way dealt with women in the crime news are not different. It is concluded that Korean newspapers still produce the gender discourse based on male-centric perspective and patriarchal ideology.
It was just over 20 years ago that the victim who had been seen as the forgotten man in criminal justice system for a long time started to participate in criminal proceedings and state his opinion. Other countries such as America and Japan provide crime victims with the opportunity to state freely about facts of damage as well as their opinions in criminal proceedings at present. However, Korea gives the victim the right of statement as a witness, though the statement of crime victim's opinion is the constitutional right. That is, as crime victims are not free from perjury they cannot actively state their views. Meanwhile, if the freedom of crime victims' statement is guaranteed in law and victims can state opinions with their own voice, victims' statement of opinion will help the victims treat and relieve their psychological damages. For these reasons, it is desirable that Korea, like the U.S. and Japan, gives crime victims the right to state their opinion without fear of perjury in criminal proceedings not as witnesses but as the aggrieved party.
