Technology convergence, recently accelerated in various technical fields, can be achieved by discovering a new technology while exchanging the knowledge among the different technologies and utilizing such knowledge into the existing fields of technology. In particular, technology convergence actively occurs in knowledge-intensive ICT. However, limited research is available on the routes of ICT technical knowledge diffusion because of insufficient data. Therefore, this study built a database on the citations of patent data applied from 2006 to 2013 in Korea and their cited patents. We drew a patent citation network, a technology citation network and an applicant citation network, after which we analyzed the routes of technical knowledge diffusion. Results showed that ICT played a leading role in knowledge citation among technologies and that such diffusion took a shorter time in technology citation when it occurred more frequently and when the citation occurred between ICTs. In addition, most of the ICT showed a strong citation relationship with the other ICTs or such technologies in the field of physics or electricity, whereas electric elements (H01) showed various citation relationships with technologies other than ICT. Furthermore, we found a strong technology diffusion relationship between domestic corporations and domestic natural persons. National organizations often cited the patents of other applicants, whereas the patents of domestic corporations were actively cited between domestic corporations or by other applicants. Thus, this study is expected to be useful in measuring the performance of technologies, including the diffusion to other technologies. As well as in considering the routes of technical knowledge diffusion in Korea.

Purpose: In the current era of rapid development of the information and communication technologies (ICT) sector, the formation of an effective regulatory approach is important. There are some methodological shortcomings and difficulties in the approach system of international organizations that assesses the level of application of ICT in various areas in terms of quantity and quality. The basic element of economic growth differs according to the economic conditions prevailing in the period and the country. While the agricultural sector plays an active role in economic growth or development in an underdeveloped country, in a developed country, capital-intensive and even technology-intensive production is the main element of economic growth. From this point of view, the contribution of information and communication technologies (ICT) to Azerbaijan's socio-economy for the period between 2010-2020 will be examined. Research design and methodology: The unit root test and Granger causality test were applied by taking the CDPPC per Capita, Employment, and Unemployment Rate from the social-o-economic data as the dependent variable, fixed and mobile phone usage and internet usage as the independent variables. The principal results: According to the results obtained; It has been determined that the use of ICT positively affects the socio-economic economic situation.

Information system has been at center of economic development in several developed countries, and as Africa envision to improve its global economic competitiveness it is important to assess penetration rate the digital divide and catch-up effect over the years. This paper examined whether there exists digital divide and if so, is it narrowing over time and whether the ICT is converging with time in the African countries. Three technologies namely mobile-cellular, internet and fixed broadband were used to measure the digital divide and the catch-up effect. Gamma and sigma convergence methodology together with averaged penetration ratios were used to assess the cross-country performance of each technology. This study confirms both the narrowing of digital divide and convergence of ICT in all three technologies for both total group and subgroups. The digital gap was narrowing over time and the low-income countries were catching up faster to the middle-income countries in all three technologies. However, there are marked differences exhibited in the speed of narrowing digital divide and the speed of convergence between the total groups and the subgroups of countries. Some policy implications were discussed in the conclusion and they can be utilized in designing developmental ICT policies in each technology case for individual countries.

The development of information and communications technologies(ICT) is changing school education, which is a center of teaching/lession process. Information and communications technologies can not guarantee quality education appropriate for knowledge & information society. Interactions between ICT and educational environment, change in the role of teachers, and shift in teaching strategies for educational contents and learning method would be required. This paper has studied the relationship between school education and ICT, change in the role of teachers, and a direction in teaching strategies to take advantage of ICT in school education. For this purpose, it has endeavored to offer an ideal ICT environment by researching both some cases in the foreign countries and the seventh educational process in Korea. In conclusion, this study recommends the followings; First, interactive environment between school and ICT is necessary to make education appropriate to knowledge-information society; Secondly, in the structutive teaching/learing process based upon ICT classroom, teachers should not be the old role player, such as knowledge transfer and learning manager any longer; instead, they should stimulate more social and conversational thinking, and integrate ICT into teaching process; Thirdly, teaching strategies need to change for the purpose of promoting evaluative thinking productive thinking creative thinking.

The objective of this study is to examine the scheme of electronic commerce technologies. analyzing the current state and what is expected of them In the future. However, it is difficult to clarify relationships with the every electronic commerce technology and to analyze the progress of each of them. This study focuses on the major electronic commerce application technologies relevant to e-business. In order to analyze the current state of electronic commerce technologies and relationships among them. this study has tried to gather experts' opinions using the Delphi method. For each major EC technology, this study has analyzed the current level. the technology scheme. the applicability, the economic influences of the EC technologies and the urgency of the technology development. This study will play a role of catalyser for the study of electronic commerce technologies and will provide guideline for future studies electronic commerce and information communication technology(ICT) diffusion.

The construction industry is a representative high levels of hazardous work environment, and the number of disasters in the construction industry is the highest compared to other industries. Information & Communication Technology(ICT) convergence technologies are being introduced worldwide, and this study considers ICT-based safety management cases at domestic and foreign, resulting in a list of technologies to recognize and resolve to construction site hazards. Technologies such as 「Development of hazard map considering cause, age, proficiency, type and timing of accident in construction industry」, 「Development of hazard map-based accident prediction platform using AI」, 「Development of smart safety management plan for whole construction work cycle」, 「Development of intelligent safety devices and smart safety equipment for mitigating hazard factors」 were derived as smart construction technologies that could solve this problem.

The objectives of this study is to present a discovering process of interdisciplinary convergence technology using text mining of big data. For the convergence research of biotechnology(BT) and information communications technology (ICT), the following processes were performed. (1) Collecting sufficient meta data of research articles based on BT terminology list. (2) Generating intellectual structure of emerging technologies by using a Pathfinder network scaling algorithm. (3) Analyzing contents with topic modeling. Next three steps were also used to derive items of BT-ICT convergence technology. (4) Expanding BT terminology list into superior concepts of technology to obtain ICT-related information from BT. (5) Automatically collecting meta data of research articles of two fields by using OpenAPI service. (6) Analyzing contents of BT-ICT topic models. Our study proclaims the following findings. Firstly, terminology list can be an important knowledge base for discovering convergence technologies. Secondly, the analysis of a large quantity of literature requires text mining that facilitates the analysis by reducing the dimension of the data. The methodology we suggest here to process and analyze data is efficient to discover technologies with high possibility of interdisciplinary convergence.

There are many policies around the world regarding Information Communication Technology (ICT). In 2012, the World Health Organization emphasized the strategic and integrated policy for the development and dissemination of ICT-based healthcare innovations at the national level. As technologies related to ICT are introduced in various countries around the world, each country announces policies and strategies to preoccupy these new industries. However, Korea is tied to various regulations in investment of ICT and thus lags behind other countries. Therefore, in this section, we review the present status and problems of ICT development in Korea and compare these with other major countries. Finally, we present the ICT development strategies and tasks in Korea.

With the development of ICT technologies, various systems and services based on data have been introduced. Also, raising the importance of technologies that provide trust to a data, infrastructure, and services. for ICT services. However, in the existing ICT service environment, there is no way to objectively judge and manage the trust of various components (content, infrastructure, process, service provider, etc) that constitute a specific service, and there is a limitation that we can only rely on the service provider's own quality standards. This paper provides requirements, functional archtecture, and procedures for providing reliable ICT services from the perspective of ITU-T international standards. Trust-enabled service provisioning adds additional functions for providing trust to existing ICT service entities (service resources, stakeholders, and users), collecting, analyzing, and providing trust related information. Therefore, a users can consider the trust of various service components based on analyzed trust information based on their trust requirements.
